    Notes: : In order to promote a uniform and consistent approach for floodflow frequency studies, the U.S. Water Resources Council has recommended the use of the log-Pearson type III distribution with a generalized skew coefficient. This paper investigates various methods of determining generalized skew coefficients. A new method is introduced that determines generalized skew coefficients using a weighting procedure based upon the variance of regional (map) skew coefficients and the variance of sample skew coefficients. The variance of skew derived from sample data is determined using either of two non-parametric methods called the jackknife or bootstrap. Applications of the new weighting procedure are presented along with an experimental study to test various weighting procedures to derive generalized skew coefficients.

    Notes: : A nonlinear hydrologic system model has been developed for analyzing the urban rainfall-runoff process. The model is formulated as a state variable model consisting of several parameters. A search technique is employed to find the set of parameters for which the model's response best fits observed data. The model could be used in either a simulation or forecasting mode. The model is applied to observed data for the Waller Creek Watershed in Austin, Texas, to develop the model parameters for various levels of urbanization of the watershed. The trend of each parameter with respect to levels of urbanization is examined.

    Notes: : Review of recent literature indicates an emergence in the use of combinatorial methods such as simulated annealing in ground water management during the past nine to ten years. While previous studies demonstrated the feasibility of using these methods, a general finding was that computational processing requirements were inordinately high relative to gradient-based methods. An enhanced annealing algorithm was developed and used to demonstrate the potential for greatly improving the computational efficiency of simulated annealing as an optimization method for ground water management applications. The algorithm incorporates ‘directional search’ and ‘memory’ capabilities. Selecting search directions based on better understanding of the current neighborhood of the configuration space was shown to improve algorithm performance. Also, ‘memory’ concepts derived from the Tabu Search Method show particular promise for improving the rate and quality of convergence. Performance of the enhanced annealing method was evaluated and the resultant management method was demonstrated using an example from the literature.

    Notes: : A methodology for ground water remediation design has been developed that interfaces ground water simulation models with an enhanced annealing optimizer. The ground water flow and transport simulators provide the ability to consider site-specific contamination and geohydrologic conditions directly in the assessment of alternative remediation system designs. The optimizer facilitates analysis of tradeoffs between technical, environmental, regulatory, and financial risks for alternative design and operation scenarios. A ground water management model using an optimization method referred to as “enhanced annealing” (simulated annealing enhanced to include ‘directional search’ and ‘memory’ mechanisms) has been developed and successfully applied to an actual restoration problem. The demonstration site is the contaminated unconfined aquifer referred to as N-Springs located at Han-ford, Washington. Results of the demonstration show the potential for improving groundwater restoration system performance while reducing overall system cost.

    Notes: : An optimal control methodology and computational model are developed to evaluate multi-reservoir release schedules that minimize sediment scour and deposition in rivers and reservoirs. The sedimentation problem is formulated within a discrete-time optimal control framework in which reservoir releases represent control variables and reservoir bed elevations, storage levels, and river bed elevations represent state variables. Constraints imposed on reservoir storage levels and releases are accommodated using a penalty function method. The optimal control model consists of two interfaced components: a one-dimensional finite-difference simulation module used to evaluate flow hydraulics and sediment transport dynamics, and a successive approximation linear quadratic regulator (SALQR) optimization algorithm used to update reservoir release policies and solve the augmented control problem. Hypothetical two-reservoir and five-reservoir networks are used to demonstrate the methodology and its capabilities, which is a vital phase towards the development of a more robust optimal control model and application to an existing multiple-reservoir river network.

This methodology is based upon combining a nonlinear programming model with a flood-routing simulation model within an optimal control framework. The generalized reduced gradient code GRG2 is used to perform the nonlinear optimization and the simulator is the U.S. National Wheather Service DWOPER code. Application of the model is illustrated through a case study of Lake Travis on the Lower Colorado River in Texas.

    Notes: Abstract A successive approximation linear quadratic regulator (SALQR)method is applied to solve estuarine management problems to determine the optimal amount of freshwater inflows into baysand estuaries to maximize fishery harvests. Fishery harvests areexpressed in regression equations as functions of freshwaterinflows. The optimization problem is posed as a discrete-timeoptimal control problem in which salinity represents the statevariable and freshwater inflow represents the control variable. A two-dimensional hydrodynamic-salinity transport model, HYD-SAL,is used as the transition to simulate the flow circulation andtemporal and spatial salinity pattern in an estuary system. Thebound constraints for the control and state variables areincorporated into the objective function using a penalty functionmethod to convert the problem into an unconstrained formulation. The SALQR method is applied to the Lavaca-Tres Palacios Estuaryin Texas and the results are compared with those of usingregression equations as the transition equations.

    Notes: Abstract The genetic algorithm (GA) is a nonconventional search technique which is patterned after the biological processes of natural selection and evolution. It has the ability to search large and complex decision spaces and handle nonconvexities. In this paper, the genetic algorithm is investigated and applied to solve the optimal operation problem of soil aquifer treatment (SAT) systems. This problem involves finding optimal water application time and drying time which maximize infiltration for a predetermined starting influent rate of waste water and subject to various physical and operational constraints. A new scaling method is developed and some improvements on the evolution procedure are presented. A comprehensive GA–SAT computer model was developed and applied to an example SAT problem. The results are encouraging, when compared with using the successive approximation linear quadratic regulator algorithm. It was found that genetic algorithms are easy to program and interface with large complicated simulators.
