Notes: Here the author presents a case study of the TGWU's Link Up campaign, examining its implementation and providing an evaluation of its effectiveness. The article concludes that whilst the initial organising gains were limited, the campaign must be seen as part of the longer-term development of the union.

Notes: This article examines the impact on employee attitudes of perceived age discrimination, drawing on a study of a local authority. Survey respondents report that discrimination on the grounds of being ‘too young’ is at least as common as discrimination on the grounds of being ‘too old’. Findings suggest that perceived age discrimination, whether for being too old or too young, has negative consequences for affective commitment to the organisation. Those who feel that they have been discriminated against because they are considered too old have higher levels of continuance commitment. There is partial support for the hypothesis that older workers who feel that they have been discriminated against have a stronger intention to retire early.

Notes: Ed Snape, Tom Redman and Adrian Wilkinson examine the implications of the changing competitive environment for the management of staff in building societies. In particular, they draw on the results of a detailed case study to discuss attempts to introduce policies and practices associated with ‘HRM’. the conclusion is that the competitive pressures which led to the demand for these policies and practices may also make their successful implementation especially dificult.Ed Snape is a Lecturer in the Department of Human Resource Management at the University of Strathclyde, Tom Redman a Lecturer at Teesside Business School, and Adrian Wilkinson a Lecturer at the Manchester School of Management (UMIST).

Notes: abstract  We present findings from three UK studies on the nature and consequences of employees’ multiple commitments in the workplace, with samples drawn from private manufacturing, private services and the public sector. Co-workers, the union, the union representative, customers, and the immediate boss emerge as separate foci of commitment, distinct from ‘global’ commitment to the organization as a whole. Consistent with social exchange theory, attitudinal and behavioural outcomes are predicted by commitment to those foci that might be expected to benefit from the outcome in question. There is evidence that global organizational commitment mediates the relationship between foci-specific commitments and organization-related outcomes, but there is no mediation in the case of those foci and outcomes that are more cognitively distant from the organization. A comparison of the studies suggests that the pattern and outcomes of commitment are influenced by the nature of the job and of the work context.

Notes: In this article, the authors explore the relationship between total quality management (TQM) and financial incentives in British manufacturing industry. In particular, they examine the view of some of the most influential quality management ‘gurus’ that there is an incompatibility between incentive pay and TQM. Drawing on survey and case study evidence, they show that TQM is being implemented in the presence of financial incentives. Furthermore, those organisations which had such incentives did not appear to have less success in implementing TQM. On the basis of the evidence presented, the authors conclude that it is not possible to rule out a role for financial incentives in implementing TQM, although incentives are only likely to form one element in a broader implementation strategy.

Notes: In recent years, quality management has become topical in managementcircles. The language of quality has spread throughout manufacturingindustry into service industries and also into the public sector. During1992, almost 900 Institute of Management members completed aquestionnaire on quality management in their own organizations. The aimof the survey was to add to our knowledge of quality management in theUK. This article presents a brief overview of some of the main findingsof the survey.

Notes: Quality management has been in vogue within manufacturing for overa decade. Service industries have more recently been making heavyinvestments in this area. Also there are major initiatives from thepublic sector to improve quality. Investigates the take-up of qualitymanagement techniques in the public sector, their perceivedeffectiveness and the consequent impact on the managers running theprogrammes (private sector services are used as a basis for comparison). Results of survey responses from 394 service organizations show that theuptake of quality management techniques is now similar between publicand private sectors, as is the perception of the impact on managerialwork. A major difference occurs in terms of perceived effectiveness andresults of the quality programmes. In this latter area the public sectorfares somewhat worse.

Notes: Examines the implications of total quality management for themanagement of people. The implementation of TQM requires the developmentof a high commitment employee relations strategy and involves an attemptto build a culture of continuous improvement among employees. Arguesthat employee relations strategies have a key role to play in thesuccess of TQM initiatives. Cautions against underestimating thedifficulties faced in winning commitment. Emphasizes that the successfulimplementation of TQM is likely to require far-reaching changes, notonly in employee relations policies, but also in management style andwork organization.
