    Description: This open access book by Nils Karlson explores the strategies used by left- and right-wing populists to make populism intelligible, recognizable, and contestable. It presents a synthesized explanatory model for how populists promote autocratization through the deliberate polarization of society. It traces the ideational roots of the core populist ideas and shows that these ideas form a collectivistic identity politics. Karlson argues that to fight back requires the revival of liberalism itself by defending and developing the liberal institutions, the liberal spirit, liberal narratives, and liberal statecraft.  The book also presents and discusses an extensive list of counterstrategies against populism.  Written within the tradition of political theory and institutional economics, this book uses a wide variety of sources, including results and analyses from social psychology, ethics, law, and history.

    Description: This open access book connects Jane Jacobs's celebrated urban analysis to her ideas on economics and social theory. While Jacobs is a legend in the field of urbanism and famous for challenging and profoundly influencing urban planning and design, her theoretical contributions – although central to her criticisms of and proposals for public policy – are frequently overlooked even by her most enthusiastic admirers. This book argues that Jacobs’s insight that “a city cannot be a work of art” underlies both her ideas on planning and her understanding of economic development and social cooperation. It shows how the theory of the market process and Jacobs’s theory of urban processes are useful complements – an example of what economists and urbanists can learn from each other. This Jacobs-cum-market-process perspective offers new theoretical, historical, and policy analyses of cities, more realistic and coherent than standard accounts by either economists or urbanists.

    Description: This open access book explores the transformative effects of remittances. Remittances are conceptualized as flows of money, objects, ideas, traditions, and symbolic capital, mapping out a cross-border space in which people live, work, and communicate with multiple belongings. By doing so, they effect social change both in places of origin and destination. However, their power to improve individual living conditions and community infrastructure mainly results from global inequality. Hence, we challenge the remittance mantra and go beyond the migration-development-nexus by revealing dependencies and frictions in remittance relations. Remittances are thus scrutinized in their effects on both social cohesion and social rupture. By highlighting the transformative effects of remittance in the context of conflict, climate change, and the postcolonial, we shed light on the future of transnational society. Presenting empirical case studies from Ghana, Burkina Faso, Sri Lanka, New Zealand, Turkey, Lebanon, USA, Japan, and various European countries, as well as historical North America and the Habsburg Empire, we explore remittance relations from a range of disciplines including anthropology, sociology, history, design, architecture, governance, and peace studies.

    Description: Jacqueline Best argues that the changes in International Monetary Fund, World Bank and donor policies in the 1990s, towards what some have called the 'Post-Washington Consensus,' were driven by an erosion of expert authority and an increasing preoccupation with policy failure. Failures such as the Asian financial crisis and the decades of despair in sub-Saharan Africa led these institutions to develop governance strategies designed to avoid failure: fostering country ownership, developing global standards, managing risk and vulnerability and measuring results. In contrast to the structural adjustment era when policymakers were confident that they had all the answers, the author argues that we are now in an era of provisional governance, in which key actors are aware of the possibility of failure even as they seek to inoculate themselves against it. This book considers the implications of this shift, asking if it is a positive change and whether it is sustainable. Japan, which was a leading competitor in the world’s manufacturing sector, tried to transform itself into an economy with domestic demand-led mature growth, but the ensuing bubbles and crisis instead made the country suffer from chronicle deflation and stagnation. The book analyses why the Japanese authorities could not avoid making choices that led to this outcome. The chapters are based on the lectures to regulators from emerging economies delivered at the Global Financial Partnership Center of the Financial Services Agency of Japan.

    Description: This open access book questions the stereotype depicting all Gulf (GCC) economies as not sustainable, and starts a critical discussion of what these economies and polities should do to guarantee themselves a relatively stable future. Volatile international oil markets and the acceleration of the energy transition has challenged the notion that oil revenues are sufficient to sustain oil economies in the near to medium term. But what is the meaning of economic sustainability? The book discusses the multiple dimensions of the concept: economic diversification, continuing value of resources, taxation and fiscal development, labor market sustainability, sustainable income distribution, environmental sustainability, political order (democracy or authoritarianism) and sustainability, regional integration. The overarching message in this book is that we should move on from the simplistic branding of the Gulf economies as unsustainable and tackle the details of which adaptations they might need to undertake.

    Description: The Ross Sea is known for showing the greatest sea-ice increase, as observed globally, particularly from 1979 to 2015. However, corresponding changes in sea-ice thickness and production in the Ross Sea are not known, nor how these changes have impacted water masses, carbon fluxes, biogeochemical processes and availability of micronutrients. The PIPERS project sought to address these questions during an autumn ship campaign in 2017 and two spring airborne campaigns in 2016 and 2017. PIPERS used a multidisciplinary approach of manned and autonomous platforms to study the coupled air/ice/ocean/biogeochemical interactions during autumn and related those to spring conditions. Unexpectedly, the Ross Sea experienced record low sea ice in spring 2016 and autumn 2017. The delayed ice advance in 2017 contributed to (1) increased ice production and export in coastal polynyas, (2) thinner snow and ice cover in the central pack, (3) lower sea-ice Chl-a burdens and differences in sympagic communities, (4) sustained ocean heat flux delaying ice thickening and (5) a melting, anomalously southward ice edge persisting into winter. Despite these impacts, airborne observations in spring 2017 suggest that winter ice production over the continental shelf was likely not anomalous.

    Description: The surface flooding of Antarctic sea ice in summer covers 50% or more of the sea-ice area in the major summer ice packs, the western Weddell and the Bellingshausen-Amundsen Seas. Two CRREL ice mass-balance buoys were deployed on the Amundsen Sea pack in late December 2010 from the icebreaker Oden, bridging the summer period (January–February 2011). Temperature records from thermistors embedded vertically in the snow and ice showed progressive increases in the depth of the flooded layer (up to 0.3–0.35 m) on the ice cover during January and February. While the snow depth was relatively unchanged from accumulation (〈10 cm), ice thickness decreased by up to a meter from bottom melting during this period. Contemporaneous with the high bottom melting, under-ice water temperatures up to 1°C above the freezing point were found. The high temperature arises from solar heating of the upper mixed layer which can occur when ice concentration in the local area falls and lower albedo ocean water is exposed to radiative heating. The higher proportion of snow ice found in the Amundsen Sea pack ice therefore results from both winter snowfall and summer ice bottom melt found here that can lead to extensive surface flooding.

    Description: Ice shelves play an important role in buttressing land ice from reaching the sea, thus restraining the rate of grounded ice loss. Long-period gravity-wave impacts excite vibrations in ice shelves that can expand pre-existing fractures and trigger iceberg calving. To investigate the spatial amplitude variability and propagation characteristics of these vibrations, a 34-station broadband seismic array was deployed on the Ross Ice Shelf (RIS) from November 2014 to November 2016. Two types of ice-shelf plate waves were identified with beamforming: flexural-gravity waves and extensional Lamb waves. Below 20 mHz, flexural-gravity waves dominate coherent signals across the array and propagate landward from the ice front at close to shallow-water gravity-wave speeds (~70 m s−1). In the 20–100 mHz band, extensional Lamb waves dominate and propagate at phase speeds ~3 km s−1. Flexural-gravity and extensional Lamb waves were also observed by a 5-station broadband seismic array deployed on the Pine Island Glacier (PIG) ice shelf from January 2012 to December 2013, with flexural wave energy, also detected at the PIG in the 20–100 mHz band. Considering the ubiquitous presence of storm activity in the Southern Ocean and the similar observations at both the RIS and the PIG ice shelves, it is likely that most, if not all, West Antarctic ice shelves are subjected to similar gravity-wave excitation.

    Description: Jakobshavn Isbræ, which terminates in Ilulissat Icefjord, has undergone rapid retreat and is currently the largest contributor to ice-sheet mass loss among Greenland’s marine terminating glaciers. Accelerating mass loss is increasing fresh water discharge to the ocean, which can feed back on ice melt, impact marine ecosystems and potentially modify regional and larger scale ocean circulation. Here we present hydrographic observations, including inert geochemical tracers, that allow the first quantitative description of the glacially-modified waters exported from the Jakobshavn/Icefjord system. Observations within the fjord suggest a deep-reaching overturning cell driven by glacial buoyancy forcing. Modified waters containing submarine meltwater (up to 2.5 ± 0.12%), subglacial discharge (up to 6 ± 0.37%) and large portions of entrained ocean waters are seen to exit the fjord and flow north. The exported meltwaters form a buoyant coastal gravity current reaching to 100 m depth and extending 10 km offshore.
