    Description: Designing Governance Structures for Performance and Accountability discusses how formal and informal governance structures in Australia, the People’s Republic of China (PRC) and Taiwan may be designed to promote performance and to ensure accountability. The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. Chapters cover theories of organisational forms and functions in public administration, the ‘core’ agency structures used in the different jurisdictions, the structures used to deliver public services (including non-government organisational arrangements) and other ‘non-core’ agency structures such as government business enterprises, regulatory organisations and ‘integrity’ organisations. A particular emphasis is placed on the institutional arrangements the executive arm of government uses for advising on and implementing government policies and programs. Although the book explores arrangements and developments within very different political governance systems, the purposes of the structures are similar: to promote performance and accountability. This book is a companion volume to Value for Money: Budget and Financial Management Reform in the People’s Republic of China, Taiwan and Australia (ANU Press, 2018).

    Description: This book is volume two of the writings of David Sissons, who first established his academic career as a political scientist specialising in Japanese politics, and later shifted his focus to the history of Australia–Japan relations. In this volume, we reproduce his writings on Japanese politics, the Pacific War and Australian war crimes trials after the war. He was a pioneer in these fields, carrying out research across cultural and language borders, and influenced numerous researchers who followed in his footsteps. Much of what he wrote, however, remained unpublished at the time of his death in 2006, and so the editors have included a selection of his hitherto unpublished work along with some of his published writings.

It brings together 36 contributors who analyse voter behaviour, campaign strategies, regional variations, polling, ideology, media and the new importance of memes and digital campaigning. Morrison’s victory underlined the continuing trend toward the personalisation of politics and the loss of trust in political institutions, both in Australia and across western democracies. Morrison’s Miracle is indispensable for understanding the May 2019 Coalition victory, which surprised many observers and confounded pollsters and political pundits.

    Ma'afu, prince of Tonga, chief of Fiji: The life and times of Fiji’s first Tui Lau (2021)

    Description: Enele Ma`afu, son of Aleamotu`a, Tu`i Kanokupolu, grew up during a time of unprecedented social and political change in Tonga following the advent of Christianity. Moving to Lau, Fiji, in 1847 when he was about 21, he skilfully exploited kinship links to establish a power base there and in eastern Cakaudrove. His achievements were recognised in 1853 when his cousin King Tupou I appointed Ma`afu as Governor of the Tongans in Fiji. Acting as a putative champion of the lotu, Ma`afu undertook successful military campaigns elsewhere in Fiji and, after adding the Yasayasa Moala and the Exploring Isles to the nascent Lauan state, he was able to establish the Tovata ko Lau, a union of Lau, Cakaudrove and Bua, with himself as head. His power was formally recognised in 1869 when the Lauan chiefs appointed him as Tui Lau, a new title in the polity of Fiji. Ma`afu was now able to challenge Cakobau for the mastery of Fiji. After serving as Viceroy during the farcical planter oligarchy known as the Kingdom of Fiji, Ma`afu underwent a severe humiliation when, in order to maintain his power in Lau, he was forced to accede to the wishes of Fiji’s other great chiefs in offering their islands to Great Britain. He would end his days as Roko Tui Lau, a ‘subordinate administrator’ in the Crown Colony of Fiji, presiding over a province characterised by corruption and maladministration but where the legacy of his earlier innovative land reforms has endured.

    Description: The global economic downturn that followed the collapse of major US financial institutions is no doubt the most significant crisis of our times. Its effects on corporate and governmental balance sheets have been devastating, as have been its impacts on the employment and well being of tens of millions of citizens. It continues to pose major challenges to national policymakers and institutions around the world. Managing public uncertainty and anxiety is vital in coping with financial crises. This requires not just prompt action but, most of all, persuasive communication by government leaders. At the same time, the very occurrence of such crises raises acute questions about the effectiveness and robustness of current government policies and institutions. With the stakes being so high, defining and interpreting what is going on, how and why it happened, and what ought to be done now become key questions in the political and policy struggles that crises invariably unleash. In this volume, we study how heads of government, finance ministers and national bank governors in eight countries as well as the EU engage in such ‘framing contests’, and how their attempts to interpret the cascading events of the economic downturn were publicly received. Using systematic content analysis of speeches and media coverage, this volume offers a unique comparative assessment of public leadership in times of crisis.

    Description: Elections can increase tension in ethnically divided societies, like Fiji. The way constituencies are drawn and votes counted can also affect the result. First-past-the post can deliver lopsided results, while proportional representation may give excessive influence to small, fringe parties. Fiji’s Constitution Review Commission believed a system of alternative voting in ethnically mixed constituencies would encourage politicians, and parties, to take into account the interests of other ethnic groups.     Description: The women’s health movement shocked and scandalised when it burst into Australian politics in the early 1970s. It cast the light of day onto taboo subjects such as sexual assault, abortion and domestic violence, provoking outrage and condemnation. Some of the services women created for themselves were subjected to police raids; sex education material was branded ‘indecent’. Moreover, women dared to criticise revered institutions, such as the medical system. Yet for all its perceived radicalism, the movement was part of a much broader and relatively conventional international health reform push, which included the ‘new’ public health movement, the community health centre movement and, in Australia, the Aboriginal health movement, all of which were critical of the way medical systems had been organised during the 20th century. The women who joined the movement came from diverse backgrounds and included immigrant and refugee women, Aboriginal women and Anglo women. Initially, groups worked separately for the most part but as time went on, they found ways to cooperate and collaborate. This book presents an account of the ideas, the diverse and shared efforts and the enduring hard work of women’s health activists, drawn together in one volume for the first time. This relentless activism gradually had an impact on public policy and slowly brought forth major attitudinal changes. The book also identifies the opportunities for health reform that were created along the way, opportunities which deserve to be more fully embraced.

    Description: The Prosperous Justice Party (PKS) is the most interesting phenomenon in contemporary Indonesian politics. Not only is it growing rapidly in membership and electoral support, it is also bringing a new and markedly different approach to Islamic politics, one which has no precedent in Indonesian history. Understanding PKS and analysing its political behaviour presents challenges to scholars and observers. This is partly due to the fact that the party represents a new trend within Indonesian Islam which has few parallels with preceding movements. Yon Machmudi has rendered us a valuable service. In this book, he provides a thoughtful and authoritative context for viewing PKS. He critiques the existing categorisations for Indonesian Islam and points to their inadequacy when describing the PKS and the campus-based Tarbiyah movement from which it sprang. He reworks the santri typology, dividing it into convergent, radical and global substreams. This offers new possibilities for explaining the PKS phenomenon and assists in differentiating between various types of Islamic revivalism in contemporary Indonesia. It also allows a more understanding of the accommodatory stance which PKS has towards the state and other political forces. Yon’s text provides a good overview of the development of PKS from its Tarbiyah movement origins to its impressive success at the 2004 general elections. It considers the party’s attitude towards the issues of sharia implementation and community welfare and closes by examining the future challenges facing PKS. It is a well written and authoritative account from a scholar who has done wideranging research on the party.

    Description: By 2000, a ruthless military regime had ruled Myanmar for more than a decade, polarising opinion inside and outside Burma/Myanmar — with Western countries locked into non-UN sanctions and Asian countries and the rest of the world locked into unenthusiastic cooperation with Myanmar. While the United Nations and its agencies faced numerous obstacles as they sought to encourage national reconciliation in Myanmar, conditions in Myanmar were slowly starting to change. With a reform faction in charge, the military regime itself after 1999 slowly began experimenting with modest changes, before committing in 2008 to transfer power via a constitutional referendum and national elections, both of which it effectively controlled. This book provides the first eyewitness account of the early reform experiments.

    Description: ‘The Ayes Have It’ is a fascinating account of the Queensland Parliament during three decades of high-drama politics. It examines in detail the Queensland Parliament from the days of the ‘Labor split’ in the 1950s, through the conservative governments of Frank Nicklin, John Bjelke- Petersen and Mike Ahern, to the fall of the Nationals government led briefly by Russell Cooper in December 1989. The volume traces the rough and tumble of parliamentary politics in the frontier state. The authors focus on parliament as a political forum, on the representatives and personalities that made up the institution over this period, on the priorities and political agendas that were pursued, and the increasingly contentious practices used to control parliamentary proceedings. Throughout the entire history are woven other controversies that repeatedly recur – controversies over state economic development, the provision of government services, industrial disputation and government reactions, electoral zoning and disputes over malapportionment, the impost of taxation in the ‘low tax state’, encroachments on civil liberties and political protests, the perennial topic of censorship, as well as the emerging issues of integrity, concerns about conflicts of interest and the slide towards corruption. There are fights with the federal government – especially with the Whitlam government – and internal fights within the governing coalition which eventually leads to its collapse in 1983, after which the Nationals manage to govern alone for two very tumultuous terms. On the non-government side, the bitterness of the 1950s split was reflected in the early parliaments of this period, and while the Australian Labor Party eventually saw off its rivalrous off-shoot (the QLP-DLP) it then began to implode through waves of internal factional discord.

The region has experienced, what Kiribati President Anote Tong has aptly called, a ‘paradigm shift’ in ideas about how Pacific diplomacy should be organised, and on what principles it should operate. Many leaders have called for a heightened Pacific voice in global affairs and a new commitment to establishing Pacific Island control of this diplomatic process. This change in thinking has been expressed in the establishment of new channels and arenas for Pacific diplomacy at the regional and global levels and new ways of connecting the two levels through active use of intermediate diplomatic associations. The New Pacific Diplomacy brings together a range of analyses and perspectives on these dramatic new developments in Pacific diplomacy at sub-regional, regional and global levels, and in the key sectors of global negotiation for Pacific states – fisheries, climate change, decolonisation, and trade.

    Description: His admirers said he was a charismatic leader with a dazzling smile, a commoner following an ancient tradition of warrior service on behalf of an indigenous people who feared marginalisation at the hands of ungrateful immigrants. One tourist pleaded with him to stage a coup in her backyard; in private parties around the capital, Suva, infatuated women whispered ‘coup me baby’ in his presence. It was so easy to overlook the enormity of what he had done in planning and implementing Fiji’s first military coup, to be seduced by celebrity, captivated by the excitement of the moment, and plead its inevitability as the final eruption of long-simmering indigenous discontent. A generation would pass before the consequences of the actions of Fiji’s strongman of 1987, Sitiveni Rabuka, would be fully appreciated but, by then, the die had been well and truly cast. The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait. This is Fiji’s very human story.

    Description: For centuries scholars and practitioners have studied parliament and its potential reform from an institutional perspective. Until now, few authors have addressed in depth the internal relationships among parliamentary actors, their competing beliefs and their influence on parliament's effectiveness. Parliament is overwhelmingly an agonistic institution, and competition for status, resources, influence and control has pervaded its administration and impeded reform. Parliaments appear to struggle with the concept of institutional management. The doctrine of exclusive cognisance or sole jurisdiction implies that parliament, and only parliament, should retain control of its internal business and processes. But why is parliament considered to be unique among other public institutions, and why do parliaments appear to resist or even defy attempts to manage them more effectively? At a time when the public is losing confidence in governments, politics and political institutions, parliament’s role as a broker of ideas and a forum for deliberative policymaking is under threat. In an institution where no one has overall authority and direction, staying relevant and managing public expectations present major challenges for its members and administrators. This book examines parliamentary management in the national parliaments of Australia and the United Kingdom. Without claiming to be a 'how to’ book, it attempts to provide a relatable account of how parliamentary officials and members of parliament carry out their inherently complex roles and how they might be assisted by contemporary public management approaches.

Drawing on his experience in both the public and private sectors – and citing academic research across the fields of public sector management, industrial organisation, and corporate strategy – Barry Ferguson argues the case for the careful selection and application of private sector management concepts to the public service, both for their ability to strengthen the public service and inform public policy. These include competitive advantage, competitive positioning, horizontal strategy and organisational design, and innovation as an all-encompassing organisational adjustment mechanism to a changeable environment.     Description: The September 2014 elections in Fiji was one of the most anticipated in the history of the country, coming after eight years of military rule and under a radically new constitution that introduced a system of proportional representative (PR) and without any reserved communal seats. The election was won overwhelmingly by FijiFirst, a party formed by 2006 coup leader Frank Bainimarama. He subsequently embarked on a process of shifting the political configuration of Fijian politics from inter-ethnic to trans-ethnic mobilisation. The shift has not been easy in terms of changing people’s perceptions and may face some challenges in the longer term, despite Bainimarama’s clear victory in the polls. Ethnic consciousness has the capacity to become re‑articulated in different forms and to seek new opportunities for expression.     Description: Based on New Zealand Election Study (NZES) data from a sample of 2,830 eligible voters, A Bark But No Bite explores a puzzle. While there was a lot of talk about inequality before the 2014 general election in New Zealand, and during the campaign, concern about inequality appeared to have no tangible effect on the election outcome. This book shows that, by its attention to the concerns of middle ground voters, the National Government had reduced the potential of policy differences to drive voter choices. Perceptions of competence and effective leadership were National’s strongest suit, crowding out voter concerns over matters of policy. When voters did consider policy, inequality and related concerns were second to the economy. Traditional priorities about health and education, and perceptions of party differences on these matters, had faded into the background. Meanwhile, voters doubted the opposition Labour Party’s ability to govern effectively in an alternative coalition to that of the National-led government. Labour’s policies were too many. In various ways, they would have chipped away at inequality, but lacked a coherent narrative and presentation. This book confirms that Labour’s proposal to increase the age for receipt of New Zealand superannuation gained Labour no new votes. Hopes that the ‘missing million’ people who failed to turn out to vote in 2011 would vote in 2014 and give an advantage to the left were unfulfilled. A comprehensive study of the 2014 election, this book provides a detailed account of all these findings, and a host of others.

    Description: Fiji, post-independence, has seen several governments, two military coups and, amidst sweeping social, economic and political changes, the presence of divisive identity politics in its journey towards a united, collective Fiji community. This republished edition of Confronting Fiji Futures takes in these landmark events and eventualities, and aims at a forward-looking assessment of the realities facing Fiji in the present and the future. It focuses on the period of the coups up to and including the 1999 general elections, when an explicitly multiethnic party won government in a surprise landslide result. This book is the result of a collaborative research project based at the Institute of Social Studies, The Hague, in the Netherlands — an institution with a long tradition of collaborative teaching, research and advisory services in the South Pacific region. It aims to present a range of relevant issues from a number of vantage points. It has brought together a strong diversity of authors led by A.     Description: This study examines the role of coercion in the unification of the Hawaiian Islands by Kamehameha I between 1782 and 1812 at a time of increasing European contact. Three interrelated themes in Hawaiian political evolution are examined: the balance between coercion and consent; the balance between general structural trends and specific individual styles of leadership and historical events; and the balance between indigenous and European factors. The resulting synthesis is a radical reinterpretation of Hawaiian warfare that treats it as an evolving process heavily imbued with cultural meaning. Hawaiian history is also shown to be characterised by fluid changing circumstances, including crucial turning points when options were adopted that took elements of Hawaiian society on paths of development that proved decisive for political unification. These watershed moments were neither inevitable nor predictable. Perhaps the greatest omission in the standard discourse on the political evolution of Hawaiian society is the almost total exclusion of modern indigenous Hawaiian scholarship on this topic. Modern historians from the Hawai‘inuiākea School of Hawaiian Knowledge at the University of Hawaii at Mānoa argue that political leadership and socioeconomic organisation were much more concensus-based than is usually allowed for. Above all, this study finds modern indigenous Hawaiian studies a much better fit with the historical evidence than more conventional scholarship.

    Description: Histories of the colonisation of Australia have recognised distinct periods or eras in the colonial relationship: 'protection' and ‘assimilation’. It is widely understood that, in 1973, the Whitlam Government initiated a new policy era: ‘self-determination’. Yet, the defining features of this era, as well as how, why and when it ended, are far from clear. In this collection we ask: how shall we write the history of self-determination? How should we bring together, in the one narrative, innovations in public policy and Aboriginal and Torres Strait Islander initiatives? How (dis)continuous has ‘self-determination’ been with ‘assimilation’ or with what came after? Among the contributions to this book there are different views about whether Australia is still practising ‘self-determination’ and even whether it ever did or could. This book covers domains of government policy and Indigenous agency including local government, education, land rights, the outstation movement, international law, foreign policy, capital programs, health, public administration, mission policies and the policing of identity. Each of the contributors is a specialist in his/her topic. Few of the contributors would call themselves ‘historians’, but each has met the challenge to consider Australia’s recent past as an era animated by ideas and practices of Indigenous self-determination.

    Description: Papua New Guinea’s general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.

    Description: The ‘spectre of populism’ might be an apt description for what is happening in different parts of the world, but does it apply to New Zealand? Immediately after New Zealand’s 2017 general election, populist party New Zealand First gained a pivotal role in a coalition with the Labour Party, leading some international observers to suggest it represented a populist capture of the government. The leader of New Zealand First, Winston Peters, justified his support for Labour as necessary to allow capitalism to ‘regain … its human face’. The new prime minister, Jacinda Ardern, spoke of a kinder, inclusive politics. This book draws on the 2017 New Zealand Election Study to uncover New Zealanders’ political attitudes and preferences post-election. Its authors ask: is New Zealand now A Populist Exception? Through detailed empirical analyses of how populism and authoritarianism affected vote choice, opinions about immigration, satisfaction with democracy and the relevance of gender and indigeneity to these issues, this book finds that New Zealand politics today does not reflect the international trend toward ideological polarisation and electoral volatility. The authors argue that inclusive forms of populism can be pluralist if a leader’s rhetorical approach recognises ‘the people’ as diverse and encompassing. A Populist Exception? concludes that although populism has long been a strong current in New Zealand history, contemporary New Zealand exhibits a moderate form of populism, with liberal and pluralist values in balance with a strong commitment to majoritarian democracy.

    Description: This book aims to reflect on the experiential side of writing political lives in the Pacific region. The collection touches on aspects of the life writing art that are particularly pertinent to political figures: public perception and ideology; identifying important political successes and policy initiatives; grappling with issues like corruption and age-old political science questions about leadership and ‘dirty hands’. These are general themes but they take on a particular significance in the Pacific context and so the contributions explore these themes in relation to patterns of colonisation and the memory of independence; issues elliptically captured by terms like ‘culture’ and ‘tradition’; the nature of ‘self’ presented in Pacific life writing; and the tendency for many of these texts to be written by ‘outsiders’, or at least the increasingly contested nature of what that term means.
