    Description: Coordinating and controlling large numbers of autonomous or semi-autonomous robot elements in a space construction activity will present problems that are very different from most command and control problems encountered in the space business. As part of our research into the feasibility of robot constructors in space, the CSC Operations Group is examining a variety of command, control, and communications (C3) issues. Two major questions being asked are: can we apply C3 techniques and technologies already developed for use in space; and are there suitable terrestrial solutions for extraterrestrial C3 problems? An overview of the control architectures, command strategies, and communications technologies that we are examining is provided and plans for simulations and demonstrations of our concepts are described.

    Description: The design and simulator evaluation of an automation tool for assisting terminal radar approach controllers in sequencing and spacing traffic onto the final approach course is described. The automation tool, referred to as the Final Approach Spacing Tool (FAST), displays speed and heading advisories for arrivals and sequencing information on the controller's radar display. The main functional elements of FAST are a scheduler that schedules and sequences the traffic, a four-dimensional trajectory synthesizer that generates the advisories, and a graphical interface that displays the information to the controller. FAST has been implemented on a high-performance workstation. It can be operated stand-alone in the terminal radar approach control (TRACON) facility or as an element of a system integrated with automation tools in the Air Route Traffic Control Center). Simulation results show that FAST significantly reduced controller workload and demonstrated a potential for an increase in landing rate.

    Description: The design and performance of the first traveling-wave tube (TWT) to be built with a phase-adjusted taper (PAT) is discussed. By adjusting the phase of the electron bunch with respect to the RF wave for strong electron bunch formation at the beginning of the taper and strong power conversion at the end, the PAT achieves a high efficiency of power conversion from the electron beam to the RF wave. A PAT incorporated into the output section of a baseline 29-30 GHz ferruleless coupled-cavity TWT experimentally increased the peak RF power from 420 to 1000 W and the peak RF interaction efficiency from 9.6 to 22.6 percent.

    Description: Mullins and Sekerka (1964) showed for fixed temperature gradient that the planar interface is linearly stable for all pulling speeds V above some critical value, the absolute stability limit. Near this limit, where solidification rates are rapid, the assumption of local equilibrium at the interface may be violated. Here, nonequilibrium effects are incorporated into a linear stability analysis of the planar front by allowing the segregation coefficient and interface temperature to depend on V in a thermodynamically consistent way. The absolute stability limit of the cellular mode is modified. A new oscillatory state is formed which, in the absence of latent heat, has a critical wavenumber of zero; by itself this instability would lead to the formation of solute bands in the solid. This mode has its own absolute-stability limit determined by solute trapping and kinetics. Under certain conditions, there exists a window of stability above the steady absolute-stability boundary and below the oscillatory-stability boundary; here the planar segregation-free state is restabilized.

    Description: A model of Saturn's magnetic field, called Saturn Pioneer Voyager (SPV), is developed on the basis of an analysis of three sets of data: those from the Pioneer 11, the Voyager 1, and the Voyager 2 magnetometers. It is shown that the SPV model fits the data observed between 1.3 and 8.0 Saturn radii from the planet's center with a 1.13 percent weighted rms average of the percent differences between the observed and modeled fields, which is substantially better than the fits yielded by any of the previous models.
