    Description: This open access report presents findings from the five Latin American countries that participated in the second cycle of the IEA International Civic and Citizenship Education Study (ICCS 2016). ICCS 2016 investigated the ways in which a range of countries are preparing their young people to undertake their roles as citizens during the second decade of the 21st century. The study also responded to new challenges in civic and citizenship education, and its findings allow robust comparisons of lower-secondary students’ attitudes to and perceptions of a wide range of aspects related to civics and citizenship. The results presented in this report come mainly from data collected via a regional Latin American student questionnaire. The findings provide insights into Latin American lower-secondary students’ thoughts on government practices (e.g., corruption and authoritarian government), their attitudes toward peaceful coexistence (e.g., use of violence, disobedience to the law, empathy), and their perceptions of diversity in society (e.g., tolerance of and discrimination against minorities and homosexuals). Four of the five participating Latin American countries also participated in the previous cycle of this study (ICCS 2009), making it possible to explore changes in young people’s civic-related perceptions and attitudes between 2009 and 2016. Data from the international part of the study (test and questionnaire) were used to review the extent to which region-specific perceptions relate to other factors such as students’ level of civic knowledge and students’ socioeconomic and educational contexts.

    Description: This open access book focuses on the dimensions of the discourse of 'The World Class University', its alleged characteristics, and its policy expressions. It offers a broad overview of the historical background and current trajectory of the world-class-university construct. It also deepens the theoretical discussion, and points a way forward out of present impasses resulting from the pervasive use and abuse of the notion of "world-class" and related terms in the discourse of quality assessment. The book includes approaches and results from fields of inquiry not otherwise prominent in Higher Education studies, including philosophy and media studies, as well as sociology, anthropology, educational theory. The growing impact of global rankings and their strategic use in the restructuring of higher education systems to increase global competitiveness has led to a ‘reputation race’ and the emergence of the global discourse of world class universities. The discourse of world class universities has rapid uptake in East Asian countries, with China recently refining its strategy. This book provides insights into this process and its future development.

    Description: This open access book focuses on Albanian internal and international female migration and places gender at the heart of postsocialist transformation. It explores the vulnerabilities that arise for female citizens from the contradictory policies produced by the Albanian state. By illuminating the intersection of gender and migration, it shows how Albanian women are likely to embed themselves in complex social relations and migration trajectories. By focusing on various cases – internal, international, return, economic and student female migrants – the book underlines that migration does not follow any kind of evolutionary development, according to which women go from 'traditional’ to ‘modern' gender relations. By providing a compelling account on the complex negotiations and tactics women employ to deal with gender inequalities, this book leads to a better understanding of gender and migration entanglements. It is a useful read to students, academics in migration and gender studies as well as social scientists and policy-makers in European countries.

    Description: This is an open access book. This book offers the first overview of the ‘wicked problems’ literature, often seen as complex, open-ended, and intractable, with both the nature of the ‘problem’ and the preferred ‘solution’ being strongly contested. It contextualises the debate using a wide range of relevant policy examples, explaining why these issues attract so much attention. There is an increasing interest in the conceptual and practical aspects of how ‘wicked problems’ are identified, understood and managed by policy practitioners. The standard public management responses to complexity and uncertainty (including traditional regulation and market-based solutions) are insufficient. Leaders often advocate and implement ideological ‘quick fixes’, but integrative and inclusive responses are increasingly being utilised to recognise the multiple interests and complex causes of these problems. This book uses examples from a wide range of social, economic and environmental fields in order to develop new insights about better solutions, and thus gain broad stakeholder acceptance for shared strategies for tackling ‘wicked problems’.

    Description: This open access book sets out to explain the reasons for the gap between “knowing” and “doing” in view of self-reliance, which is more and more often expected of citizens. In today’s society, people are expected to take responsibility for their own lives and be self-reliant. This is no easy feat. They must be on constant high alert in areas of life such as health, work and personal finances and, if things threaten to go awry, take appropriate action without further ado. What does this mean for public policy? Policymakers tend to assume that the government only needs to provide people with clear information and that, once properly informed, they will automatically do the right thing. However, it is becoming increasingly obvious that things do not work like that. Even though people know perfectly well what they ought to do, they often behave differently. Why is this? This book sets out to explain the reasons for the gap between ‘knowing’ and ‘doing’. It focuses on the role of non-cognitive capacities, such as setting goals, taking action, persevering and coping with setbacks, and shows how these capacities are undermined by adverse circumstances. By taking the latest psychological insights fully into account, this book presents a more realist perspective on self-reliance, and shows government officials how to design rules and institutions that allow for the natural limitations in people’s ‘capacity to act’.

    Description: This open-access edited collection, focusing on Ghana and Nigeria, offers a transatlantic, transnational exploration of barriers that threaten the wellbeing of West African youth—ranging from Black immigrant youth in the American city of Newark, New Jersey, to students in Almajiri Islamic schools in Northern Nigeria. Incorporating themes of migration, vulnerability, and agency and aspirations, the book conveys the resilience of African youth transitioning toward adulthood in a world of structural inequality. It thus crosses the academic divide between Youth Studies and African Studies, while challenging conventional framings of Black youth as deficient and deviant—positing instead their individual and collective creativity and assets. The contributors employ different methodological approaches, including field research and autoethnography, from varying multidisciplinary and practitioner perspectives.

    Description: This open access book summarizes the findings of the VUELCO project, a multi-disciplinary and cross-boundary research funded by the European Commission's 7th framework program. It comprises four broad topics: 1. The global significance of volcanic unrest 2. Geophysical and geochemical fingerprints of unrest and precursory activity 3. Magma dynamics leading to unrest phenomena 4. Bridging the gap between science and decision-making Volcanic unrest is a complex multi-hazard phenomenon. The fact that unrest may, or may not lead to an imminent eruption contributes significant uncertainty to short-term volcanic hazard and risk assessment. Although it is reasonable to assume that all eruptions are associated with precursory activity of some sort, the understanding of the causative links between subsurface processes, resulting unrest signals and imminent eruption is incomplete. When a volcano evolves from dormancy into a phase of unrest, important scientific, political and social questions need to be addressed. This book is aimed at graduate students, researchers of volcanic phenomena, professionals in volcanic hazard and risk assessment, observatory personnel, as well as emergency managers who wish to learn about the complex nature of volcanic unrest and how to utilize new findings to deal with unrest phenomena at scientific and emergency managing levels.     Description: This open access book highlights the importance of visions of alternative futures in music teacher education in a time of increasing societal complexity due to increased diversity. There are policies at every level to counter prejudice, increase opportunities, reduce inequalities, stimulate change in educational systems, and prevent and counter polarization. Foregrounding the intimate connections between music, society and education, this book suggests ways that music teacher education might be an arena for the reflexive contestation of traditions, hierarchies, practices and structures. The visions for intercultural music teacher education offered in this book arise from a variety of practical projects, intercultural collaborations, and cross-national work conducted in music teacher education. The chapters open up new horizons for understanding the tension-fields and possible discomfort that music teacher educators face when becoming change agents. They highlight the importance of collaborations, resilience and perseverance when enacting visions on the program level of higher education institutions, and the need for change in re-imagining music teacher education programs.
