    Description: Langzeitarbeitslosigkeit und Langzeitsozialhilfebezug sind Kennzeichen struktureller Arbeitslosigkeit. Die leistungsfeindliche Ausgestaltung des Systems der Arbeitslosenunterstützung und der Sozialhilfe mit – ökonomisch betrachtet – exorbitant hohen «Spitzensteuersätzen» auf die eigenen Verdienste von Hilfeempfängern trägt zur Verlängerung des Hilfebezugs bei. In dieser Arbeit werden Alternativen zum Status quo vorgestellt und kritisch diskutiert. Ein eigener Reformvorschlag – das Einstiegsgeld für Langzeitarbeitslose – wird entwickelt. Das Einstiegsgeld wird seit 1999 in Modellversuchen in 16 Städten und Kreisen in Baden-Württemberg und Hessen in der Praxis getestet.

    Interest-Rate Rules in a New Keynesian Framework with Investment (2021)

    Description: The last decades have witnessed major progress in both monetary policy theory and practice, with broad academic consensus on the desirability of monetary policy rules and ongoing research on their exact specification. Typically, the analysis is carried out in a New Keynesian framework with nominal rigidities and constant capital stock. The latter represents a constraint that this study seeks to overcome by introducing a model with investment and capital adjustment costs. The work assesses different interest-rate rule specifications with respect to the target variables included, based on two criteria: determinacy of rational-expectations equilibrium and convergence to steady state after a shock. The study concludes that rules with both an inflation and an output gap target ensure a unique rational-expectations equilibrium and a less distressful adjustment of the economy after the occurrence of shocks.

    Description: Aufbauend auf der Analyse der Wechselkurspolitik im Transformationsprozeß ausgewählter mittel- und osteuropäischer Länder werden wechselkurspolitische Optionen vor und nach einem EU-Beitritt untersucht. Ein zentrales Ziel ist es, eine angemessene und länderindividuelle Strategie für die Währungsintegration der EU-Aspiranten herauszuarbeiten, die zugleich unter Verwendung eines Indikatorenschemas mit mikro- und makroökonomischen Kriterien empirisch gestützt wird. Als Leitmotiv dienen die Folgen der – für Ökonomien im Aufholprozeß charakteristischen – Aufwertung des realen gleichgewichtigen Wechselkurses. Es wird gezeigt, daß angesichts eines signifikant hohen Flexibilitätsbedarfs der Währungen eine vorzeitige Euro-Anbindung im Grundsatz nicht angemessen ist. Zugleich wird auf die Notwendigkeit verwiesen, die rechtsverbindlichen Vorgaben der EU in einigen monetären Bereichen zu ergänzen.

    Description: Die Bedeutung von Ausgaben für öffentliche Zwischenprodukte wird in Modellen zum zwischenstaatlichen Wettbewerb um Kapital kaum berücksichtigt. In diesem Buch wird daher der Schwerpunkt der Betrachtung auf den Ausgabenwettbewerb gelegt. Insbesondere wird gezeigt, dass die fiskalpolitischen Instrumente – Steuern und Ausgaben für öffentliche Zwischenprodukte – als strategische Variablen zur Attrahierung von Kapital substituierbar sind. Aus dieser Analyse wird ein Wert ermittelt, der das Niveau beider fiskalpolitischer Instrumente zusammengefasst beschreibt. Des Weiteren wird untersucht, inwiefern Ausgabenwettbewerb durch Steuerharmonisierungsvorschriften beeinflusst wird. Darüber hinaus werden grundlegende, modelltheoretische Fragen zum zwischenstaatlichen Wettbewerb um Kapital thematisiert.

    Description: In einer Währungsunion besteht für die Mitgliedsländer keine Möglichkeit mehr, durch eine vorübergehende Störung verursachte binnenwirtschaftliche Ungleichgewichte mittels Anpassung des nominalen Wechselkurses zu korrigieren. Wenn die supranationale Geldpolitik unionsweiten, die nationale Fiskalpolitik jedoch in erster Linie einzelstaatlichen Zielen verpflichtet ist, stellt sich die Frage nach den stabilisierungspolitischen und wohlfahrtstheoretischen Konsequenzen eines aus dieser Konstellation möglicherweise erwachsenden Zielkonfliktes zwischen den politischen Akteuren.

    Description: Eine zentrale Herausforderung der selektiven Industriepolitik besteht darin, die volkswirtschaftliche Förderungswürdigkeit eines Unternehmens anhand objektiver Kriterien messbar zu machen. In der Arbeit wird ein neues Verfahren zur unternehmensspezifischen Wirkungsmessung vorgestellt, das hilft, die Defizite der bestehenden Ansätze zu beheben. Durch die transparente Aufbereitung der volkswirtschaftlichen Verflechtungen in den Konzepten der inländischen Input-Output-Tabelle können neben den direkten volkswirtschaftlichen Wirkungen eines Unternehmens auch dessen indirekte und induzierte Ausstrahleffekte auf die deutsche Volkswirtschaft quantifiziert werden. Die kumulativen Effekte auf die inländische Produktion, Wertschöpfung und Beschäftigung vermitteln ein objektives Bild der volkswirtschaftlichen Bedeutung des analysierten Unternehmens aus der Perspektive des Staates.

    Description: In September 2007 the national team members of the International Inforum (Interindustry Forecasting Project at the University of Maryland) group held the XV annual World Conference in Truijllo, Spain. Such Conferences offer the participants to report their achievements in the different fields concerning the macroeconomic multisectoral modeling approach and data development. The national partners build their country model based on a common input-output accounting structure and a similar econometric modeling approach for sectoral and macroeconomic variables. In each Conference, the contributions refer to the wide spectrum of research activities carried on within the Inforum system of models.

    Description: We cannot have the goat and the cabbages together. We cannot jointly achieve the preservation of the planet, economic growth and the improvement of individual and collective well-being. Climate and energy issues are not a crisis, and even an emergency, but a historic passage that we must face by committing ourselves to grasping the exact terms of the difficulties and dangers. We must give up part of our lifestyle, reducing population and economy as quickly, but also the less traumatically possible. We must abandon the criterion of efficiency for that of sufficiency. We need to stop thinking about what we could do more and start thinking about what we can do less.

    Description: Intellettuali e uomini di regime nell’Italia fascista. This volume collects nine essays on political, economic and legal culture in Italy during fascism. The reconstruction of prominent personalities of the regime, such as Giuseppe Volpi di Misurata and Alberto Beneduce, are accompanied by studies analysing the at times critical, at times organic relationship between the regime and a series of reputed intellectuals, such as Vilfredo Pareto, Giuseppe Maranini, Jacopo Mazzei and Francesco A. Répaci. A chapter is dedicated to Edoardo Moroni, Minister of Agriculture during the Italian Social Republic, who after the war emigrated to Argentina, where he made a significant contribution to the agrarian reform of the country. This volume also includes two essays outside of the biographical trend: the first focuses on the theme of unemployment during Fascism, while the second presents the main aspects of the Urban Planning Act of 1942.

    Description: The main contemporary crisis situations concern ecology, public health, markets, technology and war. They now manifest themselves not simply as sectoral crisis (of the economy, finance, environment, and so on), but as complex humanitarian emergencies. This volume examines these issues from the perspective of two theoretical categories: that of tragic choices (which escape the negotiation logic of the more-or-less, tending to the violent logic of all-or-nothing) and that of global collective action (which aims to build or safeguard non-excludable goods that cross borders and generations). The goal is to make the reader think about the multiple but complementary ways in which these emergencies can be faced "by transforming the terms of the tragic choices and encouraging the emergence of global collective actions".
