    Description: LANDSAT-1 imagery has been used for water quality and land use monitoring in and around the Swift Creek and Lake Chesdin Reservoirs in Virginia. This has proved useful by (1) helping determine valid reservoir sampling stations, (2) monitoring areas not accessible by land or water, (3) giving the State a viable means of measuring Secchi depth readings in these inaccessible areas, (4) giving an overview of trends in changing sedimentation loadings over a given time period and classifying these waters into various categories, (5) enabling the State to inventory all major lakes and reservoirs and computing their acreage, (6) monitoring land use changes in any specific area, (7) evaluating possible long-term environmental effects of nearby developments, and (8) monitoring and predicting population shifts with possible impact on water quality problems. The main problems in the long-term use of such imagery appear to be cost and lack of consistency due to cloud cover limitations.

    Description: Water quality monitoring possibilities from LANDSAT were demonstrated both for direct readings of reflectances from the water and indirect monitoring of changes in use of land surrounding Swift Creek Reservoir in a joint project with the Virginia State Water Control Board and NASA. Film products were shown to have insufficient resolution and all work was done by digitally processing computer compatible tapes. Land cover maps of the 18,000 hectare Swift Creek Reservoir watershed, prepared for two dates in 1974, are shown. A significant decrease in the pine cover was observed in a 740 hectare construction site within the watershed. A measure of the accuracy of classification was obtained by comparing the LANDSAT results with visual classification at five sites on a U-2 photograph. Such changes in land cover can alert personnel to watch for potential changes in water quality.

    Description: The objective procedure was developed for identifying probable sensor and mission characteristics for an operational satellite land observing system. Requirements were systematically compiled, quantified and scored by type of use, from surveys of federal, state, local and private communities. Incremental percent increases in expected value of data were estimated for critical system improvements. Comparisons with costs permitted selection of a probable sensor system, from a set of 11 options, with the following characteristics: 30 meter spatial resolution in 5 bands and 15 meters in 1 band, spectral bands nominally at Thematic Mapper (TM) bands 1 through 6 positions, and 2 day data turn around for receipt of imagery. Improvements are suggested for both the form of questions and the procedures for analysis of future surveys in order to provide a more quantitatively precise definition of sensor and mission requirements.

    Description: The first satellite of the Landsat-D Project is to be launched in the third quarter of 1982 with a second satellite to be prepared for launch 12 to 15 months later. Both spacecraft are to include the familiar Multispectral Scanner (MSS) and the advanced multispectral scanner called the Thematic Mapper (TM). The ground data processing system for the MSS data is to be ready to produce 200 scenes a day in 1982. The data processing systems for the TM are to be fully operational at the 50 to 100 scenes a day level in early 1985. The fabrication of the system components has proceeded well in recent months, and integration of the total system is under way. The procedures for processing the data and meeting specifications are nearly completed for the MSS and are outlined in detail for the TM. An outline of an investigation program stressing systems performance has been developed for the period 1982 to 1985.

    Description: Data collected on the spectral characteristics of the LANDSAT-4 and LANDSAT-4 backup thematic mapper instruments, the protoflight (TM/PF) and flight (TM/F) models, respectively, are presented and analyzed. Tests were conducted on the instruments and their components to determine compliance with two sets of spectral specifications: band-by-band spectral coverage and channel-by-channel within-band spectral matching. Spectral coverage specifications were placed on: (1) band edges--points at 50% of peak response, (2) band edge slopes--steepness of rise and fall-off of response, (3) spectral flatness--evenness of response between edges, and (4) spurious system response--ratio of out-of-band response to in-band response. Compliance with the spectral coverage specifications was determined by analysis of spectral measurements on the individual components contributing to the overall spectral response: filters, detectors, and optical surfaces.

    Description: Preflight and in-orbit sensor and data measurements indicate that TM meets or exceeds most specifications. Measured spectral band edges meet instrument specifications in 12 out of 14 cases; there is ample dynamic range. The signal-to-noise ratio exceeds specifications, except for band 3, channel 4; and band 7 channel 7 is very noisy but still meets specifications. The modulation transfer function of channel 4, band 2, is smaller than specified. Registration errors between the primary focal plane (PFP) and the cold focal plane (CFP) are about 0.75 pixels along-scan and 0.2 pixels across scan. Forward and reverse scan discontinuities, are well within ground-processing capabilities to rectify. Instrument gain variability, up to 7% for band 5, requires use of the internal calibration (IC) system to assure radiometric accuracy. Preliminary applications evaluation of image contents indicates that TM provides much better definition of edges than MSS.
