    Description: This paper investigates the economic impact of an energy efficiency improvement policy on electricity-intensive firms in Ghana. The policy imposed a penalty on these electricity-intensive firms, which are referred to as special load tariff (SLT) customers, when their power factor was below 90%. This paper applies the regression discontinuity design (RDD) to the panel data of these SLTs ranging from 1994 to 2012, excluding those years characterized by energy crisis. The results show adverse impacts of the policy on the employment and salary levels of the firms in the long run, in particular, the small- and medium–voltage firms. The results indicate that small- and medium–voltage firms are economically vulnerable to the penalty policy in the long run and recommend two policies to overcome this challenge. Firstly, the penalty for power factor improvement should not be imposed identically across firms with different voltage levels. Secondly, firms that satisfy the power factor standard should receive subsidies to improve their competitiveness in the market.

    Description: This paper aims to show the impact of access to electricity on school enrollment in Bangladesh. It offers an empirical investigation of the relationship between access to electricity and school enrollment statuses, such as grade progression, repetition, and non-attendance. The data were taken from Bangladesh’s Multiple Indicator Cluster Survey (MICS) database 2012–2013 provided by the Bangladesh Bureau of Statistics (BBS) and UNICEF; the data include two years of grading information for children of ages ranging from 5–15. We applied the propensity score matching (PSM) and the Markov schooling transition model using matched sample data. The results show that access to electricity has a significant positive effect on grade progression and a significant negative effect on non-attendance in the short run as well as in the long run. The simulation result shows that the non-attendance rate is lower and the school enrollment rate for children grades 9-11 is higher in the electrified areas compared to unelectrified areas. This result suggests that access to electricity is an important strategic indicator for increasing school enrollment in both primary and secondary schools.

    Description: This study estimated the corporate average fuel economy (CAFE) and CAFE targets of Japan’s domestic automobile manufacturers and evaluated whether manufactures have achieved these estimated CAFE targets. Furthermore, an analysis framework was proposed for estimating what impact the introduction of the CAFE standards in Japan will have on motor vehicle-derived lifecycle CO2 emissions. As a result, the following was found: (1) Automobile manufacturers can maximize their sales under the constraints of the CAFE standards, but vehicle sales plans based on sales maximization will lower their CAFE standard scores. (2) Economically optimal automobile manufacturer behavior—striving to achieve CAFE standards while maximizing sales—will increase the manufacturers’ overall carbon footprint and actually worsen the environment.

    Description: Evaluating the installation potential of ground source heat pump (GSHP) systems based on the hydrogeological condition of an area is important for the installation and sustainable use of the system. This work is the first to have compared the distributions of heat exchange rate in the Sendai Plain and Aizu Basin (Japan) in terms of topographical and hydrogeological conditions. A regional groundwater flow and heat transport model was constructed for the Sendai Plain. Suitability assessment was conducted for an identical closed-loop system by preparing the distribution maps of heat exchange rate for space heating for the plain and basin. For both locations, the upstream area showed a higher heat exchange rate than the downstream area. Multiple regression analysis was conducted using heat exchange rate as a response variable. Average groundwater flow velocity and average subsurface temperature were considered as explanatory variables. The heat exchange rate for the plain, whose Péclet number ranged from 3.5 × 10−3–7.3 × 10−2, was affected by groundwater flow velocity and subsurface temperature. The exchange rate for the basin, whose Péclet number ranged from 8.5 × 10−2–5.8 × 10−1, was affected by groundwater flow velocity. Inland basins are likely to be more suitable for GSHP system installation utilizing groundwater flow than coastal plains in terms of inclination of slope. This study showed that multiple regression analysis can reveal factors affecting the heat exchange rate as well as the degree to which they affect it.

    Description: This paper discusses a structural property for a power system to continue a safe operation under power fluctuation caused by fluctuating power sources and loads. Concerns over global climate change and gas emissions have motivated development and integration of renewable energy sources such as wind and solar to fulfill power demand. The energy generated from these sources exhibits fluctuations and uncertainty which is uncontrollable. In addition, the power fluctuations caused by power loads also have the same consequences on power system. To mitigate the effects of uncontrollable power fluctuations, a power flow control is presented which allocates power levels for controllable power sources and loads and connections between power devices. One basic function for the power flow control is to balance the generated power with the power demand. However, due to the structural limitations, i.e., the power level limitations of controllable sources and loads and the limitation of power flow channels, the power balance may not be achieved. This paper proposes two theorems about the structural conditions for a power system to have a feasible solution which achieves the power balance between power sources and power loads. The discussions in this paper will provide a solid theoretical background for designing a power flow system which proves robustness against fluctuations caused by fluctuating power devices.

    Description: The installation potential of ground-source heat pump (GSHP) systems has been studied based on the spatial interpolation of numerical simulation results using ground heat exchanger (GHE) models. This study is the first to create an estimation formula for the heat exchange rate (HER) to obtain a solution equivalent to the numerical analysis results considering the average method when supplying three-dimensional (3D) hydrogeological information that affects the HER to a two-dimensional (2D) map. It was found that the main factors affecting the HER were groundwater flow velocity, subsurface temperature, and thermal conductivity. The response surface methodology was utilized to approximate the HER using the above-mentioned three parameters. The estimated HER showed very strong agreement with that calculated by the GHE models. The application of the estimation formula to the simulation of the 3D groundwater flow and heat transport model of the Sendai Plain (Japan) better reflects the hydrogeological information of the regional model than conventional maps. The proposed method improves the spatial resolution of maps and allows for the easy creation of the HER estimation formula.
