    Description / Table of Contents: This book is open access under a CC-BY license. Policy-making to address grand challenges faces greater complexity than any previous project of modernization. Future scenarios are haunted by uncertainty and there is real ambivalence as to the values that policy should strive for. In this situation decision-makers look to research and innovation to provide answers and solutions. But neither can the great transitions ahead be planned by science, nor will conventional methods of innovation bring such transitions about. A turn to interactive governance is therefore underway with policy-makers and citizens becoming increasingly involved in processes of deliberating futures. Technology Assessment (TA) is the art of structuring such processes. TA goes beyond traditional expert policy analysis by systematically combining a multi-disciplinary evidence base with participatory approaches to policy deliberation. TA thus seeks to act as a hub for serious and transparent dialogue between policy, industry, science, and society about the challenges ahead and the available options for overcoming them responsibly. This volume offers an up-to-date account of the expansion of technology assessment capacities across new European member states. The contributions of this volume are written by leading European researchers and practitioners in technology assessment (TA) and are based on the PACITA (Parliaments and Civil Society in Technology Assessment) project. At its core is the concept of 'computational capital' - the idea that capitalism itself is a computer, turning qualities into quantities, and that the rise of digital culture and technologies under capitalism should be seen as an extension of capitalism's bloody logic. Engaging with Borges, Turing, Claude Shannon, Hitchcock and Marx, this book tracks computational capital to reveal the lineages of capitalised power as it has restructured representation, consciousness and survival in the twentieth and twenty-first centuries. Ultimately The Message is Murder makes the case for recognising media communications across all platforms - books, films, videos, photographs and even language itself - as technologies of political economy, entangled with the social contexts of a capitalism that is inherently racial, gendered and genocidal.

It combines information on languages, dialects, alphabets, religions, mass violence, or migrations over an extended period of time. The story first focuses on Central Europe’s dialect continua, the emergence of states, and the spread of writing technology from the tenth century onward. The main storyline opens with the emergence of the Western European concept of the nation, in accord with which the ethnolinguistic nation-states of Italy and Germany were founded. This volume is part of the current debate on the Nordic imaginary based on a notion, Nordicity, which intersects with borealism. The real, tangible and contingent North is only the apparent surface of a manufactured and invented North. How can we express northernness today? Is a theory of the North possible?     Description: "Printing and Prophecy: Prognostication and Media Change 1450-1550 examines prognostic traditions and late medieval prophetic texts in the first century of printing and their effect on the new medium of print. The many prophetic and prognostic works that followed Europe's earliest known printed book—not the Gutenberg Bible, but the Sibyl's Prophecy, printed by Gutenberg two years earlier and known today only from a single page—over the next century were perennial best sellers for many printers, and they provide the modern observer with a unique way to study the history and inner workings of the print medium. The very popularity of these works, often published as affordable booklets, raised fears of social unrest. Printers therefore had to meet customer demand while at the same time channeling readers' reactions along approved paths. Authors were packaged—and packaged themselves—in word and image to respond to the tension, while leading figures of early modern culture such as Paracelsus, Martin Luther, and Sebastian Brant used printed prophecies for their own purposes in a rapidly changing society. Based on a wide reading of many sources, Printing and Prophecy contributes to the study of early modern literature, including how print changed the relationship among authors, readers, and texts. The prophetic and astrological texts the book examines document changes in early modern society that are particularly relevant to German studies and are key texts for understanding the development of science, religion, and popular culture in the early modern period.     Description: Coming in the wake of intense political and academic debate on the nature and development of the Arab Uprisings, Gramsci on Tahrir zeroes in on the complex dynamic of Egypt's revolution and counter-revolution. It shows how a Gramscian understanding of the revolutionary process provides a powerful instrument for charting the possibilities for an emancipatory project by the Egyptian subaltern classes. Central to De Smet’s argument is Gramsci’s interpretation of ‘Caesarism’, an occasion in which two evenly matched political opponents reach a potentially catastrophic stalemate; such an interplay between these forces can only end in mutual destruction. In applying this to the Egyptian revolution, we see how the Egyptian state was bereft of strong hegemonies and the people were replete with capable counter-hegemonies. The current situation in Egypt demonstrates how both national histories and global power relations enable, define and displace popular resistance and social transformation.

    Description: For the first time, this book examines the comparative impact of the Obama administration on the NATO and defense policies of European allies. Germany, Poland and Turkey serve as case studies to evaluate American policies vis-à-vis NATO Europe. All three are representative for the Alliance in various ways. Thus, the results of this book offer an outlook for NATO Europe and the Alliance as a whole. Despite the fact that all three countries are highly dependent on American security guarantees in theory and practice, the results of this study reveal different national responses. Indeed, the book demonstrates multi-, bi-, and unilateralization attempts in reaction to US engagement in and vis-à-vis NATO Europe. Hence, a better understanding of current developments within the Alliance as well as the basis for the future debate about the transatlantic organisation are provided. Aylin Matlé works for the Konrad-Adenauer-Stiftung e.V.; most recently, she worked for the foundation's Israel office in Jerusalem.     Description: The Netherlands played a remarkable role during the October War and the oil crisis of 1973. In secret, the Dutch government sent a substantial amount of ammunition and spare parts to Israel. The Dutch supported Israel also politically. Within the EC they vetoed a more pro-Arab policy. The Arab oil producing countries punished The Netherlands by imposing an oil embargo. The embargo against the Netherlands was intimidating. The Netherlands was dependent on Arab oil. The embargo seemed to threaten the Dutch position in the international oil sector. The government introduced several measures to reduce oil consumption. However, within two months it became clear that oil continued to arrive in Rotterdam. There was in fact no oil shortage in the Netherlands. The Netherlands even profited from the oil crisis. The energy situation in The Netherlands was much better than in other West European countries. The Dutch, therefore, rejected French plans for a more interventionist energy policy. Atlanticism and liberalism were the key words of the Dutch policy during the oil crisis. This book is the result of intensive research in all relevant Dutch archives. The authors had free access to all the files they wanted to see. They also used resources from other countries involved. Many politicians were interviewed. The result is a surprising analysis of the oil crisis of 1973, and of the Dutch role in particular. This title is available in the OAPEN Library - http://www.oapen.org.

    Description: The buildings erected in his native city by the Roman emperor Septimius Severus are amongst the most impressive and best-preserved in the Roman world. Because of their unique state of preservation, they give an unparalleled insight into what an architect with an imperial commission could do, when he had the building-materials and technical expertise of the entire empire at his disposal.〈br/>〈br/>The buildings excavated by Italian teams between the two World Wars were examined in detail by Ward-Perkins between 1948 and 1953. The study was never completed in his lifetime, though the drawings and much of the text existed at least in draft form. The present publication puts these in the public domain, together with Ward-Perkins' authoritative insights into the process by which such a grand project was executed.

    Description: St Peter's, Barton-upon-Humber, is a redundant medieval church in the care of English Heritage. As a result of a major program of research carried out between 1978 and 2007, it is now the most intensively studied parish church in the UK. Excavations between 1978 and 1984 investigated most of the interior of the building, as well as a swathe of churchyard around its exterior. At the same time, a stone-by-stone record and detailed archaeological study of the fabric and furnishings of the church was undertaken, continuing down to 2007. The twin aims of the project were to understand the architectural history and setting of this complex, multi-period building (Volume 1, Parts 1 and 2) and to recover a substantial sample of the population for palaeopathological study (Volume 2). An extensive program of historical and topographical research also took place in order to set the archaeological evidence firmly in context.

    Description: Black Gold and Blackmail seeks to explain why great powers adopt such different strategies to protect their oil access from politically motivated disruptions. In extreme cases, such as Imperial Japan in 1941, great powers fought wars to grab oil territory in anticipation of a potential embargo by the Allies; in other instances, such as Germany in the early Nazi period, states chose relatively subdued measures like oil alliances or domestic policies to conserve oil. What accounts for this variation? Fundamentally, it is puzzling that great powers fear oil coercion at all because the global market makes oil sanctions very difficult to enforce. Rosemary A. Kelanic argues that two variables determine what strategy a great power will adopt: the petroleum deficit, which measures how much oil the state produces domestically compared to what it needs for its strategic objectives; and disruptibility, which estimates the susceptibility of a state's oil imports to military interdiction—that is, blockade. Because global markets undercut the effectiveness of oil sanctions, blockade is in practice the only true threat to great power oil access. That, combined with the devastating consequences of oil deprivation to a state's military power, explains why states fear oil coercion deeply despite the adaptive functions of the market. Together, these two variables predict a state's coercive vulnerability, which determines how willing the state will be to accept the costs and risks attendant on various potential strategies. Only those great powers with large deficits and highly disruptible imports will adopt the most extreme strategy: direct control of oil through territorial conquest.

    Description: This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. The book demonstrates the impact of region-based elite clans on Tajikistan’s political trajectory in the twilight years of the Soviet era, and identifies objective and subjective factors that led to the civil war. It reconstructs the diverse spectrum of right-wing patriotic leagues and vigilante corps which, in support or in competition with law enforcement agencies, sought to counter the dual dangers of industrial militancy and revolutionary situations. Although considerable research has been done on the rise of socialist parties and trade unions the repressive policies of their opponents have been generally left unexamined. This book fills this gap by reconstructing the methods and strategies used by state authorities and employers to counter outbreaks of labour militancy on a global scale. It adopts a long-term chronology that sheds light on the shocks and strains that marked industrial societies during their turbulent transition into mass politics from the bitter social conflicts of the pre-war period, through the epochal tremors of war and revolution, and the violent spasms of the 1920s and 1930s. Offering a new angle of vision to examine the violent transition to mass politics in industrial societies, this is of great interest to scholars of policing, unionism and striking in the modern era.

On 12 March 2018, Mauritius celebrated fifty years as an independent nation amidst much fanfare. Yet behind the nation's official image of multicultural 'unity in diversity' lurk deep socio-economic inequalities and inter-ethnic tensions that are insistently critiqued in its literature. Against this backdrop, this book analyses how the idea of belonging - a sense of attachment to, and identification with, a place or people - is problematised in a range of contemporary francophone Mauritian novels. The island-nation's complex history and the multi-ethnic composition of its modern-day population mean that belonging is a central but fraught issue in both reality and fiction. Waters explores how diverse forms of affirmative, affective belonging intersect with, and are frequently inhibited by, exclusionary 'politics of belonging' at communal, national or international levels. Using an eclectic theoretical approach to the central concept of belonging, Waters offers in-depth textual analyses of novels by leading Mauritian writers Nathacha Appanah, Ananda Devi, Shenaz Patel, Bertrand de Robillard, Amal Sewtohul and Carl de Souza. Despite their thematic and formal diversity, these novels are shown to be characterised by a common rejection of dominant discourses of ethnic, diasporic affiliation and by a common commitment to the ongoing, future-orientated project of Mauritian nationhood. As such, this book offers an original insight into the dynamics of belonging and exclusion in diverse, multi-ethnic societies.

A wealth of information on ancient textiles is available from depictions such as sculpture, vase painting, figurines, reliefs and mosaics. Commonly represented in clothing, textiles are also present in furnishings and through the processes of textile production. The challenge for anyone analysing ancient iconography is determining how we interpret what we see. As preserved textiles rarely survive in comparable forms, we must consider the extent to which representations of textiles reflect reality, and critically evaluate the sources. Images are not simple replicas or photographs of reality. Instead, iconography draws on select elements from the surrounding world that were recognisable to the ancient audience, and reveal the perceptions, ideologies, and ideas of the society in which they were produced. Focusing on a set of Jewish communities, Robert Chazan tells how, by the eleventh century, French Jews had created for themselves a role as local merchants and moneylenders in adapting to the political, economic, and social limits imposed on them. French society, striving to become more powerful and civilized, was willing to extend aid and protection to the Jews in return for general stimulation of trade and urban life and for the immediate profit realized from taxation. While the authorities were relatively successful in protecting the Jews from others, there was no power to impose itself between the Jews and their protectors. The political and social well-being of the Jews was, therefore, dependent on the will of the governing authorities who taxed their holdings and regulated their activities. During the twelfth and thirteenth centuries, the position of the Jews was constantly under attack by reform elements in the church concerned with Jewish moneylending and blasphemous materials in Jewish books; these reformers were eventually devoted to a serious missionizing effort within the Jewish community. The Jews' situation was further complicated by deep popular animosity, expressing itself in a damaging set of slanders and occasionally in physical violence. Despite the impressive achievements of the Jews in medieval northern France, by the thirteenth century their community was increasingly constricted; and in 1306, they were expelled from royal France by Philip IV. Overcoming the handicap of a lack of copious source material, Chazan analyzes the Jews' political status, their relations with key elements of Christian society, their demographic development, their economic outlets, their internal organization, and their attitudes toward the Christian environment. As it highlights aspects of French society from an unusual perspective, Medieval Jewry in Northern France should be of special interest to the historian of medieval France as well as to the student of Jewish history. This story is also significant for all who are fascinated by the capacity of human groups to respond and adapt creatively to a hostile and limiting environment.

It is broadly held that Muslim women were silent and relegated to a purely private space until 1945, when the communist state “unveiled” and “liberated” them from the top down.  After systematic archival research in Bosnia, Croatia, Serbia, and Austria, Fabio Giomi challenges this view by showing:  How different sectors of the Yugoslav elite through association publications, imagined the role of Muslim women in post-Ottoman times, and how Muslim women took part in the construction or the contestation of these narratives.  How associa­tions employed different means in order to forge a generation of “New Muslim Women” able to cope with the post-Ottoman political and social circumstances.  And how Muslim women used the tools provided by the associations in order to pursue their own projects, aims and agendas.  The insights are relevant for today’s challenges facing Muslim women in Europe.     Description: The authors comprehensively analyze all the available information regarding the ritual practices of Slavic pre-Christian religion that can be found in written medieval texts. After investigating every kind of reference to such practices, they offer a reconstruction of Slavic pre-Christian religion on the basis of these medieval testimonies. In doing so, they overcome the challenges presented by the fact that all of these sources are indirect, since the Slavs did not acquire literacy until they became Christians. Thus the writers of these texts mostly professed a monotheistic religion, being Christians and in some cases Muslims. The picture that they offer is biased and determined by their own faith. The present analysis innovatively combines testimonies from every Slavic area (Eastern, Western, and Southern), showing their mutual correspondences and emphasizing the relationship between the Slavic pre-Christian religion and its Indo-European roots.

Topics range from virginity, women’s literacy, and medical discourse to affect, medievalism, and masculinity.     Description: At the time of his death in August 2012 Neville Alexander was undoubtedly one of South Africa’s foremost proponents of the philosophy of non-racialism. He had devoted his life to fighting against the evils of racism, sexism and economic injustice. He saw how these realities diminished the whole society, both the perpetrators and victims. And so he gave over his life as a scholar and a political activist to challenging these realities. This volume brings together the reflections of a group of activists and scholars on the significance of Neville Alexander to the cause of freedom and justice in South Africa. The reflections are essentially the keynote speeches and the responses to them that were made at a conference in Alexander’s honour held at the Centre for Non-Racialism and Democracy at the Nelson Mandela Metropolitan University in July 2013.

    Description: Okinawan life, at the crossroads of American militarism and Japanese capitalism, embodies a fundamental contradiction to the myth of the monoethnic state. Suspended in a state of exception, Okinawans have never been officially classified as colonial subjects of the Japanese empire or the United States, nor have they ever been treated as equal citizens of Japan. As a result, they live amid one of the densest concentrations of U.S. military bases in the world. By bringing Foucauldian biopolitics into conversation with Japanese Marxian theorizations of capitalism, Alegal uncovers Japan's determination to protect its middle class from the racialized sexual contact around its mainland bases by displacing them onto Okinawa, while simultaneously upholding Okinawa as a symbol of the infringement of Japanese sovereignty figured in terms of a patriarchal monoethnic state. This symbolism, however, has provoked ambivalence within Okinawa. In base towns that facilitated encounters between G.I.s and Okinawan women, the racial politics of the United States collided with the postcolonial politics of the Asia Pacific. Through close readings of poetry, reportage, film, and memoir on base-town life since 1945, Shimabuku traces a continuing failure to "become Japanese." What she discerns instead is a complex politics surrounding sex work, tipping with volatility along the razor's edge between insurgency and collaboration. At stake in sovereign power's attempt to secure Okinawa as a military fortress was the need to contain alegality itself-that is, a life force irreducible to the legal order. If biopolitics is the state's attempt to monopolize life, then Alegal is a story about how borderland actors reclaimed the power of life for themselves. In addition to scholars of Japan and Okinawa, this book is essential reading for anyone interested in postcolonialism, militarism, mixed-race studies, gender and sexuality, or the production of sovereignty in the modern world.     Description: This chapter examines the writings of the renowned late-eighteenth-century Moroccan ambassador Ibn Uthmân Al-Meknassî, the first known traveller from his country to leave an account of European quarantine as experienced during his two diplomatic missions in Spain’s Ceuta (1779) and Malta’s Valletta (1782). It shows that quarantine, on the one hand, acted as a marker of otherness by which Ibn Othman was identified as a Muslim, though this was not a uniform process, owing to the fact that significant differences existed in the degree of alterity experienced in Spain and Malta, and indeed other parts of the Mediterranean. The subjective opinion on quarantine, on the other hand, was also one of the means through which Ibn Uthmân situated himself within Makhzen (Moroccan government) elites at a time when a division between those who declared themselves in favour of European-style modernisation and those who advocated a rejection of European novelties was already visible.

    Description: The Eve of Spain demonstrates how the telling and retelling of one of Spain’s founding myths played a central role in the formation of that country’s national identity. King Roderigo, the last Visigoth king of Spain, rapes (or possibly seduces) La Cava, the daughter of his friend and counselor, Count Julian. In revenge, the count travels to North Africa and conspires with its Berber rulers to send an invading army into Spain. So begins the Muslim conquest and the end of Visigothic rule. A few years later, in Northern Spain, Pelayo initiates a Christian resistance and starts a new line of kings to which the present-day Spanish monarchy traces its roots.Patricia E. Grieve follows the evolution of this story from the Middle Ages into the modern era, as shifts in religious tolerance and cultural acceptance influenced its retelling. She explains how increasing anti-Semitism came to be woven into the tale during the Christian conquest of the peninsula—in the form of traitorous Jewish conspirators. In the sixteenth century, the tale was linked to the looming threat of the Ottoman Turks. The story continued to resonate through the Enlightenment and into modern historiography, revealing the complex interactions of racial and religious conflict and evolving ideas of women’s sexuality.In following the story of La Cava, Rodrigo, and Pelayo, Grieve explains how foundational myths and popular legends articulate struggles for national identity. She explores how myths are developed around few historical facts, how they come to be written into history, and how they are exploited politically, as in the expulsion of the Jews from Spain in 1492 followed by that of the Moriscos in 1609. Finally, Grieve focuses on the misogynistic elements of the story and asks why the fall of Spain is figured as a cautionary tale about a woman’s sexuality.

Forced to submit to a medical inspection that revealed a woman's body, Don Antonio confessed to having been María Yta, but continued to assert his maleness and claimed to have a functional "member" that appeared, he said, when necessary. Passing to América is at once a historical biography and an in-depth examination of the sex/gender complex in an era before "gender" had been divorced from "sex." The book presents readers with the original court docket, including Don Antonio's extended confession, in which he tells his life story, and the equally extraordinary biographical sketch offered by Felipa Ybañez of her "son María," both in English translation and the original Spanish. Thomas A. Abercrombie's analysis not only grapples with how to understand the sex/gender system within the Spanish Atlantic empire at the turn of the nineteenth century but also explores what Antonio/María and contemporaries can teach us about the complexities of the relationship between sex and gender today. Passing to América brings to light a previously obscure case of gender transgression and puts Don Antonio's life into its social and historical context in order to explore the meaning of "trans" identity in Spain and its American colonies.     Description: Clachtoll broch is one of the most spectacular Iron Age settlements on the northern mainland of Scotland. When it became clear that the structure was threatened by coastal erosion, community heritage group Historic Assynt launched a major program of conservation and excavation works designed to secure the vulnerable structure and recover the archaeological evidence of its occupation and use. The resulting excavation provided evidence of a long and complex history of construction and rebuilding, with the final, middle Iron Age occupation phase ending in a catastrophic fire and collapse of the tower by the early years of the first century AD. The internal deposits span perhaps 50 years of the brochsquo;s final occupation and were remarkably well preserved, with no evidence for secondary re-use or disturbance after the fire. As a result, the excavation provides a remarkable snapshot of life in Iron Age Scotland, with an artifact assemblage attesting to daily agricultural life as well as long-range contacts that sets the broch within a wider Atlantic community. Specialist analysis of the artifactual and palaeoenvironmental evidence coupled with detailed analysis of the structure in its local geographical context combine to provide a major new contribution to the archaeology of north-west Scotland, with wider implications for our understanding of late prehistoric society in northern Britain.This report comprises the results of the archaeological investigations at Clachtoll, compiled by a team of archaeologists and specialists from AOC Archaeology Group, and brings together evidence from a range of specialist analyses as well as environmental and landscape investigations.

    Description: This book examines the afterlife of decolonization in the collective memory of the Netherlands. It offers a new perspective on the cultural history of representing the decolonization of the Dutch East Indies, and maps out how a contested collective memory was shaped. Taking a transdisciplinary approach and applying several theoretical frames from literary studies, sociology, cultural anthropology and film theory, the author reveals how mediated memories contributed to a process of what he calls “unremembering.” He analyses in detail a broad variety of sources, including novels, films, documentaries, radio interviews, memoires and historical studies, to reveal how five decades of representing and remembering decolonization fed into an unremembering by which some key notions were silenced or ignored. The author concludes that historians, or the historical guild, bear much responsibility for the unremembering of decolonization in Dutch collective memory.

In early 1772, a coup led to his execution, giving rise to European outcry and fascination with the radical political experiment of Denmark.

    Description: The history of decolonization is usually written backward, as if the end-point (a world of juridically equivalent nation-states) was known from the start. But the routes out of colonial empire appear more varied. Some Africans sought equal rights within empire, others to federate among themselves; some sought independence. In London or Paris, officials realized they had to reform colonial empires, but not necessarily give them up. The idea of “development” became a way to assert that empires could be made both more productive and more legitimate. Frederick Cooper explores how these alternative possibilities narrowed between 1945 and approximately 1960.

    Evaluating Novel Threats to the Homeland (2023)

    Description: Changes in technology and adversary behavior will invariably produce new threats that must be assessed by defense and homeland security planners. An example of such a novel threat is the use of cruise missiles or unmanned aerial vehicles (UAVs) by terrorist groups. Individual threats cannot be assessed in isolation, however, since adversaries always have many options for staging attacks. To examine this threat, RAND utilized a ?red analysis of alternatives? approach, wherein the benefits, costs, and risks of different options are considered from the point of view of a potential adversary. For several types of attacks, the suitability of these systems was compared against other options. This approach can help defense planners understand how the capabilities that different attack modes provide address key adversary operational problems. Given the insights this analysis produced about when these systems would likely be preferred by an attacker, RAND explored defensive options to address the threat. UAVs and cruise missiles represent a ?niche threat? within a larger threat context; therefore, defenses were sought that provide common protection against both this and other asymmetric threats. The monograph concludes with a discussion of cross-cutting lessons about this threat and the assessment of novel threats in general.
