Description / Table of Contents: 77Se n.m.r. spectra of twenty-six organoselenium compounds, including some with an endocyclic selenium atom, have been recorded. Our measurements complete the scale of chemical shifts previously established by McFarlane. It seems difficult to define a range of chemical shifts which is characteristic of the valency state of selenium or of its endo- or exocyclic position. Some results are discussed qualitatively. In the case of selenolo[2,3-b]thiophene, evidence has been obtained for a 4J[Se, H] coupling across the sulphur atom.

Notes: A low-energy spectrometer for the X-ray analysis of plutonium and plutonium-containing materials has been built. We use ultra-thin window to maintain different pressures and contamination level in the spectrometers's sample and crystal chambers. Ultra-thin windows are also used on the X-ray tube and detector. Methods have been developed by which the spectrometer can analyze both metal and loose-powder samples. Representative calibration spectra are presented for the fluorine band in polyfluoroethylene, the oxygen band in α-Al2 O3, and the carbon band in graphite. Experimental spectra are presented for the fluorine band in PuF3 and for the oxygen ban in PuO2.

Description: Alternative approaches are analyzed to a National Law Enforcement Telecommunications Network (NALECOM) designed to service all state-to-state and state-to-national criminal justice communications traffic needs in the United States. Network topology options were analyzed, and equipment and personnel requirements for each option were defined in accordance with NALECOM functional specifications and design guidelines. Evaluation criteria were developed and applied to each of the options leading to specific conclusions. Detailed treatments of methods for determining traffic requirements, communication line costs, switcher configurations and costs, microwave costs, satellite system configurations and costs, facilities, operations and engineering costs, network delay analysis and network availability analysis are presented. It is concluded that a single regional switcher configuration is the optimum choice based on cost and technical factors. A two-region configuration is competitive. Multiple-region configurations are less competitive due to increasing costs without attending benefits.

Description: The analysis makes use of a singular perturbation method, the multiple time scaling. Concepts of stable and unstable limit cycles are introduced. The solution is obtained in the form of an asymptotic expansion. Numerical results are presented for the nonlinear flutter of panels and airfoils in supersonic flow. The approach used is an extension of a method for analyzing nonlinear panel flutter reported by Morino (1969).

Description: The results of a program to design and fabricate an unshielded actively cooled structural panel for a hypersonic aircraft are presented. The design is an all-aluminum honeycomb sandwich with embedded cooling passages soldered to the inside of the outer moldline skin. The overall finding is that an actively cooled structure appears feasible for application on a hypersonic aircraft, but the fabrication process is complex and some material and manufacturing technology developments are required. Results from the program are summarized and supporting details are presented.

Description: On November 9, 1972 Imp 7 was in the plasma sheet from 0430 to 1000 UT and detected strong earthward plasma flows. A series of nine temporal pulsations were observed to vary in bulk speed from 0 to about 1500 km/s and to occur at 15-30 minute intervals. A positive correlation exists between the speed variations and changes in the standard deviation of the magnetic field. Evident periodicity was not found corresponding to Imp 7 pulsations and other magnetospheric or solar wind data. It is felt that the pulsations may indicate that tail reconnection is unsteady in periods of 10-30 minutes.

Notes: A general derivatization method has been developed for both primary and secondary aminoalkylphosphonic acids. Derivatization is effected by reaction with trifluoroacetic acid and trifluoroacetic acid anhydride followed by esterification using ethereal diazo-n-butane. This method can be used for microgram quantities and permits ready characterization by both gas chromatography and gas chromatography mass spectrometry. The structure of this derivative has been verified by mass spectrometry and proton magnetic resonance. Fragmentation patterns were confirmed by high resolution mass spectrometry, isotope labeling and the formation of derivative analogs.

Notes: A rapid, sensitive method of analysis for methylphenidate and ritalinic acid in blood and urine has been developed using gas chromatography mass spectrometry and selected ion monitoring for separation and detection. The methylphenidate is isolated by solvent extraction into chloroform and the ritalinic acid is isolated by salting out into isopropyl alcohol, followed by methylation and subsequent solvent extraction. The method has been applied to the study of methylphenidate metabolism and excretion in adults and hyperactive children under-going treatment with methylphenidate.

Notes: Using electron impact and field desorption mass spectrometry, structures are proposed for narasin and a related ionophore, A28086B, derived from fermentation. The ionic fragmentation of these compounds and their derivatives is discussed and compared with that of salinomycin, whose structure has been determined by X-ray diffraction.
