Description: Consideration of the feasibility of a 'sortie' type mission in which a manned laboratory is carried into near-earth orbit for a 7- to 30-day mission and is then returned to earth for reconfiguration and subsequent reflight. The fundamental difference in approach between the proposed Spacelab and concepts previously considered for space stations is that the spacelab will remain attached to the Shuttle Orbiter during its entire mission in space. An important trend in the design approach is the introduction of structural modularity of the Spacelab. Another factor which has been a significant design consideration is the need to properly balance the Shuttle and Spacelab configuration over a wide range of aerodynamic regimes and landing conditions. Also considered are the requirements which may be placed on the laboratory by potential users in fields of science and space applications.

Description: Description of the technological building blocks required for exploring the outer planets with maximum scientific yields under stringent resource constraints. Two generic spacecraft types are considered: the Mariner and the Pioneer. Following a discussion of the outer planet mission constraints, the evolutionary development of spacecraft, probes, and propulsion building blocks is presented. Then, program genealogies are shown for Pioneer and Mariner missions and advanced propulsion systems to illustrate the soundness of a program based on spacecraft modification rather than on the development of new spacecraft for each mission. It is argued that, for minimum costs, technological advancement should occur in an evolutionary manner from mission to mission. While this strategy is likely to result in compromises on specific missions, the realization of the overall objectives calls for an advance commitment to the entire mission series.

Description: Compared to metallic vessels, filament-wound vessels for containment of cryogens and high pressure gases offer high potential weight savings for NASA spacecraft applications. Since carbon fiber/epoxy resin composites exhibit high strength-to-density ratios, high-cycle fatigue life, and excellent strain compatibility with internal metallic liners, filament-wound carbon fiber/epoxy resin composites were evaluated for application to cryogenic internal pressure vessels. Compared to room temperature values, the cryogenic strengths of the composites were reduced by about 15% at -423 F (with the exception of one composite) while moduli increased as much as 25%. Filament-wound carbon fiber/epoxy resin vessel specimens, made by three fabricators, defined and solved problems in the processing of these friable high-modulus fibers into structurally efficient vessel specimens.

Description: It is pointed out that a contradiction between boundless space and limited resources has put the space program in the distressing position of cutting good and worthy projects from its activities during this decade. One approach to ameliorate the situation is to increase the productivity of space activities by greater utilization of the equipment developed for its projects. The Space Shuttle constitutes the first big step in that direction. The reusable character of the Shuttle orbiter will cut operational costs by permitting recovery and reuse of payload equipment through routine round-trip operations to space.

Description: It is argued that the numerous factors governing the development and use of low-cost payload systems must be analyzed from a total systems viewpoint covering design, standardization, reuse, and refurbishment operations both in orbit and on the ground. Standardization of payloads for use with different transportation systems is shown to require extensive management studies involving cooperation between users and the technical community. Problems and potential solutions are identified in areas of orbital and ground-based refurbishment, and candidate vehicle systems are discussed for delivery, repair, replacement, and resupply of systems in orbit.

Description: Review of the considerations leading to the development of the Space Shuttle system, followed by a description of the system and an analysis of the current program development status. The Space Shuttle system arose out of a need for a reusable vehicle that could routinely carry large payloads (up to 65,000 lb) into earth orbit and return on a cost-effective basis. The system, as currently baselined, consists of a manned reusable Orbiter vehicle and the booster hardware for ground launching. The proposed Orbiter will be 123 feet long, double delta-winged, and roughly the size of a DC-9. The Orbiter will normally carry a crew of four who will work without space suits in a shirtsleeve environment. The Orbiter will be boosted into space through the simultaneous operation of two solid propellant booster rockets and the Orbiter's three high-pressure liquid oxygen/liquid hydrogen main engines. The Orbiter will have reusable external insulation, since each vehicle will have a design life of ten years.

Description: A new space transportation concept which is consistent with the need for more cost effective space operations has been developed. The major element of the Space Transportation System (STS) is the Space Shuttle. The rest of the system consists of a propulsive stage which can be carried within the space shuttle to obtain higher energy orbits. The final form of this propulsion stage will be called the Space Tug. A third important element, which is not actually a part of the STS since it has no propulsive capacity, is the Space Laboratory. The major element of the Space Shuttle is an aircraft-like orbiter which contains the crew, the cargo, and the liquid rocket engines in the rear.

Description: More than half of the planned payload programs require a velocity increment beyond that nominally provided by the Space Shuttle. The reusable Space Tug system can satisfy this placement requirement and, in addition, can provide other, vital operational services for payloads in the 1980s. To realize maximum operational and economic benefits, it is desired that an orbital propulsive stage such as the Space Tug be available concurrently with Space Shuttle initial operations. Potential tug missions, significant interfaces, system characteristics, and configuration alternatives are discussed in conjunction with salient program planning factors.

Description: Preventive and remedial conceptual approaches may be employed to enhance the safety of space flight operations. The preventive approach makes use of components of high reliability and the incorporation of redundancy in crew safety-related functions. According to the second conceptual approach the means are to be provided to cope with accidents when they arise. The remedial means include onboard systems, pre-positioned aids, and earth-launched systems. Reports or papers dealing with rescue and survival systems of various types are considered, and a summary of the results of space escape, rescue, and survivability investigations is presented.

Description: The Large Space Telescope (LST) will be a unique facility which must be designed to serve the needs of all potential users throughout the world. This requires that a representative group of astronomers work intimately with the engineers in the early design of the telescope and that astronomers continue to be closely involved in the planning throughout the life of the project. Forty scientists are now defining the auxiliary instruments and their operation. Later, others will build instruments and participate in assigning observing time on the telescope, on the basis of the scientific merit of the proposed observation.

Description: The space shuttle concept, generated to meet the stringent requirement for a low-cost transportation system for further exploration and utilization of space, is discussed. By virtue of being a recoverable and reusable delivery vehicle, the space shuttle will provide a substantial reduction in recurring expenses associated with expendable launch vehicles. With its generous volume capacity and weight capability, the shuttle will have a drastic impact on all payloads, regardless of their destination, and will be able to recover spacecraft on a cyclic basis in order to permit their updating and refurbishing for later reuse. The shuttle's maintenance responsibilities may also involve performing scheduled or unscheduled repairs of malfunctioning satellites, either in orbit or after landing. The impact of the space shuttle, as a research laboratory, on the method of space experimentation has even more far-reaching implications.

Description: Detailed outline of the research, development, and actual operational usage of emergency systems starting with the X-15 program and continuing through the early Mercury, Gemini, and Apollo programs into future space station and planetary missions. The changing nature of the risk that confronts space flight system designers as program objectives are expanded is discussed. It is shown how risk complexity increased as space programs moved from a ballistic or low earth orbit mission on to lunar and ultimately planetary research efforts. Performance criteria for those emergency systems that have been designed are included. Aspects of feasibility are considered.

Description: An additional propulsive stage, carried in the payload bay, will be necessary for delivery of payloads to orbits beyond those which can be reached by the Shuttle alone. The concept of a reusable third stage, or Space Tug, has been under study for several years. Aspects of space tug operations planning are discussed together with payload studies, shuttle third stage program options, expendable stage studies, growth stage studies, and engine studies. Studies concerning reusable space tugs are considered, giving attention to a minimum development cost tug, a direct developed tug for 1983 operational capability, and a phased developed tug. Payload requirements are examined along with shuttle interface requirements, ground operations, and program options.
