Description: This report describes an approach for planning under deep uncertainty, Robust Decision Making (RDM), and demonstrates its use by the El Dorado Irrigation District (EID). Using RDM, the authors and EID tested the robustness of current long-term water management plans and more robust alternatives across more than 50 futures reflecting different assumptions about future climate, urban growth, and the availability of important new supplies.

Description: The California Preschool Study examined gaps in school readiness and achievement in the early grades among California children and the potential for high-quality preschool to close those gaps, the use of early care and education (ECE) services and their quality, and the system of publicly funded ECE programs for three- and four-year-olds. This analysis integrates the results from the prior studies and makes recommendations for preschool policy.

Description: Freshwater eutrophication is one of the major environmental challenges around the world. There is a range of known factors that are responsible, though the increased flux of nutrients from the sources to the water bodies is a key factor. The aim of this study is to operationalize "integrated valuation" as a way of bridging the gap between cost-effectiveness analysis and economic valuation of benefits in implementation of the Water Framework Directive. The authors begin with a definition of integrated valuation model of ecosystem services as a type of systems analysis, before they move on to describe their site of study and the boundaries of their model. Through applied demonstration, the authors evaluate whether the model meets criteria as an integrated valuation tool and discuss further applicability.

Description: Describes the involvement of churches and other faith-based organizations (FBOs) in addressing the HIV/AIDS epidemic in Belize, Guatemala, and Honduras. The authors describe the range of FBO activities and discuss the advantages and challenges to such involvement and possible ways that FBOs can enhance their efforts, both independently and in collaboration with other organizations, such as government ministries of health.

Description: This report highlights RAND’s contributions to the Louisiana Coastal Protection and Restoration Authority’s Master Plan. Its purpose is to help policymakers in other coastal regions understand the value of a solid technical foundation to support decisionmaking on strategies to reduce flood risk, rebuild or restore coastal environments, and increase the resilience of developed coastal regions.

Description: Ecosystem-based management on coral reefs has historically focused on biodiversity conservation through the establishment of marine reserves, but it is increasingly recognised that a subset of species can be key to the maintenance of ecosystem processes and functioning. Specific provisions for these key taxa are essential to biodiversity conservation and resilience-based adaptive management. While a wealth of literature addresses ecosystem functioning on coral reefs, available information covers only a subset of specific taxa, ecological processes and environmental stressors. What is lacking is a comparative assessment across the diverse range of coral reef species to synthesise available knowledge to inform science and management. Here we employed expert elicitation coupled with a literature review to generate the first comprehensive assessment of 70 taxonomically diverse and functionally distinct coral reef species from microbes to top predators to summarise reef functioning. Although our synthesis is largely through the lens of the Great Barrier Reef, Australia, a particularly data-rich system, it is relevant to coral reefs in general. We use this assessment to evaluate which taxa drive processes that maintain a healthy reef, and whether or not management of these taxa is considered a priority (i.e. are they vulnerable?) or is feasible (i.e. can they be managed?). Scientific certainty was scored to weight our recommendations, particularly when certainty was low. We use five case studies to highlight critical gaps in knowledge that limit our understanding of ecosystem functioning. To inform the development of novel management strategies and research objectives, we identify taxa that support positive interactions and enhance ecosystem performance, including those where these roles are currently underappreciated. We conclude that current initiatives effectively capture many priority taxa, but that there is significant room to increase opportunities for underappreciated taxa in both science and management to maximally safeguard coral reef functioning.
