    Notes: Abstract This paper will summarize highlights of the safety approach and discuss the ITER EDA safety activities. The ITER safety approach is driven by three major objectives: (1) Enhancement or improvement of fusion's intrinsic safety characteristics to the maximum extent feasible, which includes a minimization of the dependence on dedicated “safety systems”; (2) Selection of conservative design parameters and development of a robust design to accommodate uncertainties in plasma physics as well as the lack of operational experience and data; and (3) Integration of engineered mitigation systems to enhance the safety assurance against potentially hazardous inventories in the device by deploying well-established “nuclear safety” approaches and methodologies tailored as appropriate for ITER.

    Notes: Abstract The SEAFP (Safety and Environmental Assessment of Fusion Power) and SEAL (Safety and Environmental Assessment of fusion power, Long-term) programs form part of the ongoing effort in the European Fusion Programme to consider the safety and environmental aspects of fusion power. SEAFP was undertaken in the period 1992–1994. The assessment started with the development of two conceptual power plant designs, each of 3000 MW of fusion power, termed Model 1 and Model 2. Model 1 used vanadium alloy, helium cooling, and lithium oxide for tritium generation. Model 2 used a reduced-activation martensitic steel, water cooling, and a lithium–lead alloy for tritium generation. Both Models were designed for passive safety. The SEAFP analyses included detailed consideration of effluents, occupational doses, accidents (concentrating on the worst possible accidents), and waste management. The key results are summarized in this paper. SEAL was launched in 1995, with the aims of broadening the scope of SEAFP, and of elaborating selected aspects of SEAFP in more detail. The SEAL analyses include studies which extend the results of SEAFP to a wider class of blanket designs and material choices, improved assessments of the quantities of activated materials which may be exempted from regulatory control or recycled, improved modeling of occupational doses, and work in many areas to improve relevant data, modeling and analyses, or consider design improvements. Much of this work is ongoing, but key results from completed work are summarized in this paper.

    Notes: Conclusions The performance requirements of NET are defined by its main objectives. These are the demonstration of controlled ignited burn of a D-T plasma over times of at least 100 s, the demonstration of reliable operation of a fusion plant, and the provision of a test bed for the development of the plasma facing and nuclear components needed for the initial operation of a DEMO reactor. A design approach has been developed on the basis of present experience while considering the extent to which an improved data base can be obtained from the investigations now under way and that can be completed within the next few years. In particular, the machine parameters and design solutions have been selected such that—to the extent possible—uncertainties in plasma performance and plasma-wall interaction can be accommodated. A reference set of basic machine parameters has been defined which is consistent with a range of plasma parameters and configurations: a plasma current up to 15 MA, elongations up to 2.2, as well as single and double null configurations. The current can be ramped-up and driven inductively for burn pulses of 200 s or more; noninductive current drive allows the pulse duration to be extended, if used for current ramp-up assist, and may be used for steadystate operation in a nonignited mode. This flexibility is an essential feature of the NET device. The predesign of NET is now in an advanced stage and the design solutions adopted are being verified by an extensive technology program in the Associated European Institutions and in industry. Upon completion of the predesign, taking into account the improvements expected in the physics and technology data bases by the end of 1989, the next major milestone of the NET program is the decision on the detailed design phase and its support by major prototype construction and tests.

    Notes: Abstract The goal of mission-oriented theory is to develop techniques and models which can be used by experimentalists and theorists to interpret spacecraft measurements, deducing from them the maximum amount of information about both local and large-scale dynamics. To be effective, theorists and experimentalists must express their results in a common format. A reasonable starting point is for mission theorists to adopt the format currently used by experimentalists. To this end we have developed new diagnostics for plasma kinetic simulations, which display the results in formats very similar to those commonly used to present satellite wave and particle measurements. We have used a simulation of broadband electrostatic noise to demonstrate how, by comparing simulation results with observations, we can infer quantities which cannot be measured, such as the wave mode. We are also developing the capability of creating data streams from virtual spacecraft located in the simulation region. For example, we used a kinetic magnetopause simulation to explore the ways in which simulations can assist in the interpretation of single and multiple satellite measurements in regions of strong spatial inhomogeneity. To address directly the mission objective of measuring global transport, global MHD models are employed. In order to facilitate the initial comparison with ISTP satellites, time histories of simulated generic states of the magnetosphere will be stored on optical disks; these will then be used to create dynamical displays of both local parameters and the global configuration. Finally we demonstrate the use of data based phenomenological magnetic field models in single particle trajectory calculations to describe large-scale kinetic properties of the magnetospheric plasma. We briefly discuss the success of large-scale kinetic calculations in delineating the structure of the plasma sheet, and present some possible ISTP research initiatives which can be used to determine the structure of the very distant tail and the entry of plasma into the tail.

    Notes: Abstract Work carried out by European Associations on Safety and Environment inside the EC Fusion Technology Programme and by NET has been concentrated on safety-related guidance and on safety assessment of the NET Predesign. Emphasis has been put on analysis of accident sequences of regulatory concern up to worst case accidents, including quantification of consequences to components, systems, and plant, and of doses to the public. Probabilistic safety studies for the most important systems and broadly for the entire plant have been performed to supplement the calculated accidental doses by expectation values for their occurrence rate, and to check the relevance of the reference accident sequences selected initially by judgment. Waste masses per year of operation and for decommissioning have been quantified. For two countries and according to the practices and regulations of these countries, volumes of radioactive waste packaged for final disposal have been determined.
