    Notes: The ultraviolet spectrum of PO2 first observed in absorption by Verma and McCarthy has been studied by laser induced fluorescence for the first time. The spectra are similar in many respects to those observed in the visible system of NO2 and no predissociation is observed. The loss of rotational structure is attributed instead to mixing with one or more near continuous "background'' states, with the amount of mixing apparently related to excitation of the bending vibration. The radiative decays are observed to be nonexponential but are accurately described by a double exponential form. This gives collision free radiative lifetimes of about 0.5 and 4.5 μs for the structured and continuous states, respectively, with the effective lifetime of the structured state varying strongly with the amount of mixing. Collisional quenching rate constants are roughly constant at (6±1)×10−10 and (4±1)×10−11 cm3 molecule−1 s−1 for the two states, with the very rapid quenching rate of the structured state probably being for nonradiative transfer to the background continuum. From observations of the wavelength dependence of the fluorescence the ground state ν2 and ν1 frequencies are found to be about 387 and 1117 cm−1, respectively. The emission is very extensive and strongly red shifted and lends further evidence that these states of PO2 are responsible for the chemiluminescence observed in phosphorus/oxygen reactions.

    Notes: The paper's principal focus of analysis is an equalities framework introduced into the UK National Health Service in April 2000. This framework, called "The Vital Connection" is first contextualised against the background of long standing concerns and debates relating to equal opportunities within the NHS.     Notes: The paper is centred through an examination of a short piece of recorded talk between managers and shop stewards within a UK National Health Service (NHS) Trust, relating to the manner in which one of the shop stewards attempted to get the managers to accede to a request he made for changes to the wording of a section of the Trust's disciplinary procedure. In examining this piece of talk, the paper first contextualises the Trust through the decentralisation process of the early 1990s. The decentralisation process clearly did not introduce formal negotiation into NHS units, but instead increased the scope of formal negotiation encounters. The paper argues that there was an increased importance for persuasion as the need to gain others' assent on industrial relations matters at the local level was significantly increased. The paper analyses the dynamics of one particular negotiating encounter between two managers and two shop stewards. In analysing this, the paper focuses through rhetoric. In coming through a rhetorical framework, the paper highlights the need for managers, when negotiating, to be alert to the implied elements of the arguments of those across the negotiating table. Concludes by also understanding the rhetoric of the encounter in the light of the marketisation of the NHS during the 1990s.

    Notes: Quantum beat signals have been observed in v=0, 1, 2, and 3 of the B 2Π1/2 state of NO for the first time and are used to carry out Doppler free spectroscopy in these levels. Beat signals are observed at zero magnetic field in all four vibrational levels between different hyperfine components for J=3/2 and J=5/2, and are analyzed to derive accurate hyperfine constants and quadrupole coupling parameters. Although from their magnetic tuning rates the beats between the different hyperfine levels can be assigned to particular F'↔F separations, the energy ordering of the F levels and the parity assignment remain to be determined. Independently of this exact assignment a small variation in the hyperfine parameters with vibrational state is observed which is irregular in v=3 indicating the presence of an interaction with another electronic state. When a small magnetic field is applied much more intense beat signals are observed which occur between the Zeeman split components of a single hyperfine level. The B 2Π1/2 state is nominally nonmagnetic in the Hund's case (a) limit and so the effective g values vary rapidly with J due to spin–orbit uncoupling. The relative intensities of these beat signals and their variation with both magnetic field and vibrational level is accurately predicted using the known spectroscopic constants and a fitted value of gr. © 1995 American Institute of Physics.

    Notes: Literary and rhetorical tropes invoke a transference of meaning from the common usage of a word or phrase. Organizational analysis research and writing in this area has concentrated upon the trope of metaphor. In this article it is argued that we should extend our attention to other tropes. To that end, the article identifies and illustrates the saliency of the trope of synecdoche through a discussion of employment relations. Following a brief identification of metaphor within writings on employment relations, the article goes onto discuss synecdoche as one of the ‘four master tropes’. We then argue that the trope is important in relation to how we write about and understand employment relations. Use of the trope is then illustrated through analysis of interview comments on local pay in the National Health Service. Finally, the saliency or prominence of synecdoche is argued through two related arguments, the nature of the rhetorical setting and the rhetorical nature of the employment relations setting.

Regeneration is an issue new to the NHS and so the article examines the manner in which the text on regeneration is rhetorically constructed. Specifically the article's argument is that the rhetorical dimensions of the document are important in the attempt to convince an audience that the NHS is serious in its regeneration aims. The article goes on to rhetorically analyse the talk of two senior NHS human resource managers talking together about their NHS organisation's capacity and capability in relation to regeneration. In both the analysis of the framework document and the managers' talk. the rhetorical analysis focuses on the importance of the use of the example, the appeal through ethos and the trope of synecdoche in constructing the rhetoric of the text and talk of each.
