    A Featural Typology of Bantu Agreement (2022)

    Description: The Bantu languages are in some sense remarkably uniform (SVO basic word order, noun classes, verbal morphology), but this extensive language family also show a wealth of morphosyntactic variation. Two core areas in which such variation is attested are subject and object agreement. The book explores the variation in Bantu subject and object marking on the basis of data from 75 Bantu languages, discovering striking patterns (the RANDOM and the AWSOM correlation), and providing a novel syntactic analysis. This analysis takes into account not just phi agreement, but also nominal licensing and information structure. A Person feature, associated with animacy, definiteness, or givenness, is shown to be responsible for differential object agreement, while at the same time accounting for doubling vs. non-doubling object marking – a hybrid solution to an age-old debate in Bantu comparative morphosyntax. It is furthermore proposed that low functional heads can Case-license flexibly downwards or upwards, depending on the relative topicality of the two arguments involved. This accounts for the properties of symmetric object marking in ditransitives (for Appl), and subject inversion constructions (for v). By keeping Agree constant and systematically determining which featural parameters are responsible for the attested variation, the proposed analysis argues for an emergentist view of features and parameters (following Biberauer 2018, 2019), and against both Strong Uniformity and Strong Modularity.

    Description: Around the world, governments are starting to directly measure the subjective wellbeing of their citizens and to use it for policy evaluation and appraisal. What would happen if a country were to move from using GDP to using subjective wellbeing as the primary metric for measuring economic and societal progress? Would policy priorities change? Would we continue to care about economic growth? What role would different government institutions play in such a scenario? And, most importantly, how could this be implemented in daily practice, for example in policy evaluations and appraisals of government analysts, or in political agenda-setting at the top level? This book provides answers to these questions from a conceptual to a technical level by showing how direct measures of subjective wellbeing can be used for policy evaluation and appraisal, either complementary in the short run or even entirely in the long run. It gives a brief history of the idea that governments should care about the happiness of their citizens, provides theories, makes suggestions for direct measurement, derives technical standards, shows how to conduct wellbeing cost-effectiveness and cost-benefit analyses, and gives examples of how real-world policy evaluations and appraisals would change if they were based on subjective wellbeing. In doing so, the book serves the growing interest of governments as well as non-governmental and international organizations in how to put subjective wellbeing metrics into policy practice.

    Description: Pakistan would desperately like to produce enough electricity, but it usually doesn’t. This is the rare issue on which government and private sector can unite, and it is the cause of suffering for rich and poor alike across the entirety of the country. Despite prioritization by successive governments, targeted reforms shaped by international development actors, and featuring prominently in Chinese Belt and Road Investments, the Pakistani power sector still stifles economic and social life across the country. This book explores state capacity in Pakistan by following the material infrastructure of electricity across the provinces and down into cities and homes. It argues that the national challenges of budgetary constraints and power shortages directly result from conscious strategic decisions that are integral to Pakistan’s infrastructural state. Electricity shortages are one of the many poor governance outcomes characteristic of low- and middle-income countries. Standard development thinking points to an absence of institutions in comparison with an idealized and distant other country, with governance reform programs formulated accordingly. However, an orientation toward what Pakistan is not takes us away from how it actually functions and to whose benefit. Electricity governance in Pakistan reinforces relations of power between provinces and the federal center, contributes to the marginalization of subordinate groups in the city, and orients citizens toward a patronage-based relationship with the state through encounters with street-level bureaucrats. Looking through the lens of the electrical power sector reveals how Pakistan works, and for whom.

    Description: This book places tipping points in their scientific, economic, governmental, creative, and spiritual contexts. It seeks to offer a comprehensive set of interpretations on the meaning and application of tipping points. Its contribution focuses on the various characterisations and metaphors of tipping points, on the scope for anticipating their onset, the capacity for societal resilience in the face of their impending arrival, and for better ways of communicating and preparing societies, economies, and governments for accommodating them, and hence to turn them into responses which buffer and better human well-being. Above all, the possibility of preparing society for creative and benign ‘tips’ is a unifying theme. The conclusion is sombre but not without hope. Thresholds of profound change can combine earth system-based relatively abrupt shifts with human-caused alterations of these disturbed patterns which, coupled together, produce more rapid onsets and greater tensions and stresses for governments and economies, as well as socially unequal societies. There is still time to predict and address these thresholds but too much delay will make the task of accommodation very difficult to achieve with relevant-scale community support. There are many examples of adaptive resilience throughout the world. These should be identified, supported, and emulated according to cultural acceptance and emerging economic realities. But there is no guarantee that the necessary adjustments can be made in time, as emerging patterns of outlook and governance do not appear to be conducive to manage the very awkward transitions of appropriate response.

    Description: This book challenges conventional wisdoms both about economic performance and about policies for economic development in African countries. Its starting point is the striking variation in economic performance: unevenness and inequalities form a central fact. The authors highlight not only differences between African countries but also variations within countries, differences often organized around distinctions of gender, class, and ethnic identity. For example, school dropout and neonatal mortality have been reduced, particularly for some classes of women in some areas. Horticultural and agribusiness exports have grown far more rapidly in some countries than others. These variations (and many others) point to opportunities for changing performance, reducing inequalities, learning from other African policy experiences, and escaping the ties of structure and legacies of a colonial past. The book rejects teleological illusions and Eurocentric prejudice, but does pay close attention to the results of policy in more industrialized parts of the world. Seeing the contradictions of capitalism for what they are—fundamental and enduring—may help policy officials protect themselves against the misleading idea that development is likely to be a smooth, linear process, or that it would be were certain impediments removed. The authors criticize a wide range of orthodox and heterodox economists, especially for their cavalier attitude to statistical sources. Drawing on decades of research and policy experience, they combine careful use of available evidence from a range of African countries with heterodox political economy insights (mainly derived from Kalecki, Kaldor, and Hirschman) to make the policy case for specific types of public sector investment.

    Agricultural Input Subsidies: The Recent Malawi Experience (2021)

    Description: Agricultural input subsidies were a major feature of development policies in rural economies until the 1980s. Continuing rural poverty with low productivity and fertilizer use in smallholder staple crops has led to their resurgence in Africa. These subsidies are, however, controversial with claims of both large food security benefits and unsustainable, inefficient resource use. This book reviews current theory and evidence on the strengths and weaknesses of these programmes and the effects of programme context, design, and implementation. Theoretical arguments for agricultural subsidies are based on input promotion where farmers’ private costs (benefits) are higher (lower) than wider economic costs (benefits). These arguments, and concerns about inefficiency and diversion, are reviewed and extended to consider input affordability constraints and ‘smart’ rationing and targeting. Recent programmes in Africa have a variety of generally producer-focused objectives, with varied implementation and programme outcomes. Most pay little attention to consumer interests and potential contributions to wider growth. A detailed examination of Malawi’s controversial agricultural input subsidy programme follows. Drawing on a wide range of information sources, the political and agro-economic contexts of the programme are examined, with evidence on its implementation and impacts from 2005 to 2011. Positive impacts are recorded on beneficiaries’ production, incomes, food consumption, school enrolment, child health, and reduced need for earnings from undertaking casual labour for others. There is evidence of indirect economy-wide impacts, but this is not as strong as might be expected. Targeting and graduation are identified as critically important issues requiring continuing attention.

    Agriculture, Diversification, and Gender in Rural Africa (2021)

    Description: This book contributes to the understanding of smallholder agriculture in sub-Saharan Africa through addressing the dynamics of intensification and diversification within and outside agriculture, in contexts where women have much poorer access to agrarian resources than men. It uses a longitudinal cross-country comparative approach, relying on the Afrint dataset—unique household-level longitudinal data for six African countries collected over the period 2002–2013/15. The book first descriptively summarizes findings from the third wave of the dataset. The book nuances the current dominance of structural transformation narratives of agricultural change by adding insights from gender and village-level studies of agrarian change. It argues that placing agrarian change within broader livelihood dynamics outside agriculture, highlighting country- and region-specific contexts is an important analytical adaptation to the empirical realities of rural Africa. From the policy perspective, this book provides suggestions for more inclusive rural development policies, outlining the weaknesses of present policies illustrated by the currently gendered inequalities in access to agrarian resources. The book also provides country-specific insights from Ghana, Kenya, Malawi, Tanzania, and Zambia.
