    Description: NASA's Fast Auroral Snapshot, or 'FAST' satellite, scheduled for launch in 1993, will investigate the plasma physics of the low altitude auroral zone from a 3500-km apogee polar orbit. FAST will give attention to wave, double-layer, and soliton production processes due to electrons and ions, as well as to wave-wave interactions, and the acceleration of electrons and ions by waves and electric fields. FAST will employ an intelligent data-handling system capacle of data acquisition at rates of up to 1 Mb/sec, in addition to a 1-Gbit solid-state memory. The data need be gathered for only a few minutes during passes through the auroral zone, since the most interesting auroral phenomena occur in such narrow regions as auroral arcs, electrostatic shocks, and superthermal electron bursts.

    Description: Observations of the electric field at frequencies from 2-128 Hz, using the burst mode of the spherical double probe on ISEE 1, have been examined for a time period previously identified as containing the traversal of a near-earth neutral line past the satellite. Intense waves (3 to over 30 mV/m) at approximately half the lower hybrid frequency were observed throughout the plasma sheet from the neutral sheet to the boundary, but only during the period of the large dc electric field and E x B velocity associated with the substorm neutral line. The wave number deduced from linear fits of the data was comparable to the inverse electron gyroradius. These results are consistent with the lower-hybrid drift instability. Although peaks between the ion and electron plasma frequency were sometimes observed simultaneously, the integrated power below 100 Hz was usually at least one to two orders of magnitude greater than that above 100 Hz. Although theoretical work has suggested that the instability would be suppressed at the neutral sheet, the largest waves observed occurred right at the neutral sheet when the southward component of the magnetic field was 6 gamma. The observed waves could provide an anomalous resistivity of about (3-1000) x 10 to the -7th S (compared to the classical value of 1 x 10 to the -18th S).

    Description: Data from the spherical double probe electric-field experiment on ISEE-1 were used to study plasmasheet/lobe boundary crossings during substorms, identified by plasma measurements and by using the electric field probes as a reference for measurements of the spacecraft potential. There are strong electric fields, with a dominant dawn-to-dusk component, throughout the boundary layer outside the plasmasheet for contracting and expanding motions of the plasmasheet and for different magnetic field directions. Characteristic amplitudes and durations are 5 to 10 mV/m and 5 to 15 min. The corresponding E x B vectors are always towards the plasmasheet.

    Description: Large electric field spikes of up to about 80 mV/m, at distances of seven to 23 earth radii, were detected within one minute of encountering the high-altitude plasma sheet boundary, as identified by energetic particle detectors. If these high-altitude events, whose strong electric fields occur in enhanced low-frequency turbulence and field-aligned current flow regions and are individually well-correlated with small-scale gradients in particle fluxes and small-scale currents, are mappings of the low-altitude electrostatic shocks, these data may be taken as evidence that poleward auroral field lines map to the boundary of the plasma sheet.

    Description: Results obtained by Forbes et al. (1981) on the basis of time delay measurements between ISEE 1 and ISEE 2 imply that the plasma flow and the boundary contracting velocity were nearly the same, whereas the expanding boundary velocity was not accompanied by any significant plasma sheet plasma motion. In the present study, this observation is discussed in conjunction with electric field data. The study is based on electric field data from the spherical double probe experiment on ISEE 1. Electric field data from GEOS 2 are used to some extent to monitor the electric fields near the geostationary orbit during the considered eve nts. Electric field data during CDAW 6 events are discussed, taking into account positions of ISEE 1/ISEE 2 and GEOS 2; March 22, 0600-1300 UT; and March 22, UT; and March 31, 1400-2400 UT.

    Description: Electric field and plasma measurements pertinent to the microphysics of the auroral acceleration region are reviewed. Observations in other regions of the magnetosphere, which appear to involve similar physical processes, are summarized in order to emphasize the requirement on Cluster instrumentation for wide dynamic range, high time resolution, time domain field, and particle measurements. It is suggested that the microphysics of current driven instabilities in the auroral acceleration region is duplicated in the high latitude boundary of the plasma sheet and that the macroscale structure of the tail is determined by this microphysics.

    Description: Electric field observations made near the neutral sheet of the magnetotail provide additional support for the view that reconnection occurs in the near-earth region of the tail. Southward turnings of the magnetic field that start at, or shortly after, substorm onsets are accompanied by enhancements in the dawn-to-dusk electric field, resulting in a tailward E x B drift velocity. Both the magnetic and the electric fields in the tailward-flowing plasma are nonuniform and vary with inferred spatial scales of several earth radii in the events examined in this paper. These nonuniformities may be the consequence of the tearing-mode process. The E x B flow was also towards the neutral sheet and away from midnight in the events studied.

    Description: We present Wind spacecraft observations of ion distributions showing field- aligned beams (FABs) and large-amplitude magnetic fluctuations composed of a series of shocklets and short large-amplitude magnetic structures (SLAMS). The FABs are found to have T(sub k) approx 80-850 eV, V(sub b)/V(sub sw) approx 1.3-2.4, T(sub perpendicular,b)/T(sub paralell,b) approx 1-8, and n(sub b)/n(sub o) approx 0.2-11%. Saturation amplitudes for ion/ion resonant and non-resonant instabilities are too small to explain the observed SLAMS amplitudes. We show two examples where groups of SLAMS can act like a local quasi-perpendicular shock reflecting ions to produce the FABs, a scenario distinct from the more-common production at the quasi-perpendicular bow shock. The SLAMS exhibit a foot-like magnetic enhancement with a leading magnetosonic whistler train, consistent with previous observations. Strong ion and electron heating are observed within the series of shocklets and SLAMS with temperatures increasing by factors approx 〉 5 and approx 〉3, respectively. Both the core and halo electron components show strong perpendicular heating inside the feature.

    Description: An understanding of the physical processes occurring in the magnetotail and plasmasheet during different interplanetary magnetic field orientations and differing levels of ground magnetic activity is crucial for the development of a theory of energy transfer from the solar wind to the particles which produce auroral arcs. In the present investigation, the first observations of electric fields during neutral sheet crossings are presented, taking into account the statistical correlations of the interplanetary magnetic field direction and ground activity with the character of the electric field. The electric field data used in the study were obtained from a double probe experiment on the ISEE-1 satellite. The observations suggest that turbulent electric and magnetic fields are intimately related to plasma acceleration in the neutral sheet and to the processes which create auroral particles.
