    Description: Despite much learning and research over many decades, large ICT software projects have continued to experience poor outcomes or fallen short of original expectations—some spectacularly so. This is the case in the Australian and New Zealand public sectors, even though these projects operate within historically developed institutional frameworks that provide the rules, guidelines and controls, and aim to consistently improve outcomes. Something is amiss. In Adapting for Inertia, Grant Douglas questions the effectiveness of these institutional frameworks in governing large ICT software projects in the Australian and New Zealand public sectors. He also gauges the perspectives of a large number of actors in projects in both sectors and examines two case studies in detail. The main narrative to emerge is that the institutional frameworks are in a state of inertia: they are failing to adapt, owing to various institutional factors—all of which have public policy implications. Sadly, Douglas finds, this inertia is likely to continue. If there is difficulty in changing the capacity to govern, he proposes, policymakers should look to change the nature of what is to be governed.

    Description: Andrew Podger's monograph, The Role of Departmental Secretaries, Personal reflections on the breadth of responsibilities today, is an important contribution to the broader public policy discourse in Australia. Andrew has been, at times, an unflinching commentator on issues of bureaucratic performance, accountability and responsiveness to government. Andrew's reflections are drawn from his own experiences within the inner circle of Australian policy-making. In this monograph, he presents a highly nuanced portrait of the role of Commonwealth departmental secretaries. Although a 'player' himself at key moments in recent policy history, Andrew is a dispassionate and thoughtful observer of events. This is not merely a memoir: this work is rich in analysis and Andrew offers a number of 'lessons learned' to be heeded (or not) by the present and future generations of policy practitioners.

    Description: ‘Consultation’ has become something of a mantra in contemporary governance. Governments well understand that policy occurs in a highly contestable environment in which there are multiple, and often competing interests. They well recognise the political imperative to ‘engage’ stakeholders in order to manage potential conflict and, hopefully, obtain acceptance for their policies and programs. As a result, politicians and public officials frequently emphasise the need for consultation as an essential element of the deliberative processes underpinning the development of policy or the implementation of programs and services. But, moving beyond the rhetoric of consultation and engagement, how well is it done? In this monograph, Professor Jenny Stewart maps out the principal approaches used by governments to consult with and engage affected communities of interest. Stewart critically assesses the available literature and draws directly upon the experiences of political actors, bureaucrats and community sector organisations in order to identify the ‘good, bad, and the ugly’ of engagement. Through a judicious use of selected case studies, Stewart distils the essential dilemmas and contradictions inherent in many consultation strategies and highlights their relative strengths and weaknesses. This monograph is a probing and dispassionate analysis of the rationales, methodologies and outcomes of consultation and engagement. It is not intended to be a ‘cookbook’ or a ‘how to’ manual for those consulting or the consulted. Nevertheless, there is much here for the policy practitioner, the researcher and members of those ‘communities of interest’ who might, one day, find themselves the target of engagement.

    Description: In an era of great power competition, the role of alliances in managing escalation of conflict has acquired renewed importance. Nuclear weapons remain the ultimate means for deterrence and controlling escalation, and are central to US alliances in Europe and the Indo-Pacific. However, allies themselves need to better prepare for managing escalation in an increasingly challenging geostrategic and technological environment for the US and its allies. While the challenge of great power competition is acute at both ends of Eurasia, adversary threats, geography and the institutional context of US alliances differ. This book brings together leading experts from Europe, Northeast Asia, the United States and Australia to focus on these challenges, identify commonalities and differences across regions, and pinpoint ways to collectively manage nuclear deterrence and potential escalation pathways in America's 21st century alliances.

    Description: The latter years of the first decade of the twenty-first century were characterised by an enormous amount of challenge and change to Australia and Australians. Australia’s part in these challenges and changes is borne of our domestic and global ties, our orientation towards ourselves and others, and an ever increasing awareness of the interdependency of our world. Challenges and changes such as terrorism, climate change, human rights, community breakdown, work and livelihood, and crime are not new but they take on new variations and impact on us in different ways in times such as these. In this volume we consider these recent challenges and changes and how Australians themselves feel about them under three themes: identity, fear and governance. These themes suitably capture the concerns of Australians in times of such change. Identity is our sense of ourselves and how others see us. How is this affected by the increased presence of religious diversity, especially Islamic communities, and increased awareness of moral and political obligations towards Indigenous Australians? How is it affected by our curious but changing relationship with Asia? Fear is an emotional reaction to particular changes and challenges and produces particular responses from individuals, politicians, communities and nations alike; fear of crime, fear of terrorism and fear of change are all considered in this volume.
