Notes: The law affects the Global Positioning System (GPS) industry both on a macro and on a micro level. On a macro level, issues such as future regulation of telematics, frequency spectrum allocation, and international agreements will shape the future of the industry. On a micro level, GPS companies can benefit from knowledge of legal pitfalls common in the high technology arena. Many thanks to Ingrid Lagarrigue, a French aviation and space lawyer specializing in Global Navigation Satellite legal issues, for her assistance and comments. © 2000 John Wiley & Sons, Inc.

Notes: Abstract Both in New Zealand and Chile there exist important forest industries based mostly on pine plantations. The management of harvesting requires a series of activities such as building access roads, harvesting with skidders on flat terrain and cable logging for steep terrain, transportation from forest origins to destinations, such as a port, pulp plant and sawmills. These harvesting activities imply some potentially harmful environmental impacts such as water sedimentation, erosion and loss of scenic beauty. This has led to the proposal of several mitigating actions, such as creating riparian strips along rivers, avoiding the use of heavy machinery on fragile soils and minimizing road building. The degree of implementation of these mitigating actions differs in Chile and New Zealand. In New Zealand, the 1991 Resource Management Act regulated the implementation of environmental protection measures. In Chile a series of such measures have been implemented, but a set of definite regulations has not been defined yet and there is a need to develop an economic evaluation of the implementation of environmental measures in terms of reduced timber production and high harvesting costs, together with the benefits to the environment. To support decisions at tactical and operational levels, mathematical models have been developed both in Chile and New Zealand and are being used successfully by the timber industries. These models can be modified to consider diverse environmental protection measures. We analyze the implementation of these modifications and how the new models can help evaluate the economic impact of the protection measures. We show some preliminary results.

Notes: Abstract We present an efficient parallelization strategy for speeding up the computation of a high-accuracy 3-dimensional serial Navier-Stokes solver that treats turbulent transonic high-Reynolds flows. The code solves the full compressible Navier-Stokes equations and is applicable to realistic large size aerodynamic configurations and as such requires huge computational resources in terms of computer memory and execution time. The solver can resolve the flow properly on relatively coarse grids. Since the serial code contains a complex infrastructure typical for industrial code (which ensures its flexibility and applicability to complex configurations), then the parallelization task is not straightforward. We get scalable implementation on massively parallel machines by maintaining efficiency at a fixed value by simultaneously increasing the number of processors and the size of the problem. The 3-D Navier-Stokes solver was implemented on three MIMD message-passing multiprocessors (a 64-processors IBM SP2, a 20-processors MOSIX, and a 64-processors Origin 2000). The same code written with PVM and MPI software packages was executed on all the above distinct computational platforms. The examples in the paper demonstrate that we can achieve efficiency of about 60% for as many as 64 processors on Origin 2000 on a full-size 3-D aerodynamic problem which is solved on realistic computational grids.

Notes: Abstract We estimate the increment in Massachusetts Medicaid program costs attributable to smoking from December 20, 1991 to 1998. We describe how our methods improve upon earlier estimates of analogous costs at the national level. Current costs to the Massachusetts Medicaid program approximate the payments to Massachusetts under the tobacco settlement of November 1998. Whether these payments are viewed as appropriate compensation for Medicaid costs over time depends upon the rate of increase in future health care costs, the rate of decline in smoking, the proportion of smoking that should be attributed to the actions of the tobacco companies and the likelihood the state would have prevailed at trial. The costs to the Medicaid program are dwarfed by the internal costs to smokers themselves.

Notes: Abstract  We describe here the first full-length sequence of a member of a novel gene family encoding a protein in the mouse that we call Lupin. Lupin is homologous to a human protein previously called p36, which was purified from α-interferon-treated cells that formed lupus inclusions. Lupus inclusions are dense intracellular deposits found in endothelial cells and lymphocytes of patients with systemic lupus erythematosis and AIDS. Proteins closely related to Lupin exist in evolutionarily divergent species including Caenorhabditis elegans, Drosophila and zebrafish. At least one other lupin-related gene is expressed in the mouse and in man. Lupin is expressed in mouse embryos and adults, notably in liver, spleen, central nervous system, multiple epithelia and all types of muscle. In skeletal muscle, expression analysis suggests that Lupin associates with the contractile apparatus.

Notes: Abstract: We prove the existence of fixed points of p-tupling renormalization operators for interval and circle mappings having a critical point of arbitrary real degree r 〉 1. Some properties of the resulting maps are studied: analyticity, univalence, behavior as r tends to infinity.

Notes: Abstract The short-wave channel (SW) of ISOCAM, the IR camera on boardthe ISO satellite, is equipped with a 32 × 32 CID InSb array. This arrayshares with other detectors of ISO instruments the characteristic of beingsubject to some time lag when responding to a flux variation. Known astransient effect, this default which is not quite understood (in particular, itdoes not correspond to a simple time constant), must be corrected for in dataprocessing. Starting from the remark that the lower the signal, the longer theequivalent time constant, we have developed a mathematical model thatreproduces quite well the observed behaviour, using only a small set ofparameters. In practice, the model consists of solving a functional equation. The model provides the asymptotic value of the stabilized signal, which is ingeneral the information one looks for. An a posteriori analysis of theform of the functional equation suggests that the effect relates to surfacetraps in the semi-conductor, as a rough estimation would confirm.
