    Description: Based on a research project of the University of Tuscia and of the Alta Scuola SPI-CGIL, the volume delves into Bruno Trentin’s intellectual and political thought, from the CGIL General Secretary to his role in the European Parliament. A network of transnational relationships emerges, stretching from the USA to Europe, from Latin America to South Africa, from the Mediterranean to the Middle East. The ‘Sindacato dei Diritti’ and the European project of the CGIL are thus transferred into the socialist family, in line with Delors’ proposal of a Federation of Nation States, and into the battle of the ‘Spinelli Group’ in favour of the coordination of economic and social policies, of the European Constitution, and of a united Europe in foreign policy and defence. The volume is enriched by unpublished documents in Italian, French, English and Spanish.

    Description: This book examines the impacts of land tenure reform interventions implemented in Benin, Ethiopia, Rwanda, and Zimbabwe. Since 2000, many African countries have introduced programs aimed at providing smallholder farmers with low-cost certificates for land held under customary tenure. Yet there are many contending views and debates on the impact of these land policies and this book reveals how tenure security, agricultural productivity, and social inclusion were affected by the interventions. It analyses the results of carefully selected, authoritative studies on interventions in Benin, Ethiopia, Rwanda, and Zimbabwe and applies a realist synthesis methodology to explore the socio-political and economic contexts. Drawing on these results, the book argues that inadequate attention paid to the core characteristics of rural social systems obscures the benefits of customary tenure while overlooking the scope for reforms to reduce the gaps in social status among members of customary communities. This book will be of great interest to students and scholars of land management and use, land and property law, tenure security, agrarian studies, political economy, and sustainable development. It will also appeal to development professionals and policymakers involved in land governance and land policy in Africa.

    Description: By the early ninth century, the responsibility for a series of social, religious and political transformations had become an integral part of running the Carolingian empire. This became especially clear when, in 813/4, Louis the Pious and his court seized the momentum generated by their predecessors and broadened the scope of these reforms ever further. These reformers knew they represented a movement greater than the sum of its parts; the interdependence between those wielding imperial authority and those bearing responsibility for ecclesiastical reforms was driven by comprehensive, yet still surprisingly diverse expectations.Taking this diversity as a starting point, this book takes a fresh look at the optimistic first decades of the ninth century. Pride Parades and LGBT Movements contributes to a better understanding of LGBT protest dynamics through a comparative study of eleven Pride parades in seven European countries　– Czech Republic, Italy, Netherlands, Poland, Sweden, Switzerland, the UK　– and Mexico. Peterson, Wahlström and Wennerhag uncover the dynamics producing similarities and differences between Pride parades, using unique data from surveys of Pride participants and qualitative interviews with parade organizers and key LGBT activists. The general public often assumes that different generations have different political leanings and beliefs—that the Silent Generation is all Republican, white, and conservative, or that Millennials are liberal and diverse—but are these assumptions true?     Description: This book examines how the COVID-19 pandemic has engendered a new and challenging environment in which borders drawn around people, places, and social structures have hardened and new ones have emerged. Over the course of the COVID-19 pandemic, borders closed or became unwelcoming at the international, national, sub-national, and local levels. Debate persists as to whether those countries and territories that tightly managed their borders, like New Zealand, Australia, or Hong Kong, got it ‘right’ compared to those that did not. Without doubt, a majority of those who suffered and died throughout the pandemic have been those from vulnerable populations. Yet on the other hand, efforts taken to manage the spread of the disease, such as through border management, have also disproportionately affected those who are most vulnerable. How then is the right balance to be struck, acknowledging, too, the economic and other imperatives that may dissuade governments from taking public health steps? This book considers how international organizations, countries, and institutions within those countries should conceive of, and manage, borders as the world continues to struggle with COVID-19 and prepares for the next pandemic. Engaging a range of international, and sub-national, examples, the book thematizes the main issues at stake in the control and management of borders in the interests of public health. This book will be of considerable interest to academics in the fields of health law, anthropology, economics, history, medicine, public health, and political science, as well as policymakers and public health planners at national and sub-national levels.

    Description: The start of the new millennium will be remembered for deadly climate-related disasters - the great floods in Thailand in 2011, Super Storm Sandy in the United States in 2012, and Typhoon Haiyan in the Philippines in 2013, to name a few. In 2014, 17.5 million people were displaced by climate-related disasters, ten times more than the 1.7 million displaced by geophysical hazards. What is causing the increase in natural disasters and what effect does it have on the economy? Climate Change and Natural Disasters sends three messages: human-made factors exert a growing influence on climate-related disasters; because of the link to anthropogenic factors, there is a pressing need for climate mitigation; and prevention, including climate adaptation, ought not to be viewed as a cost to economic growth but as an investment. Ultimately, attention to climate-related disasters, arguably the most tangible manifestation of global warming, may help mobilize broader climate action. It can also be instrumental in transitioning to a path of low-carbon, green growth, improving disaster resilience, improving natural resource use, and caring for the urban environment. Vinod Thomas proposes that economic growth will become sustainable only if governments, political actors, and local communities combine natural disaster prevention and controlling climate change into national growth strategies. When considering all types of capital, particularly human capital, climate action can drive economic growth, rather than hinder it.

The channels of effect of essentially macroeconomic shocks on the microeconomic position of individuals and households in poor countries are many and various. This book addresses three core issues: 1) what are the main channels of effect? 2) what are the lessons to be learned from policy measures to alleviate negative poverty consequences? and 3) do the proposed analytical approaches assist in providing a monitoring capability? This volume assesses the more easily quantifiable effects resulting from price and quantity responses in the goods and labour markets. It includes studies of Colombia, Ghana, India, Nepal, Bangladesh and Vietnam. It uses key analytical approaches, most of which are based on numerical simulation methods employing models with different levels of complexity. These models capture the features of an economy, how it functions, and how it might respond to globalization shocks. The most important collective contribution of the authors is their establishment of directions and magnitudes of effect, based on empirical evidence.

    Description: This open access book focuses on the importance that EU politicization has gained in European democracies and the consequences for voting behaviour in six countries of the EU: Belgium, Germany, Greece, Ireland, Portugal and Spain. Most of the studies which research the way the EU is being legitimised focus on the European Parliament elections. In this book we argue that to understand how EU accountability works, it is necessary to focus instead on national elections and the national political environment. Through a detailed, multimethod analysis this book establishes rigorously the paths of European accountability at the national level, its propitious contexts in the media and parliamentary debates, and whether the paths are similar from Greece to Germany. The findings have implications for both national and European Union democracy, underlining the importance that national institutions have in enabling citizens to hold the EU accountable.

    Description: In the 1968 local elections the Liverpool Conservatives won 62 percent of the vote and 78 percent of the seats on Liverpool City Council. By 1972 the party had held a majority on Liverpool’s municipal government for 85 of the previous 100 years. But in 1983 they lost their last two MPs, and in 1998 they lost their final councillor. The Conservatives have not won an electoral contest in the city since. Whatever happened to Tory Liverpool? Success, decline and irrelevance since 1945 explores the history of Conservative electoral performance in Liverpool from the end of the Second World War to the present day, and challenges a number of myths regarding the city’s political history: Conservative post-war success was not due to sectarian tensions or false consciousness, and neither was Conservative decline due to Margaret Thatcher. The book takes a multi-method approach to the study of Conservative Party history in Liverpool. It proposes a tripartite framework, which separates the periods of success (1945–1972), decline (1973–1986), and irrelevance (1987 onwards), and argues that each period should be explained by recourse to different phenomena. Only in this way can the complex post-war history of the Conservative Party in Liverpool truly be understood.

    Chapter 10 Partners Again? The European Union and the Post-Yugoslav Citizens (2021)

    Description: The final chapter brings to the scene the European Union whose influence in shaping the post-Yugoslav citizenship regimes and the lives of their citizens is highly significant. Today the region is divided into the EU members and the potential candidates for membership. When it comes to the EU’s role in influencing, shaping, defining and re-defining the citizenship regimes in the post-Yugoslav region, this chapter shows how diverse the EU’s actions and results are and how often, alongside obvious improvements, they appear problematic, counterproductive or fruitless. The chapter focuses on five major ways whereby the EU itself (mis)manages these citizenship regimes and their citizens: (a) direct intervention and supervision such as in Kosovo, Bosnia and Macedonia; (b) the visa liberalization process in Bosnia, Serbia, Montenegro and Macedonia; (c) the pre-accession influence in Croatia (until 2013), Serbia and Montenegro; (d) the post-accession influence in EU members Croatia (after 2013) and Slovenia, and, finally, (e) the influence exerted by individual EU Member States (Hungary, Greece, Bulgaria and, after 2013, Croatia) on non-EU post-Yugoslav citizenship regimes. The final chapter in the story of one hundred years of citizenship in and after Yugoslavia brings to the scene another powerful player whose influence in shaping the post-Yugoslav citizenship regimes and influencing the lives of their citizens is far from insignificant. The EU has been the most powerful political and economic agent in this region that has effectively divided it into the EU members and the potential candidates for membership. The former Yugoslav space overlaps with the so-called Western Balkans, a changing geopolitical construct forged in Brussels, composed of those former Yugoslav republics that have not joined the EU so far plus Albania. The ‘Western Balkans’ approach as an umbrella term for the countries outside the EU but completely encircled by the EU, though the Schengen border moves much slower, hides the fact that, regardless of the EU membership, Slovenia is still deeply involved with its southern neighbours and Croatia remains one of the most important actors in the former Yugoslav space. One could say that ‘Yugoslavia’ in this respect has disappeared as a political entity but not as a geopolitical space. The EU does not only directly influence its members (Slovenia and Croatia), supervises the Western Balkan candidates – ‘negotiations’ being a euphemism for a one-way communication amounting to the huge translation operation of the acquis communautaire – but it actually maintains there two semi-protectorates (Bosnia and Kosovo). It has developed varied approaches: bilaterally negotiating membership (Croatia before 2013, Serbia, Montenegro and Albania), punishing and rewarding (Serbia, Bosnia, Kosovo and Albania), managing (Bosnia), governing (Kosovo) and, finally, ignoring (Macedonia blocked in the name dispute with Greece). The EU in the Balkans is therefore not only a club that tests its candidates. It is an active player in transforming them, politically, socially and economically. David Chandler concludes that ‘the EU’s discourse of governance enables it to exercise a regulatory power over the 174candidate member states of Southeastern Europe while evading any reflection on the EU’s own management processes, which are depoliticized in the framing of the technocratic or administrative conditions of enlargement’ (2010: 69). If the EU basically builds future or potential member states, then we have to ask how the EU manages both citizenship regimes of the post-Yugoslav states and their citizens.

    Description: This chapter contributes to the discussions on memorability by applying assemblage theoretical thinking to the analysis of memory and by developing the notion of mnemonic affordance. It analyzes Ella Ojala’s family photographs’ affordances in the mediation of the memory of forced migrations and family’s dispersal on multiple scales. First, the chapter explores the photographs’ affordances in mediating memory of dispersed family. Second, it examines the album’s affordances in mediating Ojala’s life story in her memoir novels. Third, by contextualizing Ojala’s literary works vis-à-vis the time of their publication at the turn of 1990s Finland and discussing their recent archiving, the chapter discusses affordances of the family album in mediation of the memory related to Ingrian Finns’ experiences more generally. The chapter indicates some of the potentials of assemblage thinking for conceptualizing memory as processual, malleable, and contingent on various discursive-material and contextual circumstances.

    Description: Childhood Deployed examines the reintegration of former child soldiers in Sierra Leone. Based on eighteen months of participant-observer ethnographic fieldwork and ten years of follow-up research, the book argues that there is a fundamental disconnect between the Western idea of the child soldier and the individual lived experiences of the child soldiers of Sierra Leone. Susan Shepler contends that the reintegration of former child soldiers is a political process having to do with changing notions of childhood as one of the central structures of society. For most Westerners the tragedy of the idea of “child soldier” centers around perceptions of lost and violated innocence. In contrast, Shepler finds that for most Sierra Leoneans, the problem is not lost innocence but the horror of being separated from one’s family and the resulting generational break in youth education. Further, Shepler argues that Sierra Leonean former child soldiers find themselves forced to strategically perform (or refuse to perform) as the“child soldier” Western human rights initiatives expect in order to most effectively gain access to the resources available for their social reintegration. The strategies don’t always work—in some cases, Shepler finds, Western human rights initiatives do more harm than good. While this volume focuses on the well-known case of child soldiers in Sierra Leone, it speaks to the larger concerns of childhood studies with a detailed ethnography of people struggling over the situated meaning of the categories of childhood.It offers an example of the cultural politics of childhood in action, in which the very definition of childhood is at stake and an important site of political contestation.

Annuaire, this companion volume to Conjonctures de l’Afrique centrale (Paris, L’Harmattan) offers a survey of political developments in Burundi, the Democratic Republic of Congo, Rwanda and Uganda throughout 2019. In Burundi, the year has been marked by the run-up to the 2020 elections. President Nkurunziza announced he would not stand for another term, which could make the contest more open. However, the opposition inside and outside the country remained weak, and political space continued to be constrained. The DRC has been marked by the search for a viable cohabitation between President Tshisekedi’s Cap pour le changement (CACH) and his predecessor Joseph Kabila’s Front commun pour le Congo (FCC). Despite some incidents between these political platforms, the two men have avoided institutional stalemate, but Tshisekedi’s room for manoeuvre has proved limited. Insecurity in the east of the country continues to claim many civilian lives. Rwanda was marked by business as usual, with an autocratic regime suppressing dissident voices and committing considerable human rights abuses. However, technocratic governance remains good. Uganda is gearing up for elections in 2021, and President Museveni will stand for a sixth term, and possibly for a presidency for life. Faced with resistance, the regime is attempting to remain in control, and is doing so heavy-handedly. At the regional level, relations between the DRC and Rwanda have improved, but those between Rwanda on the one hand, and Burundi and Uganda on the other, have remained hostile and marred by serious incidents.

    Description: This open access book analyses the interplay of sustainable development and human rights from different perspectives including fight against poverty, health, gender equality, working conditions, climate change and the role of private actors. Each aspect is addressed from a more human rights-focused angle and a development-policy angle. This allows comparisons between the different approaches but also seeks to close gaps which would remain if only one perspective would be at the center of the discussions. Specifically, the book shows the strong connections between human rights and the objectives of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals adopted by the United Nations in 2015. Already the preamble of this document explicitly states that “the 17 Sustainable Development Goals ... seek to realise the human rights of all”. Moreover, several goals and targets of the 2030 Agenda correspond to already existing individual human rights obligations. The contributions of this volume therefore also address how the implementation of human rights and SDGs can reinforce each other, but also point to critical shortcomings of the different approaches.

Sie wurde aber kaum je mit dem anderen dramatischen Gattungsmodell der Poetik kontrastiert: der Komödie. Auf Grundlage einer demokratietheoretischen Lektüre der Ästhetik Hegels, der die Komödie als höchste Form des Dramas ausweist, erschließt das Buch von Leonie Hunter das Verhältnis poetischer Ordnungsbildung zur demokratischen Moderne auf überraschende Weise neu. Hegels Differenzierung zwischen Tragödie und Komödie bedeutet, dass auch auf demokratietheoretischer Ebene zwischen zwei Modellen unterschieden werden muss: der tragischen Handlungsordnung der politischen Gegenwart und der komischen Zukunft einer selbstreflexiven Demokratie. Ein Blick auf die Poetik Hegels zeigt eine strukturelle Parallele zwischen seiner Gattungslehre und der radikaldemokratischen Bestimmung politischer Differenz. Politische Transformationsprozesse beruhen ebenso auf Momenten der Störung, der Subversion und daran anschließenden Prozessen der Neuformierung wie die poetischen Gattungen: Von Epos und Lyrik bis zum Drama, in Tragödie und Komödie aufgegliedert, lassen sie sich als unterschiedliche Modelle der Unordnung subjektiver Freiheit (als dem Politischen) und den Normen, Formen und Gesetzen der objektiv geltenden Ordnung (als der Politik) verstehen. Leonie Hunter zeigt, wie bei Hegel Gattungsformen und Vollzüge politischer Differenz Hand in Hand gehen. Dadurch eröffnen sich neue Perspektiven sowohl für die politische als auch für die ästhetische Theorie.

    Description: This chapter introduces Discourse Network Analysis (DNA). DNA argues that actors are communicative agents that discursively seek to promote their policy preferences in a contested domestic political arena, by building coalitions of like-minded. Thus, DNA bridges the gap between Foreign Policy Analysis (FPA) and public policy by integrating domestic politics into the analysis of foreign policy decision-making. DNA rests on two methodological approaches. First, it uses qualitative content analysis for gathering and coding the statements of actors. Second, it utilizes social network analysis to link statements and actors in networks, and thus makes discursive strategies and processes of coalition-building visible. To illustrate the applicability of DNA to FPA, this chapter discusses the debates in the British House of Commons on the Iraq War of 2003.

Les grandes politiques lancées par les traités de Maastricht et Amsterdam (Union économique et monétaire, politique étrangère, sécurité intérieure, politiques sociales) reposent de plus en plus sur une « coopération ouverte » entre gouvernements, où les institutions communautaires peinent à trouver leurs marques. Élargie dans sa taille et dans ses objectifs, l'Union se repose davantage, pour la conception et la mise en œuvre de ses politiques, sur les gouvernements nationaux et les entités régionales. Le temps des grands engagements semble, lui aussi, révolu. La construction de l'Europe connaît ainsi une « grande transformation », qui impose de réfléchir au nouveau modèle qui se dessine, à la fois plus ambitieux dans ses objectifs et plus modeste dans ses moyens, plus large dans son étendue géographique et plus décentralisé. Le second volume de cette étude est consacré aux politiques internes et externes de l'Union. Les auteurs y analysent les mutations profondes du modèle socio-économique dues au passage de l'approche redistributive à l'approche régulatrice. Ils soulèvent aussi les dilemmes et les options de l'identité extérieure de l'Union, dont l'évolution se trouve à un tournant. Derrière ces transformations, ce sont les questions de la politisation et de la « nouvelle identité » de l'Europe qui se trouvent posées.

    Description: Of the many challenges in public sector management, few are as complex as the management of whistleblowing. Because it can lead to the discovery and rectification of wrongdoing, public interest whistleblowing is widely acknowledged as being positive for organisations and for society at large. However, the conflicts and reprisal risks often associated with whistleblowing also support a widespread belief that every whistleblower is destined to suffer, and nothing can be done to protect them from reprisals. Even if they did it once, sensible employees are often seen as unlikely to ever blow the whistle a second time around. The extensive research in this book reveals a more complex and, fortunately, more positive picture. The product of one of the world’s most comprehensive research projects on whistleblowing, evidence from over 8,000 public servants in over 100 federal, state and local government agencies shows that whistleblowers can and do survive, and that often their role is highly valued. Public sector managers face significant challenges in better managing and protecting whistleblowers. There is great variation between the many public agencies making the effort, and the many agencies where the outcomes — for managers and whistleblowers alike — are still likely to be grim. This book is compulsory reading for all public sector managers who wish to turn this negative trend around, and for anyone interested in public accountability generally.

Various worlds have come and gone throughout history. The one that is ending right now is not ‘the modern world’ but merely a “first modernity” world. It rests on the pairing of a particular cosmology and an equally particular ideal of justice. That cosmology is dualistic, separating humankind from Nature which is looked upon as resources to be drawn on at will. The ideal of justice, consists in a mode of justification of the ‘right’ social norms for each nation, retaining those that are favorable to economic growth and in distributing the output of this growth to the population. Although the world is currently in crisis, it is not the end of history. This book sets out two blueprints – one reformist, one revolutionary – for what can be termed second modernity. The reformist blueprint, to which the author’s preference goes, saves a place for each Nation. It imparts a new direction to European construction that might shift its current geographical borders. This ground plan for re-founding social democracy is meant as an alternative to the dead-ends of left-wing neoliberalism, which vindicates economic globalization without political globalization. The future materialization of that plan is dependent neither on chance nor on necessity but on a collective action that must be both bottom-up and top-down. The hope is that this book will contribute to that action by forging a vision that can fill the void that has arisen with the failure of revolutionary socialism and the exhaustion of reformist socialism.

    Description: Considerable socio-political change has re-configured the discursive space once occupied by ‘utopia’. Within the cultures of late capitalism and the organisational matrices of bio-political administration, that space is no longer animated by images of idealised states that are yet to come, or by a sense of simple failure in the production of those same states. Rather, it is overdetermined by a condition of differentiation in the representation of reality. The origins of that differentiation of representation appear to lie deep within the modernist project. In the Place of Utopia explores how that condition of representation might be animated anew by the discursive circuits through which modernity has come to operate, so as to enliven the ability of transformative ideas to lever change from within a range of organic crises current to the world system: the financialisation of global capitalism; the subsumption of worker subjectivities to the logic of capital; the broadening of the metabolic rift through industrial-capitalism. Central to this animation of transformative ideas is the relationship between language andthe body.

    Description: This volume offers a systematic philosophical analysis of the normative challenges facing European refugee policy, focusing on whether the response to it can be based on European values. By considering the refugee policy through the lens of European values, cosmopolitan norms and universal human rights, the contributions expose the weaknesses and limitations of existing regulations and make proposals on how to improve them. The EU is often seen as a cosmopolitan project. Europe is supposed to be a community of states that aspires to be guided by cosmopolitan norms. However, the idea of a cosmopolitan Europe has never been unanimously shared, and in recent years, it has come under increasing scrutiny, particularly with regard to the EU’s refugee policy. The guiding idea of this book is that a deeper philosophical understanding of the normative issues at stake can foster greater conceptual clarity and enrich political debates on the future of European refugee policy. The first part of the book revolves around the question of whether the rise in refugee numbers over the past decade has led to a crisis in the EU and, if so, how this crisis relates to or impacts European values. The second part traces the history of the discourse on “European values” and examines from a philosophical perspective how we can plausibly understand these values in terms of their moral grammar, their normative content and their implications for the behaviour of the EU and its member states. Finally, the third part puts forth recommendations for a feasible and normatively more compelling European refugee policy based on human rights, human dignity, justice and democratic self-determination as the decisive normative requirements.     Description: The introductory chapter situates the collection within the field of memory studies and the study of Soviet repression and its remembrance. After briefly providing the broad historical context that connects the diverse studies explored by the chapters included in the book, the Introduction reflects on the commemoration of Soviet repression and communism within different memory cultures and the development of memory studies as an academic field. We argue that by bridging case studies of different moments and places under Stalinism, we are able to explore the connections, overlaps, and intersections of how Soviet repression and forced migration has and continues to mark and shape memory, identity, and history. Through an introduction of the twelve chapters of the book, we demonstrate the collection’s contribution to better understanding the transnationalism and mobility of memory, the transgenerational aspects of the remembrance of difficult pasts, as well as their implications on the sense of belonging and identification.     Description: What would an alternative to contemporary capitalism look like? In this book, Geert Reuten sets out a detailed design of a democratic society organised in worker cooperatives, followed by an equally detailed democratic transition to it, thereby making a convincing case. In Reuten’s design, Workers constitute the single economic class. However, unlike in capitalism, there is no class that owns the means of production. The legal structure of worker cooperatives is such that workers have full rights to the fruits of the cooperative without owning it, and yet the state does not own the cooperatives either. Interestingly, worker councils in the economic and state domains vote on all economically relevant matters. In Reuten’s work, the free choice of occupation and of specific consumer goods is even larger than in capitalism.

    Description: Why did the European Union experience a stark variation in the levels of conflict between the late 1970s, when budgetary disputes dominated European politics, and the 1990s, when political actors were able to settle upon budgetary agreements without major conflicts? This book responds to this key question with a two-step argument: Its first part shows that decision-making rules can be regarded as a key determinant of the level of conflict in EU budgetary politics. It details far-reaching reform in 1988 reduced conflict, because it introduced an institutional setting for multiannual budget planning that corrected the deficiencies of the original budget treaty. Having identified institutional change as the trigger for the reduction of conflict, the second part of this study focuses on the 1988 reform. It shows how a number of ‘reproduction mechanisms’ prevented major institutional change in the 1970s and early 1980s. When these ‘reproduction mechanisms’ lost force, a reform became possible and a new institutional setting emerged in 1988. These findings deliver a sharp insight into the interplay between rules and conflict in the still evolving political system of the EU. Moreover, by identifying precise conditions for the occurrence of institutional change, and by linking political performance of institutions to their stability this is a significant contribution to institutionalist research in social science.     Description: Nikolai Bukharin’s (1888–1938) anti-fascist activity in the mid-1930s and his status as a cultural theoretician have been a neglected topic thus far. After losing his position as General Secretary of the Comintern’s executive committee and being expelled from the Politburo in 1929, Bukharin still found a platform as the chief editor of Izvestiya, in which he published several analyses of fascist ideology until his arrest in 1937. As a response, and in order to surpass the achievements of German high culture, which had fallen under the spell of bourgeois fascism, Bukharin relied on his own interpretation of Marxist philosophy, which he had sketched already in the 1920s but tried to ‘dialecticise’ in the 1930s after being criticised for his overly mechanistic views. The apex of these aspirations are his works Philosophical Arabesques and Socialism and its Culture, written in 1937 while in prison. Both are in many respects rather enigmatic works. In them, Bukharin defended socialist humanism as the only real alternative to fascism. At the same time he was not only silent about the crimes of Stalin, but he also considered the violent and dictatorial features that became branded as Stalinism abroad as a necessary ‘destructive’ force in the dialectical process of history of building communism. In this chapter, Vesa Oittinen and Elina Viljanen analyse the premises of Bukharin’s philosophy of culture and explain its repercussions.

    Description: The dramatic health emergency that has hit Europe has put the issue of a thorough reform of the European budget financing system back on the political discussion table, in order to support the expenditure required to cope with the new tasks that are increasingly expected to be assigned to the Union. The ensuing debate concerns both the nature of the new resources and the new tasks that are to be assigned to the European budget. And it also concerns how the distribution of resources between the different levels of government is to be defined. European taxation has so far been based, without any particular discussion, on the principle that taxation power remains a competence of the Member States. However, the impetus induced by climate change and the need to find resources to combat it is changing the situation. The idea of introducing a carbon tax at European level could be the embryo of a fiscal autonomy of the Union.

    Description: This Chapter examines the regulatory and voluntary anti-trafficking governance architecture in the private sector, as well as the power dynamics in MNEs’ GVCs as vectors of norm transmission. It argues that, whereas the public authorities in the EU and ASEAN’s Member States have an increasingly robust legal and policy framework to fight child trafficking, public authorities and multinational enterprises (MNEs) are jointly contributing to upholding the exploitative practices towards children, by leaving untouched the economic structures that fuel trafficking. The model is starting to be overhauled in some sectors of the economy, through strategies to gain back control over GVCs, whether through the shortening of supply chains, or other strategies such as the establishment of direct relations with small producers, who are given a fairer deal compared to situations when they are end producers in long GVCs. It will require more efforts to scale up these initiatives and create sufficient momentum to efficiently combat anti-trafficking, otherwise “blue” initiatives of social sustainability risk leading to further sustainability-driven supplier-squeezes, reinforcing the divide between small businesses and large corporations, and increasing the structural vulnerability of children to trafficking.

    Description: "Balancing the Tides highlights the influence of marine practices and policies in the unincorporated territory of American Samoa on the local indigenous group, the American fishing industry, international seafood consumption, U.S. environmental programs, as well as global ecological and native concerns. Poblete explains how U.S. federal fishing programs in the post–World War II period encouraged labor based out of American Samoa to catch and can one-third of all tuna for United States consumption until 2009. Labeled Made in the USA, this commodity was sometimes caught by non-U.S. regulated ships, produced under labor standards far below continental U.S. minimum wage and maximum work hours, and entered U.S. jurisdiction tax free. The second half of the book explores the tensions between indigenous and U.S. federal government environmental goals and ecology programs. Whether creating the largest National Marine Sanctuary under U.S. jurisdiction or collecting basic data on local fishing, initiatives that balanced western-based and native expectations for respectful community relationships and appropriate government programs fared better than those that did not acknowledge the positionality of all groups involved. Despite being under the direct authority of the United States, American S?moans have maintained a degree of local autonomy due to the Deeds of Cession signed with the U.S. Navy at the turn of the twentieth century that created shared indigenous and federal governance in the region. Balancing the Tides demonstrates how western-style economics, policy-making, and knowledge building imposed by the U.S. federal government have been infused into the daily lives of American S?moans. American colonial efforts to protect natural resources based on western approaches intersect with indigenous insistence on adhering to customary principles of respect, reciprocity, and native rights in complicated ways. Experiences and lessons learned from these case studies provide insight into other tensions between colonial governments and indigenous peoples engaging in environmental and marine-based policy-making across the Pacific and the globe. This study connects the U.S.-American S?moa colonial relationship to global overfishing, world consumption patterns, the for-profit fishing industry, international environmental movements and studies, as well as native experiences and indigenous rights. The book turns the well-known sites of contemporary Euro-American participatory democracy, such as elections, bureaucracies, public debate and citizen participation, into fluctuating democratic situations where supposedly untouchable democratic ideals are shaped, contested and warped in practice. The fact that Euro-American participatory democracy is often upheld as an ideal for the rest of the world makes it all the more important to study how it is a situated, distributed, material, emergent, heterogenous, fragile and at times faltering figure and project. Scriptures, Shrines, Scapegoats, and World Politics offers a comprehensive evaluation of the role of religion in international relations, broadening the scope of investigation to such topics as the relationship between religion and cooperation, religion and conflict, and the relationship between religion and the quality of life. Religion is often manipulated by political elites to advance their principal goal of political survival. Zeev Maoz and Errol A. Henderson find that no specific religion is either consistently more bellicose or consistently more cooperative than other religions. However, religious similarity between states tends to reduce the propensity of conflict and increase the opportunity for security cooperation. The authors find a significant relationship between secularism and human security.

    Description: This open access book is about understanding the processes involved in the transformation of smallholder rice farming in the Lower Mekong Basin from a low-yielding subsistence activity to one producing the surpluses needed for national self-sufficiency and a high-value export industry. For centuries, farmers in the Basin have regarded rice as “white gold”, reflecting its centrality to their food security and well-being. In the past four decades, rice has also become a commercial crop of great importance to Mekong farmers, augmenting but not replacing its role in securing their subsistence. This book is based on collaborative research to (a) compare the current situation and trajectories of rice farmers within and between different regions of the Lower Mekong, (b) explore the value chains linking rice farmers with new technologies and input and output markets within and across national borders, and (c) understand the changing role of government policies in facilitating the on-going evolution of commercial rice farming. An introductory section places the research in geographical and historical context. Four major sections deal in turn with studies of rice farming, value chains, and policies in Northeast Thailand, Central Laos, Southeastern Cambodia, and the Mekong Delta. The final section examines the implications for rice policy in the region as a whole.

    Description: Over the last two decades, it has become clear that Russia insists on its great power status, even at considerable cost. Chasing Greatness provides an interpretive explanation of the tacit rules that shape Russia's great power identity today. Anatoly Reshetnikov argues that this never-ending chase for greatness is a result of how Russia and its predecessors—including the USSR, Russian Empire, Muscovy, and Kievan Rus’—historically interacted with its neighbors to the east, the south, and particularly the west. By analyzing an extensive amount of original source material, including primary sources that have not been previously translated into English, he is able to reconstruct a millennial history of the Russian concepts that express political greatness. He also traces numerous encounters between Russia and the West, as well as Russia’s troubled integration into the European society of states in the eighteenth and nineteenth centuries, to show how these concepts have affected Russia’s interaction with international society. Despite its substantive historical depth, Chasing Greatness is not a book of history. Rather, it is a synthesizing social science work inspired by the continental tradition of the critical history of modernity. As such, the book is more about the present than about the past. Its main aim is to expose and explain the rich conceptual baggage behind Russia’s unceasing great power rhetoric (domestic and international) and how this rhetoric drives the current international crises involving Russia.

    Description: This open access book assesses the profound impact of Japan’s aspirations to become a great power on Japanese security, democracy and foreign relations. Rather than viewing the process of normalization and rejuvenation as two decades of remilitarization in face of rapidly changing strategic environment and domestic political circumstances, this volume contextualizes Japan’s contemporary international relations against the longer grain of Japanese historical interactions. It demonstrates that policies and statecraft in the Prime Minister Shinzo Abe’s era are a continuation of a long, unbroken and arduous effort by successive generations of leaders to preserve Japanese autonomy, enhance security and advance Japanese national interests. Arguing against the notion that Japan cannot work with China as long as the US-Japan alliance is in place, the book suggests that Tokyo could forge constructive relations with Beijing by engaging China in joint projects in and outside of the Asia-Pacific in issue areas such as infrastructure development or in the provision of international public goods. It also submits that an improvement in Japan-China relations would enhance rather than detract Japan-US relations and that Tokyo will find that her new found autonomy in the US-Japan alliance would not only accord her more political respect and strategic latitude, but also allow her to ameliorate the excesses of American foreign policy adventurism, paving for her to become a truly normal great power.

Additionally, the book provides an analysis of the decline in social capital, the shrinking variety of political parties, and the intermingling of Asian values with liberal democratic values. By examining anxiety over governance, the chapters explore the links between anxiety and Japanese political behavior, revealing that, despite the high regard for democratic politics, Japanese citizens generally experienced a high level of anxiety and negative evaluation of the government, including countermeasures against COVID-19. It highlights in particular how the issues are perceived from a non-Western perspective and especially how the rise of China is both having a profound impact on poverty reduction globally and also changing the overall way in which development and poverty reduction are approached.
