    Description: Trotz ihrer gesamtwirtschaftlichen Bedeutung hat die kommunale Investitionstätigkeit nur ein geringes Interesse in der Finanzwissen- schaft gefunden. So ist bis heute weitgehend unbekannt, welche Motive eine Gemeinde veranlassen, Investitionsvorhaben in Angriff zu nehmen. Die Studie kommt an Hand empirischer Untersuchungen zu dem Ergebnis, dass die ökonomische Analyse kommunaler Investitionen nicht nur interessante finanzwissenschaftliche Aspekte eröffnet, sondern auch manche tradierte Vorstellung in Frage stellt.

    Description: Der Sammelband gibt die Referate, die auf der Sitzung der Arbeitsgruppe Wettbewerb im Verein für Socialpolitik gehalten wurden wieder. Er enthält sowohl theoretische Beiträge als auch aktuelle Erfahrungsberichte von hochkarätigen Persönlichkeiten aus der Wirtschaftspraxis zum Thema der europäischen Fusionskontrolle. Ingo Schmidt beleuchtet in seinem Beitrag Entstehungsgeschichte, Ziele und Entscheidungspraxis der europäischen Fusionskontrolle, bevor die europäische Fusionskontrolle ordnungspolitisch gewürdigt wird. Die Analyse der Motive verschiedener Untersagungen durch die europäische Fusionskontrolle ergibt, daß insbesondere die Politisierung der Entscheidungsverfahren der europäischen Fusionskontrolle dabei ein ernsthaftes Problem darstellt. Die Beiträge der Wirtschaftspraktiker der Unternehmen British American Tobacco, Daimler Chrysler, Glaxo Wellcome, Novartis und RWE untersuchen die Erfahrungen mit der europäischen Fusionskontrolle auf der Grundlage kürzlich zurückliegender Fusionen aus der Perspektive der einzelnen Unternehmen. Dabei erwies sich die angewandte Fusionskontrolle als ein großzügiges Regelwerk, das den Fusionen nach Erfüllung einiger Auflagen nicht wesentlich im Weg gestanden hat. Wolfgang Kerber zeigt auf, daß durch die Verabschiedung der Fusionskontrollverordnung (FKVO) das System der europäischen Regeln gegen private Wettbewerbsbeschränkungen vervollständigt wurde. Seitdem beinhalten die EU-Wettbewerbsregeln die drei Säulen Kartellverbot mit Ausnahmen, Fusionskontrolle und Mißbrauchsaufsicht über marktbeherrschende Unternehmen. Diese auch im GWB bekannte Drei-Säulen Konzeption ermöglichte die heutige Vorrangstellung der europäischen Fusionskontrolle gegenüber den nationalen Regelungen. Darüber hinaus wird in systematischer Weise herausgearbeitet, mit welchen materiellen Kriterien die Kommission Fusionen auf die Entstehung und Verstärkung von marktbeherrschenden Unternehmen prüft. Es wird zudem der Frage nachgegangen, inwieweit das alleinige Abstellen auf nur wettbewerbliche Kriterien vor dem Hintergrund der erneut aufkommenden "efficiency defence" noch zeitgemäß ist. Neben diesem Aspekt wird wohl auch die Frage der extraterritorialen Anwendung des Gesetzes die Zukunft der europäischen Fusionskontrollpraxis stark mitbestimmen.

    Description: Die Autoren der Beiträge des Bandes befassen sich mit dem Transmissionsmechanismus in der Geldpolitik. Im Zentrum steht somit die Frage, wie sich geldpolitische Maßnahmen der Notenbanken auf gesamtwirtschaftliche Größen übertragen. G. Winckler und S. Kaufmann untersuchen in ihrem Beitrag den Transmissionsprozeß in kleinen, offenen Volkswirtschaften am Beispiel Österreichs und der Schweiz. Gemäß den geschätzten Resultaten reagierten die Industrieproduktion und das Preisniveau in Österreich erwartungsgemäß verzögert auf Veränderungen der deutschen geldpolitischen Variablen, während sie in der Schweiz von der an der inländischen Geldmenge orientierten Geldpolitik der Schweizerischen Nationalbank beeinflußt werden. Der Aufsatz von P. Bofinger, J. Reischle und A. Schächter analysiert den Geldangebotsprozeß und befaßt sich dabei mit dem sogenannten Kreditansatz. Während die Zentralbank in bisherigen Modellen das Bankensystem vor allem über die Reservepolitik beeinflussen kann, betont der im Artikel vorgestellte preistheoretische Ansatz die Kontrolle der Zentralbank über einen kurzfristigen Zinssatz, wie es auch der gängigen Praxis der Notenbanken entspricht. Davon ausgehend, daß für die geldpolitische Strategie der Europäischen Zentralbank entweder eine Geldmengensteuerung oder eine direkte Inflationssteuerung in Frage kommen, werden im Beitrag von V. Clausen die Eigenschaften diskutiert, die eine Geldnachfrage in einem Regime der Geldmengensteuerung aufweisen sollte. Im empirischen Teil der Arbeit werden die Geldnachfragen sowohl für die einzelnen Mitgliedsländer als auch für die gesamte Europäische Währungsunion geschätzt und auf ihre Stabilitätseigenschaften überprüft. Die Frage, ob die Phillipskurve linear oder konvex ist, steht im Zentrum der Studie von B. Lüscher. Die für die Schweiz präsentierte Evidenz stützt die These einer nichtlinearen Phillipskurve, was der Geldpolitik die Möglichkeit eröffnet, realwirtschaftliche Einflüsse auszuüben. Eine vorausschauende und glaubwürdige Politik, welche die Varianz des Outputs um seinen Trend reduziert, erhöht somit das Durchschnittsniveau des Outputs. D. Domanski und M. Kremer schließlich gehen in ihrem Beitrag auf die Rolle der Aktienpreise für die Geldpolitik ein. Dabei wird der Preisbildungsprozeß am deutschen Aktienmarkt anhand eines Dividend Discount Modells analysiert. Die empirischen Resultate weisen darauf hin, daß die Geldpolitik in Deutschland den Marktteilnehmern eine gute Orientierung ermöglicht und die Erwartungsbildung erleichtert hat.

    Description: Es gibt derzeit wohl kaum einen anderen Gegenstand, der die Finanzmärkte und Bankaufsichtsbehörden intensiver beschäftigt als die Finanzinnovationen, speziell die Derivativ-Geschäfte. Sie stehen im Mittelpunkt des vorliegenden Bandes, der die sechs Referate der 26. Tagung des Ausschusses für Geldtheorie und Geldpolitik des Vereins für Socialpolitik aus dem Jahre 1995 vorlegt. Das Themenspektrum der Beiträge ist weit gespannt: Welche gesamtwirtschaftlichen Wirkungen haben Unterschiede in den nationalen Finanzstrukturen, das rasche Vordringen neuer Finanzprodukte und verschärfte Ansätze der Bankenregulierung? Wie sind die Chancen (und Risiken) der sogenannten aufstrebenden Finanzmärkte zu beurteilen? Welche Konsequenzen ergeben sich daraus für die Geld- und Makropolitik sowie für die Bankenaufsicht? Gestützt auf eine Erhebung der BIZ gelangt Horst Bockelmann mittels Simulationsrechnungen zu dem Ergebnis, daß unterschiedliche nationale Finanzstrukturen - speziell die »typische« Kreditfinanzierung des privaten Sektors - für die geldpolitische Transmission eine wesentliche Rolle spielen. Jürg Blum und Martin Hellwig leiten aus ihrem Makromodell die Schlußfolgerung ab, daß strikte Eigenkapitalvorschriften für Banken gesamtwirtschaftliche Fluktuationen verstärken, wenn negative Schocks der aggregierten Nachfrage die Schuldendienstleistungsfähigkeit der Unternehmen verringern und damit auch die Kreditgewährung und die Investitionstätigkeit. In einer vergleichenden Studie für England und Deutschland testen Werner Gaab und Andy Mullineux die relative Überlegenheit von Divisia-Indices gegenüber Geldmengenaggregaten mit dem Ergebnis, daß sich die englische (weniger ausgeprägt die deutsche) Geldpolitik stärker an Divisia-Indices orientieren sollte. Ausgehend von einer Analyse der ökonomischen Funktionen von Derivaten sehen Otmar Issing und Karlheinz Bischofberger zwar ambivalente Wirkungen im Bereich der Finanzmärkte (effizientere Risikoverteilung versus erhöhte Volatilitä

Hierzu zählt neben den Aktionsprogrammen der Europäischen Union zur Verbesserung der öffentlichen Gesundheit und der Anwendung der Offenen Methode der Koordinierung auf den Bereich der Gesundheitspolitik insbesondere auch die Rechtsprechung des Europäischen Gerichtshofes zur grenzüberschreitenden Inanspruchnahme von Gesundheitsleistungen. Using a multitude of sources, including interviews with the Salim family and Salim Group managers, the author provides a comprehensive corporate biography of this fascinating family firm. The Rhythm of Strategy: A Corporate Biography of the Salim Group of Indonesia criticises existing theories on ethnic Chinese firms and instead provides a more nuanced view of the evolution of a small migrant trading business into the largest family business group in Southeast Asia. It argues that the strategy of this group oscillated irregularly between a business model built on connections and a professional business model adapted to markets.     Description: Das Gesundheitswesen hat sich innerhalb weniger Jahre zu einem wichtigen Feld der wirtschaftspolitischen Debatte entwickelt. Dabei greifen zwei Entwicklungslinien ineinander über. Einerseits entwickelt sich das Gesundheitswesen als Ganzes immer mehr zu einer Gesundheitswirtschaft, wo Wachstums- und Entwicklungsprozesse eine begleitende Wettbewerbsordnung benötigen. Andererseits ist der innere Kern des Gesundheitswesens, das solidarisch finanzierte System der Gesetzlichen Krankenversicherung, einem stetigen Reformdruck ausgesetzt. Das System der Gesetzlichen Krankenversicherung unterliegt trotz größerer Öffnungsklauseln zugunsten selektiver Vertragsoptionen mit niedergelassenen Ärzten und Krankenkassen in den meisten Fällen nicht dem Wettbewerbsrecht, sondern dem Sozialrecht bzw. das Wettbewerbsrecht soll analog von Sozialgerichten berücksichtigt werden. Gerade die Frage, wie Wettbewerbsregeln einerseits und die Garantie sozialer Sicherheit andererseits ausgestaltet werden können, beherrscht die gesundheitspolitische Debatte. Dabei ist wettbewerbstheoretisch die Frage zu klären, welche Analogien des allgemeinen Wettbewerbsrechts, sei es im Bereich der Fusionskontrolle, bei der Frage abgestimmten Verhaltens oder bei Aspekten des Behinderungswettbewerbs, übertragbar sind. Die Beiträge im Band - allesamt schriftliche Fassungen der im März 2009 in Leipzig auf der Jahrestagung 2009 der Arbeitsgruppe Wettbewerb des Wirtschaftspolitischen Ausschusses im Verein für Socialpolitik gehaltenen Referate - zeigen unterschiedliche Ausprägungen der Wettbewerbsorientierung im Gesundheitswesen auf. Insbesondere werden verschiedene Ausprägungen im Verhältnis der Krankenversicherungen untereinander bzw. im Verhältnis Krankenversicherung und Leistungserbringer problematisiert. Die Beiträge bilden vornehmlich den Blick der Praxis ab und sollen somit in Kombination mit den wissenschaftlichen Grundprinzipien, die im Eingangsreferat deutlich werden, aktuelle Fragen der Wettbewerbsorientierung im Gesundheitswesen beleuchten und mögliche Lösungsstrategien entwerfen.

    Description: The debate around growing inequality is raging amongst economists, and Marxists are finding new ways to map-out the modern economy. Managerial Capitalism introduces a new way of understanding the changing structure of our economy through the emergence and behaviour of a new class – managers. In the post war years as social democracy reigned, managers tended to form compromises with workers. However, under neoliberalism, allegiances have shifted. Today, a new alliance is forming between managers and capitalist owners, changing the nature of the hierarchy of power under capitalism. Additionally, the authors argue, this is happening much faster and universally than was previously thought. By applying Marx's basic concepts to the reality of the system today, through the use of extensive data sets as well as firmly rooting the argument in its historical context, Managerial Capitalism updates Marxism for the twenty-first century, through showing how the modes of production today are shaped by a new class, that must be understood if it is to be challenged.

    Description: Servants were for a long time the dominant form of labour in Sweden. To serve, at a farm or at a manor, was ever since the thirteenth century the most common way to make a living, since poor people could by law be forced to accept work for a master. Service hence replaced thraldom in Sweden.In From slaves to servants, historian Martin Andersson explains how the regulations of the servants’ lives were gradually sharpened. Labourers had to become servants under the threats of punishment and forced conscription into the army. Wages were legally reduced, while other forms of making a living were blocked. The master’s right to use physical violence was increased, while the servant’s duty to obey was expanded.By the end of the sixteenth century, most farmhands and maids worked at manors or for the richest of the peasantry. They had consequently minimal chances of themselves becoming masters. Through studies of a rich material of regional law codes, court records, fine registers, royal letters and manuals for manor owners, the historian paints a rich picture of the daily lives of servants – a life formed by legal uncertainty, coercion, and poverty.

    Description: One of the biggest debates in economic history deals with the Great Divergence. How can we explain that at a certain moment in time (the eighteenth and nineteenth centuries) a certain part of the world (the West) escaped from general poverty and became much richer than it had ever been before and than the rest of the world? Many prominent scholars discussed this question and came up with many different answers. This book provides a systematic analysis of the most important of those answers by means of an analysis of possible explanations in terms of natural resources, labour, capital, the division of labour and market exchange, accumulation and innovation, and as potential underlying determining factors institutions and culture. The author juxtaposes the views of economists / social scientists and of global historians and systematically compares Great Britain and China to illustrate his position.

En el 2015 un grupo de académicos y estudiantes puertorriqueños tuvieron la iniciativa de visitar Cuba, oportunidad en la que recibieron una serie de conferencias sobre una amplia gama de temas atinentes a la realidad cubana. En La Habana contaron con el apoyo de la Cátedra de Estudios del Caribe de la Universidad de La Habana. A esta se sumaron otras instituciones como el Instituto Superior de Relaciones Internacionales “Raúl Roa García". Fue una experiencia muy positiva para puertorriqueños y cubanos. Afortunadamente no quedó solo en interesantes conferencias e intercambios y visitas diversas. Más allá del enriquecimiento mutuo que significó el contacto directo entre boricuas y cubanos –que permitió conocernos mejor y constatar, una vez más, cuanto de común hay entre nosotros– nos lega esta interesante compilación de artículos.

    Description: Die Beiträge des Bandes befassen sich mit den Mechanismen der Preisbildung auf den Finanz- und Devisenmärkten. Besonderes Interesse gilt der Rolle von Spekulation und Arbitrage und der sich daraus ergebenden Volatilität der Finanzmarktpreise. Der Beitrag von E. W. Streissler hat die Theorie der Wechselkurse zum Gegenstand. Ausgehend vom Grundprinzip der Kaufkraftparität sowie jenem der Zinsparität, werden neuere Modellentwicklungen und ihr Potential zur verbesserten empirischen Erklärung der Wechselkursentwicklung dargestellt und diskutiert. Die Studie von A. A. Weber analysiert spekulative Attacken auf eine bestimmte Währung. In der vorliegenden Arbeit wird versucht, die Beiträge des fundamentalen und des spekulativen Faktors zu konkreten Währungskrisen empirisch zu schätzen. Der Beitrag von V. Alexander untersucht den Einfluß von geldpolitischen Maßnahmen der Bundesbank auf die Finanzmärkte. Im Ergebnis konnte ein signifikanter Einfluß von Zentralbankratsitzungen und Leitzinsänderungen auf die Volatilität von Tages- und Monatszinsen nachgewiesen werden; Kapitalmarktzinsen, Aktien- und Wechselkurse scheinen sich hingegen weitgehend unabhängig von geldpolitischen Aktionen zu entwickeln. Der Aufsatz von J. Wolters analysiert die Renditestruktur am deutschen Kapitalmarkt. Gemäß der Erwartungshypothese der Zinsstruktur sollten Zinsdifferentiale zwischen Renditen mit unterschiedlichen Restlaufzeiten stationär sein. Die vorliegende Arbeit findet keine empirische Evidenz für die Gültigkeit dieser These; hingegen konnten Kointegrationsbeziehungen zwischen verschiedenen Spreads festgestellt werden. Dies bedeutet, daß die Zinsstruktur nicht nur von einem, sondern von zwei gemeinsamen Faktoren getrieben wird. Die Vermutung liegt nahe, daß diese zwei Faktoren die nationale Geldpolitik und der internationale Zinszusammenhang sind. Der abschließende Beitrag von P. Kugler untersucht den Zusammenhang zwischen der Hypothese der ungedeckten Zinsparität sowie der Erwartungshypothese der Zinsstruktur und der Notenbankpolitik. In einem Modell mit rationalen Erwartungen werden die Auswirkungen einer Geldpolitik analysiert, die auf Veränderungen der Zinsstruktur reagiert und "leaning against the wind" betreibt. Es kann gezeigt werden, daß eine Politik der Reaktion der Zentralbank auf die Zinsspanne bzw. auf Wechselkursveränderungen der Geltung der Erwartungshypothese förderlich ist.

    Description: Der Lebensmitteleinzelhandel in Deutschland ist von einer Reihe komplexer wettbewerbspolitischer Fragestellungen gekennzeichnet. Zum einen sprechen ein fortschreitender Konzentrationsprozess und hohe Nachfragemacht auf der Beschaffungsseite für eine abnehmende Wettbewerbsintensität. Auf der anderen Seite stehen Faktoren wie eine hohe Ladendichte, ein im internationalen Vergleich niedriges Preisniveau sowie geringe Margen dem gegenüber und deuten auf einen vitalen Wettbewerb im Lebensmitteleinzelhandel hin. Vor diesem Hintergrund diskutierte die Arbeitsgruppe Wettbewerb des Wirtschaftspolitischen Ausschusses im Verein für Socialpolitik im Rahmen ihrer Jahrestagung 2013 über »Wettbewerbsprobleme im Lebensmitteleinzelhandel«. Neben den Themen der Nachfragemacht und Konzentration wurden dabei u.a. auch die Marktabgrenzung, die Durchsetzung von Verbraucherrechten, Fragen der Sortimentsgestaltung und die Rolle von Handelsmarken kontrovers diskutiert und damit ein breiter Überblick zu aktuellen Entwicklungen des deutschen Lebensmitteleinzelhandels gegeben.

    Description: Die Normung hat im öffentlichen Bewusstsein keinen besonders hohen Stellenwert. Dennoch ist sie aufgrund ihrer struktur- und systembildenden Eigenschaften ein wichtiges wirtschaftspolitisches Steuerungsinstrument der EU bei der Vervollständigung des Europäischen Binnenmarktes. In der Arbeit werden auf der Basis eines handlungsbasierten Modells die Normung als solche und ihre Bedeutung dargestellt. Im Anschluss werden die institutionellen Eigenschaften des Europäischen Normungssystems analysiert und beurteilt, und es werden Gestaltungsempfehlungen gegeben. Obwohl die Normungspolitik der EU durchaus erfolgreich ist, deckt der Autor Widersprüche auf und weist auf potentielle zukünftige Probleme hin.

    Description: En el presente trabajo analizamos las disputas por el derecho a la vivienda en relación a los pueblos indígenas del noroeste chaqueño. La investigación se realizó en tres localidades del Departamento General Güemes en la provincia de Chaco, la región conocida como El Impenetrable. Desde un abordaje transdisciplinario analizamos una arista de las formas de ciudadanía propuestas desde los Estados locales en épocas de valorización de la etnicidad, retóricas multiculturales y políticas de bienestar. Como recorte temporal tomamos el periodo 2004-2014, coyuntura en la cual se desarrollaron canales de diálogo sin precedentes entre el Estado (nacional y provincial) y las minorías étnicas. En este marco, los municipios otorgaron distintas problematizaciones al derecho a la vivienda y a los procesos de reconocimiento de los pueblos indígenas.

    Description: The year 2020 went down in economic history due to the dramatic and drastic changes in economic and social conditions that resulted from the outbreak of the global pandemic of COVID-19. This book offers a multi-level narrative about the pandemic, written from national and international perspectives, enabling the authors to construct several macro- and mega-scenarios. The book consists of six chapters. Four of them discuss the process of the COVID-19 pandemic caused by the SARS-CoV-2 virus in Europe in 2020, i.e. the directions and dynamics of the spread and its socioeconomic consequences, and provide a comparative analysis of fiscal and monetary packages employed by Europe, with an emphasis on Eastern European countries. The remaining two chapters contain forecasts and scenarios. The fifth chapter, dedicated to forecasts, provides readers with a comprehensive description of possible consequences of any epidemic leading to severe social losses such as high percentages of infected and dead, limited interpersonal contacts as a result of lockdown, a lowered level of general individual and social well-being, as well as economic losses, for example a decline in production as a result of the collapse of aggregate demand and a reduction in the supply capacity of the economy, consequently slowing down the pace of capital accumulation. The sixth, final chapter describes possible scenarios of the spread of the pandemic in Poland and Ukraine, depending on measures taken by the governments of those countries. The Socioeconomic Impact of COVID-19 on Eastern European Countries is designed as a practical reference for scholars, researchers and policymakers.

Trotz der Evidenz dieser Differenzen fand die Suche nach Lösungsansätzen bis zur Aufnahme der EU-Beitrittsverhandlungen wirtschaftspolitisch wenig Beachtung. Gegenstand der Untersuchung ist eine umfassende quantitative Analyse interregionaler Disparitäten unter Berücksichtigung planwirtschaftlicher und transformationsbedingter Spezifika. The vote has been seen as a protest by those who felt left behind by globalization and hence a need for government policy to address regional disparities. As a result there has been a re-emergence of interest in an active industrial strategy. Using Scotland as a case study, this book argues that the contribution of regions outside the capital relative to London is under-reported. using the West Midlands as a second case study, the book posits that manufacturing is more important to the UK than financial services and that key to a successful strategy of economic re-balancing is a need to ensure adequate skills provision and essential infrastructure. The book will examine potential policy developments in the light of Brexit that would lead to economic re-balancing in the post-Brexit era.

The authors bring together the latest data and scientific evidence from the country to map out the current state of food systems and nutrition outcomes. They place India within the context of other developing country experiences and highlight India’s status as an outlier in terms of the persistence of high levels of stunting while following global trends in obesity. If we are to understand the nature of major risks and uncertainties in the world, we must look squarely at the political and economic dynamics of emerging states, such as China, India, Brazil, Russia, and ASEAN countries. Their rapid economic development has changed the distribution of wealth and power in the world. Yet many of them have middle income status. To global governance issues, they tend to adopt approaches that differ from those of advanced industrialized democracies. At home, rapid economic growth and social changes put pressure on their institutions to change. This volume traces the historical trajectories of two major emerging states, China and India, and two city states, Hong Kong and Singapore. It also analyzes cross-country data to find the general patterns of economic development and sociopolitical change in relation to globalization and to the middle income trap.

Wie können normative Bewertungen vorgenommen werden bzw. wie kann "Fortschritt" definiert werden, wenn man - wie in der Evolutorischen Ökonomik - der neoklassischen Wohlfahrtsökonomik grundsätzlich kritisch gegenübersteht? Dies ist eines der zentralen Probleme, mit denen sich die Evolutorische Ökonomik seit langem auseinander setzt. Carl Christian von Weizsäcker entwickelt in seinem Beitrag einen eigenen Vorschlag für eine evolutionäre Wohlfahrtsökonomik. Ein weiteres Grundlagenproblem der Evolutorischen Ökonomik stellt die Frage nach dem geeigneten Handlungsmodell dar, der Frank Beckenbach in seinem Aufsatz nachgeht. Gerhard Hanappi setzt sich mit grundsätzlichen Fragen über das Selbstverständnis und die Methodologie der Evolutorischen Ökonomik auseinander. In der zweiten Themengruppe werden mit den Beiträgen von Rainer Voßkamp und Carsten Schreiter grundsätzliche Fragestellungen zur evolutorischen Wachstumstheorie und Makroökonomik aufgegriffen, wobei Voßkamp ein komplexes evolutionsökonomisches Wachstumsmodell in der Tradition von Nelson/Winter vorstellt und Schreiters Aufsatz als ein Beitrag zur Entwicklung einer Evolutorischen Makroökonomik verstanden werden kann. Mit Fragestellungen im Schnittfeld von Institutionen und Evolutorischer Ökonomik beschäftigt sich eine dritte Themengruppe. Die Theorie der Entstehung und des Wandels von Recht ist bisher relativ wenig ausgearbeitet. Martina Eckardt untersucht kritisch, welchen Beitrag institutionen- und evolutionsökonomische Ansätze für die Erklärung der Erzeugung und Verbreitung von Rechtsinnovationen, für Aussagen über die Akteure, Mechanismen und Determinanten des Rechtswandels sowie zur Frage der Richtung des Rechtswandels leisten können. Fritz Rahmeyer geht der Frage nach, inwieweit sich innerhalb der Evolutorischen Ökonomik bereits eine eigenständige evolutorische Theorie der Unternehmung entwickelt hat, und Peter Weise untersucht, inwieweit das aus der Physik stammende Konzept der Selbstorganisation für die Evolutorische Ökonomik genutzt werden könnte.     Description: Auf der Tagung der Arbeitsgruppe Wettbewerb des Wirtschaftspolitischen Ausschusses im Verein für Socialpolitik im März 1994 in Mainz wurden Fragen der Marktdynamik und des strukturellen Wandels erörtert. Dabei wurde Raum für kontroverse Diskussionen zwischen Vertretern von Interessenverbänden, Wissenschaftlern und Unternehmensvertretern geboten. Unter dem Motto »Branchen im Umbruch« wurde die einer marktwirtschaftlichen Ordnung inhärente Dynamik beleuchtet, die in Zeiten abflauender Konjunktur besonders deutlich wird, wenn mit Krisen in ganzen Branchen die Existenz von Unternehmen gefährdet wird und in der Folge zahlreiche soziale Verwerfungen entstehen. Die Marktdynamik ist aber, so der durchgehende Tenor der Beiträge, kein Gesetz, das gleichsam naturgesetzliche Geltung beanspruchen könnte. Somit ist die Entwicklung eines konkreten Unternehmens nicht durch den allgemeinen Branchentrend determiniert, vielmehr bieten sich Möglichkeiten, unternehmerische Handlungsspielräume erfolgreich zu nutzen. Damit sind zwei wesentliche Fragen aufgeworfen, um welche die in diesem Band veröffentlichten Referate und Diskussionen bei der Sitzung der Arbeitsgruppe Wettbewerb wiederholt kreisten: zum einen die Frage nach der Trennungslinie zwischen endogenen und exogenen Ursachen von Umbrüchen und Krisen, also nach dem Umfang des unternehmerischen Handlungspotentials. Zum anderen drängt sich die Frage auf, von welchen Faktoren es abhängt, daß die Handlungsspielräume schnell und zutreffend wahrgenommen und erfolgreich genutzt werden.

    Description: The austerity that followed the recent economic and financial crisis in has led to impassioned debates across the social sciences and the public at large. Although Ireland was not its only victim, the depth of the interacting economic, banking and budgetary crises has meant that the level of public interest has been especially intense. Among the hotly debated questions: what is austerity? Was it necessary? What have been its consequences? One of the defining features of the debate to date has been its tendency to polarise opinion and adopt a one-dimensional perspective. This book challenges us to adopt a more nuanced approach to understandings of austerity, and by extension the path to recovery. The book brings together leading national and international experts from across the social sciences to debate this traumatic period in Ireland’s economic and social development. They deal with the relationship between the structure and quality of the public sector and the process of economic integration. Two of the essays add to the empirical determinants of trade and foreign direct investment (FDI) and to the numerous applications of the theory of government decentralization. Decentralization tends to discourage inward FDI and domestic trade and to increase imports and exports. A third essay focuses on the effect of governments’ intangible assets – such as consumer perceptions about countries and products from these countries – on FDI. A country’s nation brand is shown to have a significant and large positive effect on investment flows.

Die Politik hat daher eine Neuordnung innerhalb des Drei-Säulen-Systems der Alterssicherung angestoßen. Künftige Alterseinkommen werden zu einem deutlich geringeren Teil aus der umlagefinanzierten Rentenversicherung kommen und dafür in stärkerem Ausmaß aus kapitalgedeckter betrieblicher und privater Vorsorge stammen müssen. Der Weg dazu ist durch weitreichende Fördermöglichkeiten (z.B. Entgeltumwandlung und Riesterrente) geschaffen worden. Der Autor untersucht, ob das so reformierte deutsche Alterssicherungssystem angesichts der demografischen Entwicklung zukunfts- und leistungsfähig genug ist, um die Absicherung künftiger Rentnergenerationen zu gewährleisten.

    Description: Is science a 'market of ideas'? Not according to the economics of science. Science is competitive, but scientific competition is not market competition. Nor is scientific competition the same as competition between universities. Scientific competition is, first of all, competition between individual scientists. Current science policies shift the boundary between scientific competition, where scientists provide public goods in the hope to acquire status among their peers, and market competition in science, where the results of research are private property protected by patents or other means, in favor of the market. However, the economic ring of the political slogans cannot conceal a serious lack of understanding of scientific competition behind the reform proposals.

Während sich die im Jahre 1990 erschienenen »Studien zur Evolutorischen Okonomik I« mit der Begründung für einen evolutorischen Ansatz in der Ökonomik beschäftigen und - z. T. in recht abstrakter, deduktiver Form - mit der Frage nach seinen wesentlichen Merkmalen, geht es in diesem Band um konkrete Modellierungen und wirtschaftstheoretische und wirtschaftspolitische Anwendungen. Das Buch wendet sich daher insbesondere an Studenten und Forscher in der Ökonomik, die sich einen Eindruck von den Entwicklungsmöglichkeiten des evolutorischen Ansatzes verschaffen möchten.

Sie konzentrieren sich, quasi lehrbuchmäßig, auf die (vier) Eckpfeiler der Geldtheorie, indem neuere Ansätze zur Geldnachfrage, zum Geldangebot, zur Transmission monetärer Impulse und zu den geldpolitischen Wirkungen, hier insbesondere auf das Preisniveau, modelliert und empirisch getestet werden. Ausgehend von den zahlreichen Unplausibilitäten der traditionellen Geldnachfrageschätzungen demonstrieren Manfred Willms und Volker Clausen anhand des Bufferstock-Ansatzes die Interaktionen zwischen Geldnachfrage und Geldangebot und die daraus resultierenden dynamischen Anpassungsprozesse. In einer Weiterentwicklung bisheriger Standardmodelle analysieren Ingrid Größl-Gschwendtner, Karl-Heinz Ketterer und Peter Stahlecker das Kreditangebotsverhalten der Banken und ihre Nachfrage nach refinanzierungsfähigen Aktiva, wobei als Determinanten die jeweilige Marktform, das Risikoverhalten der Banken und die Parameter der Zentralbank im Vordergrund stehen. Uwe Westphal und Stefan Kuhnert sowie Otmar Issing und Karl-Heinz Tödter widmen ihre Untersuchungen dem gleichen Thema, nämlich dem Zusammenhang zwischen Geld(mengen)politik und Preisentwicklung. Gerade im deutschsprachigen Raum hat die Debatte eine lange Tradition, deren Resultate bei der Weiterentwicklung des Ansatzes berücksichtigt zu werden verdienen.     Description: This open access book modifies and revitalizes the concept of the ‘developmental state’ to understand the politics of emerging economy through nuanced analysis on the roles of human agency in the context of structural transformation. In other words, there is a revived interest in the ‘developmental state’ concept. The nature of the ‘emerging state’ is characterized by its attitude toward economic development and industrialization. Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. They illustrate how institutions are designed to be developmental, how political coalitions are formed to be growth-oriented, and how technocratic agencies are embedded in a network of business organizations as a part of their efforts for state building.

At the same time, the expansion of school attainment alone is not sufficient to guarantee improved welfare. This open access book focuses on one country in West Africa, Togo, to explore what a country that has successfully increased enrollment rates can do to enhance learning outcomes. The authors explore different avenues for improvement, including enhancing the efficiency with which resources are used; increasing the qualifications of teachers; and through greater community involvement in school management. There is scope for improvement along all these dimensions, yet changes at the margin are insufficient to bring about the transformation needed to bring about acceptable levels of learning. Während die moderne Wachstumstheorie lange Zeit die Rolle sogenannter "weicher" Faktoren vernachlässigte, haben u. a. das rasante Wirtschaftswachstum im konfuzianisch geprägten China sowie die Anschläge des 11. September 2001 durch islamisch-fundamentalistische Terroristen die wechselseitigen Einflüsse zwischen religiösen und ökonomischen Faktoren wieder in den Blickpunkt gerückt. Bereits vor einem Jahrhundert hatte Max Weber in seiner klassischen Studie "Die protestantische Ethik und der 'Geist' des Kapitalismus" sowie in nachfolgenden Schriften die Rolle der Religion in wirtschaftlichen Entwicklungsprozessen und modernen Gesellschaften tiefer analysiert. Die beiden ersten Beiträge setzen sich mit der Behandlung der Wirtschaft in der Bibel, dem Wirtschaftsstil im Alten und im Neuen Testament sowie der Frage auseinander, inwieweit die Bibel ethische Maximen für das Wirtschaften liefert. In den nachfolgenden fünf Beiträgen stehen theologische Konzepte und ihr Einfluss auf die ökonomische Doktrinenbildung vom Mittelalter bis zur Neuzeit im Zentrum der Analyse. Jedenfalls bildete dieser Eindruck den allgemeinen Diskussionshintergrund für das Generalthema "Institutionelle Grundlagen effizienter Wirtschaftspolitik", das auf der Jahrestagung 2004 des Wirtschaftspolitischen Ausschusses im Verein für Socialpolitik vom 16. bis 18. März in Münster behandelt wurde und deren Referate in diesem Band dokumentiert werden. Ohne wissenschaftliche Ökonomie verliert die praktische Wirtschaftspolitik die Orientierung hin zu langfristiger Effizienz für die Gesellschaft. Wissenschaft, die öffentlich finanzierte zumal, hat deshalb eine Bringschuld gegenüber der Öffentlichkeit. Ziel der wissenschaftlichen Ökonomik sollte es deshalb sein, auf die praktische Wirtschaftspolitik direkt und indirekt Einfluss zu nehmen. Dazu bedarf es bestimmter institutioneller Voraussetzungen wie zum Beispiel der Bedingungen, unter denen wissenschaftliche Politikberatung erfolgt. Warum bedienen sich die Regierenden in Deutschland trotz einer leistungsfähigen wissenschaftlichen Infrastruktur - Wissenschaftliche Beiräte, Forschungsinstitute, Universitäten - für die Politikberatung zunehmend kommerzieller Beratungsfirmen und Ad-hoc-Kommissionen, die eher kurzfristorientierte Konsenslösungen denn langfristorientierte Sachlösungen anbieten? Politikberatung, wie sie in Deutschland und in anderen Staaten praktiziert wird, bildet deshalb einen Themenschwerpunkt dieses Bandes. Dabei werden auch sehr persönliche Erfahrungen einzelner Autoren aus der Praxis ihrer langjährigen wissenschaftlichen Politikberatung dokumentiert. Darüber hinaus werden die Voraussetzungen für institutionelle und wirtschaftspolitische Reformen aufgezeigt. Der Band versteht sich als Beitrag zur Überwindung der Kommunikationsschwierigkeiten zwischen ökonomischer Wissenschaft und praktischer Wirtschaftspolitik.

    Description: In the last two decades, the quest for a widely accepted definition of social enterprise has been a central issue in a great number of publications. The main objective of the ICSEM Project (on which this book is based) was to show that the social enterprise field would benefit much more from linking conceptualisation efforts to the huge diversity of social enterprises than from an additional and ambitious attempt at providing an encompassing definition. Starting from a hypothesis that could be termed "the impossibility of a unified definition", the ICSEM research strategy relied on bottom-up approaches to capture the social enterprise phenomenon in its local and national contexts. This strategy made it possible to take into account and give legitimacy to locally embedded approaches, while simultaneously allowing for the identification of major social enterprise models to delineate the field on common grounds at the international level. Social Enterprise in Central and Eastern Europe – the last volume in a series of four ICSEM-based books on social enterprise worldwide — will serve as a key reference and resource for teachers, researchers, students, experts, policy makers, journalists and others who want to acquire a broad understanding of the social enterprise and social entrepreneurship phenomena as they emerge and develop in this region.
