    Notizen: Voluntary contributions to multiple public goods may involve many contributors (principals) who condition their payments to a single provider (agent) based on realized provision. If the agent's efforts on these goods are unobservable, then a common agency problem results with a third-best outcome owing to agency costs, free riding, and competitive interests. The latter manifests itself in the principals punishing the agent for providing an alternative public good (for which they have no interest) to a different set of principals. Remedies may require multiple policy instruments unlike the standard prescription for the public good or common agency problem in isolation. Moreover, the sequence of actions is essential for addressing the combined problems.

    Notizen: Abstract A general theory of interpersonal exchange is developed from a public goods, public choice point of view and within an analytical context that assesses both the benefits and the costs of social interaction. Social transaction benefits and costs are specified as a composite function of interpersonal bindingness, which itself depends upon five parameters. The model provides for the determination of an optimal personal degree of bindingness in a two-person relationship. Extensions encompass the more interesting reaction case, where two individuals each select their own optimal personal bindingness levels.     Notizen: Abstract This paper provides a test of the Appelbaum and Katz (1987) rent-seeking model, in which rents are endogenous. The Appelbaum-Katz model is theoretically modified to correspond to our empirical application, in which rent-seeking and rent-avoiding coalitions are attempting to influence legislators' votes on pesticide regulations. Probit estimations are used to analyze the legislators' votes on two bills to amend pesticide legislation (a proxy for rent). Empirical results generally support the rent-seeking determinants identified in the model. Tobit estimation is used to investigate campaign contributions by the coalitions to the legislators. These contributions are a proxy for rent-seeking activities. Again, the model is supported.

    Notizen: Abstract The “tragedy of the commons” is the familiar problem that open access to a common property resource leads to overexploitation and to zero profits. A commons model is applied to an example of state sponsored private violence, the practice of privateering or licensed piracy. It is predicted that the presence of uncertainty about the value of the prey will reduce the amount of exploitation effort, and that industry profits may be positive due to both uncertainty and heterogeneous exploiters. Using data from England's wars with France and Spain between 1625 and 1630, the model suggests that the commons, represented by enemy merchant shipping, was not overexploited and that privateering profits were positive. The dynamic paths of privateering effort, ships seized, and individual firm profits were, however, consistent with the normal expectation that commons exploitation will peak and fall, as competition drives down returns through entry. “England was never richer than when at war with Spain.” Sir Edward Coke

    Notizen: Abstract We examine whether nations, faced with the threat of terrorism, will be motivated to engage in the efficient amount of retaliation against terrorists. We demonstrate that the problem confronting the efforts of nations to achieve an optimal retaliation against terrorists is understated by the traditional free-rider analysis. In particular, nations have the option of actually selling or reducing the public good of retaliation, provided through the efforts of others, by offering safe havens to terrorists in return for the terrorists' pledge to attack elsewhere. This paid-rider behavior is also shown to apply to other public good scenarios.

    Notizen: Abstract This paper presents a self-contained survey of club theory with an emphasis on the contributions of the last fifteen years. Club goods are contrasted with pure public goods, and equilibrium and optimality notions are contrasted. After presenting three basic representations of club theory, we focus on recent advances and generalizations that include heterogeneous memberships, transaction costs, uncertain utilization, asymmetric information, and noncompetitive influences. An agenda for research is indicated that includes further analysis of asymmetric information, institutional structure, and applications.

    Notizen: Abstract This article applies formal modeling to study a terrorist group's choice of whether to attack or not, and, in the case of an attack, which of two potential targets to strike. Each potential target individually takes protective measures that influence the terrorists' perceived success and failure, and, hence, the likelihood of attack. For domestic terrorism, a tendency for potential targets to overdeter is indicated. For transnational terrorism, cases of overdeterrence and underdeterrence are identified. We demonstrate that increased information about terrorists' preferences, acquired by the targets, may exacerbate inefficiency when deterrence efforts are not coordinated. In some cases, perfect information may eliminate the existence of a noncooperative solution.
