    Description: Federal attempts to stimulate technological innovation have been unsuccessful because of the application of an inappropriate policy framework that lacks conceptual and empirical knowledge of the process of technological innovation and fails to acknowledge the relationship between knowled reproduction, transfer, and use as equally important components of the process of knowledge diffusion. It is argued that the potential contributions of high-speed computing and networking systems will be diminished unless empirically derived knowledge about the information-seeking behavior of the members of the social system is incorporated into a new policy framework. Findings from the NASA/DoD Aerospace Knowledge Diffusion Research Project are presented in support of this assertion.

    Description: Federal involvement in simulating economic growth through the development and application of technology policy is currently the subject of serious debate. A recession and the recognition that an internationally competitive economy is a prerequisite for the attainment of national goals have fostered a number of technology policy initiatives aimed at improving the economic competitiveness of American industry. This paper suggests that the successful implementation of U.S. technology policy will require the adoption of a knowledge diffusion model, the development of user oriented information products and services, and a more 'activist' approach on the part of sci/tech librarians in the provision of scientific and technical information (STI). These changes will have a dramatic impact on the sci/tech library of the future and the preparation of sci/tech librarians.

    Description: Increasing reliance on and investment in information technology and electronic networking systems presupposes that computing and information technology will play a motor role in the diffusion of aerospace knowledge. Little is known, however, about actual information technology needs, uses, and problems within the aerospace knowledge diffusion process. The authors state that the potential contributions of information technology to increased productivity and competitiveness will be diminished unless empirically derived knowledge regarding the information-seeking behavior of the members of the social system - those who are producing, transferring, and using scientific and technical information - is incorporated into a new technology policy framework. Research into the use of information technology and electronic networks by U.S. aerospace engineers and scientists, collected as part of a research project designed to study aerospace knowledge diffusion, is presented in support of this assertion.

    Description: A set of requirements are defined for an operations support system for automating operations in the Space Station Training Facility (SSTF). An operations concept is described based on utilization studies and facility-operations plans with specific attention given to the SSTF components. The Operations Support System (OSS) is designed to have an integrated set of tools for system configuration and realtime data monitoring, analysis, and control. The concept relies on a system configuration tool for connecting and verifying hardware and software components, and a status-and-control monitor is envisaged to collect data. The SSTF OSS is expected to enhance the effectiveness of simulator training by configuring the components for training, monitoring and controlling components, and conducting all operations in real time.

    Description: To remain a world leader in aerospace, the US must improve and maintain the professional competency of its engineers and scientists, increase the research and development (R&D) knowledge base, improve productivity, and maximize the integration of recent technological developments into the R&D process. How well these objectives are met, and at what cost, depends on a variety of factors, but largely on the ability of US aerospace engineers and scientists to acquire and process the results of federally funded R&D. The Federal Government's commitment to high speed computing and networking systems presupposes that computer and information technology will play a major role in the aerospace knowledge diffusion process. However, we know little about information technology needs, uses, and problems within the aerospace knowledge diffusion process. The use of computer and information technology by US aerospace engineers and scientists in academia, government, and industry is reported.

    Description: Automatic control of the liquid cooling garment (LCG) worn by astronauts during extravehicular activity (EVA) would more efficiently regulate astronaut thermal comfort and improve astronaut productivity. An experiment was conducted in which subjects performed exercise profiles on a unique, supine upper body ergometer to elicit physiological and thermal responses similar to those achieved during zero-g EVAs. Results were analyzed to quantify metabolic rate, various body temperatures, and other heat balance parameters. Such data may lead to development of a microprocessor-based system to automatically maintain astronaut heat balance during extended EVAs.
