Obstacles such as: absentee ownership, compensation to owners, resettlement of tenants, financial difficulties, piece-meal efforts and the lack of a centralized co-ordination body are discussed. The development of the Land Development Corporation has provided opportunity to address these problems, forming as it does a public/private development partnership.
