    Description: The observation and interpretation of weak EPR transitions, identified as 'forbidden' transitions, establish the existence of a new type of quadrupole interaction for cubic-symmetry imperfections. This interaction is simply a consequence of the ground-vibronic-state degeneracy. The signs as well as the magnitudes of the quadrupole-coupling coefficients are determined experimentally. These data agree well with the predictions of crystal field theory modified to account for a weak-to-moderate vibronic interaction (i.e., a dynamic Jahn-Teller effect).

    Description: Identifications and classifications of spectral lines in the lithium-like spectra of the elements K through Mn is presented for the first time. The extrapolation procedures used to calculate these spectra are presented in detail. The excellent agreement between the predicted and measured lines establish the long-range extrapolation.

    Description: Following the establishment of the overall transport concept, a study of all of the life limiting constraints associated with the transport were analyzed using modeling techniques. These design techniques included: (1) a response analysis from which the performance of the transport could be determined under operating conditions for a variety of conceptual variations both in a new and aged condition; (2) an analysis of a double cone guidance technique which yielded an optimum design for maximum guidance with minimum tape degradation; (3) an analysis of the tape pack design to eliminate spoking caused by negative tangential stress within the pack; (4) an evaluation of the stress levels experienced by the magnetic tape throughout the system; (5) a general review of the bearing and lubrication technology as applied to satellite recorders and hence the recommendation for using standard load carrying antifriction ball bearings; and (6) a kinetic analysis to determine the change in kinetic properties of the transport during operation.

    Description: The perturbation seen in the experimental differential elastic scattering cross section for the 40 eV He(+) + Ne system was attributed to a single crossing of two intermolecular potential energy curves. A new theoretical treatment of the curve crossing problem, that of Delos and Thorson, is employed to obtain the crossing probabilities and phases associated with the crossing. These are determined by utilizing ab initio potentials involved in the crossing and are further used in a partial wave calculation of the cross section, which is compared with our experiment. The origin of the oscillatory structure observed in the differential cross section is discussed in semiclassical terms by defining the problem in terms of two pseudo-deflection functions. A rainbow effect is shown to be related to a particular feature (a maximum rather than a minimum) of these deflection functions.

    Description: A preliminary mission study of a reusable vehicle from staging to orbit indicates payload advantages for a dual-propulsion system consisting of separate scramjet and rocket engines. In the analysis the scramjet operated continuously and the initiation of rocket operation was varied. For a stage weight of 500,000 lb the payload was 10.4 percent of stage weight or 70 percent greater than that of a comparable all-rocket-powered stage. When compared with a reusable two-state rocket vehicle having 50,000 lb payload, the use of the dual propulsion system for the second stage resulted in significant decreases in lift-off weight and empty weight, indicating possible lower hardware costs.

    Description: Calculated potentials for the NaHe molecule are used to obtain collision-induced widths and shifts for the sodium D lines together with cross sections for fine-structure transitions and the relaxation of the multipole polarizations of the resonance levels. The atomic collision is treated in an adiabatic approximation in which the colliding atoms form a molecular system which rotates during the collision. We find the resonance lines to be broadened equally and to be approximately 70% wider, and with associated shifts of an order of magnitude smaller, than expected on the basis of van der Waals forces. The dependence of the cross sections for relaxation of the multipole polarizations of the resonance levels on the molecular-coupling conditions and the rotation of the system during collision is discussed and indicates a limitation of the sum rule for these cross sections.

    Description: Description of an analytically obtained optimum adaptive delta modulator-demodulator configuration. The device utilizes two past samples to obtain a step size which minimizes the mean square error for a Markov-Gaussian source. The optimum system is compared, using computer simulations, with a linear delta modulator and an enhanced Abate delta modulator. In addition, the performance is compared to the rate distortion bound for a Markov source. It is shown that the optimum delta modulator is neither quantization nor slope-overload limited. The highly nonlinear equations obtained for the optimum transmitter and receiver are approximated by piecewise-linear equations in order to obtain system equations which can be transformed into hardware. The derivation of the experimental system is presented.

    Description: An experimental investigation has been made of the sound-absorbing properties of liquid-base foams and of their ability to reduce jet noise. Protein, detergent, and polymer foaming agents were used in water solutions. A method of foam generation was developed to permit systematic variation of the foam density. The investigation included measurements of sound-absorption coefficents for both plane normal incidence waves and diffuse sound fields. The intrinsic acoustic properties of foam, e.g., the characteristic impedance and the propagation constant, were also determined. The sound emitted by a 1-in.-diam cold nitrogen jet was measured for subsonic (300 m/sec) and supersonic (422 m/sec) jets, with and without foam injection. Noise reductions up to 10 PNdB were measured.
