    Description: An hourly, digital data base from the Visible/Infrared Spin-Scan Radiometer (VISSR) instrument on the GOES-1 and SMS-2 geostationary satellites is described. Several examples of developmental applications of these quantitative digital data are presented. These include a review of recent attempts to develop products that are of use to meteorologists who provide services to aviation, agriculture, forestry, hydrology, oceanography, and climatology. The sample products include high resolution thermal gradients of land and ocean surfaces, thermal change analyses, fruit frost/freeze application, cloud-top altitude analysis, analysis of hurricane characteristics, and analyses of solar insolation.

    Description: The author has identified the following significant results. First order benefits can generally be quantified, thus allowing quantitative comparisons of candidate land cover data systems. A meaningful dollar evaluation of LANDSAT can be made by a cost comparison with equally effective data systems. Users of LANDSAT data can be usefully categorized as performing three general functions: planning, permitting, and enforcing. The value of LANDSAT data to the State of Georgia is most sensitive to the parameters: discount rate, digitization cost, and photo acquisition cost. Under a constrained budget, LANDSAT could provide digitized land cover information roughly seven times more frequently than could otherwise be obtained. Thus on one hand, while the services derived from LANDSAT data in comparison to the baseline system has a positive net present value, on the other hand if the budget were constrained, more frequent information could be provided using the LANDSAT system than otherwise be obtained.

    Description: The objective of this research program is to investigate the technical and economic feasibility of producing solar-cell-quality sheet silicon by coating one surface of carbonized ceramic substrates with a thin layer of large-grain polycrystalline silicon from the melt. The past quarter demonstrated significant progress in several areas. Seeded growth of silicon-on-ceramic (SOC) with an EFG ribbon seed was demonstrated. Different types of mullite were successfully coated with silicon. A new method of deriving minority carrier diffusion length, L sub n from spectral response measurements was evaluated. ECOMOD cost projections were found to be in good agreement with the interim SAMIS method proposed by JPL. On the less positive side, there was a decrease in cell performance which we believe to be due to an unidentified source of impurities.

    Description: The concept of an advanced-technology (viz., 1985 technology) nuclear-electrolytic water electrolysis facility was assessed for hydrogen production cost and efficiency expectations. The facility integrates (1) a high-temperature gas-cooled nuclear reactor (HTGR) operating a binary work cycle, (2) direct-current (d-c) electricity generation via acyclic generators, and (3) high-current-density, high-pressure electrolyzers using a solid polymer electrolyte (SPE). All subsystems are close-coupled and optimally interfaced for hydrogen production alone (i.e., without separate production of electrical power). Pipeline-pressure hydrogen and oxygen are produced at 6900 kPa (1000 psi). We found that this advanced facility would produce hydrogen at costs that were approximately half those associated with contemporary-technology nuclear electrolysis: $5.36 versus $10.86/million Btu, respectively. The nuclear-heat-to-hydrogen-energy conversion efficiency for the advanced system was estimated as 43%, versus 25% for the contemporary system.

    Description: Results of experimental investigations into turbulent boundary-layer behavior under the influence of pressure gradients and with separation are presented for transonic and supersonic flow fields. In the transonic case, an axisymmetric model was implemented consisting of an annular circular arc bump affixed to a circular cylinder aligned with the flow direction. For the supersonic separation study, an oblique shock wave impinging on the wind tunnel wall boundary layer was employed to cause separation. The mean streamwise and normal velocity components as well as the respective turbulence intensities were obtained with a two-color frequency shifted laser velocimeter.

    Description: The authors have identified the following significant results. By using suspended sediments as tracers, objectives were met by qualitative definition of the nearshore circulation along the entire coast of California with special study sites at Humboldt Bay, the mouth of the Russian River, San Francisco Bay, Monterey Bay, and the Santa Barbara Channel. Although LANDSAT primarily imaged fines and silts in the surface waters, the distribution of sediments allowed an examination of upwelling, convergences and coastal erosion and deposition. In Monterey Bay and Humboldt Bay, these coastal phenomena were used to trace seasonal trends in surface currents.

    Description: The problems of developing large-area, gas-scintillation proportional counters with high resolution are considered. It is found that simple large-area, parallel-grid proportional counters suffer from a variation in gain over the counter window. Some success has been achieved in overcoming this problem by focusing the charge cloud as it drifts into the multiplication region. Measurements are reported for various mixtures of argon and xenon as well as pure xenon.

    Description: The potential for using HH-polarized L-band SAR data obtained at different incidence angles from satellite altitudes to identify and map different forest cover types and stand density classes is studied. Reasonably accurate results are obtained if the speckle characteristics of the data are suppressed by low-pass spatial filters and a contextual classification algorithm. Multipolarized L-band SAR data obtained from aircraft altitudes over the same test site are also analyzed to assess the relationships between polarization and forest stand characteristics. It is found that incidence angle controls, to a very large extent, the characteristics of the data and the type of information that can be obtained from L-band, HH-polarized satellite SAR data. Cross-polarization of L-band SAR data enhances and differentiates various forest stand characteristics which cannot be defined using only the like-polarized data, and vice-versa.
