    Description: Despite decades of efforts to combat homelessness, many people continue to experience it in Canada’s major cities. There are a number of barriers that prevent effective responses to homelessness, including a lack of agreement on the fundamental question: what is homelessness? In Multiple Barriers, Alison Smith explores the forces that shape intergovernmental and multilevel governance dynamics to help better understand why, despite the best efforts of community and advocacy groups, homelessness remains as persistent as ever. Drawing on nearly 100 interviews with key actors in Vancouver, Calgary, Toronto, and Montreal, as well as extensive participant observation, Smith argues that institutional differences across cities interact with ideas regarding homelessness to contribute to very different models of governance. Multiple Barriers shows that the genuine involvement of locally based service providers, with the development of policy, are necessary for an effective, equitable, and enduring solution to the homelessness crisis in Canada.

    Critical Theory, Democracy, and the Challenge of Neoliberalism (2023)

    Description: With a few exceptions, critical theorists have been late to provide a comprehensive diagnosis of neoliberalism comparable in scope to their extensive analyses of advanced welfare state capitalism. Instead, the main lines of critical theory have focused on questions of international justice which, while no doubt significant, restrict the scope of critical theory by deemphasizing linkages to larger political and economic conditions. Providing a critique of the Frankfurt School, Brian Caterino and Phillip Hansen move beyond its foundations, and call for a rethinking of the bases of critical theory as a practical, freedom-creating project. Outlining a resurgence of neoliberalism, the authors encourage a fresh, nuanced analysis that elucidates its political and economic structures and demonstrates the threats to freedom and democracy that neoliberalism poses. They propose the reformulation of a radical democratic alternative to neoliberalism, one that critically addresses its limitations while promoting an enhancement of communicative and social freedom.

Tracing the past, present, and future of Canadian policymaking, Policy Transformation in Canada examines the country's current and most critical challenges: the renewal of the federation, managing diversity, Canada's relations with Indigenous peoples, the environment, intergenerational equity, global economic integration, and Canada's role in the world.     Description: This book provides a rich and illuminating account of the peripheries of urban, regional, and transnational development in South Korea. Engaging with the ideas of "core location," a term coined by Baik Young-seo, and "Asia as method," a concept with a century-old intellectual lineage in East Asia, each chapter in the volume discusses the ways in which a place can be studied in an increasingly globalized world. Examining cases set in the Jeju English Education City, anti-poverty and community activist sites, rural areas home to large numbers of migrant women, and Korea's Chinatowns, greenbelts, and textile factories, the collection develops a relational understanding of a place as a constellation of local and global forces and processes that interact and contradict in particular ways. Each chapter also explores multiple modes of urban marginality and discusses how understanding them shapes the methods of academic praxis for social justice causes and decolonialized scholarship. This book is the outcome of several years of interdisciplinary collaborations and dialogues among scholars based in geography, architecture, anthropology, and urban politics.
