    Description: The question of how to maintain the continuity of diplomacy while developing democracy without military intervention is an old and new issue. The challenge can be described as a dilemma between democracy and diplomatic coherence. This dilemma is not unique to the twenty-first century; it has been a constant challenge to the development of democracy. In non-Western countries, democratisation originated in the nineteenth century and has had many successes and failures. After the Russo-Japanese War, political parties began to take power in Japan. The best embodiment of diplomacy in Japan's emerging democracy—the development of parliamentary democracy and mass-based democracy—is Shidehara Kijūrō (1872–1951), who served as foreign minister from 1924 to 1927 and from 1929 to 1931, and was prime minister from 1945 to 1946. As a diplomat from the Ministry of Foreign Affairs, Shidehara had long grappled with the issue of how to ensure diplomatic coherence in modern Japan, which was becoming increasingly democratic. Although Shidehara succeeded to some extent in promoting diplomacy in cooperation with the US and the UK under party politics, the rise of the military after the Manchurian Incident forced him to retire for a period. However, after the Pacific War, Shidehara became prime minister of the US-occupied Japan and attempted to restore cooperative diplomacy under party politics. Shidehara came to the conclusion that the way to achieve both democracy and diplomatic coherence was through nonpartisan diplomacy towards peace. This book examines the tension between diplomacy and democracy, focusing on Shidehara’s life and exploring modern Japan’s footsteps. Shidehara was undoubtedly one of Japan’s most important diplomatic figures.

    Description: The different theoretical notions and practices of the relations between the state and religious communities in early modern Europe constitute one of the most interesting problems in historiography. Moving away from a simple «toleration» versus «non-toleration» dichotomy, the author sets out to analyse the inter-confessional relations in selected European territories in a «longue duree» perspective, between Reformation and Enlightenment.     Description: "Noble conceptions of politics in eighteenth-century Sweden (ca 1740–1790) is a study of how the Swedish nobility articulated its political ideals, self-images and loyalties during the Age of Liberty and under the rule of Gustav III. This book takes a close look at the aristocracy’s understanding of a free constitution and at the nobility’s complex relationship with the monarchy. Central themes are the old notion of mixed government, classical republican conceptions of liberty and patriotism, as well as noble thoughts on the rights and duties of the citizen, including the right to rebellion against an unrighteous ruler. The study is a conceptual analysis of public and private political statements made by members of the nobility, such as Diet speeches and personal correspondence.     Description: In October 2013, one of the largest anti-migrant riots took place in Moscow. Clashes and arrests continued late into the night. Some in the crowd, which grew to several thousand people, could be heard chanting “Russia for the Russians” with their animus directed towards dark-skinned labor migrants from the southern border. The slogan “Russia for the Russians” is not a recent invention. It first gained notoriety in the very last years of the tsarist regime, appealing primarily to individuals drawn to the radical right.     Description: This chapter examines the writings of the renowned late-eighteenth-century Moroccan ambassador Ibn Uthmân Al-Meknassî, the first known traveller from his country to leave an account of European quarantine as experienced during his two diplomatic missions in Spain’s Ceuta (1779) and Malta’s Valletta (1782). It shows that quarantine, on the one hand, acted as a marker of otherness by which Ibn Othman was identified as a Muslim, though this was not a uniform process, owing to the fact that significant differences existed in the degree of alterity experienced in Spain and Malta, and indeed other parts of the Mediterranean. The subjective opinion on quarantine, on the other hand, was also one of the means through which Ibn Uthmân situated himself within Makhzen (Moroccan government) elites at a time when a division between those who declared themselves in favour of European-style modernisation and those who advocated a rejection of European novelties was already visible.

    Description: "An Equal Burden forms the first scholarly study of the Army Medical Services in the First World War to focus on the roles and experiences of the men of the ranks of the Royal Army Medical Corps (RAMC). These men, through their work as stretcher bearers and orderlies, provided a range of labour, both physical and emotional, in aid of the sick and wounded. They were not professional medical caregivers, yet were called upon to provide medical care, however rudimentary; they served in uniform, under military discipline, yet were forbidden, as non-combatants, from carrying weapons. Their service as men in wartime, was thus unique. Structured both chronologically and thematically, this study examines both the work that RAMC rankers undertook and its importance to the running of the chain of medical evacuation. It additionally explores the gendered status of these men within the medical, military and cultural hierarchies of a society engaged in total war, locating their service within the context of that of doctors, female nurses and combatant servicemen. Through close readings of official documents, personal papers, and cultural representations, both verbal and visual, it argues that the ranks of the RAMC formed a space in which non-commissioned servicemen, through their many roles, defined and redefined medical caregiving as men’s work in wartime."

    Description: On 24 May 1966, eight hundred men of the 5th Battalion, The Royal Australian Regiment, landed at Nui Dat, in Viet Cong territory. For the next 12 months they were faced with the task of restoring peace, civil law and regular commerce to the Vietnamese of Phuoc Tuy province. This book is a detailed record of those months in the monsoon jungles—of the problems that were faced and the solutions that were found. Captain O’Neill’s position as battalion intelligence officer enabled him to view the war from the standpoint of the battalion as a whole. However, he does not omit description of personal feelings—towards the Viet Cong, the jungle environment and the Vietnamese people, as well as the other Allied forces involved in the war. Most of the book was written on the spot in Vietnam. On operations or at Battalion Headquarters, Captain O’Neill jotted down details of the war against the Viet Cong, putting the events of each day in order, often in the small hours of the following morning. Thus not only is this a factual account of the 5th Battalion’s activities over the year; it is also a vivid and compelling picture of the war in Vietnam from the soldier’s point of view.

    Description: This chapter explores the transmission of tales of the supernatural during the very long eighteenth century (between c.1660 and c.1832). A genre of publications on this subject which have not been studied are those anthologies of supposedly true stories, usually relating to named people and places and sometimes dated, often each numbered separately, with relatively little discussion of their authenticity or significance, beyond perhaps a brief preface defending the reality of the world of spirits. A series of entrepreneurial publishers, mostly operating from Paternoster Row in London, experimented with anthologising these stories in varied combinations. Any attempt to analyse the stories must begin by unravelling the publishing history by which they were transmitted and (not fully studied here) modified and retold, as well as re-interpreted.

    Description: This chapter provides a thorough investigation of the modes by which the sanitary administration coevolved coherently with and inseparably from the Spanish state’s modern transport-communication and economic-industrial infrastructures throughout the nineteenth century. It also investigates examines how quarantine institutions functioned as sanitary gateways or entry checkpoints at borders, physically marking and consolidating while protecting the national territorial space. The paper traces the ideas underpinning the configuration and development of the sanitary network on Spanish national territory, which occurred unevenly – with the most evolved parts depending on certain strategic ports and on links with the railway transport infrastructure that was still under construction. It also suggests that the gradual relaxation of quarantine in liberal Spain was periodically called into question by economic and political policies that defined the relation between the coastal and inland regions of the country.

    Description: Across Europe, the early medieval period saw the advent of new ways of cereal farming which fed the growth of towns, markets and populations, but also fuelled wealth disparities and the rise of lordship. These developments have sometimes been referred to as marking an ‘agricultural revolution’, yet the nature and timing of these critical changes remain subject to intense debate, despite more than a century of research. The papers in this volume demonstrate how the combined application of cutting-edge scientific analyses, along with new theoretical models and challenges to conventional understandings, can reveal trajectories of agricultural development which, while complementary overall, do not indicate a single period of change involving the extension of arable, the introduction of the mouldboard plough, and regular crop rotation. Rather, these phenomena become evident at different times and in different places across England throughout the period, and rarely in an unambiguously ‘progressive’ fashion.     Britain's Second Embassy to China (2021)

    Description: Lord Amherst's diplomatic mission to the Qing Court in 1816 was the second British embassy to China. The first led by Lord Macartney in 1793 had failed to achieve its goals. It was thought that Amherst had better prospects of success, but the intense diplomatic encounter that greeted his arrival ended badly. Amherst never appeared before the Jiaqing emperor and his embassy was expelled from Peking on the day it arrived. Historians have blamed Amherst for this outcome, citing his over-reliance on the advice of his Second Commissioner, Sir George Thomas Staunton, not to kowtow before the emperor. Detailed analysis of British sources reveal that Amherst was well informed on the kowtow issue and made his own decision for which he took full responsibility. Success was always unlikely because of irreconcilable differences in approach. China’s conduct of foreign relations based on the tributary system required submission to the emperor, thus relegating all foreign emissaries and the rulers they represented to vassal status, whereas British diplomatic practice was centred on negotiation and Westphalian principles of equality between nations. The Amherst embassy’s failure revised British assessments of China and led some observers to believe that force, rather than diplomacy, might be required in future to achieve British goals. The Opium War of 1840 that followed set a precedent for foreign interference in China, resulting in a century of 'humiliation’. This resonates today in President Xi Jinping’s call for ‘National Rejuvenation’ to restore China’s historic place at the centre of a new Sino-centric global order.

    Description: Drawing on a broad range of archival material from state and SED party sources as well as Stasi files and individual farm records along with some oral history interviews, this book provides a thorough investigation of the transformation of the rural sector from a range of perspectives. Focusing on the region of Bezirk Erfurt, the author examines on the one hand how East Germans responded to the end of private farming by resisting, manipulating but also participating in the new system of rural organization. However, he also shows how the regime sought via its representatives to implement its aims with a combination of compromise and material incentive as well as administrative pressure and other more draconian measures. The reader thus gains valuable insight into the processes by which the SED regime attained stability in the 1970s and yet was increasingly vulnerable to growing popular dissatisfaction and economic stagnation and decline in the 1980s, leading to its eventual collapse.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

Labour is thereby always context dependent and constituted through the actions of all protagonists involved in any labour relationship. On the basis of three case studies in colonial German East Africa – the construction of the Central Railway (1905–1916), the Otto Plantation in Kilossa (1907–1916) and the palaeontological Tendaguru Expedition (1909–1911) – labour and labour relations are analysed. The focus lies on hitherto neglected actors and groups of actors of labour in the colonial context of East Africa. These were especially German companies and their staff, white subaltern railway sub-contractors and labour recruiters, Indian skilled workers and (qualified) East African workers. Furthermore, all three sites of labour proved to have their individual logics and characteristics. But all of them were in tension between the ‘global’ and the ‘local’, coercion and voluntariness, machine and manual labour, skilled and unskilled labour, reproductive and wage labour, as well as between black and white.     Description: This chapter deals with a rather unknown quarantine institution: the lazaretto of Mogador Island in Morocco. Specifically, the work explores the site’s centrality to the Spanish imperialist project of “regeneration” over of its southern neighbour. In contrast with the “civilisation” schemes deployed by the leading European imperial powers at the end of the nineteenth century, regeneration did not seek to construct a colonial Morocco but a so-called African Spain in more balanced terms with peninsular Spain. This project was to be achieved through the support and direction of ongoing Moroccan initiatives of modernisation, as well as through the training of an elite of “Moors” who were to collaborate with Spanish experts sent to the country, largely based in Tangier. Within this general context, the Mogador Island lazaretto became a key site of regeneration projects. From a sanitary and political point of view, it was meant to define a Spanish-Moroccan space by marking its new borders and also to protect “Moorish” pilgrims against both the ideological and health-related risks associated with the Mecca pilgrimage.

    Description: While ports are traditionally considered national infrastructure sites that connect states to global markets, special economic zones and past free ports are portrayed as threats to national sovereignty. This book calls these narratives into question as it explores the history of planning Mumbai’s ports and free zones during periods of global and regional transition from the British Raj, to national independence, to economic liberalization. The book opens with a study of an unsuccessful plan hatched by merchants in 1833 to make Bombay a free port to deal with an emerging British India and the advent of free trade. The book ends with how India’s current special economic zones and emphasis on port expansion are part of broader goals to reposition India in transregional Asian trade, to connect Mumbai with northern India, and to enact local plans for a global city that threaten the very port that first connected Mumbai to the world. To understand the functionality of these port and zone projects beyond typical policy prescriptions, this book proposes portals of globalization as a spatial format that fosters processes of reterritorialization.

    Description: In the recent cultural heritage boom, community-based and national identity projects are intertwined with interest in cultural tourism and sites of the memory of enslavement. Questions of historical guilt and present responsibility have become a source of social conflict, particularly in multicultural societies with an enslaving past. This became apparent in the context of the Black Lives Matter movement in 2020, when statues of enslavers and colonizers were toppled, controversial debates about streets and places named after them re-ignited, and the European Union apologized for slavery after the racist murder of George Floyd. Related debates focus on museums, on artworks acquired unjustly in societies under colonial rule, the question of whether and how museums should narrate the hidden past of enslavement and colonialism, including their own colonial origins with respect to narratives about presumed European supremacy, and the need to establish new monuments for the enslaved, their resistance, and abolitionists of African descent. In this volume, we address this dissonant cultural heritage in Europe, with a strong focus on the tangible remains of enslavement in the Atlantic space in the continent. This book provides a fascinating and detailed record of the primary sources of the mission, placed alongside the interpretation and insight of local Traditional Owners. Its contents include the historical and archaeological context of the primary source material, the vivid mission reports and correspondence, along with stunning photographs of the mission and relevant maps, and finally the oral history of Esther Manakgu, presenting Aboriginal memory of this complex era. The Bible in Buffalo Country emerged from community desire for access to the source documents of their own history and for their story to be known by the broader Australian public.     Description: The book aims to reconstruct and analyze the disputes over the Polish-Jewish past and memory in public debates in Poland between 1985 and 2012, from the discussions about Claude Lanzmann’s Shoah, Jan Błoński’s essay The Poor Poles Look at the Ghetto, Jan Tomasz Gross’ books Neighbours, Fear and Golden Harvest, to the controversies surrounding the premiere of Władysław Pasikowski’s The Aftermath. The analysis includes the course and dynamics of the debates and, most importantly, the panorama of opinions revealed in the process. It embraces the debates held across the entire spectrum of the national press. The selection of press was not limited by the level of circulation or a subjective opinion of their value. The main intention was to reconstruct the widest possible variety of opinions that were revealed during the debates. Broad symbolic elites participated in the debates: people who exercised control over publicly accessible knowledge, legitimacy of beliefs and the content of public discourse.

    Description: Civilising Rural Ireland examines how modern Ireland emerged out of the social and economic transformation prompted by the rural co-operative movement. The movement emerged in response to systemic economic problems that arose throughout the nineteenth century and coincided with a wide-ranging project of cultural nationalism. Within a short space of time the co-operative movement established a swathe of creameries, agricultural societies and credit societies, leading to a radical reorganisation of rural Ireland and helping to create a distinctive Irish political economy. The work of overlooked co-operative experts is critically examined for the first time and reinserted into the process of state development. The interventions of these organisers, intellectuals and farmers built up key institutions that shaped everyday life across rural communities. The movement weathered war and revolution, to become an indispensable part of an Irish state infrastructure after independence in 1922. The strained relationship and economic rivalry that developed between Irish and British co-operators is also explored in order to illuminate the changing relationship between Ireland and the United Kingdom from an economic perspective. Civilising Rural Ireland will appeal to a wide audience interested in modern Irish history and readers are introduced to an eclectic range of personalities who shared an interest in co-operation and whose actions possessed important consequences for the way Ireland developed. The creative use of local and national sources, many of which are examined for the first time, mean the book offers a new perspective on an important period in the making of modern Ireland.

Sirleto established himself as a pivotal prelate, who assisted Pope Paul IV in rearranging the ceremonial apparatus for the solemn celebrations of the Cathedra Petri (St Peter’s Throne). Scholars, however, were unable to properly examine his De praestantia basilicae Vaticanae, because the manuscripts of this discourse were never completely identified. The edition of this treatise will therefore primarily provide a reconstruction of Sirleto’s working methods in readjusting the ceremonial solemnities prescribed for the feast day of the Cathedra Petri according to Curial Ceremony. The second discourse concerns, on the other hand, a description of the basilica of Santa Maria Maggiore on the Esquiline Hill, which Sirleto composed for the Cardinal Bishop of Milan, Carlo Borromeo.     Description: Social and economic histories of the long eighteenth century have largely ignored women as a class of landowners and improvers. 1700 to 1830 was a period in which the landscape of large swathes of the English Midlands was reshaped – both materially and imaginatively – by parliamentary enclosure and a bundle of other new practices. Outside the Midlands too, local landscapes were remodelled in line with the improving ideals of the era. Yet while we know a great deal about the men who pushed forward schemes for enclosure and sponsored agricultural improvement, far less is known about the role played by female landowners and farmers and their contributions to landscape change. Drawing on examples from across Georgian England, Elite Women and the Agricultural Landscape, 1700–1830 offers a detailed study of elite women’s relationships with landed property, specifically as they were mediated through the lens of their estate management and improvement. This highly original book provides an explicitly feminist historical geography of the eighteenth-century English rural landscape. It addresses important questions about propertied women’s role in English rural communities and in Georgian society more generally, whilst contributing to wider cultural debates about women’s place in the environmental, social and economic history of Britain.     Description: In Suspect Saints and Holy Heretics Janine Larmon Peterson investigates regional saints whose holiness was contested. She scrutinizes the papacy's toleration of unofficial saints' cults and its response when their devotees challenged church authority about a cult's merits or the saint's orthodoxy. As she demonstrates, communities that venerated saints increasingly clashed with popes and inquisitors determined to erode any local claims of religious authority. Local and unsanctioned saints were spiritual and social fixtures in the towns of northern and central Italy in the thirteenth and fourteenth centuries. In some cases, popes allowed these saints' cults; in others, church officials condemned the saint and/or their followers as heretics. Using a wide range of secular and clerical sources—including vitae, inquisitorial and canonization records, chronicles, and civic statutes—Peterson explores who these unofficial saints were, how the phenomenon of disputed sanctity arose, and why communities would be willing to risk punishment by continuing to venerate a local holy man or woman. She argues that the Church increasingly restricted sanctification in the later Middle Ages, which precipitated new debates over who had the authority to recognize sainthood and what evidence should be used to identify holiness and heterodoxy. The case studies she presents detail how the political climate of the Italian peninsula allowed Italian communities to use saints' cults as a tool to negotiate religious and political autonomy in opposition to growing papal bureaucratization.

    Description: This book closely analyses the rise and fall of Louis XIV's marine insurance institutions in Paris, which were central to the French monarchy's efforts to stimulate commerce, colonial enterprise and economic growth. These institutions were the projects of two leading ministers, Jean-Baptiste Colbert and his son, the Marquis de Seignelay. While both men recognised that marine insurance was crucial for protecting commercial investment in French maritime endeavours, Colbert looked to private enterprise to lure capital away from passive investments in state debt towards the marine insurance industry. Seignelay, by contrast, leveraged the tools of privilege on which the French economy was built by creating the first chartered company in the history of marine insurance. In exploring the global insurance portfolios of the men and women who joined these institutions - and the conflicts that arose when maritime incidents came into dispute - the book identifies the absolute monarchy itself as the source of the institutions' struggles. While the markets of Amsterdam and London thrived in the long run, Parisian insurers were made to bear the burden of maritime and colonial losses during Louis XIV's costly wars to make up for the state's inadequate protection of French shipping, the French Atlantic empire and the Parisian market. This encapsulates, the book argues, the overarching system of risk management that lay at the heart of absolutism itself.     Description: This volume presents the first critical edition and translation of the corpus of medieval Welsh medical recipes traditionally ascribed to the Physicians of Myddfai. These offer practical treatments for a variety of everyday conditions such as toothache, constipation and gout. The recipes have been edited from the four earliest collections of Welsh medical texts in manuscript, which date from the late fourteenth century. A series of notes provides sources and analogues for the recipes, demonstrating their relationship with the European medical tradition. The identification of herbal ingredients in the recipes is based on pre-modern plant-name glossaries rather than modern dictionaries, and has led to new interpretations of many of the recipes. Comprehensive glossaries allow the reader to find any recipe based on the ingredients and equipment used in it or the condition treated. This new interpretation of these texts clearly shows that they are not unique, but rather form part of the medical tradition that was common throughout Europe during the Middle Ages.

    Description: The book knits together two of the most significant themes in the social and cultural history of modern Ireland - mass emigration and religious change - and aims to provide fresh insight into both. It addresses the churches' responses to emigration, both in theory and in practice. The book also assesses how emigration impacted on the churches both in relation to their status in Ireland, and in terms of their ability to spread their influence abroad. It first deals with the theoretical positions of the clergy of each denomination in relation to emigration and how they changed over the course of the nineteenth century, as the character of emigration itself altered. It then explores the extent of practical clerical involvement in the temporal aspects of emigration. This includes attempts to prevent or limit it, a variety of facilitation services informally offered by parish clergymen, church-backed moves to safeguard emigrant welfare, clerical advice-giving and clerically planned schemes of migration. Irish monks between the fifth and eighth centuries had spread Christianity all over Europe, and should act as an inspiration to the modern cleric. Tied in with this reading of the past, of course, was a very particular view of the present: the perception that emigration represented the enactment of a providential mission to spread the faith.

    Description: "Very little is known about early modern approaches to convalescence and the author investigates the measures were taken by physicians and laypeople to restore health after illness. Drawing on medical texts, regimens, letters, and diaries, this chapter shows that the treatment of the convalescent differed both from the care of the sick and the healthy. It shows the vital place of the non-naturals in early modern medicine, and the role played by ‘Nature’, understood as the body’s principal agent and governor in physiological processes. The author finds that the 'six non-natural things' were on the one hand used as a way of gauging the extent of recovery, and on the other, were manipulated in a therapeutic role to ensure that both strength and flesh were restored. Thus, any remaining humours which might cause a relapse must be evacuated: good sleep, improved appetite and an ability to exercise were all signs of improvement but each, managed appropriately, also helped to restore strength, whilst negative emotions could endanger recovery and in its place cheerfulness –which was a restorative-must be encouraged."

    Description: The history of terrorism has been largely a history of perpetrators, their motives and actions. The history of their victims has always seemed to be of secondary importance. But terrorism is communication by violence, and its efficiency depends significantly on the selection and the treatment of the victims by the perpetrators, on the one hand, and the perception and acknowledgement of victimhood by the public, on the other. How does it affect our picture of the history of terrorism then, if the victims are moved centre stage? If the focus is put on their suffering, their agency, their helplessness, or on how they are acknowledged or exploited by society, politics and media? If the central role is taken into account which they play in terrorist propaganda as well as in the emotional response of the public? The contributions to this edition of the European History Yearbook will examine such questions in a broad range of historical case studies and methods, including visual history. Not least, they aim at historicizing the roles of survivors and relatives in the social process of coming to terms with terrorist violence, a question highly relevant up to the present day.

    Description: Reined into the service of the Cold War confrontation, antifascist ideology overshadowed the narrative about the Holocaust in the communist states of Eastern Europe. This led to the Western notion that in the Soviet Bloc there was a systematic suppression of the memory of the mass murder of European Jews. Going beyond disputing the mistaken opposition between “communist falsification” of history and the “repressed authentic” interpretation of the Jewish catastrophe, this work presents and analyzes the ways as the Holocaust was conceptualized in the Soviet-ruled parts of Europe. The authors provide various interpretations of the relationship between antifascism and Holocaust memory in the communist countries, arguing that the predominance of an antifascist agenda and the acknowledgment of the Jewish catastrophe were far from mutually exclusive. The interactions included acts of negotiation, cross-referencing, and borrowing. Detailed case studies describe how both individuals and institutions were able to use anti-fascism as a framework to test and widen the boundaries for discussion of the Nazi genocide. The studies build on the new historiography of communism, focusing on everyday life and individual agency, revealing the formation of a great variety of concrete, local memory practices.

    Description: This book tells the story of the experts who sold the idea of Franco’s ‘social state’. Despite the repression, violence, and social hardship which characterized Spanish life in the 1940s and 1950s, the Franco regime sought to win popular support by promoting its apparent commitment to social justice. This book reveals the vital role which the idea of the social state also played in the regime’s ongoing search for international legitimacy. It shows how social experts, particularly those working in the fields of public health, medicine, and social insurance, were at the forefront of efforts to promote the regime to the outside world. By working with international organizations and transnational networks across Europe, Africa, and Latin America, they sought to sell the idea of Franco’s Spain as a respectable, modern, and socially just state. In doing so the book also seeks to disrupt our understanding of the modern history of internationalism. Exploring what it meant for Francoist experts to think and act internationally, it challenges dominant accounts of internationalism as a liberal, progressive movement by foregrounding the history of fascist, nationalist, imperialist, and religious forms of international cooperation. The case of Spain reveals the contested and heterogenous nature of mid-twentieth-century internationalism, characterized by the tumultuous interplay of overlapping global, regional, and imperial projects. It also brings into focus the overlooked continuities between international structures and projects before and after 1945.
