    Description: China’s support policy for renewable electricity belongs to a feed-in tariffs scheme. With the rapid development of renewable electricity industries, this set of policies brought about a heavy fiscal burden for the government. The exploration of whether current support policy provided excessive subsidies for renewable electricity is of great practical significance. We hold an idea that the internalization of positive externality is the only criterion for the government to support the development of a renewable electricity industry. The problem of whether the current policy provides excessive subsidies for renewable electricity industry can be solved by assessing whether its positive externality is internalized, as renewable electricity industry has a characteristic of externality. Our study object is an assumed biomass power plant in Jingning County, Gansu Province. A system dynamics model was built. Applying the environmental cost accounting method and net present value analysis method, we connected the techno-economic analysis of the biomass power plant with the measurement of positive externality of biomass power generation together. In this system dynamics model, we developed an indicator to reveal whether the subsidies provided by governmental policies can compensate the positive externality generated by the assumed biomass power plant. This study mainly draws the following conclusions: Firstly, China’s current support policy does provide excessive subsidies for the renewable power industry. The subsidies received by biomass power plants from the government are higher than the positive externality generated by them; secondly, the positive externality measurement of the biomass power industry is influenced by many regional factors; thirdly, without governmental policy support, biomass power plants cannot compete with traditional power companies; fourthly, as biomass power generation is concerned, the current price subsidy intensity is about US$0.0132 higher per kWh than a reasonable level. Furthermore, the parameters frequently applied in the calculation of the prices of pollutant emission reduction in Chinese research papers are relatively small, which is only half of their actual values. Jingning County, situated in inland west-northern China, lacks typicality. There is a limitation in judging whether the government’s support policy for renewable electricity is reasonable through a feasibility analysis of investment in a biomass power generation project. This may be the main drawback of this study.

    Description: The idea of a circular economy (CE), which differs from traditional linear economy with a high consumption of natural resources and pollution, has captured much interest and attention. This paper uses a CE system of coal power and cement in Kongtong District, Pingliang City, Gansu Province, China as a case study to analyze the comprehensive effects of CE paradigm. Our simulation results, based on system dynamics (SD) modeling, infer that the transformation of manufacturing towards a CE system can prominently help coal power and cement enterprises reduce waste emission and increase economic profits. Through solid waste exchanges, a power plant can achieve over RMB 80 million of additional revenue per year at the highest level. CE also contributes to the reduction of regional pollution, saves mineral resources, and improves the atmospheric environment, an accumulated total of 14.11 million t of natural gypsum and 22.67 million t of coal can be saved. This sets a promising example for coal power and cement plants worldwide. Effective regulatory measures and further optimization towards a circular economy system are essential in maintaining the stable development of a CE system due to the risk of surplus production of upstream industries and other defects.

    Description: Since 2005, China has become the largest emitter of CO2. The transport sector is a major source of CO2 emissions, and the most rapidly growing sector in terms of fuel consumption and CO2 emissions in China. This paper estimated CO2 emissions in the transport sector across 30 provinces through the IPCC (International Panel on Climate Change) top-down method and identified the spatiotemporal pattern of the decoupling of transport CO2 emissions from economic growth during 1995 to 2016 by the modified Tapio’s decoupling model. The CO2 emissions in the transport sector increased from 103.10 million ton (Mt) in 1995 to 701.04 Mt in 2016. The year, 2005, was a turning point as the growth rate of transport CO2 emissions and the intensity of transport CO2 emissions declined. The spatial pattern of transport CO2 emissions and its decoupling status both exhibited an east-west differentiation. Nearly 80% of the provinces recently achieved decoupling, and absolute decoupling is beginning to take place. The local practices of Tianjin should be the subject of special attention. National carbon reduction policies have played a significant role in achieving a transition to low-carbon emissions in the Chinese transport sector, and the integration of multi-scale transport CO2 reduction policies will be promising for its decarbonisation.

To this end, the author established an index system, involving 4 primary indices, 9 secondary indices, and 32 tertiary indices. The analytic hierarchy process (AHP) and the unascertained measure were introduced to calculate the weights of these indices. Then, the index system was applied to evaluate the sustainability of the China’s Harbin-Dalian Passenger Dedicated Line (PDL). The results show that the Harbin-Dalian PDL project achieved good results in terms of process, economic benefit, impact, and sustainability, and will bring long-term benefits in the fields of tourism, economy, and transport capacity, as well as many other fields. In spite of its good overall sustainability, the project needs to further increase its economic benefits and reduce its negative environmental impact. For this purpose, it is necessary to adopt the management mode of “separation between network and transportation” and apply noise prevention measures like noise barriers, tunnels, and overhead viaducts. This research lays a solid basis for the sustainability evaluation of HSR construction projects, and simplifies the modelling process for designers of HSR.

Thus, as a core part of this market, tourism enterprises perform a key role in the effective operation of this industry. This paper applies data envelopment analysis (DEA) and Malmquist index (MI) models to calculate the efficiency of Chinese tourism enterprises between 2005 and 2014. Results showed that: (1) The efficiency and the total factor productivity change index (TFPC) of tourism enterprises remained low, and both have decreased. (2) The efficiency of regional tourism enterprises across China cloud be characterized as high in the east region, low in the central region, and high in both northeast and western regions. (3) The efficiency levels of the cities of Beijing and Shanghai were ahead of the country over the period of this study, while Chongqing, Tibet, Qinghai, and Ningxia all possess a number of obvious advantages in the western region. (4) Centers of overall tourism enterprise efficiency mainly moved in a southeast-to-northwest direction over the period of this research. (5) The spatial autocorrelation of tourism enterprise efficiencies is also assessed in this study, and the results show that the comprehensive efficiency (CE) of tourism enterprises in southeastern coastal regions of China tended to a certain spatial agglomeration effect, while the correlation between the central region and northern China was not significant. (6) The Geodetector model is applied to analyze the key factors driving the spatial differentiation of tourism enterprise efficiencies, and the results show that the degree of opening to the outside world, potential human capital, and traffic conditions were the most important factors driving spatial differentiation in the efficiency of tourism enterprises.
