    Description: In welcher Weise und in welchem Maß haben die Ergebnisse des Newtonschen Experiments der Farbbrechung Einfluss auf die Bildende Kunst des 18. und 19. Jahrhunderts genommen? Diese Fragen stehen im Zentrum der Beiträge, welche die Malpraxis, die Theoriebildung zur Farbe, die neuen graphischen Reproduktionstechniken, die steigende Sehkompetenz, die Materialität von Farbe, die Verfeinerung der Darstellungsdetails und die Rolle optischer Instrumente untersuchen. Die Irritation im 18. Jahrhundert entstand aus der nicht eindeutigen Trennung in Licht- und Pigmentfarben. Für die Künstler hatte die alte Farbtrias - Blau, Rot, Gelb - weiterhin Bestand. Nichtsdestotrotz ist eine Verfeinerung des Sehens zu konstatieren, wie zunehmende Differenzierungskompetenz, die nicht nur neue graphische Techniken hervorbrachte, die im 19. Jahrhundert zur Fotographie führen sollten, sondern auch die Ästhetisierung verstärkte. Sie dokumentiert den Werdegang Buchheims vom Schüler zum Münchner Hochschullehrer und die Entwicklung seines Geschichtsbildes. Karl Buchheim plädierte mit Nachdruck für die Revision des herrschenden kleindeutschen Geschichtsbildes und erwies sich damit als entschiedener Kritiker Bismarcks und Luthers.

    Description: Der Rifkrieg (1921-1926) in Nordmarokko ist von der deutschen Geschichtsschreibung nur wenig beachtet worden, und dies obwohl Deutschland in vielfältiger Weise an den Geschehnissen beteiligt war. Mohammed ben Abdelkrim el Khattabi alias Abdelkrim schaffte es, die zerstrittenen Rifkabylen zu vereinen und aus der Widerstandsbewegung gegen die spanischen Invasoren die 1923 proklamierte "Rif-Republik" erwachsen zu lassen. Dirk Sasse geht den deutschen, britischen und französischen Helfern Abdelkrims nach – Ärzten, Technikern usw. –, die zu einer schleichenden Verlängerung des Krieges beitrugen, aber auch bei der vorgesehenen Modernisierung des Landes mithelfen sollten. Sein Buch ist ein Beitrag zur Geschichte der Dekolonisation und zur Geschichte der Vernetzung zwischen der außereuropäischen Bevölkerung und antikolonial eingestellten Sympathisanten in Europa.

    Dynamics of Architecture in Late Baroque Rome. Cardinal Pietro Ottoboni at the Cancelleria (2021)

    Description: This is the first study to characterize the architectural patronage of Cardinal Pietro Ottoboni (1667-1740), and to identify twelve architects during his half century of patronage in his Ecclesiastical court of the Cancelleria. Most eminent among them were Filippo Juvarra and Domenico Gregorini. Commercial and private theaters in the palace are located from archival data, room measurements, drawings, diary accounts, Correspondence of the French Academy, and palimpsests of architectural details. The size, shape, appearance, capacity, and location of Filippo Juvarra's theater are discussed. Archival documents are cited to reveal why, how, and when it vanished. Detailed analysis is devoted to Juvarra's stage construction with its elaborate sets and moving apparatus. In his official function as Vice-Chancellor of the Church, it is well known that Ottoboni was positioned as a major patron of music, theater, and painting in late Baroque Rome. He was a librettist for oratorios performed by his resident composer, Arcangelo Corelli, and by Alessandro Scarlatti in venues in the palace, and in his basilica of San Lorenzo in Damaso, located in the palace grounds. His resident painters included Francesco Trevisani and Sebastiano Conca. He completed the construction of Bernini's Confessione in the nave of his basilica. As the sponsor of the Arcadian Academy, Ottoboni dictated taste in Roman cultural circles. His involvement in the competition for the façade of St. John Lateran is amplified. A grand overview is provided for the cardinal's commission of devotional machine constructed to rival the Lenten carnivals. As ephemeral constructions, and normally ignored liturgical phenomena, these are explored in detail for the first time. Edward J. Olszewski, Case Western Reserve University, Cleveland, Ohio, U.S.A.

    Description: Si les combattants, du fait de l'intensité des batailles et du nombre de ceux qui y sont engagés, concentrent l'intérêt historique, les populations des « régions envahies » en France du nord et du nord est et en Belgique, inventent quelques formes « d'une résistance sans armes » selon les termes utilisés dès les années 1920. Aide à l'évacuation des soldats qui veulent éviter la captivité, recherche de renseignements sur des objectifs militaires, publication des journaux clandestins, illustrent quelques-unes des pratiques de civils volontaires qui s'engagent au sein d'une population hostile au travail pour l'Allemand malgré les difficultés de la vie quotidienne. Quelques noms ont échappé à l'usure du temps. Gabrielle Petit ou Édith Cavell en Belgique, Léon Trulin, Eugène Jacquet, Louise de Bettignies, en France du Nord, offrent des exemples de ce patriotisme qui agit de part et d'autres de la frontière. Cette publication est le fruit des recherches menées par des historiens français et belges qui ont confronté leurs analyses au cours de la cinquième journée d'études bisannuelles tenue, en partenariat la ville et le Musée de la Résistance de Bondues, en janvier 2010.

    Description: Des procès récents ont mis l'accent sur les responsabilités des services publics dans des exactions commises au cours de la Seconde Guerre mondiale. Il est vrai que les services publics sont au coeur des contradictions et des paradoxes qui caractérisent l'Occupation de 1940 à 1944. Se soumettre aux ordres de l'autorité d'occupation c'est accepter l'accomodement voire la collaboration. En revanche, s'y refuser c'est rompre avec une éthique classique chez les fonctionnaires et les personnels qui leur sont assimilés, c'est-à-dire celle du souci du service public dans le cadre de la loi et des réglementations. Dès lors, les choix sont difficiles et complexes. En confrontant des situations différentes, des administrations diverses, des chercheurs du CEGES de Bruxelles, des universités de Lille et d'institutions régionales, montrent que l'éventail des prises de position est large mais que les choix sont généralement individuels. Entrent en résistance non pas des services mais des fonctionnaires qui, tout en poursuivant leur mission ou leur fonction, font le choix de participer à des mouvements ou à des organisations de résistance extérieurs à leurs services. Prudence liée à la vie clandestine du résistant mais aussi efficacité et respect de l'éthique professionnelle jouent un rôle décisif dans le comportement. Le deuxième colloque de Bondues. dans une perspective d'histoire sociale de la Résistance, apporte des éclairages nouveaux sur les années noires de de l'Occupation en Belgique et dans la région du Nord-Pas-de-Calais.

The adopted social-historical perspective illustrates how the world of the monastery is connected to secular spaces.

    Les lettrés de la République : Les enseignants de la Faculté des Lettres de Douai puis Lille sous la Troisième République (1870-1940) (2021)

    Description: Simples machines à délivrer les grades ou lieux de conférences mondaines, les facultés des lettres sont profondément rénovées à partir de 1880, sous l’égide des Républicains désormais maîtres du pouvoir. Il s’agit de les transformer en véritables foyers de science, sur le modèle allemand, mais aussi en foyer d’esprit public au service de la nation. Les facultés de province, peu étudiées par les chercheurs, bénéficient de ces efforts polymorphes de l’État républicain et se voient dotées de moyens conséquents. Les acteurs majeurs de ce renouveau sont bien cependant les enseignants qui, au quotidien, animent la vie des facultés, forment les étudiants et font avancer la recherche. La faculté des lettres de Douai, transférée en 1887 à Lille, est un remarquable exemple de cette promotion de l’enseignement supérieur sous la Troisième République. Après avoir présenté l’évolution des effectifs enseignants littéraires entre 1870 et 1940, tout en décrivant l’évolution catégorielle et disciplinaire, l’ouvrage propose une étude des principales caractéristiques de la microsociété littéraire septentrionale (origines sociales, professionnelles, formation universitaire) avant de s’attacher aux liens multiples qui se tissent entre ces enseignants, l’espace local et la nation. La fin de l’ouvrage propose alors les notices biographiques des 93 enseignants titulaires (professeurs et maîtres de conférences) de la faculté des lettres entre 1870 et 1940 ainsi que quelques notices sur les chargés de cours les plus importants.

    Description: Au Moyen Âge, la mer du Nord a permis les contacts entre les populations de ses régions riveraines: les eaux séparant les îles Britanniques, le continent et la Scandinavie ne voyaient pas seulement se déplacer des missionnaires et des marchands, car c'est également de la mer que l'on vit arriver les vikings. La mer Baltique était en revanche beaucoup moins connue des auteurs occidentaux, qui étaient frappés par la multiplicité des peuples et des cultures qui en occupaient les rives : on mentionnait des ports de traite, des voyages de marchands, des populations aux coutumes étranges. Comparer les espaces de la mer du Nord et de la mer Baltique en tant que zones de contacts au Moyen Âge est une tâche difficile : non seulement les spécialistes ne prennent que trop rarement connaissance de leurs recherches respectives, mais l'horizon international nécessite la prise en compte de traditions historiographiques dans une multitude de langues nationales. Ce volume présente les résultats d'un atelier interdisciplinaire tenu à Boulogne-sur-Mer en octobre 2009, qui a réuni des chercheurs d'Europe du Nord-Ouest (Belgique, France, Luxembourg, Royaume-Uni) et du Centre-Est (Pologne et République tchèque) en soulignant les apports d'une nouvelle génération d'historiens et d'archéologues dans un domaine qui s'est radicalement transformé depuis une quinzaine d'années.

    Description: During the last two decades, the (re-)discovery of thousands of manuscripts in different regions of sub-Saharan Africa has questioned the long-standing approach of Africa as a continent only characterized by orality and legitimately assigned to the continent the status of a civilization of written literacy. However, most of the existing studies mainly aim at serving literary and historical purposes, and focus only on the textual dimension of the manuscripts. This book advances on the contrary a holistic approach to the study of these manuscripts and gather contributions on the different dimensions of the manuscript, i.e. the materials, the technologies, the practices and the communities involved in the production, commercialization, circulation, preservation and consumption. The originality of this book is found in its methodological approach as well as its comparative geographic focus, presenting studies on a continental scale, including regions formerly neglected by existing scholarship, provides a unique opportunity to expand our still scanty knowledge of the different manuscript cultures that the African continent has developed and that often can still be considered as living traditions.

    Description: Das am 27. Februar 1953 unterzeichnete Londoner Schuldenabkommen stellte ein Novum in der Geschichte der internationalen Schuldenregelung dar. Mit ihm wurde die gigantische deutsche Auslandsverschuldung des privaten und öffentlichen Sektors aus der Vor- und Nachkriegszeit geregelt. Als Rechtsnachfolgerin des Deutschen Reiches übernahm die Bundesrepublik die Haftung für die gesamten Vorkriegsschulden des ehemaligen Reichs. Die langwierigen und von zahlreichen Schwierigkeiten durchzogenen Verhandlungen erreichten, dass das Schuldenabkommen dem tatsächlichen Leistungsvermögen der Bundesrepublik angepasst wurde. Mit dem Londoner Schuldenabkommen wurde die Kreditwürdigkeit der jungen Bundesrepublik wiederhergestellt; es war damit eine Conditio sine qua non für die Wiedergewinnung der Souveränität der Bundesrepublik Deutschland.

    Description: Les sceaux médiévaux offrent une innombrable collection d’images que les historiens de l’art ont, jusqu’ici, trop peu exploitée. Cet ouvrage tente d’appréhender la sigillographie comme un domaine d’étude à part entière de l’histoire de l’art et d’analyser ce processus d’appropriation. Fruit d’un colloque interdisciplinaire (Histoire de l’art, Histoire et Archéologie) organisé par l’Institut de Recherches Historiques du Septentrion de l’Université Lille 3, en partenariat avec les Archives départementales du Nord et la Société française d’héraldique et de sigillographie, il est venu clore la première campagne de l'Inventaire des sceaux conservés aux Archives départementales du Nord (2002-2008). Les communications de vingt-neuf intervenants s’inscrivent dans trois axes principaux: l'Invention d’une discipline (De l’inventeur au chercheur), la Conceptualisation de l’image sigillaire et la Création artistique. Le dernier thème est décliné en deux domaines plus particuliers : Culture visuelle et art sigillaire, d’une part, où l’image est analysée comme outil et véhicule des stratégies emblématiques développées par les élites aristocratiques et patriciennes et les corps urbains, en tant qu’affirmation d’une identité en même temps qu’affirmation d’appartenance au groupe ; Transferts artistiques, appropriation, innovations, d’autre part, qui lient indiscutablement l’art sigillaire aux autres domaines des arts figurés et à l’architecture gothique.

    Description: Wird der Begriff des "Königs" heute vorwiegend in einem engeren politischen Sinne verstanden und gebraucht, so war dies im ausgehenden Mittelalter anders. Denn neben den bekannten 'politischen' Königen existierten hier noch zahlreiche 'andere' Könige. Sie standen Berufsgruppen vor, führten Genossenschaften an oder wurden im Rahmen wiederkehrender Zeremonien und Bräuche zu Festkönigen gekrönt. Spielleute und Herolde, Prostituierte und Händler hatten ebenso ihre Könige wie Bogenschützen oder Adelsgesellschaften. Dabei ging es jedoch nicht um Rituale der Verkehrung oder gar um Akte der Auflehnung und Rebellion. Auch diese Könige besaßen klare Funktionen und Privilegien, eine handfeste Machtstellung innerhalb ihrer Gruppe und wurden darin von den Autoritäten akzeptiert, ja teils erst eingesetzt. Der vorliegende Band hält erstmals eine systematische Zusammenschau dieses bisher unbeachtet gebliebenen Phänomens und fragt anhand ausgewählter Beispiele nach der Funktion und der gesellschaftlichen Rolle dieser 'anderen' Könige in ihrem jeweiligen Umfeld. Damit legt er die Grundlagen für ein neues, innovatives Forschungsfeld und bereichert die Auseinandersetzung mit dem Königtum um eine neue, unerwartete Perspektive.

    Description: La crise du Seize-Mai, cent trente ans après... Les communications rassemblées dans ce volume reviennent sur cet événement fondateur de la Troisième République qui, s'il n'a pas besoin de date précise pour être reconnu, n'en mérite pas moins d'être revisité. Cette entreprise de réaction, sous le patronage du maréchal de Mac Mahon, est-elle un coup d'État, un coup de force, un coup d'autorité, un coup ? Bien qu'unies sous le signe de l' « ordre moral », les principales tendances de la droite apparaissent alors dans leur diversité et leur rivalité qui nuisent à l'efficacité de la coalition dont les décisions laissent une impression d'improvisation. Toutefois la pression administrative est réelle et elle vaut au gouvernement Broglie-Fourtou une grande impopularité habilement exploitée par les républicains qui agitent, en ces temps de grande tension internationale, le spectre de la guerre. Leur résistance victorieuse, sous la houlette de Gambetta, a bénéficié du loyalisme de l'armée et de l'appui d'une bonne partie des élites économiques et intellectuelles. Cette crise riche de multiples enjeux - politico-culturels, économiques, diplomatiques - occupe une place de choix dans la culture politique française et peut être considérée comme une étape importante dans la constitution de la mémoire républicaine ; elle est, en effet, devenue une date symbolique et une référence pour les combats de défense républicaine ultérieurs.

    Description: Les arts premiers semblent n’avoir été représentés que rarement dans la peinture ou la littérature du Moyen âge à la fin du 18e siècle. Difficile à attester, il est cependant certains que des sculptures et objets « exotiques » faisaient bien partie de la cargaison des navires marchands européens. Les pièces les plus fragiles, celles en bois, ont souvent disparu victime du temps, alors que les ivoires font partie des artefacts les mieux conservés parmi ces artificialia : « Les collections ethnologiques, incluses dans ces lieux, ont rarement bien survécu. De temps à autre des écrits, postérieurs en gardent trace. Ainsi le fils d’André Tiraqueau, ami et protecteur de Rabelais, détenait une collection africaine du début du siècle, mais perdue depuis. Quelques années plus tard Charles le Bold rechercha et acheta des pièces africaines en 1489, à l’embouchure du Congo, pour le compte du roi du Portugal. Parmi elles se trouvaient des sculptures en ivoire et des étoffes en fibres végétales. Il apparaît quasiment impossible de connaître la date d’arrivée en Europe » indique Josette Rivallain, maître de conférences au Muséum national d'histoire naturelle (« Cabinets de curiosité, aux origines des musées », Outre-mers, 2001, Volume 88, p. 20). Repérer la mention d’objets ethnographiques dans les archives de cette période n’est guère plus simple, la provenance géographique de ces objets hétérogènes amassés pèle mêle n’étant souvent pas indiquée. Un des cabinets de curiosités les plus connus est celui du physicien hollandais Bernadus Paludanus (1550-1633) qui constitua une collection d’ethnographie africaine en 1580 à Enkhuizen aux Pays-Bas. La réflexion sur les artefacts non occidentaux prit une nouvelle envergure/dimension au début du 19e siècle. On assista alors à la naissance d’un changement de regard vis-à-vis de ces objets qui désormais furent classés et décrits par leurs possesseurs.

    Description: Das Ergebnis der hier versammelten Beiträge mag überraschen: Aus unserer zeitgenössischen Perspektive vom Anfang des 21. Jahrhunderts rückt der säkulare Bruch des Jahres 1945 zunehmend in den Hintergrund. Stattdessen wird der Zäsurcharakter des Jahrzehnts ab 1970 immer bedeutender. Um 1970 hatte sich die Struktur der Industriestaaten rapide zu verflüssigen begonnen. Diese für Europa und Nordamerika charakteristische Formation war geprägt von der Montanindustrie im festen Rahmen des politisch autonomen Einzelstaats. Sie hatte die Epoche der Weltkriege hervorgebracht mit völlig neuartigen Formen von industrialisierter Kriegführung, Gewaltexzessen und Genozid und, im Wechsel damit, Phasen tiefgreifender sozialer Reform und politisch-gesellschaftlicher Neuordnung. Das Ende dieses Industriesystems stellte auch die sozialen und politischen Handlungsmuster des 20. Jahrhunderts in Frage.

Während sie kurzfristig aus taktischen Gründen der Sicherung von Ruhe und Ordnung das französische Kulturleben aufrecht erhielt, strebte sie langfristig die Verbreitung deutscher Kultur in Frankreich und die Errichtung einer deutschen "kulturellen Hegemonie" in Europa an. Kathrin Engel behandelt neben den Eingriffen der Besatzungsmacht in das französische Film- und Theaterleben schwerpunktmäßig den Versuch, die Franzosen mit Hilfe deutscher Theaterstücke und Filme von einer angeblich höher stehenden deutschen Kultur zu überzeugen. Dem militärischen Sieg über Frankreich sollte gerade in Paris, der Kulturhauptstadt Frankreichs, ein geistig-kultureller Sieg hinzugefügt werden. Die deutsche Kulturpropaganda, die letztlich zu Lasten des französischen Kulturlebens durchgesetzt werden sollte, war Gegenstand intensiver Kompetenzstreitigkeiten der deutschen Dienststellen und Funktionsträger in Berlin und Paris. Obwohl deren Vertreter vor Ort zum Teil erstaunlich autonom handelten, gehört die Vorstellung, im besetzten Paris hätten frankophile deutsche Offiziere eine besonders milde Kulturpolitik betrieben, in das Reich der Legenden. Die deutsche Kulturpolitik im besetzten Paris bildete keineswegs, wie vielfach angenommen, ein mildes Gegengewicht zu einer härteren deutschen Besatzungspolitik. Vielmehr folgte sie, wie diese Studie deutlich macht, der sich im Laufe der Okkupation mehr und mehr verschärfenden allgemeinen Besatzungspolitik.

Their experiences and observations brought them to believe that the emancipation and integration of Jews were not realistically possible in Europe. Instead, they began to think in national and territorial terms. The author explores the question as to what extent religious messianism influenced the ideas of these men and how this reflects in today's collective Israeli consciousness. In a comprehensive epilogue, Julius H. Schoeps critically correlates ideas of messianic salvation, Zionist pioneer ideals, the settler's movement before and after 1967, and the unsolved conflict between Israelis and Palestinians which has been lasting for over 100 years.

    Description: En mars 1789, Pierre-François Lepoutre, fermier à Linselles, est élu député de la gouvernance de Lille aux États généraux ; son élection constitue en elle-même un épisode révélateur de la dynamique politique dans laquelle la France est engagée. Notre paysan croyait sans doute rester quelques semaines à Versailles ; en fait, membre de l’Assemblée devenue nationale constituante, il séjourne au cœur de la France en révolution et reste deux ans et demi loin de la ferme des Wattines que dirige son épouse, Angélique Lepoutre-Delputte. Ainsi séparé, le couple échange près de 500 lettres. Ce volume restitue fidèlement la majeure partie de cette correspondance exceptionnelle. Elle constitue une évocation très concrète de l’histoire générale de la Révolution tout en fourmillant de notations sur les préoccupations quotidiennes des députés. Mais cette correspondance à double sens permet aussi d’appréhender l’indéniable mise en mouvement des provinces par l’événement révolutionnaire. On perçoit bien la complexité des adhésions et des refus à l’égard du changement en cours, l’enchevêtrement des espoirs et des inquiétudes dans les campagnes flamandes qui ne sont pas aussi immédiatement antirévolutionnaire qu’on le prétend parfois. À côté des grands engagements et de la grave question religieuse, c’est une multitude de préoccupations qui s’enchevêtrent : des problèmes de subsistance à la contrebande, de la révolution brabançonne aux rumeurs de guerre, des contributions patriotiques aux problèmes des assignats. Par ailleurs, les lettres nous font pénétrer à la fois dans une exploitation agricole et dans la vie d’une famille de notables villageois. L’intensification de l’agriculture et la diversification des activités, l’importance des fêtes familiales et l’étendue du réseau de relations, où figurent bien des noms connus, le souci du député de sauvegarder son approvisionnement en beurre flamand et l’impatience de l’épouse, sur qui pèse lourdement cette longue séparation, constituent quelques fils conducteurs passionnants d’un document où chacun trouvera bien d’autres centres d’intérêt particuliers. Pour faciliter la lecture, une introduction d’une quarantaine de pages, présente les principaux éléments du contexte national et régional ; des notes, un glossaire, un index des noms de personnes, une carte et des tableaux guident aussi la découverte.

    Description: Bien adapté à l’année commémorative de la Libération, l’épuration demeure difficile à appréhender et à évaluer car les polémiques pèsent toujours sur les analyses et les interprétations. Qu’il s’agisse de la pertinence, de l’ampleur du processus, de sa sévérité, de son équité, ou, au contraire, de son insuffisance, les débats ont été intenses même si, aujourd’hui, la disparition progressive des acteurs permet une étude plus apaisée et plus sereine tandis que l’éloignement des faits contribue à renouveler en profondeur, son histoire. À la suite de Peter Novick, de Pierer Laborie, de Marc Baruch ou encore de François Rouquet, les chercheurs différencient, traditionnellement, une « épuration spontanée » ou « extra-judiciaire » que d’aucuns désignent comme « épuration sauvage » d’une « épuration légale » ou judiciarisée pour établir une chronologie et distinguer des pratiques. Car, derrière l’épuration, les intentions sont diverses et les enjeux importants. La Libération, joyeuse et douloureuse, suscite parfois un désir de « vengeance » tout en posant la question grave de la justice et de la restauration de l’État de droit. L’épuration devient, dès lors, un moment fort de la sortie de guerre…

Que signifie la façon de se vêtir dans cette « société du spectacle » ? Le paraître vestimentaire y est un puissant moteur de pratiques culturelles qui touchent au corps et à l’identité. Il active toute une économie du luxe et alimente la dynamique des échanges entre les cours européennes. Cet ouvrage aborde le vestiaire des princes et de leurs courtisans entre 1400 et 1815, en plein essor de la société curiale. Les souverains ont été parmi les premiers à avoir pris conscience du pouvoir de l’habit et l’ont porté au plus haut degré de raffinement. Se vêtir, c’est aussi régner et gouverner.     Description: Frankreich stand in der Zwischenkriegszeit nicht nur in Europa unter dem Druck expansiver Diktaturen, sondern auch in Asien. Die Bedrohung durch Japan wurde drängend, als das Kaiserreich ab Juli 1937 China mit Krieg überzog und auch vor der Küste der französischen Kolonie Indochina seine Macht deutlich demonstrierte. Die Bonner Dissertation von Volker Nies untersucht erstmals, was Paris unternahm, um seine Großmachtposition in Ostasien zu behaupten. Frankreich suchte auf zuweilen doppelbödige Art die Nähe zu Japan. Paris ging dabei so weit, wie es die Rücksicht auf die Beziehungen zu den USA und Großbritannien erlaubte, die Japans Aufstieg kritisch sahen. Für Paris war der virtuose Einsatz diplomatischer und militärischer, wirtschaftlicher und geheimdienstlicher Instrumente im Fernen Osten am Ende erfolglos, denn fast zeitgleich mit dem Einmarsch deutscher und italienischer Truppen rückte im Juni 1940 ein japanisches Vorauskommando in Indochina ein.

    Description: Founded in 1919 under the Treaty of Versailles as part of the League of Nations’ system, the ILO is still today the main organization responsible for the international organization of work and the improvement of working conditions in the world. Widely recognized for its efforts in building international labour standards, the ILO remains little studied by development specialists and historians. This book intends to fill this gap and traces the history of international development and its early pioneers, through an analysis of the activities of the International Labour Office, the Secretariat of the International Labour Organization, between 1930 and 1946. In this book, development is used as a key to questioning the ILO's place and function in the expanding inter-war world. The development practices and discourses that emerged in the 1930s were mainly intended to support the ILO's universalization strategy, which was made necessary by the events that shook Europe at the time. Development discourses and practices were also part of the esprit du temps, as they were closely linked to the affirmation of the planist and rationalist ideas of the 1930s. However, development for the ILO was not reduced to a project of economic modernization, but was seen as a tool for social engineering, as evidenced by the ILO's missions of technical assistance, organized since 1930. The analysis of the expertise work makes it possible to highlight the logics that prevailed in technical assistance, which was more in line with institutional objectives, than with the dissemination of a genuine expertise. This book therefore hopes to bring new insight on the history of internationalism, and international organizations during the inter-war period and the Second World War, as well as on the role of the ILO in the history of international development thinking and practices.
