    Description: This report is part of a series of reports that address flight deck design and evaluation, written as a response to loss of control accidents. In particular, this activity is directed at failures in airplane state awareness in which the pilot loses awareness of the airplane's energy state or attitude and enters an upset condition. In a report by the Commercial Aviation Safety Team, an analysis of accidents and incidents related to loss of airplane state awareness determined that hazard alerting was not effective in producing the appropriate pilot response to a hazard (CAST, 2014). In the current report, we take a detailed look at 28 airplane state awareness accidents and incidents to determine how well the hazard alerting worked. We describe a five-step integrated alerting-to-recovery sequence that prescribes how hazard alerting should lead to effective flight crew actions for managing the hazard. Then, for each hazard in each of the 28 events, we determine if that sequence failed and, if so, how it failed. The results show that there was an alerting failure in every one of the 28 safety events, and that the most frequent failure (20/28) was tied to the flight crew not orienting to (not being aware of) the hazard. The discussion section summarizes findings and identifies alerting issues that are being addressed and issues that are not currently being addressed. We identify a few recent upgrades that have addressed certain alerting failures. Two of these upgrades address alerting design, but one response to the safety events is to upgrade training for approach to stall and stall recovery. We also describe issues that are not being addressed adequately: better alert integration for flight path management types of hazards, airplanes in the fleet that do not meet the current alerting regulations, a lack of innovation for addressing cases of channelized attention, and existing vulnerabilities in managing data validity.

    Description: The successful implementation of the next generation infrastructure systems requires solid understanding of their technical, social, political and economic aspects along with their interactions. The lack of historical data that relate to the long-term planning of complex systems introduces unique challenges for decision makers and involved stakeholders which in turn result in unsustainable systems. Also, the need to understand the infrastructure at the societal level and capture the interaction between multiple stakeholders becomes important. This paper proposes a methodology in order to develop a holistic approach aiming to provide an alternative subject-matter expert (SME) elicitation and data collection method for future sociotechnical systems. The methodology is adapted to Next Generation Air Transportation System (NextGen) decision making environment in order to demonstrate the benefits of this holistic approach.

    Description: The movement of passengers through an airport quickly, safely, and efficiently is the main function of the various checkpoints (check-in, security. etc) found in airports. Human error combined with other breakdowns in the complex system of the airport can disrupt passenger flow through the airport leading to lengthy waiting times, missing luggage and missed flights. In this paper we present a model of passenger flow through an airport using discrete event simulation that will provide a closer look into the possible reasons for breakdowns and their implications for passenger flow. The simulation is based on data collected at Norfolk International Airport (ORF). The primary goal of this simulation is to present ways to optimize the work force to keep passenger flow smooth even during peak travel times and for emergency preparedness at ORF in case of adverse events. In this simulation we ran three different scenarios: real world, increased check-in stations, and multiple waiting lines. Increased check-in stations increased waiting time and instantaneous utilization. while the multiple waiting lines decreased both the waiting time and instantaneous utilization. This simulation was able to show how different changes affected the passenger flow through the airport.

    Description: This document summarizes transfer of NASA's terminal sequencing and spacing (TSS) and interval management (IM) technologies to the FAA (Federal Aviation Administration), as part of its Air Traffic Management Technology (ATM) Demonstration 1 activity. This activity, referred to as ATD-1, is part of NASA's Airspace Systems Program (ASP) specifically, its System Analysis, Integration, and Evaluation (SAIE) Project. ATD-1 is a multi-year research and development effort aimed at accelerating implementation and deployment of NASA-developed ATM technologies by the FAA. These technologies are designed to improve the utilization of Performance-Based Navigation (PBN) procedures inside congested terminal airspace. In terms of NASA's Technology Readiness Levels (TRLs), ATD-1 is focused on maturing its associated technologies from the Technology Development stage (TRL 4) to the Technology Demonstration stage (TRL 6). In order to ensure that the products of this tech-transfer are relevant and useful, NASA has created strong partnerships with the FAA and key industry stakeholders.

    Description: Air traffic in the United States has continued to grow at a steady pace since 1980, except for a dip immediately after the tragic events of September 11, 2001. There are different growth scenarios associated both with the magnitude and the composition of the future air traffic. The Terminal Area Forecast (TAF), prepared every year by the FAA, projects the growth of traffic in the United States. Both Boeing and Airbus publish market outlooks for air travel annually. Although predicting the future growth of traffic is difficult, there are two significant trends: heavily congested major airports continue to see an increase in traffic, and the emergence of regional jets and other smaller aircraft with fewer passengers operating directly between non-major airports. The interaction between air traffic demand and the ability of the system to provide the necessary airport and airspace resources can be modeled as a network. The size of the resulting network varies depending on the choice of its nodes. It would be useful to understand the properties of this network to guide future design and development. Many questions, such as the growth of delay with increasing traffic demand and impact of the en route weather on future air traffic, require a systematic understanding of the properties of the air traffic network. There has been a major advance in the understanding of the behavior of networks with a large number of components. Several theories have been advanced about the evolution of large biological and engineering networks by authors in diversified disciplines like physics, mathematics, biology and computer science. Several networks exhibit a scale-free property in the sense that the probabilistic distribution of their nodes as a function of connections decreases slower than an exponential. These networks are characterized by the fact that a small number of components have a disproportionate influence on the performance of the network. Scale-free networks are tolerant to random failure of components, but are vulnerable to selective attack on components. This paper examines two network representations for the baseline air traffic system. A network defined with the 40 major airports as nodes and with standard flight routes as links has a characteristic scale: all nodes have 60 or more links and no node has more than 460 links. Another network is defined with baseline aircraft routing structure exhibits an exponentially truncated scale-free behavior. Its degree ranges from 2 connections to 2900 connections, and 225 nodes have more than 250 connections. Furthermore, those high-degree nodes are homogeneously distributed in the airspace. A consequence of this scale-free behavior is that the random loss of a single node has little impact, but the loss of multiple high-degree nodes (such as occurs during major storms in busy airspace) can adversely impact the system. Two future scenarios of air traffic growth are used to predict the growth of air traffic in the United States. It is shown that a three-times growth in the overall traffic may result in a ten-times impact on the density of traffic in certain parts of the United States.

    Description: For unmanned aerial systems (UAS) to be successfully deployed and integrated within the national airspace, it is imperative that they possess the capability to effectively complete their missions without compromising the safety of other aircraft, as well as persons and property on the ground. This necessity creates a natural requirement for UAS that can respond to uncertain environmental conditions and emergent failures in real-time, with robustness and resilience close enough to those of manned systems. We introduce a system that meets this requirement with the design of a real-time onboard system health management (SHM) capability to continuously monitor sensors, software, and hardware components. This system can detect and diagnose failures and violations of safety or performance rules during the flight of a UAS. Our approach to SHM is three-pronged, providing: (1) real-time monitoring of sensor and software signals; (2) signal analysis, preprocessing, and advanced on-the-fly temporal and Bayesian probabilistic fault diagnosis; and (3) an unobtrusive, lightweight, read-only, low-power realization using Field Programmable Gate Arrays (FPGAs) that avoids overburdening limited computing resources or costly re-certification of flight software. We call this approach rt-R2U2, a name derived from its requirements. Our implementation provides a novel approach of combining modular building blocks, integrating responsive runtime monitoring of temporal logic system safety requirements with model-based diagnosis and Bayesian network-based probabilistic analysis. We demonstrate this approach using actual flight data from the NASA Swift UAS.

    Description: The Efficient Descent Advisor (EDA) controller automation tool generates trajectory-based speed, path, and altitude-profile advisories to facilitate efficient, continuous descents into congested terminal airspace. While prior field trials have assessed the trajectory prediction accuracy for large jet (i.e., Boeing and Airbus) types, smaller (i.e., regional and business) jet types present unique challenges involving different descent procedures and Flight Management System (FMS) capabilities. This paper quantifies the trajectory prediction accuracy for small jet revenue flight descents based on SkyWest Canadair Regional Jet 200, 700, and 900 aircraft arrivals to Denver in the fall of 2010. Post flight test data analysis and SkyWest pilot interviews uncovered unexpected variation between flight crews due to different interpretations of (1) which fixed flight path angle (FPA) to fly based on the flight trial procedure and (2) how to fly the descent to achieve the target FPA. Pilot reports were used to select a subset of flights where pilots indicated an FPA according to the flight trial procedure to remove the unexpected variation due to (1) to focus on (2). Results for the subset for en-route descents, from prior to top of descent to the meter fix 30 to 130 nmi downstream, indicate that aircraft arrived to the meter fix six seconds early with about a twelve second standard deviation. Large FPA errors up to one degree relative to the EDA flight trial procedure were detected after the flight trial as a characteristic of the unexpected variation. It is recommended that quantitative validation be performed during future flight trials so that experimental procedures can be adjusted if unexpected results are detected.

    Description: Among its many other functions, the Federal Aviation Administrations En Route Automation Modernization (ERAM) provides external systems with real-time air traffic data for flights in enroute airspace in the National Airspace System. It replaced the En Route Host computer and backup system used at 20 FAA Air Route Traffic Control Centers (Centers) nationwide. Among the new features of ERAM, its output data stream of flight plan and track data includes a unique identifier for a flight originating in any one of the 20 ERAM Centers. The unique identifier, called the Global Unique Flight Identifier (GUFI), is persistent across all the Centers that track the flight. However, certain factors make it difficult to correlate data using the GUFI. First, the value of the GUFI is only unique within a time window of seven days. Second, the GUFI is attached only to flight-plan related data messages. Finally, track positions reported by ERAM do not reference the GUFI. In order to correlate historical as well as real time flight-plan and position related ERAM data, an efficient, heuristic approach was developed, and a prototype was developed. The approach showed that the processing speed, through parallel processing, is sufficient to correlate ERAM data in real-time. As described in this paper, when there are multiple track positions reported from multiple Centers within a few seconds, each position is assigned with a weighted score to indicate the quality of the position relative to its last know position. The weighted score can be used to eliminate potentially duplicate track positions. The approach is database-agnostic, and can be implemented in a Big Data system such as an Apache Hadoop system, as well as in traditional database systems.

    Description: A fiber-optic current sensor based on the Faraday Effect is developed for aircraft installations. It can measure total lightning current amplitudes and waveforms, including continuing current. Additional benefits include being small, lightweight, non-conducting, safe from electromagnetic interference, and free of hysteresis and saturation. The Faraday Effect causes light polarization to rotate in presence of magnetic field in the direction of light propagation. Measuring the total induced light polarization change yields the total current enclosed. The system operates at 1310nm laser wavelength and can measure approximately 300 A - 300 kA, a 60 dB range. A reflective polarimetric scheme is used, where the light polarization change is measured after a round-trip propagation through the fiber. A two-detector setup measures the two orthogonal polarizations for noise subtraction and improved dynamic range. The current response curve is non-linear and requires a simple spline-fit correction. Effects of high current were achieved in laboratory using combinations of multiple fiber and wire loops. Good result comparisons against reference sensors were achieved up to 300 kA. Accurate measurements on a simulated aircraft fuselage and an internal structure illustrate capabilities that maybe difficult with traditional sensors. Also tested at a commercial lightning test facility from 20 kA to 200 kA, accuracy within 3-10% was achieved even with non-optimum setups.

    Description: Weather can cause flight diversions, passenger delays, additional fuel consumption and schedule disruptions at any high volume airport. The impacts are particularly acute at the Ted Stevens Anchorage International Airport in Anchorage, Alaska due to its importance as a major international portal. To minimize the impacts due to weather, a multi-stage scheduling process is employed that is iteratively executed, as updated aircraft demand and/or airport capacity data become available. The strategic scheduling algorithm assigns speed adjustments for flights that originate outside of Anchorage Center to achieve the proper demand and capacity balance. Similarly, an internal departure-scheduling algorithm assigns ground holds for pre-departure flights that originate from within Anchorage Center. Tactical flight controls in the form of airborne holding are employed to reactively account for system uncertainties. Real-world scenarios that were derived from the January 16, 2012 Anchorage visibility observations and the January 12, 2012 Anchorage arrival schedule were used to test the initial implementation of the scheduling algorithm in fast-time simulation experiments. Although over 90% of the flights in the scenarios arrived at Anchorage without requiring any delay, pre-departure scheduling was the dominant form of control for Anchorage arrivals. Additionally, tactical scheduling was used extensively in conjunction with the pre-departure scheduling to reactively compensate for uncertainties in the arrival demand. For long-haul flights, the strategic scheduling algorithm performed best when the scheduling horizon was greater than 1,000 nmi. With these long scheduling horizons, it was possible to absorb between ten and 12 minutes of delay through speed control alone. Unfortunately, the use of tactical scheduling, which resulted in airborne holding, was found to increase as the strategic scheduling horizon increased because of the additional uncertainty in the arrival times of the aircraft. Findings from these initial experiments indicate that it is possible to schedule arrivals into Anchorage with minimal delays under low-visibility conditions with less disruption to high-cost, international flights.

    Description: Simulations of arrival traffic at Dallas/Fort-Worth and Denver airports were conducted to evaluate incorporating scheduling and separation constraints into advisories that define continuous descent approaches. The goal was to reduce the number of controller interventions required to ensure flights maintain minimum separation distances of 5 nmi horizontally and 1000 ft vertically. It was shown that simply incorporating arrival meter fix crossing-time constraints into the advisory generation could eliminate over half of the all predicted separation violations and more than 80% of the predicted violations between two arrival flights. Predicted separation violations between arrivals and non-arrivals were 32% of all predicted separation violations at Denver and 41% at Dallas/Fort-Worth. A probabilistic analysis of meter fix crossing-time errors is included which shows that some controller interventions will still be required even when the predicted crossing-times of the advisories are set to add a 1 or 2 nmi buffer above the minimum in-trail separation of 5 nmi. The 2 nmi buffer was shown to increase average flight delays by up to 30 sec when compared to the 1 nmi buffer, but it only resulted in a maximum decrease in average arrival throughput of one flight per hour.

    Description: The capability to assess the current or future state of the health of an aircraft to improve safety, availability, and reliability while reducing maintenance costs has been a continuous goal for decades. Many companies, commercial entities, and academic institutions have become interested in Integrated Vehicle Health Management (IVHM) and a growing effort of research into "smart" vehicle sensing systems has emerged. Methods to detect damage to aircraft materials and structures have historically relied on visual inspection during pre-flight or post-flight operations by flight and ground crews. More quantitative non-destructive investigations with various instruments and sensors have traditionally been performed when the aircraft is out of operational service during major scheduled maintenance. Through the use of reliable sensors coupled with data monitoring, data mining, and data analysis techniques, the health state of a vehicle can be detected in-situ. NASA Langley Research Center (LaRC) is developing a composite aircraft skin damage detection method and system based on open circuit SansEC (Sans Electric Connection) sensor technology. Composite materials are increasingly used in modern aircraft for reducing weight, improving fuel efficiency, and enhancing the overall design, performance, and manufacturability of airborne vehicles. Materials such as fiberglass reinforced composites (FRC) and carbon-fiber-reinforced polymers (CFRP) are being used to great advantage in airframes, wings, engine nacelles, turbine blades, fairings, fuselage structures, empennage structures, control surfaces and aircraft skins. SansEC sensor technology is a new technical framework for designing, powering, and interrogating sensors to detect various types of damage in composite materials. The source cause of the in-service damage (lightning strike, impact damage, material fatigue, etc.) to the aircraft composite is not relevant. The sensor will detect damage independent of the cause. Damage in composite material is generally associated with a localized change in material permittivity and/or conductivity. These changes are sensed using SansEC. The unique electrical signatures (amplitude, frequency, bandwidth, and phase) are used for damage detection and diagnosis. An operational system and method would incorporate a SansEC sensor array on select areas of the aircraft exterior surfaces to form a "Smart skin" sensing surface. In this paper a new method and system for aircraft in-situ damage detection and diagnosis is presented. Experimental test results on seeded fault damage coupons and computational modeling simulation results are presented. NASA LaRC has demonstrated with individual sensors that SansEC sensors can be effectively used for in-situ composite damage detection of delamination, voids, fractures, and rips.     Description: One of the major challenges facing the integration of Unmanned Aircraft Systems (UAS) in the National Airspace System (NAS) is the lack of an onboard pilot that can comply with the legal requirement identified in the US Code of Federal Regulations (CFR) that pilots see and avoid other aircraft. UAS will be expected to demonstrate the means to perform the function of see and avoid while preserving the safety level of the airspace and the efficiency of the air traffic system. This paper introduces a Sense and Avoid (SAA) concept for integration of UAS into the NAS that is currently being developed by the National Aeronautics and Space Administration (NASA) and identifies areas that require additional experimental evaluation to further inform various elements of the concept. The concept design rests on interoperability principles that take into account both the Air Traffic Control (ATC) environment as well as existing systems such as the Traffic Alert and Collision Avoidance System (TCAS). Specifically, the concept addresses the determination of well clear values that are large enough to avoid issuance of TCAS corrective Resolution Advisories, undue concern by pilots of proximate aircraft and issuance of controller traffic alerts. The concept also addresses appropriate declaration times for projected losses of well clear conditions and maneuvers to regain well clear separation.

    Description: This paper identifies and characterizes factors that contribute to operator workload in unmanned vehicle systems. Our objective is to provide a basis for developing models of workload for use in design and operation of complex human-machine systems. In 1986, Hart developed a foundational conceptual model of workload, which formed the basis for arguably the most widely used workload measurement techniquethe NASA Task Load Index. Since that time, however, there have been many advances in models and factor identification as well as workload control measures. Additionally, there is a need to further inventory and describe factors that contribute to human workload in light of technological advances, including automation and autonomy. Thus, we propose a conceptual framework for the workload construct and present a taxonomy of factors that can contribute to operator workload. These factors, referred to as workload drivers, are associated with a variety of system elements including the environment, task, equipment and operator. In addition, we discuss how workload moderators, such as automation and interface design, can be manipulated in order to influence operator workload. We contend that workload drivers, workload moderators, and the interactions among drivers and moderators all need to be accounted for when building complex, human-machine systems.

    Description: This work introduces an approach to estimate the complexity of a low-altitude air traffic scenario involving multiple UASs using mathematical programming. Given a set of multi-point UAS flight trajectories, vehicle dynamics, and a conflict resolution algorithm, an abstract model is developed such that it can be solved quickly using a mathematical programming optimization software without running high-fidelity simulations that can be computationally expensive and may not suit real-time apA quick and accurate assessment of complexity for a given traffic scenario can help plan and schedule flights to alleviate traffic bottleneck and mitigate operation risks, especially for unmanned aerial system traffic management where high traffic density or complexity is expected. This work introduces a traffic scenario complexity metric that was constructed based on the number of potential conflicts weighted by the conflict resolution cost associated. The cost associated with a conflict is calculated based on the corresponding conflict resolution maneuvers. To obtain the conflict resolution maneuvers, a MILP-based optimization was formulated with the vehicle model and conflict management parameters incorporated. To evaluate the complexity metrics, an approach of using measurements from high-fidelity simulations was proposed. The scenario complexity measurements for 920 random-generated scenarios were obtained through high-fidelity simulations and treated as the ground truth. Two statistics methods: Pearson and Alternative Conditional Expectations were applied for analysis. The results showed that the number of flights has low correlation with the scenario complexity according to the correlation coefficients calculated by both methods. The Alternative Conditional Expectations method shows that the proposed scenario complexity metric has better correlation with the ground truth than the number of potential conflicts.plications. In the abstract model, each vehicle is represented by a time-varied vector associated with position, speed, and heading information. The total extra distance that aircraft need to divert from their original routes to avoid collisions is computed and used to setup a quadratic programming formula. The metrics including the number of conflicts and extra distances travelled by all vehicles are then utilized to estimate the complexity of a given UAS flight scenario. Results and verification against high-fidelity simulations will be provided in the final draft.

    Description: As part of an ongoing research effort into functional allocation in a NextGen environment, a controller-in-the-loop study on ground-based automated separation assurance was conducted at NASA Ames' Airspace Operations Laboratory in February 2010. Participants included six FAA front line managers, who are currently certified professional controllers and four recently retired controllers. Traffic scenarios were 15 and 30 minutes long where controllers interacted with advanced technologies for ground-based separation assurance, weather avoidance, and arrival metering. The automation managed the separation by resolving conflicts automatically and involved controllers only by exception, e.g., when the automated resolution would have been outside preset limits. Results from data analyses show that workload was low despite high levels of traffic, Operational Errors did occur but were closely tied to local complexity, and safety acceptability ratings varied with traffic levels. Positive feedback was elicited for the overall concept with discussion on the proper allocation of functions and trust in automation.

    Description: Estimates of the eddy dissipation rate (EDR) were obtained from measurements made by a coherent pulsed lidar and compared with estimates from mesoscale model simulations and measurements from an in situ sonic anemometer at the Denver International Airport and with EDR estimates from the last observation time of the trailing vortex pair. The estimates of EDR from the lidar were obtained using two different methodologies. The two methodologies show consistent estimates of the vertical profiles. Comparison of EDR derived from the Weather Research and Forecast (WRF) mesoscale model with the in situ lidar estimates show good agreement during the daytime convective boundary layer, but the WRF simulations tend to overestimate EDR during the nighttime. The EDR estimates from a sonic anemometer located at 7.3 meters above ground level are approximately one order of magnitude greater than both the WRF and lidar estimates - which are from greater heights - during the daytime convective boundary layer and substantially greater during the nighttime stable boundary layer. The consistency of the EDR estimates from different methods suggests a reasonable ability to predict the temporal evolution of a spatially averaged vertical profile of EDR in an airport terminal area using a mesoscale model during the daytime convective boundary layer. In the stable nighttime boundary layer, there may be added value to EDR estimates provided by in situ lidar measurements.

    Description: In air traffic control, task demand and workload have important implications for the safety and efficiency of air traffic, and remain dominant considerations. Within air traffic control, task demand is dynamic. However, research on demand transitions and subsequent controller perception and performance is limited. This research uses an air traffic control simulation to investigate the effect of task demand transitions, and the direction of those transitions, on workload and fatigue and one efficiency performance measure. Results indicate that a change in task demand appears to affect both workload and fatigue ratings, although not necessarily performance. In addition, participants workload and fatigue ratings in equivalent task demand periods appear to change depending on the demand period preceding the time of the current ratings. Further research is needed to enhance understanding of demand transition and workload history effects on operator experience and performance, in both air traffic control and other safety-critical domains.

    Description: The threat for aircraft icing in clouds is a significant hazard that routinely impacts aviation operations. Accurate diagnoses and forecasts of aircraft icing conditions requires identifying the location and vertical distribution of clouds with super-cooled liquid water (SLW) droplets, as well as the characteristics of the droplet size distribution. Traditional forecasting methods rely on guidance from numerical models and conventional observations, neither of which currently resolve cloud properties adequately on the optimal scales needed for aviation. Satellite imagers provide measurements over large areas with high spatial resolution that can be interpreted to identify the locations and characteristics of clouds, including features associated with adverse weather and storms. This paper describes new techniques for interpreting cloud products derived from satellite data to infer the flight icing threat to aircraft. For unobscured low clouds, the icing threat is determined using empirical relationships developed from correlations between satellite imager retrievals of liquid water path and droplet size with icing conditions reported by pilots (PIREPS). For deep ice over water cloud systems, ice and liquid water content (IWC and LWC) profiles are derived by using the imager cloud properties to constrain climatological information on cloud vertical structure and water phase obtained apriori from radar and lidar observations, and from cloud model analyses. Retrievals of the SLW content embedded within overlapping clouds are mapped to the icing threat using guidance from an airfoil modeling study. Compared to PIREPS and ground-based icing remote sensing datasets, the satellite icing detection and intensity accuracies are approximately 90% and 70%, respectively, and found to be similar for both low level and deep ice over water cloud systems. The satellite-derived icing boundaries capture the reported altitudes over 90% of the time. Satellite analyses corresponding to the time and location of several recent aviation accidents and with icing PIREPS are also presented that reveal skill in identifying severe icing conditions. These results demonstrate the utility of satellite cloud retrievals for quantitatively diagnosing the potential for icing conditions on temporal and spatial scales that should be useful to the aviation community. Plans are being developed to deliver these new satellite products to the GOES-R Proving Ground in the near future so that they can be evaluated in operational applications.

    Description: Realization of the expected proliferation of Unmanned Aircraft System (UAS) operations in the National Airspace System (NAS) depends on the development and validation of performance standards for UAS Detect and Avoid (DAA) Systems. The RTCA Special Committee 228 is charged with leading the development of draft Minimum Operational Performance Standards (MOPS) for UAS DAA Systems. NASA, as a participating member of RTCA SC-228 is committed to supporting the development and validation of draft requirements for DAA surveillance system performance. A recent study conducted using NASA's ACES (Airspace Concept Evaluation System) simulation capability begins to address questions surrounding the development of draft MOPS for DAA surveillance systems. ACES simulations were conducted to study the performance of sensor systems proposed by the SC-228 DAA Surveillance sub-group. Analysis included but was not limited to: 1) number of intruders (both IFR and VFR) detected by all sensors as a function of UAS flight time, 2) number of intruders (both IFR and VFR) detected by radar alone as a function of UAS flight time, and 3) number of VFR intruders detected by all sensors as a function of UAS flight time. The results will be used by SC-228 to inform decisions about the surveillance standards of UAS DAA systems and future requirements development and validation efforts.

    Description: Despite that aircraft positions and movements can be easily monitored on the radar displays at major airports nowadays, it is still important for the air traffic control tower (ATCT) controllers to look outside the window as much as possible to assure safe operations of traffic management. The present paper investigates whether an introduction of the NASA's proposed Spot and Runway Departure Advisor (SARDA), a decision support tool for the ATCT controller, would increase or decrease the controllers' head-up time. SARDA provides the controller departure-release schedule advisories, i.e., when to release each departure aircraft in order to minimize individual aircraft's fuel consumption on taxiways and simultaneously maximize the overall runway throughput. The SARDA advisories were presented on electronic flight strips (EFS). To investigate effects on the head-up time, a human-in-the-loop simulation experiment with two retired ATCT controller participants was conducted in a high-fidelity ATCT cab simulator with 360-degree computer-generated out-the-window view. Each controller participant wore a wearable video camera on a side of their head with the camera facing forward. The video data were later used to calculate their line of sight at each moment and eventually identify their head-up times. Four sessions were run with the SARDA advisories, and four sessions were run without (baseline). Traffic-load levels were varied in each session. The same set of user interface - EFS and the radar displays - were used in both the advisory and baseline sessions to make them directly comparable. The paper reports the findings and discusses their implications.

    Description: In air traffic management systems, airspace is partitioned into regions in part to distribute the tasks associated with managing air traffic among different systems and people. These regions, as well as the systems and people allocated to each, are changed dynamically so that air traffic can be safely and efficiently managed. It is expected that new air traffic control systems will enable greater flexibility in how airspace is partitioned and how resources are allocated to airspace regions. In this talk, I will begin by providing an overview of some previous work and open questions in Dynamic Airspace Configuration research, which is concerned with how to partition airspace and assign resources to regions of airspace. For example, I will introduce airspace partitioning algorithms based on clustering, integer programming optimization, and computational geometry. I will conclude by discussing the development of a tablet-based tool that is intended to help air traffic controller supervisors configure airspace and controllers in current operations.

    Description: This experimental study examined the effects of transparency (operationalized as increasing levels of explanation) on pilot trust of an automated emergency landing planner. A low-fidelity study was conducted where commercial pilots (N12) interacted with simulated recommendations from NASA's Emergency Landing Planner (ELP). These recommendations varied in their associated levels of transparency. Results indicated that trust in the ELP was influenced by the level of transparency within the human-machine interface of the ELP.

    Description: The Federal Aviation Administration (FAA) has enhanced the Time-Based Flow Management (TBFM) scheduling tool with a "Checkbox ON" vs. "OFF" function which allows Traffic Management Coordinators (TMCs) to make room in a crowded arrival stream for a departure. When scheduling a departure, having the checkbox ON can delay the Scheduled Times of Arrivals (STAs) of the airborne flights upstream of the TBFM freeze horizons and can compress these flights to their minimum required spacing, thereby creating a slot for a departure. Hence, having the checkbox ON can reduce the frequent ground delays of aircraft departing near high volume airports but can increase delays for airborne arrivals. A Human-in-the-Loop (HITL) simulation compared arrival and departure delays to Newark Airport (EWR) with the checkbox ON vs. OFF as the default position. Three other conditions in this HITL involved various National Airspace System (NAS)-wide approaches for timely delivery of aircraft to the TBFM region. These conditions were: Baseline, using current Mile-in-Trail (MIT) spacing restrictions; Integrated Demand Management (IDM), where all aircraft were given departure times (Expect Departure Clearance Times, or EDCTs), ultimately based on the EWR Airport Arrival Rate; and IDM plus Required Time of Arrival (RTA), a flight deck tool which allowed some aircraft to meet a controlled time of arrival to the TBFM area more precisely. Results showed that the checkbox tool was powerful: with the checkbox ON, departure delays decreased and airborne delays increased, as predicted. However, assuming that the cost ratio of a minute of airborne delay to a minute of departure delay is in the range of 1.2 to 3, as commonly indicated by the literature, checkbox ON and checkbox OFF conditions showed approximately equal total delay costs, i.e., the cost of delays in the air balanced the cost of the delay on the ground. The three scheduling conditions also had approximately equal total delay costs, although a simulation artifact may have reduced the delays in the Baseline condition. In the debrief following the simulation, the TMCs concluded that the checkbox should be used flexibly depending on the current delay situation, and suggested modifications to the checkbox tool which would help them use it in this way, along with enhanced training. The relatively similar total cost of both checkbox default options in this simulation indicates that this might be a fruitful approach, and replace the necessity to have the checkbox rigidly set to either ON or OFF.

    Description: This paper presents an encounter-based simulation architecture developed at NASA to facilitate flexible and efficient Detect and Avoid modeling in parametric or tradespace studies on large data sets. The basic premise of this tool is that large-scale input data can be reduced to a set of `canonical encounters' and that using the reduced data in simulations does not lead to loss of fidelity. A canonical encounter is specified as ownship and intruder flight portions potentially resulting in a loss of well clear along with a set of properties that characterize the encounter. The advantages of using canonical encounters include faster simulations, reduced memory footprint, ability to select encounters based on user-specified criteria, shared encounters across multiple teams, peer-reviewed encounters, and a better understanding of the input data set, to name a few.

    Description: Current radar-based air traffic service providers may preserve privacy for military and corporate operations by procedurally preventing public release of selected flight plans, position, and state data. The FAA mandate for national adoption of Automatic Dependent Surveillance Broadcast (ADS-B) in 2020 does not include provisions for maintaining these same aircraft-privacy options, nor does it address the potential for spoofing, denial of service, and other well-documented risk factors. This paper presents an engineering prototype that embodies a design and method that may be applied to mitigate these ADS-B security issues. The design innovation is the use of an open source permissioned blockchain framework to enable aircraft privacy and anonymity while providing a secure and efficient method for communication with Air Traffic Services, Operations Support, or other authorized entities. This framework features certificate authority, smart contract support, and higher-bandwidth communication channels for private information that may be used for secure communication between any specific aircraft and any particular authorized member, sharing data in accordance with the terms specified in the form of smart contracts. The prototype demonstrates how this method can be economically and rapidly deployed in a scalable modular environment.

    Description: The objective of this task is to evaluate thermal cycle behavior of advanced 2.5/3D electronics commercial-off the-shelf (COTS) packages of different configurations assembled onto printed circuit boards (PCBs). Three key approaches were considered for evaluation. The first approach focused on the through-mold via (TMV) technology at assembly level. The second approach focused on evaluation of 2.5D (also known as, System in Package (SiP)) in fine pitch ball grid array (FPGA). The third approach focused on evaluation of through-silicone-via (TSV) technologies. This report presents the test results for TMV and SiP packaging technologies and reliability, and it also provides lessons learned on quality assurance methods. Specifically, the report presents the test matrix for various 3D TMV packaging assembly configurations and reliability characterizations performed under two accelerated thermal cycling (ATC) and accelerated thermal shock cycling (ATSC) conditions. The ATC and ATSC were performed in the range of 55C to 125C and 100C to 100C, respectively. The report also includes assembly of a SiP a 60-mm fine-pitch ball-grid array (FPGA) interposer with an IC at the center and six chip-scale package (CSP) daisy chains at the peripherywith package assembly characterizations. After assembly, the daisy chains were subjected to ATCs in the range of 40C to 125C for reliability evaluation. Finally, for both TMV and SiP packaging configurations, characterizations results by X-ray, optical imaging, and daisy-chain resistance evaluations were also presented.

    Description: When solving problems, multi-person airline crews can choose whether to work together, or to address different aspects of a situation with a divide and conquer strategy. Knowing which of these strategies is most effective may help airlines develop better procedures and training. This paper concentrates on joint attention as a measure of crew coordination. We report results obtained by applying cross recurrence analysis to eye movement data from two-person crews, collected in a flight simulator experiment. The analysis shows that crews exhibit coordinated gaze roughly 1/6th of the time, with a tendency for the captain to lead the first officers visual attention. The degree to which crews coordinate their gaze is not significantly correlated with performance ratings assigned by instructors; further research questions and approaches are discussed.

    Description: Long-Haul Aircraft consume most of their fuel during the cruise phase of flight. The inefficiency in cruise flights compared to efficient routes varies is around 3 to 4. The efficiency of oceanic flights is low due to limited navigational and communication equipment, congestion and airspace restrictions. The availability of Automated Dependent Surveillance-Broadcast (ADS-B) and other improvements provides opportunity for better strategic planning of trajectories. Transatlantic flights between US and Europe constitute one of the busiest oceanic airspace regions in the world. This talk examines the benefits of a wind-optimal trajectory concept with a strategic de-confliction component compared to the current flight planning using the North Atlantic Tracks. The analysis is based on air traffic between US and Europe during July 2012. The potential fuel savings are in the range of (420-970) kg per flight for a Boeing 767-300, the most widely used aircraft between the city-pairs in this study. The talk also describes a global simulation of aviation operations combining flight plans and real air traffic data with historical commercial city-pair aircraft type and schedule data and global atmospheric data. The resulting capability extends the simulation and optimization functions of NASAs Future Air Traffic Management Concept Evaluation Tool (FACET) to global scale. This new capability is used to characterize the evolution of global air traffic, analyze fuel savings and seasonal variations in the long-haul wind-optimal traffic patterns in six major regions of the world.

    Description: This paper describes the background, method and results of the Arrival Metering Precision Study (AMPS) conducted in the Airspace Operations Laboratory at NASA Ames Research Center in May 2014. The simulation study measured delivery accuracy, flight efficiency, controller workload, and acceptability of time-based metering operations to a meter fix at the terminal area boundary for different resolution levels of metering delay times displayed to the air traffic controllers and different levels of airspeed information made available to the Time-Based Flow Management (TBFM) system computing the delay. The results show that the resolution of the delay countdown timer (DCT) on the controllers display has a significant impact on the delivery accuracy at the meter fix. Using the 10 seconds rounded and 1 minute rounded DCT resolutions resulted in more accurate delivery than 1 minute truncated and were preferred by the controllers. Using the speeds the controllers entered into the fourth line of the data tag to update the delay computation in TBFM in high and low altitude sectors increased air traffic control efficiency and reduced fuel burn for arriving aircraft during time based metering.

    Description: This paper describes the integration, evaluation, and results from a high-fidelity human-in-the-loop (HITL) simulation of key NASA Air Traffic Management Technology Demonstration - 1 (ATD- 1) technologies implemented in an enhanced version of the FAA's Standard Terminal Automation Replacement System (STARS) platform. These ATD-1 technologies include: (1) a NASA enhanced version of the FAA's Time-Based Flow Management, (2) a NASA ground-based automation technology known as controller-managed spacing (CMS), and (3) a NASA advanced avionics airborne technology known as flight-deck interval management (FIM). These ATD-1 technologies have been extensively tested in large-scale HITL simulations using general-purpose workstations to study air transportation technologies. These general purpose workstations perform multiple functions and are collectively referred to as the Multi-Aircraft Control System (MACS). Researchers at NASA Ames Research Center and Raytheon collaborated to augment the STARS platform by including CMS and FIM advisory tools to validate the feasibility of integrating these automation enhancements into the current FAA automation infrastructure. NASA Ames acquired three STARS terminal controller workstations, and then integrated the ATD-1 technologies. HITL simulations were conducted to evaluate the ATD-1 technologies when using the STARS platform. These results were compared with the results obtained when the ATD-1 technologies were tested in the MACS environment. Results collected from the numerical data show acceptably minor differences, and, together with the subjective controller questionnaires showing a trend towards preferring STARS, validate the ATD-1/STARS integration.

    Description: When the air traffic demand is expected to exceed the available airport's capacity for a short period of time, Ground Stop (GS) operations are implemented by Federal Aviation Administration (FAA) Traffic Flow Management (TFM). The GS requires departing aircraft meeting specific criteria to remain on the ground to achieve reduced demands at the constrained destination airport until the end of the GS. This paper provides a high-level overview of the statistical distributions as well as causal factors for the GSs at the major airports in the United States. The GS's character, the weather impact on GSs, GS variations with delays, and the interaction between GSs and Ground Delay Programs (GDPs) at Newark Liberty International Airport (EWR) are investigated. The machine learning methods are used to generate classification models that map the historical airport weather forecast, schedule traffic, and other airport conditions to implemented GS/GDP operations and the models are evaluated using the cross-validations. This modeling approach produced promising results as it yielded an 85% overall classification accuracy to distinguish the implemented GS days from the normal days without GS and GDP operations and a 71% accuracy to differentiate the GS and GDP implemented days from the GDP only days.

    Description: In 2011 the National Aeronautics and Space Administration (NASA) began a five-year Project to address the technical barriers related to routine access of Unmanned Aerial Systems (UAS) in the National Airspace System (NAS). Planned in two phases, the goal of the first phase was to lay the foundations for the Project by identifying those barriers and key issues to be addressed to achieve integration. Phase 1 activities were completed two years into the five-year Project. The purpose of this paper is to review activities within the Human Systems Integration (HSI) subproject in Phase 1 toward its two objectives: 1) develop GCS guidelines for routine UAS access to the NAS, and 2) develop a prototype display suite within an existing Ground Control Station (GCS). The first objective directly addresses a critical barrier for UAS integration into the NAS - a lack of GCS design standards or requirements. First, the paper describes the initial development of a prototype GCS display suite and supporting simulation software capabilities. Then, three simulation experiments utilizing this simulation architecture are summarized. The first experiment sought to determine a baseline performance of UAS pilots operating in civil airspace under current instrument flight rules for manned aircraft. The second experiment examined the effect of currently employed UAS contingency procedures on Air Traffic Control (ATC) participants. The third experiment compared three GCS command and control interfaces on UAS pilot response times in compliance with ATC clearances. The authors discuss how the results of these and future simulation and flight-testing activities contribute to the development of GCS guidelines to support the safe integration of UAS into the NAS. Finally, the planned activities for Phase 2, including an integrated human-in-the-loop simulation and two flight tests are briefly described.

    Description: The Federal Aviation Administration's Next Generation Air Transportation System will combine advanced air traffic management technologies, performance-based procedures, and state-of-the-art avionics to maintain efficient operations throughout the entire arrival phase of flight. Flight deck Interval Management (FIM) operations are expected to use sophisticated airborne spacing capabilities to meet precise in-trail spacing from top-of-descent to touchdown. Recent human-in-the-loop simulations by the National Aeronautics and Space Administration have found that selection of the assigned spacing goal using the runway schedule can lead to premature interruptions of the FIM operation during periods of high traffic demand. This study compares three methods for calculating the assigned spacing goal for a FIM operation that is also subject to time-based metering constraints. The particular paradigms investigated include: one based upon the desired runway spacing interval, one based upon the desired meter fix spacing interval, and a composite method that combines both intervals. These three paradigms are evaluated for the primary arrival procedures to Phoenix Sky Harbor International Airport using the entire set of Rapid Update Cycle wind forecasts from 2011. For typical meter fix and runway spacing intervals, the runway- and meter fix-based paradigms exhibit moderate FIM interruption rates due to their inability to consider multiple metering constraints. The addition of larger separation buffers decreases the FIM interruption rate but also significantly reduces the achievable runway throughput. The composite paradigm causes no FIM interruptions, and maintains higher runway throughput more often than the other paradigms. A key implication of the results with respect to time-based metering is that FIM operations using a single assigned spacing goal will not allow reduction of the arrival schedule's excess spacing buffer. Alternative solutions for conducting the FIM operation in a manner more compatible with the arrival schedule are discussed in detail.

    Description: Spot and Runway Departure Advisor (SARDA) is a proposed decision-support tool for air traffic control tower controllers for reducing taxi delay and optimizing the departure sequence. In the present study, the tool's usability was evaluated to ensure that its claimed performance benefits are not being realized at the cost of increasing the work burden on controllers. For the evaluation, workload ratings and questionnaire responses collected during a human-in-the-loop simulation experiment were analyzed to assess the SARDA advisories' effects on the controllers' ratings on cognitive resources (e.g., workload, spare attention) and satisfaction. The results showed that SARDA reduced the controllers' workload and increased their spare attention. It also made workload and attention levels less susceptible to the effects of increases in the traffic load. The questionnaire responses suggested that the controllers generally were satisfied with the ease of use of the tool and the objectives of the SARDA concept, but with some caution. To gain more trust from controllers, the the reasoning behind advisories may need to be made more transparent to them.

    Description: Surface operations at airports in the US are based on tactical operations, where departure aircraft primarily queue up and wait at the departure runways. NASA's Spot And Runway Departure Advisor (SARDA) tool was developed to address these inefficiencies through Air Traffic Control Tower advisories. The SARDA system is being updated to include collaborative gate hold, either tactically or strategically. This paper presents the results of the human-in-the-loop evaluation of the tactical gate hold version of SARDA in a 360 degree simulated tower setting. The simulations were conducted for the east side of the Dallas/Fort Worth airport. The new system provides gate hold, ground controller and local controller advisories based on a single scheduler. Simulations were conducted with SARDA on and off, the off case reflecting current day operations with no gate hold. Scenarios based on medium (1.2x current levels) and heavy (1.5x current levels) traffic were explored. Data collected from the simulation was analyzed for runway usage, delay for departures and arrivals, and fuel consumption. Further, Traffic Management Initiatives were introduced for a subset of the aircraft. Results indicated that runway usage did not change with the use of SARDA, i.e., there was no loss in runway throughput as compared to baseline. Taxiing delay was significantly reduced with the use of advisory by 45% in medium scenarios and 60% in heavy. Arrival delay was unaffected by the use of advisory. Total fuel consumption was also reduced by 23% in medium traffic and 33% in heavy. TMI compliance appeared unaffected by the advisory

    Description: Dynamic Weather Routes (DWR) is a search engine that continuously and automatically analyzes inflight aircraft in en route airspace and proposes simple route amendments for more efficient routes around convective weather while considering sector congestion, traffic conflicts, and active Special Use Airspace. NASA and American Airlines (AA) are conducting an operational trial of DWR at the AA System Operations Center in Fort Worth, TX. The trial includes only AA flights in Fort Worth Center airspace. Over the period from July 31, 2012 through August 31, 2012, 45% of routes proposed by DWR and evaluated by AA users - air traffic control coordinators and flight dispatchers - were rated as acceptable as proposed or with some modifications. The wind-corrected potential flying time savings for these acceptable routes totals 470 flying min, and results suggest another 1,500 min of potential savings for flights not evaluated due to staffing limitations. A sector congestion analysis shows that in only two out of 83 DWR routes rated acceptable by AA staff were the flights predicted to fly through a congested sector inside of 30 min downstream of present position. This shows that users considered sector congestion data provided by DWR automation and in nearly all cases did not accept routes through over-capacity sectors. It is estimated that 12 AA flights were given reroute clearances as a direct result of DWR for a total savings of 67 flying min.

    Description: Previously, we showed that air traffic controllers (ATCos) rated UAS pilot verbal response latencies as acceptable when a 1.5 s delay was added to the UAS pilot responses, but a 5 s delay was rated as mostly unacceptable. In the present study we determined whether a 1.5 s added delay in the UAS pilots' verbal communications would affect ATCos interactions with UAS and other conventional aircraft when the number and speed of the UAS were manipulated. Eight radar-certified ATCos participated in this simulation. The ATCos managed a medium altitude sector containing arrival aircraft, en route aircraft, and one to four UAS. The UAS were conducting a surveillance mission and flew at either a "slow" or "fast" speed. We measured both UAS and conventional pilots' verbal communication latencies, and obtained ATCos' acceptability ratings for these latencies. Although the UAS pilot response latencies were longer than those of conventional pilots, the ATCos rated UAS pilot verbal communication latencies to be as acceptable as those of conventional pilots. Because the overall traffic load within the sector was held constant, ATCos only performed slightly worse when multiple UAS were in their sector compared to when only one UAS was in the sector. Implications of these findings for UAS integration in the NAS are discussed.

    Description: As part of ongoing research, the National Aeronautics and Space Administration (NASA) and LMI developed a research framework to assist policymakers in identifying impacts on the U.S. air transportation system (ATS) of potential policies and technology related to the implementation of the Next Generation Air Transportation System (NextGen). This framework, called the Air Transportation System Evolutionary Simulation (ATS-EVOS), integrates multiple models into a single process flow to best simulate responses by U.S. commercial airlines and other ATS stakeholders to NextGen-related policies, and in turn, how those responses impact the ATS. Development of this framework required NASA and LMI to create an agent-based model of airline and passenger behavior. This Airline Evolutionary Simulation (AIRLINE-EVOS) models airline decisions about tactical airfare and schedule adjustments, and strategic decisions related to fleet assignments, market prices, and equipage. AIRLINE-EVOS models its own heterogeneous population of passenger agents that interact with airlines; this interaction allows the model to simulate the cycle of action-reaction as airlines compete with each other and engage passengers. We validated a baseline configuration of AIRLINE-EVOS against Airline Origin and Destination Survey (DB1B) data and subject matter expert opinion, and we verified the ATS-EVOS framework and agent behavior logic through scenario-based experiments. These experiments demonstrated AIRLINE-EVOS's capabilities in responding to an input price shock in fuel prices, and to equipage challenges in a series of analyses based on potential incentive policies for best equipped best served, optimal-wind routing, and traffic management initiative exemption concepts..

    Description: Controller-Managed Spacing (CMS) tools have been developed to aid air traffic controllers in managing high volumes of arriving aircraft according to a schedule while enabling them to fly efficient descent profiles. The CMS tools are undergoing refinement in preparation for field demonstration as part of NASA's Air Traffic Management (ATM) Technology Demonstration-1 (ATD-1). System-level ATD-1 simulations have been conducted to quantify expected efficiency and capacity gains under realistic operational conditions. This paper presents simulation results with a focus on CMS-tool human factors. The results suggest experienced controllers new to the tools find them acceptable and can use them effectively in ATD-1 operations.

    Description: Successful integration of UAS in the NAS will require that UAS interactions with the air traffic management system be similar to interactions between manned aircraft and air traffic management. For example, UAS response times to air traffic controller (ATCo) clearances should be equivalent to those that are currently found to be acceptable with manned aircraft. Prior studies have examined communication delays with manned aircraft. Unfortunately, there is no analogous body of research for UAS. The goal of the present study was to determine how UAS pilot communication and execution delays affect ATCos' acceptability ratings of UAS pilot responses when the UAS is operating in the NAS. Eight radar-certified controllers managed traffic in a modified ZLA sector with one UAS flying in it. In separate scenarios, the UAS pilot verbal communication and execution delays were either short (1.5 s) or long (5 s) and either constant or variable. The ATCo acceptability of UAS pilot communication and execution delays were measured subjectively via post trial ratings. UAS verbal pilot communication delay, were rated as acceptable 92% of the time when the delay was short. This acceptability level decreased to 64% when the delay was long. UAS pilot execution delay had less of an influence on ATCo acceptability ratings in the present stimulation. Implications of these findings for UAS in the NAS integration are discussed.

    Description: The continuous growth in the demand for air transportation results in an imbalance between airspace capacity and traffic demand. The airspace capacity of a region depends on the ability of the system to maintain safe separation between aircraft in the region. In addition to growing demand, the airspace capacity is severely limited by convective weather. During such conditions, traffic managers at the FAA's Air Traffic Control System Command Center (ATCSCC) and dispatchers at various Airlines' Operations Center (AOC) collaborate to mitigate the demand-capacity imbalance caused by weather. The end result is the implementation of a set of Traffic Flow Management (TFM) initiatives such as ground delay programs, reroute advisories, flow metering, and ground stops. Data Mining is the automated process of analyzing large sets of data and then extracting patterns in the data. Data mining tools are capable of predicting behaviors and future trends, allowing an organization to benefit from past experience in making knowledge-driven decisions. The work reported in this paper is focused on ground delay programs. Data mining algorithms have the potential to develop associations between weather patterns and the corresponding ground delay program responses. If successful, they can be used to improve and standardize TFM decision resulting in better predictability of traffic flows on days with reliable weather forecasts. The approach here seeks to develop a set of data mining and machine learning models and apply them to historical archives of weather observations and forecasts and TFM initiatives to determine the extent to which the theory can predict and explain the observed traffic flow behaviors.

    Description: FAA Modernization and Reform Act of 2012 mandates UAS integration in the NAS by 2015. Operators must be able to safely maneuver UAS to maintain separation and collision avoidance. Delegated Separation is defined as the transfer of responsibility for maintaining separation between aircraft or vehicles from the air navigation service provider to the relevant flight operator, and will likely begin in sparsely trafficked areas before moving to more heavily populated airspace. As UAS operate primarily in areas with lower traffic density and perform maneuvers routinely that are currently managed through special handling, they have the advantage of becoming an early adopter of delegated separation. This experiment will examine if UAS are capable of performing delegated separation in 5 nm horizontal and 1000 ft vertical distances under two delegation conditions. In Extended Delegation, ATC are in charge of identifying problems and delegating to pilot identification and implementation of the solution and monitoring. In Full Delegation, the pilots are responsible for all tasks related to separation assurance: identification of problems and solutions, implementation and monitoring.

    Description: In this paper we introduce a new complexity metric to predict -in real-time- sector complexity for trajectory-based operations (TBO). TBO will be implemented in the Next Generation Air Transportation System (NextGen). Trajectory-Based Complexity (TBX) is a modified aircraft count that can easily be computed and communicated in a TBO environment based upon predictions of aircraft and weather trajectories. TBX is scaled to aircraft count and represents an alternate and additional means to manage air traffic demand and capacity with more consideration of dynamic factors such as weather, aircraft equipage or predicted separation violations, as well as static factors such as sector size. We have developed and evaluated TBX in the Airspace Operations Laboratory (AOL) at the NASA Ames Research Center during human-in-the-loop studies of trajectory-based concepts since 2009. In this paper we will describe the TBX computation in detail and present the underlying algorithm. Next, we will describe the specific TBX used in an experiment at NASA's AOL. We will evaluate the performance of this metric using data collected during a controller-inthe- loop study on trajectory-based operations at different equipage levels. In this study controllers were prompted at regular intervals to rate their current workload on a numeric scale. When comparing this real-time workload rating to the TBX values predicted for these time periods we demonstrate that TBX is a better predictor of workload than aircraft count. Furthermore we demonstrate that TBX is well suited to be used for complexity management in TBO and can easily be adjusted to future operational concepts.

    Description: As part of an ongoing research effort on separation assurance and functional allocation in NextGen, a controller- in-the-loop study with ground-based automation was conducted at NASA Ames' Airspace Operations Laboratory in August 2012 to investigate the potential impact of introducing self-separating aircraft in progressively advanced NextGen timeframes. From this larger study, the current exploratory analysis of controller-automation interaction styles focuses on the last and most far-term time frame. Measurements were recorded that firstly verified the continued operational validity of this iteration of the ground-based functional allocation automation concept in forecast traffic densities up to 2x that of current day high altitude en-route sectors. Additionally, with greater levels of fully automated conflict detection and resolution as well as the introduction of intervention functionality, objective and subjective analyses showed a range of passive to active controller- automation interaction styles between the participants. Not only did the controllers work with the automation to meet their safety and capacity goals in the simulated future NextGen timeframe, they did so in different ways and with different attitudes of trust/use of the automation. Taken as a whole, the results showed that the prototyped controller-automation functional allocation framework was very flexible and successful overall.

    Description: This paper has raised issues concerning the ethics of automation in aviation systems, and outlined ways of thinking about the issues that may help in ethical decision making. It is very easy to be carried along by technology and the Pollyanna view, but just because we can do something, doesn't mean we should - which is perhaps a little milder than the Chicken Little view. Both views have merits, and we would view ethical decisions as ones that more appropriately balance or reconcile these conflicting viewpoints. We have set out some of the background to the problems of automation in aviation systems, but are aware that there is much more that could be said (considering military UAS, for example). We hope, however, that the brief introduction provides a foundation for the ethical questions that we have set out. The underlying aim in proposing ESCs is to make understanding ethical issues easier so that ethically-informed decisions can be made. Whilst we have not linked the discussion directly back to specific ethical decisions, we believe that making explicit those issues on which such judgments are based is a contribution to ethically informed decision making. We also believe that the four principles set out by the RAEng are reflected in this approach. We acknowledge that what we have set out, especially the ideas of ESC, goes some way beyond current practice and principles and there are significant technical issues to resolve before such an approach could be implemented. It is hoped, however, that the ideas will help improve the production and presentation of safety cases in a range of industries not just aviation - a Pollyanna view, of course!

    Description: Well prepared traffic scenarios contribute greatly to the success of controller-in-the-loop simulations. This paper describes each stage in the design process of realistic scenarios based on real-world traffic, to be used in the Airspace Operations Laboratory for simulations within the Air Traffic Management Technology Demonstration 1 effort. The steps from the initial analysis of real-world traffic, to the editing of individual aircraft records in the scenario file, until the final testing of the scenarios before the simulation conduct, are all described. The iterative nature of the design process and the various efforts necessary to reach the required fidelity, as well as the applied design strategies, challenges, and tools used during this process are also discussed.

    Description: After takeoff, aircraft must merge into en route (Center) airspace traffic flows which may be subject to constraints that create localized demand-capacity imbalances. When demand exceeds capacity, Traffic Management Coordinators (TMCs) and Frontline Managers (FLMs) often use tactical departure scheduling to manage the flow of departures into the constrained Center traffic flow. Tactical departure scheduling usually involves use of a Call for Release (CFR) procedure wherein the Tower must call the Center to coordinate a release time prior to allowing the flight to depart. In present-day operations release times are computed by the Center Traffic Management Advisor (TMA) decision support tool based upon manual estimates of aircraft ready time verbally communicated from the Tower to the Center. The TMA-computed release time is verbally communicated from the Center back to the Tower where it is relayed to the Local controller as a release window that is typically three minutes wide. The Local controller will manage the departure to meet the coordinated release time window. Manual ready time prediction and verbal release time coordination are labor intensive and prone to inaccuracy. Also, use of release time windows adds uncertainty to the tactical departure process. Analysis of more than one million flights from January 2011 indicates that a significant number of tactically scheduled aircraft missed their en route slot due to ready time prediction uncertainty. Uncertainty in ready time estimates may result in missed opportunities to merge into constrained en route flows and lead to lost throughput. Next Generation Air Transportation System plans call for development of Tower automation systems capable of computing surface trajectory-based ready time estimates. NASA has developed the Precision Departure Release Capability (PDRC) concept that improves tactical departure scheduling by automatically communicating surface trajectory-based ready time predictions and departure runway assignments to the Center scheduling tool. The PDRC concept also incorporates earlier NASA and FAA research into automation-assisted CFR coordination. The PDRC concept reduces uncertainty by automatically communicating coordinated release times with seconds-level precision enabling TMCs and FLMs to work with target times rather than windows. NASA has developed a PDRC prototype system that integrates the Center's TMA system with a research prototype Tower decision support tool. A two-phase field evaluation was conducted at NASA's North Texas Research Station in Dallas-Fort Worth. The field evaluation validated the PDRC concept and demonstrated reduced release time uncertainty while being used for tactical departure scheduling of more than 230 operational flights over 29 weeks of operations.

    Description: In January 2013, a human-in-the-loop evaluation of the Operational Airspace Sectorization Integrated System (OASIS) was conducted in the Airspace Operations Laboratory of the Human Systems Integration Division (Code TH) in conjunction with the Aviation Systems Division (Code AF). The development of OASIS is a major activity of the Dynamic Airspace Configuration (DAC) research focus area within the Aeronautics Research Mission Directorate (ARMD) Airspace Systems Program. OASIS is an advisory tool to assist Federal Aviation Administration (FAA) En Route Area Supervisors in their planning of sector combinedecombine operations as well as opening closing of Data-side (D-side) control positions. These advisory solutions are tailored to the predicted traffic demand over the next few hours. During the experiment, eight retired FAA personnel served as participants for a part-task evaluation of OASIS functionality, covering the user interface as well as the underlying algorithm. Participants gave positive feedback on both the user interface and the algorithm solutions for airspace configuration, including an excellent average rating of 94 on the tool usability scales. They also suggested various enhancements to the OASIS tool, which will be incorporated into the next tool development cycle for the full-scale human-in-the-loop evaluation to be conducted later this year.

    Description: A Human-In-The-Loop air traffic control simulation investigated the impact of uncertainties in trajectory predictions on NextGen Trajectory-Based Operations concepts, seeking to understand when the automation would become unacceptable to controllers or when performance targets could no longer be met. Retired air traffic controllers staffed two en route transition sectors, delivering arrival traffic to the northwest corner-post of Atlanta approach control under time-based metering operations. Using trajectory-based decision-support tools, the participants worked the traffic under varying levels of wind forecast error and aircraft performance model error, impacting the ground automations ability to make accurate predictions. Results suggest that the controllers were able to maintain high levels of performance, despite even the highest levels of trajectory prediction errors.

    Description: Flight efficiency and reduction of flight delays are among the primary goals of NextGen. In this paper, we propose a concept of shared airspace where departures fly across arrival flows, provided gaps are available in these flows. We have explored solutions to separate departures temporally from arrival traffic and pre-arranged procedures to support controllers' decisions. We conducted a Human-in-the-Loop simulation and assessed the efficiency and safety of 96 departures from the San Jose airport (SJC) climbing across the arrival airspace of the Oakland and San Francisco arrival flows. In our simulation, the SJC tower had a tool to schedule departures to fly across predicted gaps in the arrival flow. When departures were mistimed and separation could not be ensured, a safe but less efficient route was provided to the departures to fly under the arrival flows. A coordination using a point-out procedure allowed the arrival controller to control the SJC departures right after takeoff. We manipulated the accuracy of departure time (accurate vs. inaccurate) as well as which sector took control of the departures after takeoff (departure vs. arrival sector) in a 2x2 full factorial plan. Results show that coordination time decreased and climb efficiency increased when the arrival sector controlled the aircraft right after takeoff. Also, climb efficiency increased when the departure times were more accurate. Coordination was shown to be a critical component of tactical operations in shared airspace. Although workload, coordination, and safety were judged by controllers as acceptable in the simulation, it appears that in the field, controllers would need improved tools and coordination procedures to support this procedure.

    Description: Modernization of the airline fleet avionics is essential to fully enable future technologies and procedures for increasing national airspace system capacity. However in the current national airspace system, system-wide benefits gained by avionics upgrade are not fully directed to aircraft/airlines that upgrade, resulting in slow fleet modernization rate. Preferential merge re-sequence scheduling is a best-equipped-best-served concept designed to incentivize avionics upgrade among airlines by allowing aircraft with new avionics (high-equipped) to be re-sequenced ahead of aircraft without the upgrades (low-equipped) at enroute merge waypoints. The goal of this study is to investigate the potential benefits gained or lost by airlines under a high or low-equipped fleet scenario if preferential merge resequence scheduling is implemented.

    Description: Synthetic Vision Systems and Enhanced Flight Vision System (SVS/EFVS) technologies have the potential to provide additional margins of safety for aircrew performance and enable operational improvements for low visibility operations in the terminal area environment. Simulation and flight tests were jointly sponsored by NASA's Aviation Safety Program, Vehicle Systems Safety Technology project and the Federal Aviation Administration (FAA) to evaluate potential safety and operational benefits of SVS/EFVS technologies in low visibility Next Generation Air Transportation System (NextGen) operations. The flight tests were conducted by a team of Honeywell, Gulfstream Aerospace Corporation and NASA personnel with the goal of obtaining pilot-in-the-loop test data for flight validation, verification, and demonstration of selected SVS/EFVS operational and system-level performance capabilities. Nine test flights were flown in Gulfstream's G450 flight test aircraft outfitted with the SVS/EFVS technologies under low visibility instrument meteorological conditions. Evaluation pilots flew 108 approaches in low visibility weather conditions (600 feet to 3600 feet reported visibility) under different obscurants (mist, fog, drizzle fog, frozen fog) and sky cover (broken, overcast). Flight test videos were evaluated at three different altitudes (decision altitude, 100 feet radar altitude, and touchdown) to determine the visual advantage afforded to the pilot using the EFVS/Forward-Looking InfraRed (FLIR) imagery compared to natural vision. Results indicate the EFVS provided a visual advantage of two to three times over that of the out-the-window (OTW) view. The EFVS allowed pilots to view the runway environment, specifically runway lights, before they would be able to OTW with natural vision.

    Description: Abstract-Next Generation Air Transportation System (NextGen) applications reliant upon aircraft data links such as Automatic Dependent Surveillance-Broadcast (ADS-B) offer a sweeping modernization of the National Airspace System (NAS), but the aviation stakeholder community has not yet established a positive business case for equipage and message content standards remain in flux. It is necessary to transition promising Air Traffic Management (ATM) Concepts of Operations (ConOps) from simulation environments to full-scale flight tests in order to validate user benefits and solidify message standards. However, flight tests are prohibitively expensive and message standards for Commercial-off-the-Shelf (COTS) systems cannot support many advanced ConOps. It is therefore proposed to simulate future aircraft surveillance and communications equipage and employ an existing commercial data link to exchange data during dedicated flight tests. This capability, referred to as the Networked Air Traffic Infrastructure Validation Environment (NATIVE), would emulate aircraft data links such as ADS-B using in-flight Internet and easily-installed test equipment. By utilizing low-cost equipment that is easy to install and certify for testing, advanced ATM ConOps can be validated, message content standards can be solidified, and new standards can be established through full-scale flight trials without necessary or expensive equipage or extensive flight test preparation. This paper presents results of a feasibility study of the NATIVE concept. To determine requirements, six NATIVE design configurations were developed for two NASA ConOps that rely on ADS-B. The performance characteristics of three existing in-flight Internet services were investigated to determine whether performance is adequate to support the concept. Next, a study of requisite hardware and software was conducted to examine whether and how the NATIVE concept might be realized. Finally, to determine a business case, economic factors were evaluated and a preliminary cost-benefit analysis was performed.

    Description: Air traffic in the North Atlantic oceanic airspace (NAT) experiences very strong winds caused by jet streams. Flying wind-optimal trajectories increases individual flight efficiency, which is advantageous when operating in the NAT. However, as the NAT is highly congested during peak hours, a large number of potential conflicts between flights are detected for the sets of wind-optimal trajectories. Conflict resolution performed at the strategic level of flight planning can significantly reduce the airspace congestion. However, being completed far in advance, strategic planning can only use predicted environmental conditions that may significantly differ from the real conditions experienced further by aircraft. The forecast uncertainties result in uncertainties in conflict prediction, and thus, conflict resolution becomes less efficient. This work considers wind uncertainties in order to improve the robustness of conflict resolution in the NAT. First, the influence of wind uncertainties on conflict prediction is investigated. Then, conflict resolution methods accounting for wind uncertainties are proposed.

    Description: The German Aerospace Center (DLR) and the National Aeronautics and Space Administration (NASA) have been independently developing and testing their own concepts and tools for airport surface traffic management. Although these concepts and tools have been tested individually for European and US airports, they have never been compared or analyzed side-by-side. This paper presents the collaborative research devoted to the evaluation and analysis of two different surface management concepts. Hamburg Airport was used as a common test bed airport for the study. First, two independent simulations using the same traffic scenario were conducted: one by the DLR team using the Controller Assistance for Departure Optimization (CADEO) and the Taxi Routing for Aircraft: Creation and Controlling (TRACC) in a real-time simulation environment, and one by the NASA team based on the Spot and Runway Departure Advisor (SARDA) in a fast-time simulation environment. A set of common performance metrics was defined. The simulation results showed that both approaches produced operational benefits in efficiency, such as reducing taxi times, while maintaining runway throughput. Both approaches generated the gate pushback schedule to meet the runway schedule, such that the runway utilization was maximized. The conflict-free taxi guidance by TRACC helped avoid taxi conflicts and reduced taxiing stops, but the taxi benefit needed be assessed together with runway throughput to analyze the overall performance objective.

    Description: In this work, fast-time simulations have been conducted using SARDA tools at Hamburg airport by NASA and real-time simulations using CADEO and TRACC with the NLR ATM Research Simulator (NARSIM) by DLR. The outputs are analyzed using a set of common metrics collaborated between DLR and NASA. The proposed metrics are derived from International Civil Aviation Organization (ICAO)s Key Performance Areas (KPAs) in capability, efficiency, predictability and environment, and adapted to simulation studies. The results are examined to explore and compare the merits and shortcomings of the two approaches using the common performance metrics. Particular attention is paid to the concept of the close-loop, trajectory-based taxi as well as the application of US concept to the European airport. Both teams consider the trajectory-based surface operation concept a critical technology advance in not only addressing the current surface traffic management problems, but also having potential application in unmanned vehicle maneuver on airport surface, such as autonomous towing or TaxiBot [6][7] and even Remote Piloted Aircraft (RPA). Based on this work, a future integration of TRACC and SOSS is described aiming at bringing conflict-free trajectory-based operation concept to US airport.

    Description: Minimum display requirements for Detect-and-Avoid (DAA) systems are being developed in order to support the expansion of Unmanned Aircraft Systems (UAS) into the National Airspace System (NAS). The present study examines UAS pilots' subjective assessments of four DAA display configurations with varying forms of maneuver guidance. For each configuration, pilots rated the intuitiveness of the display and how well it supported their ability to perform the DAA task. Responses revealed a clear preference for the DAA displays that presented suggestive maneuver guidance in the form of "banding" compared to an Information Only display, which lacked any maneuver guidance. Implications on DAA display requirements, as well as the relation between the subjective evaluations and the objective performance data from previous studies are discussed.

    Description: The availability of highly capable, yet relatively cheap, unmanned aerial vehicles (UAVs) is opening up new areas of use for hobbyists and for commercial activities. This research is developing methods beyond classical control-stick pilot inputs, to allow operators to manage complex missions without in-depth vehicle expertise. These missions may entail several heterogeneous UAVs flying coordinated patterns or flying multiple trajectories deconflicted in time or space to predefined locations. This paper describes the functionality and preliminary usability measures of an interface that allows an operator to define a mission using speech inputs. With a defined and simple vocabulary, operators can input the vast majority of mission parameters using simple, intuitive voice commands. Although the operator interface is simple, it is based upon autonomous algorithms that allow the mission to proceed with minimal input from the operator. This paper also describes these underlying algorithms that allow an operator to manage several UAVs.

    Description: Maintaining safe separation between aircraft is a key determinant of the airspace capacity to handle air transportation. With the advent of satellite-based surveillance, aircraft equipped with the needed technologies are now capable of maintaining awareness of their location in the airspace and sharing it with their surrounding traffic. As a result, concepts and cockpit automation are emerging to enable delegating the responsibility of maintaining safe separation from traffic to the pilot; thus increasing the airspace capacity by alleviating the limitation of the current non-scalable centralized ground-based system. In this paper, an analysis of allocating separation assurance functions to the human pilot and cockpit automation is presented to support the design of these concepts and technologies. A task analysis was conducted with the help of Petri nets to identify the main separation assurance functions and their interactions. Each function was characterized by three behavior levels that may be needed to perform the task: skill, rule and knowledge based levels. Then recommendations are made for allocating each function to an automation scale based on their behavior level characterization and with the help of Subject matter experts.

    Description: During the summer of 2015, NASA Langley Research Center conducted three full-scale crash tests of Cessna 172 (C-172) aircraft at the NASA Langley Landing and Impact Research (LandIR) Facility. The first test represented a flare-to-stall emergency or hard landing onto a rigid surface. The second test, which is the focus of this paper, represented a controlled-flight-into-terrain (CFIT) with a nose-down pitch attitude of the aircraft, which impacted onto soft soil. The third test, also conducted onto soil, represented a CFIT with a nose-up pitch attitude of the aircraft, which resulted in a tail strike condition. These three crash tests were performed for the purpose of evaluating the performance of Emergency Locator Transmitters (ELTs) and to generate impact test data for model validation. LS-DYNA finite element models were generated to simulate the three test conditions. This paper describes the model development and presents test-analysis comparisons of acceleration and velocity time-histories, as well as a comparison of the time sequence of events for Test 2 onto soft soil.

    Description: Oceanic operations suffer from multiple inefficiencies, including pre-departure planning that does not adequately consider uncertainty in the proposed trajectory, restrictions on the routes that a flight operator can choose for an oceanic crossing, time-consuming processes and procedures for amending en route trajectories, and difficulties exchanging data between Flight Information Regions (FIRs). These inefficiencies cause aircraft to fly suboptimal trajectories, burning fuel and time that could be conserved. A concept to support integration of existing and emerging capabilities and concepts is needed to transition to an airspace system that employs Trajectory Based Operations (TBO) to improve efficiency and safety in oceanic operations. This paper describes such a concept and the results of preliminary activities to evaluate the concept, including a stakeholder feedback activity, user needs analysis, and high level benefits analysis.

    Description: This paper presents an algorithm for determining the direction an aircraft should maneuver in the event of a potential conflict with another aircraft. The algorithm is implicitly coordinated, meaning that with perfectly reliable computations and information, it will in- dependently provide directional information that is guaranteed to be coordinated without any additional information exchange or direct communication. The logic is inspired by the logic of TCAS II, the airborne system designed to reduce the risk of mid-air collisions between aircraft. TCAS II provides pilots with only vertical resolution advice, while the proposed algorithm, using a similar logic, provides implicitly coordinated vertical and horizontal directional advice.

    Description: A full-scale crash test of a Cessna 172 aircraft was conducted at the Landing and Impact Research Facility at NASA Langley Research Center during the summer of 2015. The purpose of the test was to evaluate the performance of Emergency Locator Transmitters (ELTs) that were mounted at various locations in the aircraft and to generate impact test data for model validation. A finite element model of the aircraft was developed for execution in LSDYNA to simulate the test. Measured impact conditions were 722.4-in/s forward velocity and 276-in/s vertical velocity with a 1.5deg pitch (nose up) attitude. These conditions were intended to represent a survivable hard landing. The impact surface was concrete. During the test, the nose gear tire impacted the concrete, followed closely by impact of the main gear tires. The main landing gear spread outward, as the nose gear stroked vertically. The only fuselage contact with the impact surface was a slight impact of the rearmost portion of the lower tail. Thus, capturing the behavior of the nose and main landing gear was essential to accurately predict the response. This paper describes the model development and presents test-analysis comparisons in three categories: inertial properties, time sequence of events, and acceleration and velocity time-histories.

    Description: The purpose of Air Transportation is to move people and cargo safely, efficiently and swiftly to their destinations. The companies and individuals who use aircraft for this purpose, the airspace users, desire to operate their aircraft according to a dynamically optimized business trajectory for their specific mission and operational business model. In current operations, the dynamic optimization of business trajectories is limited by constraints built into operations in the National Airspace System (NAS) for reasons of safety and operational needs of the air navigation service providers. NASA has been developing and testing means to overcome many of these constraints and permit operations to be conducted closer to the airspace user's changing business trajectory as conditions unfold before and during the flight. A roadmap of logical steps progressing toward increased user autonomy is proposed, beginning with NASA's Traffic Aware Strategic Aircrew Requests (TASAR) concept that enables flight crews to make informed, deconflicted flight-optimization requests to air traffic control. These steps include the use of data communications for route change requests and approvals, integration with time-based arrival flow management processes under development by the Federal Aviation Administration (FAA), increased user authority for defining and modifying downstream, strategic portions of the trajectory, and ultimately application of self-separation. This progression takes advantage of existing FAA NextGen programs and RTCA standards development, and it is designed to minimize the number of hardware upgrades required of airspace users to take advantage of these advanced capabilities to achieve dynamically optimized business trajectories in NAS operations. The roadmap is designed to provide operational benefits to first adopters so that investment decisions do not depend upon a large segment of the user community becoming equipped before benefits can be realized. The issues of equipment certification and operational approval of new procedures are addressed in a way that minimizes their impact on the transition by deferring a change in the assignment of separation responsibility until a large body of operational data is available to support the safety case for this change in the last roadmap step.This paper will relate the roadmap steps to ongoing activities to clarify the economics-based transition to these technologies for operational use.

    Description: The National Airspace System is a highly complex system of systems within which a number of participants with widely varying business and operating models exist. From the airspace user's perspective, a means by which to operate flights in a more flexible and efficient manner is highly desired to meet their business objectives. From the air navigation service provider's viewpoint, there is a need for increasing the capacity of the airspace, while maintaining or increasing the levels of efficiency and safety that currently exist in order to meet the charter under which they operate. Enhancing the communication between airspace operators and users is essential in order to meet these demands. In the spring of 2015, a prototype system that implemented an airborne tool to optimize en-route flight paths for fuel and time savings was designed and tested. The system utilized in-flight Internet as a high-bandwidth data link to facilitate collaborative decision making between the flight deck and an airline dispatcher. The system was tested and demonstrated in a laboratory environment, as well as in-situ. Initial results from these tests indicate that this system is not only feasible, but could also serve as a growth path and testbed for future air traffic management concepts that rely on shared situational awareness through data exchange and electronic negotiation between multiple entities operating within the National Airspace System.

    Description: LaGuardia (LGA) departure delay was identified by the stakeholders and subject matter experts as a significant bottleneck in the New York metropolitan area. Departure delay at LGA is primarily due to dependency between LGA's arrival and departure runways: LGA departures cannot begin takeoff until arrivals have cleared the runway intersection. If one-in one-out operations are not maintained and a significant arrival-to-departure imbalance occurs, the departure backup can persist through the rest of the day. At NASA Ames Research Center, a solution called "Departure-sensitive Arrival Spacing" (DSAS) was developed to maximize the departure throughput without creating significant delays in the arrival traffic. The concept leverages a Terminal Sequencing and Spacing (TSS) operations that create and manage the arrival schedule to the runway threshold and added an interface enhancement to the traffic manager's timeline to provide the ability to manually adjust inter-arrival spacing to build precise gaps for multiple departures between arrivals. A more complete solution would include a TSS algorithm enhancement that could automatically build these multi-departure gaps. With this set of capabilities, inter-arrival spacing could be controlled for optimal departure throughput. The concept was prototyped in a human-in-the- loop (HITL) simulation environment so that operational requirements such as coordination procedures, timing and magnitude of TSS schedule adjustments, and display features for Tower, TRACON and Traffic Management Unit could be determined. A HITL simulation was conducted in August 2014 to evaluate the concept in terms of feasibility, controller workload impact, and potential benefits. Three conditions were tested, namely a Baseline condition without scheduling, TSS condition that schedules the arrivals to the runway threshold, and TSS+DSAS condition that adjusts the arrival schedule to maximize the departure throughput. The results showed that during high arrival demand period, departure throughput could be incrementally increased under TSS and TSS+DSAS conditions without compromising the arrival throughput. The concept, operational procedures, and summary results were originally published in ATM20151 but detailed results were omitted. This paper expands on the earlier paper to provide the detailed results on throughput, conformance, safety, flight time/distance, etc. that provide extra insights into the feasibility and the potential benefits on the concept.

    Description: The National Aeronautics and Space Administration Armstrong Flight Research Center in Edwards, California is leading a program aimed towards integrating unmanned aircraft system into the national airspace system (UAS in the NAS).     Description: It has been estimated that aviation accidents are typically preceded by numerous minor incidents arising from the same causal factors that ultimately produced the accident. Accident databases provide in-depth information on a relatively small number of occurrences, however incident databases have the potential to provide insights into the human factors of Remotely Piloted Aircraft System (RPAS) operations based on a larger volume of less-detailed reports. Currently, there is a lack of incident data dealing with the human factors of unmanned aircraft systems. An exploratory study is being conducted to examine the feasibility of collecting voluntary critical incident reports from RPAS pilots. Twenty-three experienced RPAS pilots volunteered to participate in focus groups in which they described critical incidents from their own experience. Participants were asked to recall (1) incidents that revealed a system flaw, or (2) highlighted a case where the human operator contributed to system resilience or mission success. Participants were asked to only report incidents that could be included in a public document. During each focus group session, a note taker produced a de-identified written record of the incident narratives. At the end of the session, participants reviewed each written incident report, and made edits and corrections as necessary. The incidents were later analyzed to identify contributing factors, with a focus on design issues that either hindered or assisted the pilot during the events. A total of 90 incidents were reported. This presentation focuses on incidents that involved the management of the command and control (C2) link. The identified issues include loss of link, interference from undesired transmissions, voice latency, accidental control transfer, and the use of the lost link timer, or lost link OK features.

    Description: Multi-person teams are sometimes responsible for critical tasks, such as flying an airliner. Here we present a method using gaze tracking data to assess shared visual attention, a term we use to describe the situation where team members are attending to a common set of elements in the environment. Gaze data are quantized with respect to a set of N areas of interest (AOIs); these are then used to construct a time series of N dimensional vectors, with each vector component representing one of the AOIs, all set to 0 except for the component corresponding to the currently fixated AOI, which is set to 1. The resulting sequence of vectors can be averaged in time, with the result that each vector component represents the proportion of time that the corresponding AOI was fixated within the given time interval. We present two methods for comparing sequences of this sort, one based on computing the time-varying correlation of the averaged vectors, and another based on a chi-square test testing the hypothesis that the observed gaze proportions are drawn from identical probability distributions.We have evaluated the method using synthetic data sets, in which the behavior was modeled as a series of activities, each of which was modeled as a first-order Markov process. By tabulating distributions for pairs of identical and disparate activities, we are able to perform a receiver operating characteristic (ROC) analysis, allowing us to choose appropriate criteria and estimate error rates.We have applied the methods to data from airline crews, collected in a high-fidelity flight simulator (Haslbeck, Gontar Schubert, 2014). We conclude by considering the problem of automatic (blind) discovery of activities, using methods developed for text analysis.

    Description: This paper presents DAIDALUS (Detect and Avoid Alerting Logic for Unmanned Systems), a reference implementation of a detect and avoid concept intended to support the integration of Unmanned Aircraft Systems into civil airspace. DAIDALUS consists of self-separation and alerting algorithms that provide situational awareness to UAS remote pilots. These algorithms have been formally specified in a mathematical notation and verified for correctness in an interactive theorem prover. The software implementation has been verified against the formal models and validated against multiple stressing cases jointly developed by the US Air Force Research Laboratory, MIT Lincoln Laboratory, and NASA. The DAIDALUS reference implementation is currently under consideration for inclusion in the appendices to the Minimum Operational Performance Standards for Unmanned Aircraft Systems presently being developed by RTCA Special Committee 228.

    Description: One of the goals of NextGen is to enable frequent use of Optimized Profile Descents (OPD) for aircraft, even during periods of peak traffic demand. NASA is currently testing three new technologies that enable air traffic controllers to use speed adjustments to space aircraft during arrival and approach operations. This will allow an aircraft to remain close to their OPD. During the integration of these technologies, it was discovered that, due to a lack of accurate trajectory information for the leading aircraft, Interval Management aircraft were exhibiting poor behavior. NASA's Interval Management algorithm was modified to address the impact of inaccurate trajectory information and a series of studies were performed to assess the impact of this modification. These studies show that the modification provided some improvement when the Interval Management system lacked accurate trajectory information for the leading aircraft.
