    Notizen: This paper addresses the question of policy-making by such bodies as the UK Accounting Standards Committee (ASC) and suggests that an understanding of the nature of power is a necessary prerequisite to rigorous analysis of the political process. Using the example of SSAP 13, the paper investigates the applicability of political methodologies to attempt to understand and analyse ASC behaviour. The paper attempts to provide: (a) a deeper understanding of the issues which determined the outcome of the R & D standard; (b) support for the importance of the political science experience in this field; and (c) suggestions on how future research may be formulated and developed.

    Notizen: Condition monitoring is of vital importance in order to assess the state of tool wear in unattended manufacturing. Various methods have been attempted, and it is considered that fuzzy clustering techniques may provide a realistic solution to the classification of tool wear states. Unlike fuzzy clustering methods used previously, which postulate cutting condition parameters as constants and define clustering centres subjectively, this paper presents a fuzzy clustering method based on filtered features for the monitoring of tool wear under different cutting conditions. The method uses partial factorial experimental design and regression analysis for the determination of coefficients of a filter, then calculates clustering centres for filtering the effect of various cutting conditions, and finally uses a developed mathematical model of membership functions for fuzzy classification. The validity and reliability of the method are experimentally illustrated using a CNC machining centre for milling.

Energy facilities can, in principle, be retrofitted to produce a portion of their energy from biomass. However, supply uncertainties affect costs, and are an important impediment to widespread and sustained adoption of this strategy. In this paper, we describe a general approach to assess the cost of offsetting GHG emissions at co-generation facilities by replacing two common fossil fuels, coal and natural gas, with forest harvest residue biomass for heat and electricity production. We apply the approach to a Canadian case study that identifies the price of GHG offsets that could make the use of forest residue biomass feedstock attractive. Biomass supply costs were based on a geographical assessment of industrial harvest operations in Canadian forests, biomass extraction and transportation costs, and included representation of basic ecological sustainability and technical accessibility constraints. Sensitivity analyses suggest that biomass extraction costs have the largest impact on the costs of GHG emission offsets, followed by fossil fuel prices. In the context of other evaluations of mitigation strategies in the energy generation sector, such as afforestation or industrial carbon capture, this analysis suggests that the substitution of fossil fuels by forest residue biomass could be a viable and reasonably substantive short-term alternative under appropriate GHG emission pricing schemes.
