    Notes: Abstract This paper describes the structure of a newly developed econometric, imperfectly competitive, general equilibrium model for the medium term study of energy and environmental problems. The geographical coverage of the model regards twelve European countries as well as the European Union as a whole. Compared to existing quantitative E3 (economy-energy-environment) models, the WARM model is characterized by a few novel and relevant features Firstly, in contrast to multicountry interlinked models, it copes with the international dimension by integrating differences from a common European denominator within a unified and homogeneously designed framework. A panel data estimation approach is used to achieve this objective. Secondly, in contrast to the traditional market-based philosophy of many econometric models, it adopts a perspective focused upon economic agents' decisions. Thirdly, in contrast with the practice of modelling technical progress as an exogenous and deterministic phenomenon, it incorporates an explicit attempt of modelling the sources and effects of endogenous technical change. A Kalman filter latent variable approach is the methodology from which statistical information on the dynamics of technical progress can be obtained. Finally, all markets in the model are imperfectly competitive, including the labour market where the wage bargaining process is explicitly modelled and estimated. This last feature is especially important in view of the European unemployment problem.

    Notes: Abstract We use the variational theorem to evaluate the domain of parameter space such thatsome film exists on a given surface. This is accomplished by determining the binding energy variationally for a monolayer film at T=0. The He results are for the most part consistent with those of Cheng, et al., for the domain of wetting films. New results for H2 are compared with calculated parameters of noble gas adsorption potentials.

    Notes: Abstract Most international monetary policy games are modelled as prisoners' dilemma games. Political scientists suggest however that other game-theoretic structures (chicken, stag-hunt and deadlock games) could be more appropriate to describe international monetary coordination. This paper provides some empirical evidence on this issue, by studying the case of European monetary coordination from 1979 to 1989. First, central banks' and governments' preferences are revealed through an analysis of their actual behaviour. Then, the dynamic game describing policymakers' interactions is simulated under alternative institutional arrangements: coordination, defection, sub-group coalitions, etc. The main conclusion is that the stylised facts derived from those experiments seem not to be consistent with the implications of the prisoners' dilemma framework. Consistency is instead found with the features of a stag-hunt game.

    Notes: Abstract This paper analyses some of the most important spillovers of recent developments of economic theory into environmental economics. Attention is given to the anlaysis of sustainable economic development paths, where endogenous growth models are used; the implications of environmental dumping and more generally of policies concerning global environmental issues, where new trade theories are very useful; and, the effectiveness of environmental policy instruments when markets are imperfectly competitive, where industrial organisation theory is employed. The paper does not only note recent developments in environmental economics, but also relates these to the previous environmental economics literature. Thus, it can be assessed whether new results actually improve our knowledge of crucial economic and environmental issues.

    Notes: Abstract We consider one polluting industry in an open economy. The national government implements a policy of industrial pollution control, by inducing appropriate technological innovation to reduce toxic emissions. The emission-reducing innovations are developed through firm-specific costly investments. Under different hypotheses on market structure (perfect competition, Bertrand and Cournot oligopoly), international competition forces the national government to subsidize innovation. The appropriate subsidy scheme varies according to the information available to the government and according to market structure. If information is asymmetric, the subsidy must include the information premium necessary to separate different types of firms.

    Notes: Abstract Recent experimental and theoretical results concerning the sticking coefficient at ultralow energy are described. The need for an accurate treatment of long range forces, including retardation, is emphasized. The system involving H atoms incident on liquid helium provides the first clear evidence of quantum reflection. New results are reported for the sticking of D atoms incident on helium. The energy upper bound for the regime of quantum reflection for alkali atoms is found to be extremely low, but ultimately achievable.
