    Description: This specification represents a new approach to controlling electromagnetic interference. In this approach the system integration contractor will be responsible for the development of discrete specification limits to be utilized on the program to which this specification is applied. The specification limits imposed upon subsystem contractors will be developed by the use of a computer program, available from the procuring agency, which is designed to consider the total system electromagnetic environment in the computation of these limits. The integration contractor will be required to mathematically model those circuits which represent required emitters and receptors of electromagnetic energy on the space vehicle. There are contained herein, a list of available computer models into which must be inserted particular parameters of the spacecraft subsystems. These functional models, when inserted into the computer program, will develop discrete specification limits based upon the requirements of the particular system modelled.

    Description: Nickel and nickel- base alloys are amenable to joining with many of the familiar joining processes. Some new joining processes also have been used successfully. In general, conventional joining procedures are used with only slight required modifications, depending on the particular alloy to be welded. However, some special precautions must be taken. Harmful materials must be removed from the joint or surrounding areas or they may damage the weld and the nearby heated parent metal. Some high-strength age hardenable alloys are prone to cracking in or near joint areas, unless the material is in the proper condition of heat treatment prior to joining operations. Foreign material and flux residues left from joining operations can cause trouble in subsequent service if not removed. Procedures for joining these alloys have been developed that eliminate or minimize the usual difficulties that have been experienced. When proper procedures are employed, joining of nickel and nickel- base alloys can be performed satisfactorily.

    Description: The subsequent dissertation represents an analysis of the impact of the Federal Budgetary Cycle upon the National Aeronautics and Space Administration (NASA) Manned Spacecraft Center (MSC) Research and Development (R&D) budget formulation process. The author's objectives may therefore be seen as the following: (1) to analyze the Federal Budgetary Cycle; (2) to analyze MSC R&D estimates and growth trends in relation to their implications on the Federal Cycle; (3) to identify relevant problems; and, (4) to-recommend solutions which display promise and feasibility. Any research involving the Federal Budgetary Cycle can well be characterized as of almost infinite scope and enormous complexity. For such reasons one must meticulously delineate all operational parameters and there-afore maintain their integrity. To do otherwise is to invite intellectual dilution and hazard a paltry effort.
