    Notes: : The addition of flood proofing to other (structural and non-structural) flood damage reduction measures broadens the choice among existing alternatives for decision makers and consequently enables the possibility of improved expected net benefits from an overall flood damage reduction scheme. Planners are interested in more than just expected values of net benefits, however. The inherent riskiness of various alternative plans must be considered as well. Therefore, a partial equilibrium framework is specified for purposes of estimating means and variances of a measure of net benefits from flood proofing. The model is applied to selected communities in the Connecticut River Basin and sample computer results are provided.

    Notes: . The failure to recognize the learning process in new technologies such as desalting may lead to incorrect water resource investment decisions for two reasons. First, to neglect cost reductions stemming from “learning by doing” implies an overestimation of desalting costs. Second, since learning in a particular plant may result in external (learning) benefits to other plants, these may serve as the basis for a subsidy intended to internalize such benefits. Accordingly, the research reported below includes an estimation of learning functions for desalting and the results of a formulation designed to measure external benefits on the basis of these learning functions. These results are then incorporated into a decision framework for water resource investments which recognizes uncertainty in determining optimal timing of desalting construction.

    Notes: : In spite of the rather large volume of literature suggesting that non-efficiency objectives ought to be incorporated into water resource planning frameworks, little has been done to date. A partial explanation is that when goals are in conflict we have no “objective” criteria upon which to make the trade-offs. Also, there are problems of measuring the degree to which various policy actions lead to achievement of various goals. Nevertheless, this paper argues that given the magnitude of the possible gains from incorporating these considerations, considerable effort to overcome these problems is justified. Accordingly, we outline some procedures for making these trade-offs and suggest an alternative (practical) planning framework.

    Notes: : This paper examines the cost of water supply for small and mid-sized private water utilities. An econometric approach was employed in which data on utility costs and characteristics were used to estimate a total water supply cost function from which average and marginal costs were derived. The results suggest that although average and marginal costs decline with output, the rate of decline rapidly approaches zero, and unit costs therefore appear to remain relatively constant over a wide range of output. Implications of the results for pricing policy are examined.
