    Description: This book explores this developer’s dilemma or ‘Kuznetsian tension’ between structural transformation and income inequality. Developing countries are seeking economic development—that is, structural transformation—which is inclusive in the sense that it is broad-based and raises the income of all, especially the poor. Thus, inclusive economic growth requires steady, or even falling, income inequality if it is to maximize the growth of incomes at the lower end of the distribution. Yet, this is at odds with Simon Kuznets hypothesis that economic development tends to put upward pressure on income inequality, at least initially and in the absence of countervailing policies. The book asks: what are the types or ‘varieties’ of structural transformation that have been experienced in developing countries? What inequality dynamics are associated with each variety of structural transformation? And what policies have been utilized to manage trade-offs between structural transformation, income inequality, and inclusive growth? The book answers these questions using a comparative case study approach, contrasting nine developing countries while employing a common analytical framework and a set of common datasets across the case studies. The intended intellectual contribution of the book is to provide a comparative analysis of the relationship between structural transformation, income inequality, and inclusive growth; to do so empirically at a regional and national level; and to draw conclusions from the cases on the varieties of structural transformation, their inequality dynamics, and the policies that have been employed to mediate the developer’s dilemma.

The second-generation question to confront is not whether, but how to regulate the Internet. This volume features new theoretical perspectives on digital sovereignty and explores cutting-edge issues associated with it. Drawing mainly on various theories concerning political economy, international law, human rights, and data protection, it presents thought-provoking ideas about the nature and scope of digital sovereignty.     Description: Recent technological developments and potential technological developments of the near future require us to try to think clearly about what it is to have moral status and about when and why we should attribute moral status to beings and entities. What should we say about the moral status of human non-human chimeras, human brain organoids, artificial intelligence, cyborgs, post-humans, and human minds that have been uploaded into a computer, or onto the internet? In this introductory chapter we survey some key assumptions ordinarily made about moral status that may require rethinking. These include the assumptions that all humans who are not severely cognitively impaired have equal moral status, that possession of the sophisticated cognitive capacities typical of human adults is necessary for full moral status, that only humans can have full moral status, and that there can be no beings with higher moral status than ordinary adult humans. We also need to consider how we should treat beings and entities when we find ourselves uncertain about their moral status.

    Description: The Oxford Handbook of the Sociology of Body and Embodiment challenges the view that bodies belong to the category of “nature” and are biological, essential, and pre-social. It argues instead that bodies both shape and get shaped by human societies. As such, the body is an appropriate and necessary area of study for sociologists. The Handbook works to clarify the scope of this topic and display the innovations of research within the field. The volume is divided into three main parts: Bodies and Methodology; Marginalized Bodies; and Embodied Sociology. Sociologists contributing to the first two parts focus on the body and the ways it is given meaning, regulated, and subjected to legal and medical oversight in a variety of social contexts (particularly when the body in question violates norms for how a culture believes bodies “ought” to behave or appear). Sociologists contributing to the last part use the bodily as a lens through which to study social institutions and experiences. These social settings range from personal decisions about medical treatment to programs for teaching police recruits how to use physical force, from social movement tactics to countries’ understandings of race and national identity. Many chapters throughout the book offer extended methodological reflections, providing guidance on how to conduct sociological research on the body and, at times, acknowledging the role the authors’ own bodies play in developing their knowledge of the research subject.

    Description: Common-sense morality implicitly assumes that reasonably clear distinctions can be drawn between the ‘full’ moral status usually attributed to ordinary adult humans, the partial moral status attributed to non-human animals, and the absence of moral status, usually ascribed to machines and other artefacts. These assumptions were always subject to challenge; but they now come under renewed pressure because there are beings we are now able to create, and beings we may soon be able to create, which blur traditional distinctions between humans, non-human animals, and non-biological beings. Examples are human non-human chimeras, cyborgs, human brain organoids, post-humans, human minds that have been uploaded into computers and onto the internet, and artificial intelligence. It is far from clear what moral status we should attribute to any of these beings. While commonsensical views of moral status have always been questioned, the latest technological developments recast many of the questions and raise additional objections. There are a number of ways we could respond, such as revising our ordinary suppositions about the prerequisites for full moral status. We might also reject the assumption that there is a sharp distinction between full and partial moral status. The present volume provides a forum for philosophical reflection about the usual presuppositions and intuitions about moral status, especially in light of the aforementioned recent and emerging technological advances.

    Description: Computing systems are everywhere today. Even the brain is thought to be a sort of computing system. But what does it mean to say that a given organ or system computes? What is it about laptops, smartphones, and nervous systems that they are deemed to compute, and why does it seldom occur to us to describe stomachs, hurricanes, rocks, or chairs that way? The book provides an extended argument for the semantic view of computation, which states that semantic properties are involved in the nature of computing systems. Laptops, smartphones, and nervous systems compute because they are accompanied by representations. Stomachs, hurricanes, and rocks, for instance, which do not have semantic properties, do not compute. The first part of the book argues that the linkage between the mathematical theory of computability and the notion of physical computation is weak. Theoretical notions such as algorithms, effective procedure, program, and automaton play only a minor role in identifying physical computation. The second part of the book reviews three influential accounts of physical computation and argues that while none of these accounts is satisfactory, each of them highlights certain key features of physical computation. The final part of the book develops and argues for a semantic account of physical computation and offers a characterization of computational explanations.

    Description: Towards a Vigilant Society sheds light on the emergence of a new society of vigilance, in particular the actions of anti-migrant groups around Dover and Calais. Based on field research on both sides of the channel, it studies the dynamics of these groups – midway between a social movement and vigilantism – at these two key points in the international migration route between the European Union and the United Kingdom. In recent years, a series of anti-migrant groups have been mobilising on both sides of the Channel to counter migrations. Their actions range from demonstrations, to violence against migrants. And by staging their actions on social media, which is an extraordinary sounding board, these groups can build an online community and a mass audience, influencing public opinion and even the migration policies of states.

    Description: This book argues that Plato’s Republic must be understood as developing out of a 5th Century sophistic debate. In Part One the author presents a new analysis of the sophists and their extant texts addressing the important topics of justice and its value. This part shows that already in the 5th Century there was a robust debate about whether the just or unjust life was better for the self-interested individual, and that multiple sophistic authors made inventive and philosophically sophisticated arguments on both sides of this debate. The Moral Cynics argues that the intelligent individual was better off being unjust, whereas the Friends of Justice defended the idea that the just life was better for human beings. Part Two argues that Plato was very much aware of this debate and that in a number of dialogues—but most importantly in Republic—he engaged with this debate. The immoralist challenge that Glaucon and Adeimantus pose to Socrates early in Republic draws from the arguments of the 5th Century Moral Cynics and moreover identifies problems with the arguments of the 5th Century Friends of Justice. By having Socrates make an argument that overcomes the theoretical weaknesses of the earlier Friends of Justice, Plato is able to pose a new defence of justice that is more effective at responding to the Moral Cynics. The book’s analysis of Republic suggests new readings for certain important passages, such as the division of goods.

Our hope is that with this step-by-step guidance, students (after first attempting the solution themselves) can develop their skill, and confidence in their ability, to work out particle theory problems.

    Fabric controls fault stability in serpentinite gouges (2024)

    Description: Serpentinites are polymineralic rocks distributed almost ubiquitously across the globe in active tectonic regions. Magnetite-rich serpentinites are found in the low-strain domains of serpen- tinite shear zones, which act as potential sites of nucleation of unstable slip. To assess the potential of earthquake nucleation in these materials, we investigate the link between me- chanical properties and fabric of these rocks through a suite of laboratory shear experiments. Our experiments were done at room temperature and cover a range of normal stress and slip velocity from 25 to 100 MPa and 0.3 to 300 μm s −1 , respecti vel y. We show that magnetite-rich serpentinites are ideal materials since they display strong sensitivity to the loading rate and are susceptible to nucleation of unstable slip, especially at low forcing slip velocities. We also aim at the integration of mechanical and microstructural results to describe the underlying mechanisms that produce the macroscopic behaviour. We show that mineralogical composi- tion and mineral structure dictates the coexistence of two deformation mechanisms leading to stable and unstable slip. The weakness of phyllosilicates allows for creep during the interseis- mic phase of the laboratory seismic cycle while favouring the restoration of a load-bearing granular framework, responsible of the nucleation of unstable events. During dynamic slip, fault zone shear fabric determines the mode of slip, producing either asymmetric or Gaussian slip time functions for either fast or slow events. We report rate/state friction parameters and integrate our mechanical data with microstructural observations to shed light on the mech- anisms dictating the complexity of laborator y ear thquakes. We show that mineralogical and fabric heterogeneities control fault slip behaviour.

    Description: Proposals for more effective natural resource governance emphasize the importance of institutions and governance, but say less about the political conditions under which institutional change occurs. This book synthesizes findings regarding the political drivers of institutional change in extractive industry governance. The authors analyse resource governance from the late nineteenth century to the present in Bolivia, Ghana, Peru, and Zambia. They focus on the ways in which resource governance and national political settlements interact. Special attention is paid to the nature of elite politics, the emergence of new political actors, forms of political contention, changing ideas regarding natural resources and development, the geography of natural resource deposits, and the influence of the transnational political economy of global commodity production. National elites and subnational actors are in continuous contention over extractive industry governance. Resource rents are used by elites to manage this contention and incorporate actors into governing coalitions and overall political settlements. Periodically, new resource frontiers are opened, and new political actors emerge with the power to redefine how extractive industries are governed and used as instruments for development. Colonial and post-colonial histories of resource extraction continue to give political valence to ideas of resource nationalism that mobilize actors who challenge existing institutional arrangements. The book is innovative in its focus on the political longue durée, and the use of in-depth, comparative, country-level analysis in Africa and Latin America, to build a theoretical argument that accounts for both similarity and divergence between these regions.

    Description: UnDocumented Saints follows the migration of popular saints from Mexico into the United States and the evolution in their meaning. The book explores how Latinx battles for survival are also performed in the worlds of faith, religiosity, and the imaginary and how the sociopolitical realities of exploitation and racial segregation frame popular religious expressions. It analyzes the emergence of interreligious states, transnational ethnic and cultural enclaves unified by faith/religiosity. Following a chronological approach, this book analyzes five vernacular saints who have emerged in Mexico and whose devotions have migrated into the United States in the last one hundred years: Jesús Malverde, a popular bandito turned saint caudillo; Santa Olguita, an emerging feminist saint linked to border women’s experiences of sexual violence and assault; Juan Soldado, a soldier who was a murderer and rapist, who was the main suspect in the death of an eight-year-old victim known now as Santa Olguita, and who is now a patron for undocumented immigrants; Toribio Romo, a Catholic priest whose ghost/spirit has been helping people cross the border into the United States since the 1990s; and La Santa Muerte, a controversial personification of the dead who is particularly popular among some LGBTQ migrants. Each chapter contextualizes a particularly popular saint with broader discourses about the construction of masculinity and the state, the long history of violence against Latina and migrant women, female erasure from history, discrimination against non-normative sexualities, and the United States and Mexico’s investment in the control of religiosity within the discourses of immigration in the United States.

    Description: In the present paper I aim to explore the related area of how, for Galen, emotional states - the soul's affections, or pathē - are connected with bodily states. I shall be doing this largely on the basis of texts which are much less well studied - even amongst Galen scholars - than those just mentioned, and in particular ones which are not overtly works of ‘psychology’ or soul theory at all. In the process I shall be focussing on one particular group of common, we might say everyday, mental or emotional disturbances which Galen discusses, in some detail, in relation to their physical correlates. It is, indeed, striking that most of the detailed material that Galen offers in this area - most of the discussion of this particular set of disturbances - appears, not in his specific work on the affections of the soul, Aff. Pecc. Dig., nor in the other most obviously psychological works, PHP or QAM, but in a range of more general, medical works on disease, health and diagnosis.

    Description: This book develops Non-Identity Theodicy as an original response to the problem of evil. It begins by recognizing that horrendous evils pose distinctive challenges for belief in God. To home in on these challenges, this book constructs an ethical framework for theodicy by sketching four cases of human action where horrendous evils are either caused, permitted, or risked, either for pure benefit (i.e. a benefit that does not avert a still greater harm) or for harm avoidance. This framework is then brought to bear on the project of theodicy. The initial conclusions drawn impugn the dominant structural approach of depicting God as causing or permitting horrors in individual lives for the sake of some merely pure benefit. This approach is insensitive to relevant asymmetries in the justificatory demands made by horrendous and non-horrendous evil and in the justificatory work done by averting harm and bestowing pure benefit. Next this book critiques Fall-based theodicies that depict God as permitting or risking horrors in order to avert greater harm. The second half of this book develops a theodicy that falls outside of the proposed taxonomy. Non-Identity Theodicy suggests that God allows evil because it is a necessary condition of creating individual people whom he desires to love. This approach to theodicy is unique because the justifying good recommended is neither harm-aversion nor pure benefit. It is not a good that betters the lives of individual human persons (for they would not exist otherwise), but it is the individual human persons themselves.

    Description: The Covid-19 pandemic is arguably the first international emergency of the twenty-first century. In order to respond to this emergency, countries and governments around the world were forced to engage in a range of actions and policies that would not otherwise have been permitted. Looking in particular at the use of surveillance technologies, this book examines the challenge of ethics in emergencies. What can states do to keep their populations safe, what can citizens expect of their governments, and when are those government actions unjustified? By looking at the use of surveillance in times of emergency, this book explores ethical, philosophical, political, and social concepts, challenges them, and offers a set of views on where those concepts may evolve into the future. As a global population, we will be faced with emergencies, and it is possible that these will also be global in their impact. The ethics of surveillance in times of emergency is both of its time, and ongoing; we must learn our lessons from the last emergency, to be prepared for the next ones.

    Description: In this book Shepherd offers a perspective on the shape of agency by offering interlinked explanations of the basic building blocks of agency, as well as its exemplary instances. In the book’s first part, he offers accounts of phenomena that have long troubled philosophers of action: control over behavior, non-deviant causation, and intentional action. These accounts build on earlier work in the causalist tradition and undermine the claims of many that causalism cannot offer a satisfying account of non-deviant causation, and therefore intentional action. In the book’s second part, he turns to modes of agentive excellence—ways that agents display quality of form. He offers a novel account of skill, including an account of the ways that agents display more or less skill. He discusses the role of knowledge in skill and concludes that while knowledge is often important, it is inessential. This leads to a discussion of knowledge of action—of the way that knowledge of action and knowledge of how to act informs action execution. Shepherd argues that knowledgeable action includes a unique epistemic underpinning. For in knowledgeable action, the agent has authoritative knowledge of what she is doing and how she is doing it when and because she is poised to control her action by way of practical reasoning.

    Description: Very often, we’re uncertain about what we ought, morally, to do. We don’t know how to weigh the interests of animals against humans, or how strong our duties are to improve the lives of distant strangers, or how to think about the ethics of bringing new people into existence. But we still need to act. So how should we make decisions in the face of such uncertainty? Though economists and philosophers have extensively studied the issue of decision-making in the face of uncertainty about matters of fact, the question of decision-making given fundamental moral uncertainty has been neglected. In this book, philosophers William MacAskill, Krister Bykvist and Toby Ord try to fill this gap. They argue that there are distinctive norms that govern how one ought to make decisions given moral uncertainty. They then defend an information-sensitive account of how to make such decisions according to which the correct way to act in the face of moral uncertainty depends on whether the moral theories in which one has credence are merely ordinal, cardinal, or both cardinal and intertheoretically comparable. They tackle the problem of how to make intertheoretic comparisons, discussing several novel potential solutions. Finally, they discuss implications of their view for metaethics and practical ethics, and show how their account can shed light on the value of moral enquiry.

    Description: This book concerns mental states such as thinking that Obama is tall, imagining that there will be a climate change catastrophe, knowing that one is not a brain in a vat, or believing that Martina Navratilova is the greatest tennis player ever. Such states are usually understood as having intentionality, that is, as being about things or situations to which the mind is directed. The contents of such states are often taken to be propositions. The book presents a new framework for the logic of thought, so understood—an answer to the question: Given that one thinks (believes, knows, etc.) something, what else must one think (ditto) as a matter of logic? This should depend on the propositions which make for the contents of the relevant thoughts. And the book defends the idea that propositions should be individuated hyperintensionally, i.e. not just by the sets of worlds at which they are true (as in standard ‘intensional’ possible worlds semantics), but also by what they are about: their topic or subject matter. Thus, the logic of thought should be ‘topic-sensitive’. After the philosophical foundations have been presented in Chapters 1−2, Chapter 3 develops a theory of Topic-Sensitive Intentional Modals (TSIMs): modal operators representing attitude ascriptions, which embed a topicality or subject matter constraint. Subsequent chapters explore applications ranging from mainstream epistemology (dogmatism, scepticism, fallibilism: Chapter 4), to the nature of suppositional thinking and imagination (Chapter 5), conditional belief and belief revision (Chapter 6), framing effects (Chapter 7), probabilities and indicative conditionals (Chapter 8).

    Description: Imagination will remain a mystery—we will not be able to explain imagination—until we can break it into simpler parts that are more easily understood. Explaining Imagination is a guidebook for doing just that, where the simpler parts are other familiar mental states like beliefs, desires, judgments, decisions, and intentions. In different combinations and contexts, these states constitute cases of imagining. This reductive approach to imagination is at direct odds with the current orthodoxy, which sees imagination as an irreducible, sui generis mental state or process—one that influences our judgments, beliefs, desires, and so on, without being constituted by them. Explaining Imagination looks closely at the main contexts where imagination is thought to be at work and argues that, in each case, the capacity is best explained by appeal to a person’s beliefs, judgments, desires, intentions, or decisions. The proper conclusion is not that there are no imaginings after all, but that these other states simply constitute the relevant cases of imagining. Contexts explored in depth include: hypothetical and counterfactual reasoning, engaging in pretense, appreciating fictions, and generating creative works. The special role of mental imagery within states like beliefs, desires, and judgments is explained in a way that is compatible with reducing imagination to more basic folk psychological states. A significant upshot is that, in order to create an artificial mind with an imagination, we need only give it these more ordinary mental states.

    Description: This book offers an account of perceptual experience—its intrinsic nature, its engagement with the world, its relations to mental states of other kinds, and its role in epistemic norms. One of the book’s main claims is that perceptual experience constitutively involves representations of worldly items. A second claim is that the relevant form of representation can be explained in broadly biological terms. After defending these foundational doctrines, the book proceeds to give an account of perceptual appearances and how they are related to the objective world. Appearances turn out to be relational, viewpoint dependent properties of external objects. There is also a complementary account of how the objects that possess these properties are represented. Another major concern is the phenomenological dimension of perception. The book maintains that perceptual phenomenology can be explained reductively in terms of the representational contents of experiences, and it uses this doctrine to undercut the traditional arguments for dualism. This treatment of perceptual phenomenology is then expanded to encompass cognitive phenomenology, the phenomenology of moods and emotions, and the phenomenology of pain. The next topic is the various forms of consciousness that perceptual experience can possess. A principal aim is to show that phenomenology is metaphysically independent of these forms of consciousness, and another is to de-mystify the form known as phenomenal consciousness. The book concludes by discussing the relations of various kinds that perceptual experiences bear to higher level cognitive states, including relations of format, content, and justification or support.

    Description: Since the beginning of the World Health Organization, many of its staff members, regional offices, Member States, and directors-general have grappled with the question of what a ‘spiritual dimension’ of health looks like, and how it might enrich the health policies advocated by their organization. Contrary to the widespread perception that ‘spirituality’ is primarily related to palliative care and has emerged relatively recently within the WHO, this book shows that its history is considerably longer and more complex, and has been closely connected to the organization’s ethical aspirations, its quest for more holistic and equitable healthcare, and its struggle with the colonial legacy of international health organizations. Such ideals and struggles silently motivated many of its key actors and policies—such as the provision of universal primary healthcare—which for decades have embodied the organization’s loftiest aspirations. The WHO’s official relationship with ‘spirituality’ advanced in fits, leaps, and setbacks. At times creative and interdisciplinary, at others deeply political, this process was marked by cycles of institutional forgetting and remembering. Rather than a triumph of religious lobbyists, this book argues, the ‘spiritual dimension’ of health may be better understood as a ‘ghost’ that has haunted—and continues to haunt—the WHO as it comes to terms with its mandate of advancing health as a state of ‘complete well-being’ available to all.

    Description: Why do people come to reject climate science or the safety and efficacy of vaccines, in defiance of the scientific consensus? A popular view explains bad beliefs like these as resulting from a range of biases that together ensure that human beings fall short of being genuinely rational animals. This book presents an alternative account. It argues that bad beliefs arise from genuinely rational processes. We’ve missed the rationality of bad beliefs because we’ve failed to recognize the ubiquity of the higher-order evidence that shapes beliefs, and the rationality of being guided by this evidence. The book argues that attention to higher-order evidence should lead us to rethink both how minds are best changed and the ethics of changing them: we should come to see that nudging—at least usually—changes belief (and behavior) by presenting rational agents with genuine evidence, and is therefore fully respectful of intellectual agency. We needn’t rethink Enlightenment ideals of intellectual autonomy and rationality, but we should reshape them to take account of our deeply social epistemic agency.

    Description: The Hebrew Bible formulates two sets of law: one for the Israelites and one for the gentile “residents” living in the Holy Land. Law Beyond Israel: From the Bible to the Qur’an argues that these biblical laws for non-Israelites form the historical basis of qur’anic law. The study corroborates its central claim by assessing laws for gentiles in late antique Jewish and especially in Christian legal discourse, pointing to previously underappreciated legal continuity from the Hebrew Bible to the New Testament and from late antique Christianity to nascent Islam. This volume first sketches the legal obligations that the Hebrew Bible imposes on humanity more broadly and, more specifically, on the non-Israelite residents of the Holy Land. It then traces these laws through Second Temple Judaism to the early Jesus movement, illustrating how the biblical laws for residents inform those formulated in the Acts of the Apostles. Building on this legal continuity, the study employs detailed historical and literary analyses of legal narratives in order to make three propositions. First, rabbinic laws for gentiles, the so-called Noahide Laws, while offering a more lenient interpretation than the one we find in Acts, are equally based on the biblical laws for gentile residents of the Holy Land. Second, Christians generally appreciated and even expanded the gentile laws of Acts. Third, the Qur’an remakes traditional Arabian religious practice by formulating its own distinctive approach to the biblical laws for gentiles, in close continuity with—and at times in critical distance from—late antique Jewish and especially Christian gentile law.

    Ancient Traditions of the Virgin Mary's Dormition and Assumption (2023)

    Description: The ancient Dormition and Assumption traditions, a remarkably diverse collection of narratives recounting the end of the Virgin Mary's life, first emerge into historical view from an uncertain past during the fifth and sixth centuries. Initially appearing in Syria, Palestine, and Egypt, these legends spread rapidly throughout the Christian world, resulting in over 60 different narratives from before the tenth century preserved in nine ancient languages. This study presents a detailed analysis of the earliest traditions of Mary's death, including the evidence of the earliest Marian liturgical traditions and related archaeological evidence as well as the numerous narrative sources. Most of the early narratives belong to one of several distinctive literary families, whose members bear evidence of close textual relations. Many previous scholars have attempted to arrange the different narrative types in a developmental typology, according to which the story of Mary's death was transformed to reflect various developments in early Christian Mariology. Nevertheless, evidence to support these theories is wanting, and the present state of our knowledge suggests that the narrative diversity of the early Dormition traditions arose from several independent ‘origins’ rather than through ordered evolution from a single original type. Likewise, scholars have often asserted a connection between the origin of the Dormition traditions and resistance to the council of Chalcedon, but the traditions themselves make this an extremely unlikely proposal. While most of the traditions cannot be dated much before the fifth century, a few of the narratives were almost certainly in composed by the third century, if not even earlier.     Description: It is a striking—yet all too familiar—fact about human beings that our belief-forming processes can be so distorted by fears, desires, and prejudices that an otherwise sensible person may sincerely uphold false claims about the world in the face of overwhelming evidence to the contrary. When we describe someone as being “in denial,” we mean that he or she is personally, emotionally threatened by some situation—and consequently has failed to assess the situation properly according to the evidence. People in denial engage in motivated reasoning about their situation: They (sincerely) argue and interpret evidence in light of a preestablished conclusion. One significant type of reason-distorting emotional threat is a threat to one’s ideological worldview. When group interests, creeds, or dogmas are threatened by unwelcome factual information, biased thinking becomes ideological denialism. (One critical example of such denialism is the widespread denial of settled climate science.) Denial can stand in the way of individual well-being, and ideological denialism can stand in the way of good public policy. This book is a wide-ranging examination of denial and denialism. It offers a readable overview of the social psychology of denial, and examines the role of ideological denialism in conflicts over public policy, politics, and culture. Chapters focus on our philosophical and scientific understanding of denial, denial of scientific consensus, denialism in political economy, and denialism in religious belief. An afterword examines proposals for improving science communication in light of findings about motivated reasoning and denial.

    Description: This is a book about duties to help others. When does one have to sacrifice life and limb, time and money, to prevent harm to others? When must one save more people rather than fewer? These questions arise in emergencies involving nearby strangers who are drowning or trapped in burning buildings. But they also arise in everyday life, in which one has constant opportunities to give time or money to help distant strangers in need of food, shelter, or medical care. With the resources available, one can provide more help or less. This book argues that it is often wrong to provide less help rather than more, even when the personal sacrifice involved makes it permissible not to help at all. It shows that helping distant strangers by donating or volunteering is morally more like rescuing nearby strangers than most of us realize. The ubiquity of opportunities to help others threatens to make morality extremely demanding, and the book argues that it is only thanks to adequate permissions grounded in considerations of cost and autonomy that one may pursue one’s own plans and projects. It concludes that many are required to provide no less help over their lives than they would have done if they were effective altruists.

    Description: Why did such highly abstract ideas as truth, knowledge, or justice become so important to us? What was the point of coming to think in these terms? In The Practical Origins of Ideas, Matthieu Queloz presents a philosophical method designed to answer such questions: the method of pragmatic genealogy. Pragmatic genealogies are partly fictional, partly historical narratives exploring what might have driven us to develop certain ideas in order to discover what these do for us. The book uncovers an under-appreciated tradition of pragmatic genealogy which cuts across the analytic–continental divide, running from the state-of-nature stories of David Hume and the early genealogies of Friedrich Nietzsche to recent work in analytic philosophy by Edward Craig, Bernard Williams, and Miranda Fricker. However, these genealogies combine fictionalizing and historicizing in ways that even philosophers sympathetic to the use of state-of-nature fictions or real history have found puzzling. To make sense of why both fictionalizing and historicizing are called for, the book offers a systematic account of pragmatic genealogies as dynamic models serving to reverse-engineer the points of ideas in relation not only to near-universal human needs, but also to socio-historically situated needs. This allows the method to offer us explanation without reduction and to help us understand what led our ideas to shed the traces of their practical origins. Far from being normatively inert, moreover, pragmatic genealogy can affect the space of reasons, guiding attempts to improve our conceptual repertoire by helping us determine whether and when our ideas are worth having.

    Description: This book argues that the pseudonym, Dionysius the Areopagite, and the influence of Paul together constitute the best interpretive lens for understanding the Corpus Dionysiacum [CD]. This book demonstrates how Paul in fact animates the entire corpus, that the influence of Paul illuminates such central themes of the CD as hierarchy, theurgy, deification, Christology, affirmation (kataphasis) and negation (apophasis), dissimilar similarities, and unknowing. Most importantly, Paul serves as a fulcrum for the expression of a new theological anthropology, an “apophatic anthropology.” Dionysius figures Paul as the premier apostolic witness to this apophatic anthropology, as the ecstatic lover of the divine who confesses to the rupture of his self and the indwelling of the divine in Gal 2:20: “it is no longer I who live, but Christ who lives in me.” Building on this notion of apophatic anthropology, the book forwards an explanation for why this sixth‐century author chose to write under an apostolic pseudonym. It argues that the very practice of pseudonymous writing itself serves as an ecstatic devotional exercise whereby the writer becomes split in two and thereby open to the indwelling of the divine. Pseudonymity is on this interpretation integral and internal to the aims of the wider mystical enterprise. Thus this book aims to question the distinction between “theory” and “practice” by demonstrating that negative theology—often figured as a speculative and rarefied theory regarding the transcendence of God—is in fact best understood as a kind of asceticism, a devotional practice aiming for the total transformation of the Christian subject.

    Description: This book is about mental imagery and the important work it does in our mental life. It plays a crucial role in the vast majority of our perceptual episodes. It also helps us understand many of the most puzzling features of perception (like the way it is influenced in a top-down manner and the way different sense modalities interact). But mental imagery also plays a very important role in emotions, action execution, and even in our desires. In sum, there are very few mental phenomena that mental imagery doesn’t show up in—in some way or other. The hope is that if we understand what mental imagery is, how it works and how it is related to other mental phenomena, we can make real progress on a number of important questions about the mind. This book aims at an interdisciplinary audience. As it aims to combine philosophy, psychology, and neuroscience to understand mental imagery, I have not presupposed any prior knowledge in any of these disciplines. As a result, readers with no background in any of these disciplines can also follow the arguments.

    Public Policy to Reduce Inequalities across Europe (2023)

    Description: There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.

    Description: Using a range of countries from the Global South, this book examines heterogeneity within informal work by applying a common conceptual framework and empirical methodology. The country studies use panel data to study the dynamics of worker transitions between formal and heterogeneous, informal work. The range of country studies in the book (covering Asia, Latin America, the Middle East, and North Africa and sub-Saharan Africa) allow us to present a comparative perspective across developing countries. Each country study provides a nuanced view of informality, dividing workers into six work status groups: formal wage-employees, upper-tier informal wage-employees, lower-tier informal wage-employees, formal self-employed, upper-tier informal self-employed, and lower-tier informal self-employed. Based on this common conceptual framework, the country studies examine the distribution of workers between each of these work status groups. Using panel data, the country studies document transition patterns across different formality and work status groups. The panel data analysed in each country study gives a basis for making statements about labour market transitions that are not warranted when using comparable cross sections. In addition to measuring the distribution of workers and transitions between work status groups, each country study also examines individual-level and household-level characteristics associated with workers in each work status. Using these characteristics, each country study constructs a ‘job ladder’ that ranks each work status. The country studies then examine the characteristics of workers that are associated with transitions up (and down) the job ladder.

    Description: This book examines Russian approaches to international law from three different yet closely interconnected perspectives: history, theory, and recent state practice. The study uses comparative international law as a starting point and argues that in order to understand post-Soviet Russia’s state and scholarly approaches to international law, one should take into account the history of ideas in Russia. To some extent, Russian understandings of international law differ from what is considered the mainstream in the West. One specific feature of this work is that it goes inside the language of international law as it is spoken and discussed in post-Soviet Russia, especially the scholarly literature in the Russian language, and relates this literature to the history of international law as discipline in Russia. Recent state practice such as the annexation of Crimea in 2014, Russia’s record in the UN SC, the European Court of Human Rights, investor-state arbitration, and the creation of the Eurasian Economic Union are laid out and discussed in the context of increasingly popular ‘civilizational’ ideas, i.e. the claim that Russia is a unique civilization and not part of Europe understood as the West. The implications of this claim for the future of international law, its universality and regionalism are discussed. This study concludes the author’s five-year work on ERC-funded grant that enabled him to attend international law conferences in Russia and other CIS countries, as well as get access to relevant sources that often cannot be so easily accessed in the West.

    Description: This book constitutes the first typologically oriented monograph on morphomes, which is the term given to systematic morphological identities, usually within inflectional paradigms, that do not map onto syntactic or semantic natural classes like ‘plural’, ‘past’, ‘third-person singular’. Its first half addresses the theoretical and empirical challenges surrounding the identification and definition of morphomes, and surveys their links with related notions like syncretism, homophony, blocking, segmentation, economy, morphophonology, etc. It also presents the different ways in which morphomic structures have been observed to emerge, change, and disappear from a language. The second part of the book contains its core contribution: a database with 120 morphomes across 79 languages from all around the world. These structures are first presented in painstaking philological detail, and then deconstructed into logically independent axes of variation, identified in the spirit of Multivariate Typology. Statistical analysis is then undertaken to spot trends and correlations which are subsequently discussed. Various findings, relevant to both proponents and detractors of Autonomous Morphology, have emerged regarding, for example, the idiosyncratic (i.e. not representative) nature of Romance morphomes, the existence of cross-linguistically recurrent unnatural patterns, and the preference for more natural structures even among morphomes. The database is also expected to allow explorations of other issues, such as how learnability and communicative efficiency pressures impact morphological structure, and lexical and grammatical informativity across the word.

These outcomes disproportionately impact racialized populations, including Black and Indigenous women, who are two to three times more likely to die. The Practical Playbook III: Working Together to Improve Maternal Health is a guide for maternal health stakeholders (like researchers, community activists, providers, and advocates) offering practical tools and strategies to address inequities in maternal health services and outcomes. With contributions from more than 150 authors, each chapter offers a different strategy that stakeholders can apply to improve maternal health in their community.     Description: When we think about equality in the city, we are very likely to think first of the wide and growing divide between rich and poor, in material terms. Yet when we think more about a 'city of equals' it becomes apparent that how people feel treated by the city and those around them, and whether they can live according to their values, are much more central. Accordingly, combining their own reflections, a multi-disciplinary literature review, and, distinctively, more than 180 interviews in 10 cities in 6 countries, Wolff and de Shalit have derived an account of a city of equals based on the idea that it should give each of its city-zens a secure sense of place or belonging. Four underlying values structure this account. First, access to the goods and services of the city should not be based purely on the market. Second, each person should be able to live a life they find meaningful. Third, there should be diversity and wide social mixing. Fourth, there should be 'non-deferential inclusion': each person should be able to get access to what they are entitled to without being treated as less worthy than others. They should be able to enjoy their rights without bowing and scraping, waiting longer than others, or going through special bureaucratic hurdles. In sum, in a city of equals each person is proud of their city and has the (justified) feeling that their city is proud of (people like) them.

    Modelling the ocean site effect on seismic noise body waves (2015)

    Description: Secondary microseismic noise is generated by non-linear interactions between ocean waves at the ocean surface. We present here the theory for computing the site effect of the ocean layer upon body waves generated by noise sources distributed along the ocean surface. By defining the wavefield as the superposition of plane waves, we show that the ocean site effect can be described as the constructive interference of multiply reflected P waves in the ocean that are then converted to either P or SV waves at the ocean–crust interface. We observe that the site effect varies strongly with period and ocean depth, although in a different way for body waves than for Rayleigh waves. We also show that the ocean site effect is stronger for P waves than for S waves. We validate our computation by comparing the theoretical noise body wave sources with the sources inferred from beamforming analysis of the three seismogram components recorded by the Southern California Seismic Network. We use rotated traces for the beamforming analysis, and we show that we clearly detect P waves generated by ocean gravity wave interactions along the track of typhoon Ioke (2006 September). We do not detect the corresponding SV waves, and we demonstrate that this is because their amplitude is too weak.

    Plankton community changes during the last 124 000 years in the subarctic Bering Sea derived from sedimentary ancient DNA (2024)

    Description: Current global warming results in rising sea-water temperatures, and the loss of sea ice in arctic and subarctic oceans impacts the community composition of primary producers with cascading effects on the food web and potentially on carbon export rates. This study analyzes metagenomic shotgun and diatom rbcL amplicon-sequencing data from sedimentary ancient DNA (sedaDNA) of the subarctic western Bering Sea that records phyto- and zooplankton community changes over the last glacial–interglacial cycle, including the last interglacial period (Eemian). Our data show that interglacial and glacial plankton communities differ, with distinct Eemian and Holocene plankton communities. The generally warm Holocene period is dominated by pico-sized cyanobacteria and bacteria-feeding heterotrophic protists, while the Eemian period is dominated by eukaryotic pico-sized chlorophytes and Triparmaceae. In contrast, the glacial period is characterized by micro-sized phototrophic protists, including sea-ice associated diatoms in the family Bacillariaceae and co-occurring diatom-feeding crustaceous zooplankton. Our deep-time record of plankton community changes reveals a long-term decrease in phytoplankton cell size coeval with increasing temperatures, and resembling community changes in the currently warming Bering Sea. The phytoplankton community in the warmer-than-present Eemian period is distinct from modern communities and limits the use of the Eemian as an analog for future climate scenarios. However, under enhanced future warming, the expected shift towards the dominance of small-sized phytoplankton and heterotrophic protists might result in an increased productivity, whereas the community’s potential of carbon export will be decreased, thereby weakening the subarctic Bering Sea’s function as an effective carbon sink.

    Description: Debate between bioliberals (who adopt a permissive view about human enhancement) and bioconservatives (who oppose it) often fails to be constructive, since bioliberals are often dismissive of the conservative values to which bioconservatives frequently appeal. As a result, bioconservative opposition to enhancement remains poorly understood by bioliberals. We attempt to increase this understanding first by identifying conservative values underlying bioconservative opposition to enhancement, and second by considering on what grounds bioconservatives might object to the biological enhancement of bioconservative values. By identifying grounds that appeal to values shared by both bioconservatives and bioliberals, we aim to provide a platform on which human enhancement can be constructively debated by bioliberals and bioconservatives. We close by focusing on Mill's arguments in favour of originality as possible support for bioconservative argument.

    Description: We consider a strategy for justifying bio-conservative opposition to enhancement according to which we should resist radical departures from human nature, not because human nature possesses any intrinsic value, but because it is our nature. The idea is that we can be partial to humanity in the same way that common sense morality allows us to be partial to self, family, lovers, friends or our country. Whilst a similar idea was suggested by Bernard Williams and Jerry Cohen, it was not fully developed, and their arguments fail to mount a serious challenge to many forms of enhancement. We explore a better approach, drawing on recent literature about the nature and grounds of partiality, and attempt to elucidate what partiality for humanity might plausibly involve. We argue, however, that even if such partiality for humanity is defensible, it can at most only set limits on enhancement.

    Description: Despite the rise of global technocratic ideals of city-making, cities around the world are not merging into indistinguishable duplicates of one another. In fact, as the world urbanizes, urban formations remain diverse in their socio-economic and spatial characteristics, with varying potential to foster economic development and social justice. This book argues that these differences are primarily rooted in politics, and if we continue to view cities as economic and technological projects to be managed rather than terrains of political bargaining and contestation, the quest for better urban futures is doomed to fail. Dominant critical approaches to urban development tend to explain difference with reference to the variegated impacts of neoliberal regulatory institutions. This, however, neglects the multiple ways in which the wider politics of capital accumulation and distribution drive divergent forms of transformation in different urban places. In order to unpack the politics that shapes differential urban development, this book focuses on East Africa as the global urban frontier: the least urbanized but fastest urbanizing region in the world.     Description: This collection of essays explores the metaphysical thesis that the living world is not ontologically made up of substantial particles or things, as has often been assumed, but is rather constituted by processes. The biological domain is organized as an interdependent hierarchy of processes, which are stabilized and actively maintained at different timescales. Even entities that intuitively appear to be paradigms of things, such as organisms, are actually better understood as processes. Unlike previous attempts to articulate processual views of biology, which have tended to use Alfred North Whitehead’s panpsychist metaphysics as a foundation, this book takes a naturalistic approach to metaphysics. It submits that the main motivations for replacing an ontology of substances with one of processes are to be looked for in the empirical findings of science. Biology provides compelling reasons for thinking that the living realm is fundamentally dynamic and that the existence of things is always conditional on the existence of processes. The phenomenon of life cries out for theories that prioritize processes over things, and it suggests that the central explanandum of biology is not change but rather stability—or, more precisely, stability attained through constant change. This multicontributor volume brings together philosophers of science and metaphysicians interested in exploring the consequences of a processual philosophy of biology. The contributors draw on an extremely wide range of biological case studies and employ a process perspective to cast new light on a number of traditional philosophical problems such as identity, persistence, and individuality.

Neutron interferometry can be considered as a central technique of quantum optics with massive particles. It has stimulated the development of interferometry with atoms, molecules, and clusters. Quantum interference experiments with massive particles have direct consequences on the discussion of epistemological questions since they show explicitly the wave-particle duality, and the entanglement and the contextuality of various parameters governing our modern view of nature.

Neil Levy urges the need to refocus our analyses of the epistemic and control conditions for moral responsibility from individual to socially extended agents. Leading theorists of relational autonomy, including Catriona Mackenzie, Natalie Stoljar, and Andrea Westlund develop new insights into the topic of moral responsibility.     Description: There is a near universal consensus that the bearers of moral responsibility are the individuals we identify with proper names. I suggest that if we take the exercise of agency as a guide to the identification of agents, we may find that agents sometimes extend into the world: they may be constituted by several individuals and/or by institutions. These extended agents may be responsible for morally significant outcomes. I argue that institutions or extended agents may also be responsible for the failure of individuals to satisfy the epistemic conditions on moral responsibility. Individuals may believe virtuously but falsely, due to the way in which cues to reliability are socially distributed. I conclude by suggesting that a focus on individual responsibility may have distracted us from the urgent task of reforming the institutional actors responsible for widespread ignorance about morally significant facts.

    Description: Personal autonomy is often lauded as a key value in contemporary Western bioethics, and the claim that there is an important relationship between autonomy and rationality is often treated as an uncontroversial claim in this sphere. Yet, there is also considerable disagreement about how we should cash out the relationship between rationality and autonomy. In particular, it is unclear whether a rationalist view of autonomy can be compatible with legal judgments that enshrine a patient’s right to refuse medical treatment, regardless of whether “. . . the reasons for making the choice are rational, irrational, unknown or even non-existent”. In this book, I bring recent philosophical work on the nature of rationality to bear on the question of how we should understand autonomy in contemporary bioethics. In doing so, I develop a new framework for thinking about the concept, one that is grounded in an understanding of the different roles that rational beliefs and rational desires have to play in personal autonomy. Furthermore, the account outlined here allows for a deeper understanding of different form of controlling influence, and the relationship between our freedom to act, and our capacity to decide autonomously. I contrast my rationalist with other prominent accounts of autonomy in bioethics, and outline the revisionary implications it has for various practical questions in bioethics in which autonomy is a salient concern, including questions about the nature of informed consent and decision-making capacity.

    Description: This chapter argues for a normative distinction between disabilities that are inherently negative with respect to wellbeing and disabilities that are inherently neutral with respect to wellbeing. First, after clarifying terms I discuss recent arguments according to which possession of a disability is inherently neutral with respect to wellbeing. I note that though these arguments are compelling, they are only intended to cover certain disabilities, and in fact there exists a broad class regarding which they do not apply. In section three I discuss two such problem cases: Locked-in Syndrome and the Minimally Conscious State. In section four I explain why these are cases in which possession of the disability makes one worse off overall. I do so by explicating the notion of control over one’s situation. I argue that disabilities that significantly impair control over one’s own situation – e.g., Locked-in Syndrome and the Minimally Conscious State – strongly tend to be inherently negative with respect to wellbeing, while disabilities that do not strongly tend to be inherently neutral. The upshot is that we must draw an important normative distinction between disabilities that undermine this kind of control, and disabilities that do not.

A final chapter is to stimulate new ideas for future acceleration techniques.

    Description: Nonlocality was discovered by John Bell in 1964, in the context of the debates about quantum theory, but is a phenomenon that can be studied in its own right. Its observation proves that measurements are not revealing pre-determined values, falsifying the idea of “local hidden variables” suggested by Einstein and others. One is then forced to make some radical choice: either nature is intrinsically statistical and individual events are unspeakable, or our familiar space-time cannot be the setting for the whole of physics. As phenomena, nonlocality and its consequences will have to be predicted by any future theory, and may possibly play the role of foundational principles in these developments. But nonlocality has found a role in applied physics too: it can be used for “device-independent” certification of the correct functioning of random number generators and other devices.     Description: The study of electrons and holes confined to two, one, and even zero dimensions has uncovered a rich variety of new physics and applications. This book describes the interaction between these confined carriers and the optic and acoustic phonons within and around the confined regions. Phonons provide the principal channel of energy transfer between the carriers and their surroundings and also the main restriction to their room temperature mobility. However, they also have many other roles; they contribute, for example, an essential feature to the operation of the quantum cascade laser. Since their momenta at relevant energies are well matched to those of electrons, they can also be used to probe electronic properties such as the confinement width of two-dimensional (2-D) electron gases and the dispersion curve of quasiparticles in the fractional quantum Hall effect. The book describes both the physics of the electron-phonon interaction in the different confined systems and the experimental and theoretical techniques that have been used in its investigation. The experimental methods include optical and transport techniques as well as techniques in which phonons are used as the experimental probe. This book provides an up-to-date review of the physics and its significance in device performance.

    Description: Modern medicine enables us to keep many people alive after they have suffered severe brain damage and show no reliable outward signs of consciousness. Many such patients are misdiagnosed as being in a permanent vegetative state when they are actually in a minimally conscious state. This mistake has far-reaching implications for treatment and prognosis. To alleviate this problem, neuroscientists have recently developed new brain-scanning methods for detecting consciousness in some of these patients and even for asking them questions, including “Do you want to stay alive?” These new technological abilities raise many questions about what exactly these methods reveal (Is it really consciousness?), how reliable they are (Do they fail to detect consciousness in some patients who are conscious?), what these patients’ lives are like (Do they feel pain?), what we should do for and to these patients (Should we let them die?), who should decide (Are these patients competent to decide for themselves?), and which policies should governments and hospitals enact (Which kinds of treatment should be made available?). All of these questions and more are addressed in this collection of original papers. The prominent contributors provide background information, survey the issues and positions, and take controversial stands from a wide variety of perspectives, including neuroscience and neurology, law and policy, and philosophy and ethics. This collection should interest not only academics but anyone who might suffer brain damage, which includes us all.

    Description: In the next section, I sketch a view in which the possession of phenomenal consciousness (henceforth: “consciousness”) is necessary for possession of (positive or negative degrees of) subjective well-being. It would seem that the possession of consciousness supplies caregivers reason to enhance the well-being of MCS patients. Unfortunately, as I discuss next, matters are complicated by a certain kind of moral conflict that arises in decision-making situations regarding MCS patient care. In many cases, it seems difficult, and perhaps impossible, to respect an MCS patient’s autonomy—as embodied in her autonomously expressed prior wishes or in the wishes she would presently autonomously express were she competent to do so—while promoting the well-being she presently enjoys and will plausibly enjoy in the future. Later, I consider views according to which the moral conflict is only apparent, because considerations of autonomy trump considerations of well-being (or vice-versa). I argue that neither view is satisfying: We are left with genuine moral conflict. However, consideration of these views is salutary, because their weaknesses motivate a mixed view in which considerations of both autonomy and well-being should in many cases be weighed against each other, as well as other relevant moral considerations (e.g., considerations of distributive justice). In the final section, I draw four practical conclusions.

One aim of Making AI Intelligible is to show that philosophical work on the metaphysics of meaning can help answer these questions. Cappelen and Dever use the externalist tradition in philosophy of to create models of how AIs and humans can understand each other. In doing so, they also show ways in which that philosophical tradition can be improved: our linguistic encounters with AIs revel that our theories of meaning have been excessively anthropocentric. The questions addressed in the book are not only theoretically interesting, but the answers have pressing practical implications. Many important decisions about human life are now influenced by AI. In giving that power to AI, we presuppose that AIs can track features of the world that we care about (e.g. creditworthiness, recidivism, cancer, and combatants.) If AIs can share our concepts, that will go some way towards justifying this reliance on AI. The book can be read as a proposal for how to take some first steps towards achieving interpretable AI. Making AI Intelligible is of interest to both philosophers of language and anyone who follows current events or interacts with AI systems. It illustrates how philosophy can help us understand and improve our interactions with AI.

    Description: Estimation of local seismic response plays a key role in assessing local seismic hazard and particularly in the design of shaking scenarios. Modelling local seismic response involves knowing of the shear wave velocity (Vs) and quality factor (Qs) profiles for the site in question. The many techniques that have been developed to assess Vs in surface deposits produce reliable measurements of Vs , but these rarely correspond to direct measurements of Qs . The latter is often considered through damping measures from laboratory tests on small-scale soil samples, which can provide information primarily on intrinsic attenuation, neglecting the contribution of scattering effects. In this paper, using seismic recordings obtained at the surface and in boreholes at 100 m depth, we estimate an average value of Qs of some characteristic alluvial deposits of the Po Plain (northern Italy). Data come from a microseismic network which sampled an almost uniform lithology in the central Po Plain and consisted of three surface and four borehole stations with an interstation distance of about 2 km. The average value of Qs of the shallowest 100 m of the sedimentary strata, Qs100, is estimated by considering: (1) the high-frequency attenuation of seismic waves due to propagation through the corresponding stratigraphy and (2) the interference between incident and surface-reflected waves observed at borehole stations. We parametrize the first through k0_100, the difference between the values of the spectral decay parameter kappa (k) estimated at the surface and at the boreholes depth, respectively. We use the second in order to compute Vs100, the time-averaged Vs referred to the uppermost 100 m stratigraphy. We obtain: k0_100 = (11 ± 3) ms, Vs100 = (309 ± 11) m s −1 and Qs100 = 31 ± 10. At the surface, the estimated values of the site-specific kappa, k0, are found to range from 75 to 79 ms. As expected, these results are in good agreement with studies performed in other sites characterized by sandy or clayey lithologies, and can be usefully used in site response analysis at sites where the rigidity is mainly controlled by lithostatic pressure.

    The Politics of Revenue Bargaining in Africa (2024)

    Description: This book examines the politics of revenue bargaining in Africa in a time when attention to domestic revenue mobilisation has expanded immensely. Measures to increase taxes and other revenues can -but do not always- lead to a process of bargaining, where revenue providers negotiate for some kind of a return. This book offers in-depth analyses of micro-instances of revenue bargaining across five African countries: Mozambique, Senegal, Tanzania, Togo, and Uganda. All case studies draw on a common theoretical framework combining the fiscal contract theory with the political settlement approach, which enables a systematic exploration into what triggers revenue bargaining; how these processes unfold; and finally, if and when they reach an agreement (whether a fiscal contract or not). From the empirically rich case narratives emerges a story of how power and initial bargaining position influence not only whether bargaining emerges in the first place, but also the processes and their outcomes. Less resourceful taxpayers are in a more difficult position to raise their voice, but in some cases even these groups manage to ally with other civil society groups to protest against tax reforms they perceive as unfair. Indirect taxes such as VAT often trigger protests, and so do sudden changes in tax practices. Revenue providers rarely call for improved services in return for paying tax, which would be expected to nurture the foundation for a fiscal social contract. Instead, revenue providers are more likely to negotiate for tax reductions, implying that governments’ effort to increase revenue is impeded. We do find many instances of state-society reciprocity when ruling elites try to be responsive to revenue providers’ demands. Hence, this book gives insight into the nature and dynamics not only of revenue bargaining but of policy-making in general as well as the implications hereof for state-society reciprocity in Africa.

    Description: Why did the Eurozone crisis prove to be so difficult to resolve? Why was it resolved in a manner in which some countries bore a much larger share of the pain than other countries? Why did no country leave the Eurozone rather than implement unprecedented austerity? Who supported and who opposed the different policy options in the crisis domestically, and how did the distributive struggles among these groups shape crisis politics? Building on macro-level statistical data, original survey data from interest groups, and qualitative comparative case studies, this book argues and shows that the answers to these questions revolve around distributive struggles about how the costs of the Eurozone crisis should be divided among countries, and among different socioeconomic groups within countries. Together with divergent but strongly held ideas about the “right way” to conduct economic policy and asymmetries in the distribution of power among actors, severe distributive concerns of important actors lie at the root of the difficulties of resolving the Eurozone crisis as well as the difficulties to substantially reform European Monetary Union (EMU). The book provides new insights into the politics of the Eurozone crisis by emphasizing three perspectives that have received scant attention in existing research: A comparative perspective on the Eurozone crisis by systematically comparing it to previous financial crises, an analysis of the whole range of policy options, including the ones not chosen, and a unified framework that examines crisis politics not just in deficit-debtor, but also in surplus-creditor countries.

    Description: The case for a modern democratic humane socialism typically has two parts. The first is that capitalism is bad, at or least not very good. In reaching this conclusion, most have either analyzed a theoretical ideal-type of capitalism or used a single country, often the United States, as a stand-in for capitalism. To fully and fairly assess democratic socialism’s desirability, we need to compare it to the best version of capitalism that humans have devised: social democratic capitalism, or what is often called the Nordic model. Each chapter in this book examines one of the things that we should want in a good society, that contemporary democratic socialists typically say they want, and that socialism might, conceivably, improve our ability to achieve: an end to poverty in rich countries, an end to poverty everywhere, more jobs, decent jobs, faster economic growth, inclusive growth, more public goods and services, affordable healthcare for all, helpful finance, truly democratic politics, economic democracy, less economic inequality, gender and racial equality, more community, and a livable planet. The book offers a close look at the evidence about how capitalist economies have performed on these outcomes, with particular attention to the performance of social democratic capitalism. The second part of the case for democratic socialism is the notion that it would be an improvement. For each of these outcomes, the book considers what, if anything, we can conclude about whether democratic socialism would do better than social democratic capitalism.

    Description: The decline of the centre-left and centre-right people’s parties is arguably the most poignant feature of the crisis of democracy in Western Europe today. To understand why, this book explores the striking parallels between the life of democracy and that of the people’s parties over the course of the past century. It offers a transnational window on the history of democracy since 1918 by weaving together three epochs which are often studied apart: democracy’s troubled history in the Interwar era; the trente glorieuses after the Second World War; and the period since the 1970s. The book shows that democracy was only stabilized and legitimized when people’s parties emerged that managed to balance between facilitating popular participation from below, bridging divisions between social groups, and practising the politics of compromise. Ideas for such parties existed already in the first decades of the twentieth century. Nonetheless, Socialist and Catholic mass parties failed to transform into people’s parties, which was essential for the crisis (and breakdown) of democracy in the Interwar era. This was a traumatic experience which contributed to the unexpected stabilization of democracy after 1945 as party leaders transformed their organizations into broad-based people’s parties that embraced compromise and responsibility. However, this stability did not last, and paradoxically their transformation also harboured the seeds of democracy’s more recent problems. Over the past decades, people’s parties have struggled to connect to an individualizing society while having become increasingly absorbed by their governing responsibilities.

    Description: This book tells the story of the experts who sold the idea of Franco’s ‘social state’. Despite the repression, violence, and social hardship which characterized Spanish life in the 1940s and 1950s, the Franco regime sought to win popular support by promoting its apparent commitment to social justice. This book reveals the vital role which the idea of the social state also played in the regime’s ongoing search for international legitimacy. It shows how social experts, particularly those working in the fields of public health, medicine, and social insurance, were at the forefront of efforts to promote the regime to the outside world. By working with international organizations and transnational networks across Europe, Africa, and Latin America, they sought to sell the idea of Franco’s Spain as a respectable, modern, and socially just state. In doing so the book also seeks to disrupt our understanding of the modern history of internationalism. Exploring what it meant for Francoist experts to think and act internationally, it challenges dominant accounts of internationalism as a liberal, progressive movement by foregrounding the history of fascist, nationalist, imperialist, and religious forms of international cooperation. The case of Spain reveals the contested and heterogenous nature of mid-twentieth-century internationalism, characterized by the tumultuous interplay of overlapping global, regional, and imperial projects. It also brings into focus the overlooked continuities between international structures and projects before and after 1945.

    Description: For victims of persecution, attracting international awareness of their plight is often a matter of life and death. This book uncovers how in seventeenth-century Europe, persecuted minorities first learned how to use the press as a weapon to combat religious persecution. To mobilize foreign audiences, they faced an acute dilemma: how to make people care about distant suffering? This study argues that by answering this question, they laid the foundations of a humanitarian culture in Europe. The book reveals how, as consuming news became an everyday practice for many Europeans, the Dutch Republic emerged as an international hub of printed protest against religious violence. It traces how a diverse group of people, including Waldensian refugees, Huguenot ministers, Savoyard officeholders, and many others, all sought access to the Dutch printing presses to raise transnational solidarity for their cause. By examining their publicity strategies, this study deepens our understanding of how people tried to confront the specter of religious violence that had haunted them for generations.

Yet, even as the countries diverged in their political directions, they had to create new ways of working together economically. In Designing One Nation, Katrin Schreiter examines the material culture of increasing economic contacts in divided Germany from the 1940s until the 1990s. Trade events, such as fairs and product shows, became one of the few venues for sustained links and knowledge between the two countries after the building of the Berlin Wall. Schreiter uses industrial design, epitomized by the furniture industry, to show how a network of politicians, entrepreneurs, and cultural brokers attempted to nationally re-inscribe their production cultures, define a postwar German identity, and regain economic stability and political influence in postwar Europe. What started as a competition for ideological superiority between East and West Germany quickly turned into a shared, politically legitimizing quest for an untainted post-fascist modernity. This work follows products from the drawing board into the homes of ordinary Germans to offer insights into how converging visions of German industrial modernity created shared expectations about economic progress and living standards. Schreiter reveals how intra-German and European trade policies drove the creation of products and generated a certain convergence of East and West German taste by the 1980s. Drawing on a wide range of sources from governments, furniture firms, industrial design councils, home lifestyle magazines, and design exhibitions, Designing One Nation argues that an economic culture linked the two Germanies even before reunification in 1990."

It focuses upon the period 1830–80, exploring the interactions between the many different actors who developed, administered, and used one of the most important technologies of the period—the electric telegraph. Drawing upon evidence from Prussia, Bavaria, Bremen, and a number of towns across Central Europe, it reveals the channels through which knowledge circulated across the region, stimulating both collaboration and confrontation between the scientists, technicians, businessmen, and bureaucrats involved in bringing the telegraph to life. The book gives an up-to-date presentation of textual sources, whether cuneiform tablets from Mesopotamia, the Hebrew Bible, Greek inscriptions, or ancient historians, the number of which has increased substantially in recent times. In addition, the book includes comparative essays on topics such as prophetic ecstasy; temples as venues of prophetic performances; prophets and political rulers; and the prophets’ gender which can be either male, female, or non-gendered. The book argues for a common category of ancient Eastern Mediterranean prophecy, even though the fragmentary and secondary nature of the sources allows only a restricted view to it. The ways prophetic divination manifests itself in ancient sources depend not only on the socio-religious position of the prophets but also on the genre and purpose of the sources. The book shows that, even though the view of the ancient prophetic landscape is restricted by the fragmentary and secondary nature of the sources, it is possible to reconstruct essential features of prophetic divination.

Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: This work is the first major attempt since the 1970s to challenge the idea that the essential engine of medical (and scientific) change in seventeenth-century Britain emanated from puritanism. It seeks to reaffirm the crucial role of the period of the civil wars and their aftermath in providing the most congenial context for a re-evaluation of traditional attitudes to medicine. In the process, it rejects the idea that such initiatives were the special preserve of a small religious elite (puritans), claiming instead that enthusiasm for change can be found across the religious spectrum. At the same time, the work demonstrates that medical practitioners were increasingly drawn into contemporary religious and political debates in a way that led to a fundamental politicization of the ‘profession’. By the end of the seventeenth century, it was now commonplace to see doctors, apothecaries and surgeons fully engaged in everyday political and civic life. At the same time, religious and political orientation often became an important factor in the career development of medics, especially in towns and cities, where substantial benefits might accrue to those who found themselves in favour with the ruling elites, be they Whig or Tory. The body politic, a Renaissance commonplace, was now peopled by medical practitioners who often claimed a special authority when it came to diagnosing the ills of late seventeenth-century society.
