    Policy Coordination for National Climate Change Adaptation in Europe: All Process, but Little Power (2020)

    Description: Climate change adaptation (CCA) is argued to require coordinated policy responses because it is a complex, long-term, knowledge intensive, cross-sectoral, and multi-level governance challenge that involves many interdependencies and actors with different perceptions, goals, and approaches. This study, therefore, examines approaches of a set of European Union (EU) member states (Denmark, Finland, Germany, Italy, the Netherlands, and the United Kingdom (England)) to pursue a more coordinated approach to CCA policy. It specifically addresses the co-ordination approaches that the selected countries use for the development and implementation of their national CCA policies in the immediate period following the publication of the EU’s 2013 Adaptation Strategy. The analysis demonstrates that while useful coordination processes have been established in the analyzed EU member states, they have difficulty in challenging existing institutional hierarchies and decision rules. Consequently, longer-term opportunities for managing CCA conflicts and synergies among sectoral policies have to date been limited.

    Description: Ecological challenges are becoming more and more complex, as are their effects on nature and society and the actions to address them. Calls for a more sustainable development to address these challenges and to mitigate possible negative future impacts are not unproblematic, particularly due to the complexity, uncertainty, and long-term nature of possible consequences (Newig et al. 2008). Knowledge about the various impacts—be they ecological, economic, or social—policies might have is therefore pivotal. But the relationship between such knowledge and the myriad ways it may be used is particularly challenging. The example of policy impact assessment systems is a case in point. Recent years have seen an institutionalization of such systems for evaluating consequences of regulatory activities across the Organisation for Economic Co-operation and Development (OECD 2008) and the European Union (CEC 2002). It is argued that, by utilizing scientific and other evidence, impact assessment has the potential to deliver more sustainable policies and to address large-scale global challenges.

    The Power of Nature and the Nature of Power: How Agrarian Myths Become Reality (2007)

    Description: The bovine spongiform encephalopathy (BSE) crisis challenged one of the basis principles of modernity: the divide between nature and society. In a case study on the German agricultural sector, I analyze how the societal actors responded in order to cope with the crisis. In their attempt to re-establish the division between nature and society, they employed the ambivalences of this relationship for strategic purposes. The actors sought to relocate or to newly define the boundary in line with their own ideas and interests. It can be seen how "nature" was frequently used as legitimizing ground in the narratives. The analysis of the politics of nature aims to add a process dimension to Latourian diagnosis of the eroding nature-society divide.
