    Notes: The focus of the study is an exploration of the stability of relationships between characteristics of research groups and various dimensions of the effectiveness of research activities across different national settings. The analysis is based on data collected by a Unesco coordinated international research team in six European countries. Data were collected by means of a survey of research groups engaged in research and experimental development activities in a variety of scientific disciplines, primarily in the natural and technological sciences. The total sample consists of 1,222 research groups. From a wide variety of data a set of indices describing the age, patterns of communication, management, diversity, morale and inter-personal relations in the unit, etc., were selected on the basis of observed correlations to measures of effectiveness in the samples of each of the six countries. By means of a residualization procedure the indices were adjusted for the effect of the type of institution end scientific field of research groups to eliminate differences with respect to these two structural dimensions in the samples of the different countries. Stepwise regression analyses were performed separately for each country to explore the relationships of the ‘adjusted’ indices to seven different measures of effectiveness. The common pattern of relationships of certain indices to give effectiveness measures is described and discussed. The recurrent relevance of certain variables in the individual countries across a variety of effectiveness measures is analysed. On the basis of these analyses a few ‘universal’ indices are isolated such as quality of research planning, communication with users of the research results, and the research morale as perceived by unit heads and scientists. These seem to have consistent, systematic and additive relationships across countries to most of the specific dimensions of research group effectiveness. In conclusion the theoretical and practical implications of the findings are discussed.

    Notes: This paper describes a process of technology transfer planning evolved in a government research establishment to help get research results adopted by government, professions and industry. The process involves close co-operation between the research team and specialists in communications and marketing to plan and undertake an active application campaign. The essential ingredients of a campaign are described and several practical examples quoted. Since employment of technology transfer planning should be reflected in improved return on research investment the process, although evolved in a government research organization, may be of wider interest.

    Notes: The process of turning a promising chemical compound into a safe and effective drug is both expensive and risky. Effective strategic planning is vital to ensure that investment in staff and equipment is used productively and that an acceptable output of products can be maintained. But methods of planning in common use do not deal satisfactorily with the uncertainties. This paper sets out an analysis of the process and describes the use of a simple model to establish a strategic plan. The model allows the output, resource efficiency and robustness of a plan to be examined. Important conclusions about the relative distribution of resources between different activities are drawn and the effects of possible changes in regulatory requirements are explored.

    Notes: ‘Soft Science’ is defined by the Science and Technology Agency of the Japanese Government as a new methodology to forecast, plan. control and evaluate. This paper describes the activities of the Soft Science Group (SSG) which has been established in the Mitsubishi Electric Corporation. SSG presently consists of 13 members and has issued in excess of 300 reports in 5 years. Its basic activities are concerned with setting new research themes, information exchange meetings, and work on specific projects involving also engineers seconded from operating divisions. The paper summarizes these activities and presents a case example of planning a new product which has already been developed and commercialized.

    Notes: Two possible patterns for the organization of advanced technological education can be detected in Britain since 1945. The dominant assumption links training closely to fundamental advances in the sciences, and centralizes teaching at a small number of specialist institutions. The influence of such a policy is seen in the decisions which limited the numbers of Colleges of Advanced Technology in 1956, and in the continuing pressure from science advisory circles for the establishment of a few high-level training centres. The alternative pattern seeks to respond to the diverse range of industrial demands at local level in a decentralized system of technological training whose goals and standards are readily influenced by the technical and manpower demands of neighbouring industry. Neglect of this alternative can be explained from persistent trends in British professional organization, but the economic consequences may well be momentous.

    Notes: This paper reports on an exploratory study of the barriers and facilitators that affect technological innovation by suppliers to the automotive industry and the adoption of such innovations by the industry. The specific focus in the study was on key decision and action points in the life of specific innovations or potential innovations (ideas for new products) which may affect their successful development and marketing. The major source of data for this study was in the form of brief cases obtained from interviews of managers and technical personnel in suppliers to the automotive industry. These cases related to specific projects engaged in or ideas proposed by the responding firms or others in their sector of the industry which were aimed at the introduction of new or improved products, components, systems, materials, designs, etc., to the automotive industry.The information and data for this study were collected by means of structured interviews with 15 managers in 13 first level supplier firms to the automotive industry. A total of 32 innovations were investigated and a corresponding number of 32 cases and additional information on barriers and facilitators were generated for these 32 innovations.In general it was found that the most important barriers and facilitators to innovating were federal laws and regulations. Overall, the two types of decisions that are made in the automotive supplier's environment which appear consistently throughout these cases are (1) the automotive customer's decision to accept, encourage development of, or adopt innovations, and (2) the government's decision to mandate changes in safety, environment or energy-relatedregulations or legislation. The policy implications of the results of this study are discussed as they relate to an evolving model of the effects of potential federal intervention in the R&D/innovation process.

Their observed ineffectiveness is in part accounted for by a growing discrepancy between organizational structure and activities and rapidly changing task environments.     Notes: The new Patents Act which came into force on June 1st 1978 contains radical provisions on the remuneration of employee inventors who are now under certain conditions entitled to a share of the benefits flowing from any outstanding inventions they may make. The reaction of industry has in general been unfavourable and as a questionnaire survey of a sample of British industry taken mainly from the Times Top 1000 companies suggests, there appears to have been some lethargy in taking adequate steps to meet the requirements of the new Law. This short note outlines the changes with regard to the reward for employee inventions, examines the possible effects of the new legislation, and discusses the actions that companies should make and are making.

    Notes: We see in analogy an effective and creatively led organisation as a thriving and successful tree. To understand a'successful tree' we need to study the ecology of the tree—the tree's own fundamental characteristics and how they relate to the total environment. We also need to understand how the tree adapts and renews itself in the continual battle for survival. We see some possible adaptations as being readily accepted by the tree while others as being resisted to the extent that if forced will result in its death. Relating our analogy back to organisations we have developed a system by which senior managements can study the ecology of their own organisations and give priorities to particular courses of adaptive action for survival. We also consider two methods by which managers can assess the acceptability of particular changes in their organisations.

    Notes: The present paper reports findings from a study on coordination in three research settings—academic, cooperative-government, and industrial—and discusses their implications for research management. The study ascertains the relationship between coordination and research effectiveness, and examines how coordination operates and is attained in research settings. Two hypotheses regarding the relationship between coordination, research effectiveness, and integration of research staff are advanced and tested on research groups in the three research settings mentioned above. The results support the hypotheses and indicate that the relationships occur very generally regardless of the setting in which the research is conducted. The findings are discussed in terms of their implications for research management and in particular the attainment of coordination in research settings.

    Notes: Everyone wishes to know what the future holds; to understand the problems ahead so that they may be able to effectively manage possible future adverse events. This need to know and to understand the future is no less real now than it has ever been, and this is particularly true of groups, organizations and institutions, which, in a world of considerable flux, feel particularly vulnerable if they are not aware of the vital forces at work affecting their own fortunes.Consequently, a number of attempts have been made in the recent past to develop ways to become better informed about particular futures for specific needs. These improvements in ways of looking at the future will inevitably continue to develop. Organizational plans will become increasingly dependent upon such studies, and management, particularly R&D management, will need to be able to judge the value of such studies carried out on its behalf just as informed management attempts to assess, for example, the value of economic, market, manpower or raw materials forecasts.The intended purpose of this paper is to reduce some of the ‘futures studies’ mystique and to provide management with a feel for what can be done now as a result of forward thinking.That is, the intention is:—to introduce the concept of a futures study (why forecast?);—to suggest what it should encompass (what to ask for);—to describe some of the more useful methods together with suggested advantages and disadvantages (what are the tools?);—to recommend the type of analysis of a futures study which generates maximum effectiveness in the planning process.It is worth repeating that the emphasis in this paper is placed upon the use to which a good futures study can be put, if effectively commissioned, analysed and implemented.

    Notes: The classic analysis of a potato harvester by Grossfield and Heath is reworked. The present value of the benefits is shown to depend on the way capital costs are handled and on the way the benefits are identified. It is concluded that, by 1965, the harvester had not, in fact, yet generated positive benefits. Attention is drawn to the ambiguities of interpretation which can arise from the choices of discount rate and base year. Finally, some difficulties in extending the analysis to incorporate social effects are mentioned.

    Notes: After defining economic activity the author lists the chief types of non–market economic activities for which he has prepared estimates for the United States 1929–1973, and briefly describes his methodology and data sources. Some major findings are:(1) As of 1973 GNP adjusted to include the additional imputations was 63.5 percent larger than the official estimate.(2) At least since 1929 imputed values have grown faster than official GNP, especially when both are measured in terms of real factor costs.(3) The personal sector comprises a far larger portion of the national economy-almost one-third—when account is taken of imputed labor and property compensation, and its relative importance has grown.(4) Gross government product is more than 60 percent higher when the imputed rental value of public property is added to the compensation of general government employees.(5) Reflecting the relative growth of non-business wealth, imputed property income has risen much faster than monetized property income. This has mitigated the decline in the property share of expanded gross national income compared with its share in the official estimates.

It is found that the ranking properties of both kinds of indices can be quite counter-intuitive and that they could be misleading if used for policy evaluation.     Notes: This paper is concerned with measurement of the size distribution of personal wealth in Canada. The only available estimates of this distribution are those provided on the occasions when Statistics Canada's Survey of Consumer Finance has surveyed assets and debts. Results of the latest “SCF” to do this, that of 1977, are not yet available. The paper shows that the previous study, conducted in 1970, indicated wealth-inequality as viewed by top quantile shares roughly of the same order as estimated by others for the U.S. and U.K. A comparison of asset and debt aggregates implied by the survey, however, with independent totals indicates that for almost all items the SCF likely under-estimated true holdings. The possible relative importance of sampling and non-sampling errors in explaining this distortion is considered, drawing on Monte Carlo evidence and American validation studies of survey response. It is concluded that sampling error is unlikely to provide the explanation for SCF discrepancies in aggregates, but that non-sampling error is capable of doing so. Finally the 1970 SCF distribution of wealth is re-estimated. First a correction is made for hypothetical differential response according to true net worth. Second an attempt is made to remove the effects of under-reporting by respondents. The “best-guess” re-estimated distribution exhibits mean net worth considerably greater than shown by the SCF but only a slightly greater degree of concentration. Under certain fundamental assumptions this result is surprisingly robust. The appropriate conclusion is not that survey estimates of the distribution of wealth are reliable, but that the strong non-sampling errors affecting the 1970 Canadian SCF wealth estimates may have been composed of almost completely offsetting sources of bias.

    Notes: This paper explores the imputed service price approach to the pricing of the services of consumer-owned-and-used durables in the construction of the consumer price index, using the services of owner-occupied housing as an illustration. A theoretical framework for analyzing this question is first developed. Certain practical problems are then discussed. The conceptual difficulty of constructing an appropriate rate of return on the basis of available data on interest rates and house prices, in the context of inflation, is explored. Two arguments are advanced that statistical agencies ought not to follow the imputed service price approach in pricing the services of owner-occupied dwellings and other consumer durables. On the one hand, nominal interest rates will, in any short period, reflect monetary policy and not any change in the money “rental” of owner-occupied houses. Second, movements in nominal interest rates will also reflect changes in the money price of pure consumption goods, as well as changes in the money price of houses. The argument is extended to other consumer durables and, in the limiting case, to monetary balances, and it is concluded that in all but trivial cases the application of the service price approach leads to price movements of little or no meaning.

    Notes: This paper uses a variety of assumptions to produce calculations of worldwide income distributions from recent international data compilations. The variable quality of the source materials in these compilations along with the arbitrariness in the assumptions required are emphasized. A number of working hypotheses for the worldwide income distribution are offered until data and methods improve. It is suggested the top 1 percent of world population may receive 10–15 percent of world income, the top 10 percent from 45–65 percent, and the bottom 20 percent from 1–4 percent. These figures seem more unequal than those for domestic distributions even for more inegalitarian countries.

    Notes: Potential gross national product (GNP) is a measure of the aggregate supply capability of an economy, or the amount of output that could be expected at full employment. Such a measure of output at constant rates of labor and capital utilization is useful as a benchmark for economic performance, calculation of the full employment surplus as an indicator of fiscal policy, and in the projection of unemployment rates. Potential GNP for the United States is estimated for the years 1948–77, and projected for 1978–80. The calculations use a variable benchmark for the full-employment unemployment rate, based on the changing age-sex composition of the labor force, and a constant benchmark for the utilization of fixed capital. A framework for separation of productivity into trend, cycle, and irregular components is developed, and then estimated for the 1948–77 period, using quarterly data. The relationships between various age- and sex-specific unemployment rates are also estimated in construction of the variable unemployment benchmark.

    Notes: A review of the United Nations System of National Accounts and its implementation by countries is presently being conducted at the United Nations Statistical Office. This article presents a personal and selective account by the author of the results of that review and its consequences for the present structure of the SNA.Information is included on the level of response by countries for the tables of the SNA national accounts questionnaire. It shows that this response is at present sparce, except for the tables on GDP by end use, cost structure and kind of economic activity.On the more detailed level the feasibility of introducing integrated sector accounts into the system has been examined and different approaches compared. Country practices suggest that one way of facilitating the introduction of such accounts would be to eliminate one essential feature of the dual classification of the SNA, i.e., the distinction between quasi-corporate and other unincorporated enterprises. Other modifications of the SNA structure implied below are the introduction on a limited scale of articulation of transactions, the inclusion of additional aggregate income and balancing items, a reallocation of data between the main accounts and the supporting tables, and a better integration of the SNA matrix with the accounts and tables of the system. A reduction of the present number of independent classifications in the SNA is suggested, based on links between categories of different classifications that are assumed in country responses to the questionnaire. A suggestion is made for a uniform valuation of goods and services and income flows, to replace the present complex valuation guidelines on approximate basic and factor values and producers’ prices.

    Notes: The estimation of true basic prices in a Social Accounting Matrix (SAM) has long been recognized as necessary in order to achieve uniform valuation of inputs for meaningful manipulation of the input-output table contained in a SAM, in order to assess the real effects of changes in demand, etc. In practice, approximate basic prices only have normally been calculated in order to avoid matrix inversion among other things. It is equally the case that true basic prices are required if one wishes to assess the price-raising effects of commodity taxes. It is shown through an example that approximate basic prices, as conventionally calculated, are inadequate and potentially misleading for this as indeed they are for achieving uniformity of valuation. There are also problems with the present procedure for calculating true basic prices.An alternative method of calculating true basic prices is given, which has various advantages over the existing method, and a new approximate method is also derived which appears to represent a definite improvement on the present method. For the main purpose of the paper, however, the prices of concern are those charged by producers to which the methodology equally applies.

    Notes: The persistence of poverty and income inequality in less developed countries (LDCs) is a source of serious concern to development economists. To understand the structure of inequality, several researchers using a variety of methodologies have measured the importance of various contributory factors to overall income variability. The available literature—which now includes studies of Brazil, Mexico, Iran, the Philippines, Taiwan, Thailand, Pakistan, and Colombia-has been reviewed elsewhere (Fields, forthcoming). This paper presents additional evidence for urban Colombia, in the process raising some important methodological issues which bear on the design of future research studies.The data set used in this paper is described in Section I. The decomposition of Colombian inequality by functional income source is presented in Section 11 for micro data. Section I11 examines the robustness of source decomposition procedures to data aggregation. Section IV presents inequality decompositions by city, and Section V by other income-determining characteristics. Conclusions appear in Section VI.

    Notes: Using a simple simulation model, this paper assesses the impact of relative movements in asset prices on the distribution of wealth during the 1969–75 period. Because of the strong negative correlation between wealth level and the ratio of debt to wealth, this particular inflation induced a substantial drop in the overall level of wealth inequality. Moreover, comparing the portfolios of different demographic groups, we found that middle-aged households gained relatively to younger and older ones, married couples gained relatively to singles, whites gained relatively to non-whites, and home-owners gained relatively to renters. The biggest gainers from this inflation were home-owners with large mortgages and the biggest losers the large stock holders.

    Notes: This paper focuses on a neglected aspect of the treatment of the income unit in the construction of size distributions of income. If the size distribution is to be an indicator of the distribution of economic welfare, and if the economic welfare of each individual in society is to count equally, then conventional distributions are inconsistent with individualistic welfare functions. We estimate size distributions with each person's welfare weighted equally, and contrast these results with those weighting each household unit's welfare equally. The choice of weights is shown to affect both the level and the trend in income inequality.

    Notes: Empirical work on the division of real output and prices into tradable and nontradable components has not kept pace with theoretical developments. The conventional proxies of prices and productivity by tradable and nontradable sector are examined and found deficient in several important respects. It is demonstrated that an approach that relies on the long–standing data on gross domestic product by industry of origin can overcome some of these deficiencies. These data are used to construct new annual measures of prices and productivity for tradable and nontradable output for 12 industrial countries over the period 1950–73. While far from precise, the new measures are consistent with the following criteria for distinguishing between tradables and nontradables: the degree of foreign trade participation should be higher for tradables than for nontradables; the degree of international commodity arbitrage, as measured by cross-country correlations of price changes, should be higher for tradables than nontradables; and tradables should be closer substitutes than nontradables for traded goods from other countries (imports).Despite the considerable conceptual advantages of the new measures of prices and productivity over the conventional proxies, correlation analysis indicates that the new and old measures usually move together rather closely in our 12 subject countries. The correlations are higher across the alternative relative productivity measures than for the alternative relative price measures.

    Notes: The analysis of the redistribution processes via taxation, transfers and collective services raises several methodological problems among which tax incidence is not the least important. Through two hypotheses of incidence of employers’ social contribution the results of the redistribution of public funds lead to four types of conclusions. Despite the fact that about one third of the French national income is involved in the processes there is no clearcut evidence of any redistribution, except for the nonactive population in so far pensions are considered as redistributed. The positive effects which certain mechanisms may have (e.g. income tax…) are to a certain extent offset, or neutralized, by the anti-redistributive effects of indirect taxation and social contributions. It appears that the results of the redistribution not only depend on the institution network, on the evolution of demographic structures and the rate of growth for the various types of income but also on lack of adaptation between the evolution of the three groups of factors. In last analysis, the reason why redistribution does not appear to have more far-reaching consequences is that social policy amalgamates mechanisms often set up in isolation, whereas any reduction in inequalities must be based on a conscious awareness of the inter-dependence of the situations which create and foster these same inequalities.

These alternative definitions examine both wealth generally in the form of an annuity equivalent, and home ownership in the form of imputed rent. An adjustment for family size differences is also made. The impact of these adjustments is assessed for average incomes, inequality, and the incidence of low income for different age groups. The adjustments do have significant effects that vary by age; in particular, the economic position of the elderly seems understated by the usual data. Also, methodological considerations, such as the direct use of micro data and the choice of inequality indicator are shown to be significant.

    Notes: This paper analyzes the effects of inflation on the size distribution of income, making use of a microsimulation model. It goes beyond earlier analyses not only in the use of microdata but also in the types of inflation modeled. Two different income concepts are used, one the money income concept of the U.S. Census Bureau and the second, called Accrued Comprehensive Income, based on the concept of income as consumption plus the change in net worth. The results of the simulation inflations are presented graphically, as the ratio of real income with inflation to real income without, by income class. The analysis concludes that the income concept chosen is crucially important. While low income households suffer modest losses and middle income households are largely unaffected, whatever income concept is used, the effects on upper income households are extremely sensitive. With a simple money income concept, the well-to-do appear to benefit from inflation but a broader concept reverses this effect. A policy to negate the distributional effect of inflation would benefit primarily the upper income households. Similarly, macroeconomic policies designed to reduce inflation at the price of slower growth and greater unemployment would not aid lower income groups to a significant degree.

    Notes: The period 1968–69 to 1973–74 saw a redistribution of incomes in Australia. This is evidenced first by declining differentials between dissimilar persons and secondly by changes in two measures of income inequality, the Gini and Theil coefficients.The inequality coefficients are decomposed into components which distinguish between that part of total inequality due to income differences between dissimilar persons and that part due to inequality between similar persons. It is found that the reduction in inequality was due to the reduction in differentials between dissimilar persons and that inequality between similar persons probably did not change over the period.

    Notes: Responding to a perceived growing interest in human wealth estimates, this paper offers a framework for measuring the aggregate stock of human capital and then implements the procedure for the United States male population age 14 to 75. Unlike previous estimates of human wealth that are based upon historical or resource costs, these estimates measure the capital stock as the discounted resent-value of expected lifetime returns. In the estimation, returns are equated with earnings data from the 1970 U.S. Census 15 percent Public Use Sample for out-of-school males, adjusted for employment and survival probabilities, adjusted for an assumed exogenous growth in future earnings, and discounted at 7.5 percent.We provide cross-sectional estimates of individual stocks of human capital by age and educational attainment, as well as expected lifetime wealth profiles for individuals by level of education. These individual profiles can be used to obtain direct estimates of age-specific depreciation which suggest human capital is subject to significant and prolonged appreciation before nearly straight-line depreciation begins around middle age. This finding is all the more significant since resource-cost estimates of human capital which must assume a depreciation pattern to obtain stocks have always imposed a much faster rate much sooner.Finally, an aggregate estimate of the stock of human capital for all males is supplied and its sensitivity to the choice of the discount rate, tax laws, and expected exogenous growth is analyzed. This seemingly-conservative stock estimate is then compared to a much lower resource-cost estimate offered recently by John Kendrick. A discount rate over 20 percent would be needed to equate the two measures. In trying to reconcile the two figures, we raise some new questions about the validity of both approaches for human capital accounting.

    Notes: This study is concerned with an effort to analyze changes in costs and prices in the Australian economy by tracing the effects of changes in wages and import prices through the stages of production, using a disaggregated input-output model with lags. The object of constructing the model was to improve, by introducing lags, the accuracy of predictions of the effect of cost changes on prices, and to show the lag structures. Data problems encountered are discussed, and the need for integration of price statistics to enhance their usefulness for analyses such as this is emphasized.     Notes: For some considerable time the interest in price statistics has mainly been focused on their use as “intermediate goods”. The requirements of a system of price index numbers which have to be established in this connection are largely in the field of statistical coordination (integration of statistics on quantities, values and prices).Recently the inflation problem has given rise to an increased interest in price statistics as “final goods”. A meaningful analysis of inflation will devote attention to the relation between input prices and output prices. In this article several versions of an analysis of prices of final demand categories based on an ordinary Leontief input-output scheme are presented and the needs for price statistics are discussed. In fact a self-contained system of price statistics emerges from the price analysis.There is a difference in the nature of the price index numbers required in compiling input-output tables in constant prices (Paasche) and that in the case of price analysis (Laspeyres). However the need for price observation runs largely parallel because in both cases the same detailed information on price developments will probably be used.Price analysis gives the possibility of a step-by-step approach in building up a system of price index numbers.

    Notes: Do-it-yourself activities are, by definition, those for which a choice must exist between doing it oneself or hiring someone else. This means they typically involve the own account production of services, but whereas it is customary to include most goods produced on own account in GDP services are conventionally excluded. In principle, however, it is possible to envisage a comprehensive and unique measure of the total final output of all the goods and services produced within an economy whether for sale or own use. Such a measure would be better than GDP as an indicator of long term changes in economic welfare, being independent of any shifts in the ratio of market to non-market production. Moreover, it would be a homogeneous measure with clearly defined limits in contrast to improvised indices of welfare which mix economic and non-economic variables in arbitrary and subjective ways. However, the need for a measure of market output, or something very close to it such as GDP, is still as strong as ever as soon as attention is switched from measurement of long term growth to problems associated with market disequilibria, such as unemployment and inflation.

    Notes: Redistributional effects of income transfers, taxation and social goods in Finland have been studied making use of household surveys for 1966 and 1971 and the input-output study for 1970. According to the study the selection of income to be used as the criterion in carrying out the decile grouping substantially influences the picture that is obtained of the magnitude of redistribution. If factor income is used as the criterion in carrying out the decile grouping, the redistribution appears substantially greater than when disposable income is used as the criterion. On the other hand, whether income is calculated per capita or per household does not substantially influence the overall picture of redistribution obtained. The breakdown of factor income seems to have remained practically the same in Finland in the interval between the study years, while redistribution seems to have levelled income differences more in 1971 than in 1966.

    Notes: This study attempts to examine the inter-occupational differences in the patterns of cash and in-kind expenditure in rural India on the basis of a special tabulation of The National Sample Survey (NSS), 18th round (February 1963-January 1964) consumer expenditure data. The occupational groups considered here are (i) cultivators, (ii) agricultural labourers, (iii) other agriculture, and (iv) non-agricultural occupations.The analysis is carried out primarily in terms of curves relating item-specific cash/kind expenditure to total cash/total kind expenditure for fifteen selected item-groups of expenditure. For each item-occupation combination, four two-parameter forms of Engel curve together with the log-log-inverse form are estimated and the comparisons across occupation groups are made separately on the basis of each of the two-parameter curve forms which were found to give the best fit for at least one occupation group as well as the log-log-inverse form, using analysis of covariance technique.The results indicate that so far as the cash components of item expenditures are concerned, the pattern of expenditure is considerably influenced by occupational factors. It is observed that cultivators have a cash expenditure pattern different from those of agrictural labourers and of households with non-agricultural activities. The comparison of the kind expenditure patterns does not, however, reflect any clear picture primarily because in most cases the itemwise kind expenditure functions could not be estimated satisfactorily. This analysis also suggests that the specification of itemwise cash and kind expenditure functions employed here may not be the most satisfactory ones in an economy with a high degree of non-monetization and therefore alternative specifications need be examined.

    Notes: This paper presents an economic model which casts the “Tiebout Hypothesis” in a Von Thumen type model of spatial equilibrium and considers the effect of differential provision of municipal services on household utility levels and housing prices in a politically fragmented urban area. Also in the context of this model three alternative methods of financing municipal services are examined. The article suggests that different levels of municipal services may cause spatial disequilibrium in an urban area, and as households move within the urban area to maximize their utility, they bid up (or down) the price of housing to the extent that their consumer's surplus is capitalized in housing values. Thus, the resultant urban rent gradient may be “kinked” or discontinuous. This paper also presents empirical findings examining the relationship between housing values and several municipal services.

    Notes: This model analyzes fiscal year changes and shifts in local government's real property tax base. The three variables quantified by this analysis are net new development, change in assessment-market price ratio and appreciation. The model's results provide useful analytical data to taxpayers and policy makers. These data can be used to help determine policy actions relative to (1) the amount and type of development and its impact on the future fiscal position of the respective jurisdiction; (2) the equity of the various property classes' assessment-sales price ratios; and (3) possibly altering the rate of appreciation among the various classes. The model might also be used on a sub-area basis to help determine prospering and declining areas, and to help forecast the property tax base and revenue.

    Notes: This article compares alternative methods of variable selection using data from a real estate assessment project. Various stepwise methods are compared with the all possible regression solution and a variable set selected on a priori considerations. The methods are evaluated by the predictive performance of the estimated regression equation in a holdout sample. One of the major conclusions of the study is that the most expensive and time consuming method, all possible regression, does not yield the best predictions. In addition, the variables selected judgmentally produced predictions that were not appreciably different from the other methods.

    Notes: Much of the existing literature on homeownership assumes that financial markets work well enough to allow households to translate permanent income into effective demand. However, transaction costs, imperfections, and uncertainties all constrain the markets' operation so that people are often forced to choose a quantity of housing stock that diverges from their desired consumption level. Instead of being able to borrow against future income for the down payment or to make monthly payments in a pattern that matches future income, young families in their early years may be constrained from purchasing the size house they desire, and older households may remain in homes larger than they need. In light of these market imperfections, housing and tenure decisions depend not only on permanent income and the relative price of housing services, but also on such mortgage parameters as monthly payment patterns, down payment, and rate of equity accumulation.Models of the demand for housing and homeownership described in the existing literature do not include these parameters of mortgage finance. Mortgage terms are important factors in housing consumption and investment decisions. Because the standard mortgage no longer seems appropriate for all households under all economic conditions, the extent to which alternative mortgage instruments meet the requirements and preferences of different segments of the market becomes an important issue.

The research reported here examines this relationship in more detail. Regression equations were estimated for separate price categories of housing using dummy variables for the number of discount points being charged.     Notes: In recent years a number of alternative types of residential mortgage plans (i.e., alternative to the fixed-rate level-payment mortgage) have been proposed, and some of these have been available in various parts of the country. The most often proposed innovation has been the variable rate mortgage (VRM). The most widespread use of the VRM has been in the State of California, starting in early 1975. This paper discusses some of the results of a survey of over 1,700 homeowners in California that examined consumer reaction to the VRM. Specifically, this paper looks at the impact of the VRM on the mortgage acquisition process and the features of mortgages demanded by consumers. The data seem to indicate that the process of acquiring a mortgage has not been affected significantly by the availability of the VRM. However, the existence of alternative mortgage plans means that consumer choice can be broadened to include type of mortgage as well as lending institution.

    Notes: The multifamily component of residential construction has received relatively little attention in the existing literature on macro-economic housing markets. In those studies where single and multifamily starts have been treated separately [Kawaller (1976), Arcelus and Meltzer (1973), Brady (1973), Kalchbrenner (1972)Smith (1969), the greater share of attention and background discussion has been directed toward the singlefamily sector. Such treatment probably is due to the fact that multifamily starts have traditionally accounted for the smaller fraction of total private starts. Since the Census Bureau began recording the starts breakdown in 1959, however, this fraction has not fallen much below a fifth in any quarter, and it has been as high as 48 percent. Moreover, with a growing acceptance of the condominium and cooperative housing concepts, expanding Federal rental assistance initiatives, and changing life style preferences, it would appear that increased attention given to the multifamily sector, may significantly enhance our understanding of housing markets in general.

These programs have been hindered, however, by substantial financial losses due to project default, assignments, and foreclosure. A review of existing empirical studies suggests that characteristics of project owners, the quality of project management, the adequacy of HUD screening, project construction, and project location all have an impact on financial viability. Land area, population, households, population density and residential property value are simulated for the central city, its suburbs and the Milwaukee urban area for the years 1977, 1980, 1985, 1990 and 2020, for two scenarios that differ primarily with respect to income growth rates and automobile commuting costs. Its decline since the early postwar years conforms broadly to the growth retardation found in an earlier study for the 1890–1950 period.     Notes: The incidence of local property taxes, specifically the degree of capitalizing of property tax differentials in market prices, remains an unresolved question. The studies by Oates (1969) and McMillan and Carlson (1977), which come to contradictory conclusions typify the diversity of opinion on the question. Many of the previous studies suffer from research design problems including, the use of census data for market values and property tax levels on real property; failure to control for differences in public services quality among the cities samples; and use of assessed value as a proxy for market price.A theoretical model in developed to explain the capitalization effect of property tax differentials within an urban area. Because the model is exactly identified, a single reduced from equation relating market value to a set of physical characteristics of the property and the level of property taxes can be estimated using ordinary least-squares techniques. The function is estimated using data drawn from 107 residential property sales made during 1976. Estimated parameters for the other equations then are determined indirectly. Actual market price and property tax data for each parcel ware used.It is found that property tax differentials on otherwise comparable properties are associated with significant market value differentials. Because the assessed value ranges from 7 to 20 percent of market value, the property tax procedure in the area studied appears to have randomly generated large capital gains for some and capital losses for others.Because of the limited data base, the statistical results are only indicative; the model, howevfer, should have wide applicability in a variety of questions concerning the incidence of property taxes.

    Notes: To examine the relationship between property taxes and neighborhood housing, this paper employed property tax assessment to sale price ratios (i.e. effective tax rates) of residential properties sold during the period beginning July 1, 1974 through June 30, 1975. The analysis was designed to question whether or not the property tax in Norfolk results in different tax burdens for neighborhoods with different income levels. The results indicate there are substantial variations in effective tax rates within neighborhoods as well as between neighborhoods. More interesting is the fact that the property tax appeared to be progressive, given the measure used. If inequities in administration did not exist, it would be much more progressive.Such relationships indicate the existence of problems with the administration of the property tax in Norfolk. An examination of possible problems is conducted and some recommendations are made for potential corrective measures.

    Notes: Common applications of hedonic residential property valuation models have relied on proxy measures of neighborhood amenities rather than directly measured subjective evaluations. While this approach simplifies data collection, there is reason to suspect that the use of proxy measures has degraded the accuracy of hedonic valuation models. The extent to which the use of proxy measures may decrease predictive accuracy, and fail to capture the effect of neighborhood amenities, has not been reported previously. The results presented here show that direct subjective measures yield only modest improvements in price prediction. Careful use of proxy measures for neighborhood amenities appears to be cost efficient for large-scale appraisal work.

    Notes: This article discusses the macro foundations of the supply curve for housing. The crucial points examined in the paper are the responsiveness of the supply curve to price, the independence of the supply curve from the demand curve for housing, and the stability of the supply curve. After the author discusses the theoretical foundations of the housing market, a small empirical model is constructed and estimated. Special attention is given to the identification problem connected with the estimation of the supply curve. The results are then examined and the within sample tracking ability of the model is discussed.

    Notes: Several factors considered significant in determining the level of construction lending risk were tested for association with samples of troubled and good residential construction loans. Generally, a priori expectations were confirmed. The strongest associations with risk were found for unavailability of materials, followed by inflationary cost overruns and borrower experience.Interest rates on the sample of troubled loans did not significantly differ from the rates on the sample of good loans, suggesting the lender did not adequately recognize elements of lending risk, or that those risks were ignored.

    Notes: Using Annual Housing Survey data on multifamily structure occupancy by household type for 1975, together with number of household projections from the Department of Agriculture, a gross level of multifamily housing demand is projected. Allowance is made for a 2 percent replacement rate of the total stock as well as a 5 percent vacancy figure for new household demand. Assuming that: (1) there is no massive shift away from one-family ownership to multifamily units, and (2) the present level of conversions from one-family units to multiple occupancy continues to offset the trend of conversion from rental multifamily units to condominium status, then total future demand for multifamily rental units is well within current construction levels.〈list style="plain"〉We are presently building one and one-half times the demand of 416,000 units per year projected for 1975–80.The demand from 1980 to 1990 decreases to 367,000 new units annually.This is further reduced to 335,000 units annually for the period 1990–2000.The major determinants of future demand will focus on the scrap-page rate of extant facilities and the regional shifts of population.The future supply of multifamily structures depends on an abatement of construction costs and interest rates, and/or massive levels of Government subsidy.There is evidence that operating cost rises are challenging the financial integrity of multifamily structures. This is manifested by the HUD and private market mortgage delinquency and foreclosure rates.Policy focus for the future should emphasize the minimization of both construction and operating costs rather than augmented delivery rates.

    Notes: The FMR (Fair Market Rent) idea was built into the Section 8 lower income rental assistance program to provide a means to reflect variations in the rental cost of comparable housing in different market areas and also rental cost differences within a market area due to size variations in housing units. Does the FMR schedule for the Section 8 Existing Housing Program parallel the actual differences in the rents of comparable housing among metropolitan areas? We find the 1975 schedule fulfills some of the criteria for an efficient and equitable Section 8 Existing Housing Program but not all.

    Notes: In recent years, increasing attention has been paid the problem of analyzing, evaluating and selecting real estate investments within the context of a portfolio. Most approaches simply attempt to adapt existing theory and models from the well-developed literature of securities investments. Most adaptations or extensions to real estate are not without serious problems, however, because of several fundamental difficulties relating to optimization technology inadequacies and a general lack of reliable and consistent market data.This article deals with the major problems of utilizing some of the classic securities investment models for real estate. Further, a risk-return model is advanced which overcomes most of the fundamental problems outlined earlier in the article.

    Notes: This paper presents a regional time series model of multifamily housing activity. The theoretical model, based on a profit-maximizing builder or investor is used as a basis for estimating housing start and completion equations for each of the four Census regions and the U.S. as a whole. The empirical estimates show that new housing construction is highly responsive to profitability consideration, with the elasticity being between 5 and 14. The empirical estimates also demonstrate that there is substantial variance between regions in terms of parameter estimates.

    Notes: Recent research analyzing real estate investment decisionmaking has concentrated upon existing income properties. Projects planned for future development have been analyzed as though they were completed and generating rental income. Such analysis has not considered the impact of development period decisions upon operating cash flow and hence project value. This paper proposes a framework for investment analysis which accurately reflects the interrelatedness of the development and operating periods of the real estate development process. A stochastic Markov process is used to develop a model which treats the development and operating periods as an integrated system. The resulting model allows project investment decisions to be made on the basis of a minimum expected profitability index distribution and/or terminal value.

    Notes: Simulations of a seventy-equation econometric model are run in an attempt to deduce the likely impact of increases in deposit rate ceilings on financial markets, the earnings of depository institutions, and the composition of nonfinancial investment. The analysis suggests that the effect of binding rate ceilings during the 1973–75 period was to raise home mortgage rates (by about 30 basis points), accentuate the downturn in single family housing starts (by about 40,000 per year), and maintain earnings at depository institutions. Without the ceilings thrift earnings would have been about a billion dollars less per year. However, this loss might well be more than compensated for by greater thrift earnings in subsequent years and by lower noninterest expenses.
