    Description: The sea otter, Enhydra 1utris, is fully protected inCalifornia by both state and federal law. Despite thisprotection the population has not grown appreciably since atleast 1976. Research efforts directed at identifying thereasons for the lack of population growth have concentratedon sources of mortality and their contribution to totalmortality.The accidental drowning of sea otters in gill and trammelnets used to take California halibut, Para1ichthysca1ifornicus, was identified as a source of mortality whichhas probably increased as the sea otter population expandedinto areas of intense fishing. As a result, an existinggill and trammel net fishery observation program in MontereyBay was expanded to assess the extent and significance ofthe accidental drownings of sea otters in the areas nearMorro Bay and Port San Luis.Three different estimates of the number of sea ottersdrowned annually in gill and trammel nets were generatedusing comparable data bases. The average of these estimateswas approximately 80 sea otters per year for the level offishing effort expended during the June 1982 through June1984 study period.Back calculations of the annual take of sea otters by thegill and trammel net fishery for California halibut weremade for each year from 1973 through 1983. Thesecalculations suggest that the level of accidental take ofsea otters during the last decade may have been high enoughto be a significant factor in the lack of sea otterpopulation growth. (31pp.)

    Description: A Pismo clam, Tivela stultorum, census was conductedin January 1976 on selected southern California beaches.Effort and catch information was collected throughclamer interviews. Estimates for January 17 on beachessampled were 3,296 clammer-hours, 2,170 clammers, and10,739 legal clams (4.5 inches or larger) harvested.Clams were collected for age and growth studies.Samples of clams from the Long Beach to Newport Beach pierarea demonstrate the fastest growth rates of any Pismoclams reported in the literature. Clams begin to be recruited to the fishery at age 40 months. (14pp.)The 1974 year class was the largest on beachessampled. Recruitment to the fishery will be poor for the1976-77 and 1977-78 seasons and clamming will be dependenton large older clams.

    Description: During May and June, 1972, Department biologists made an ecological investigation in the vicinity of the discharge from Orange County Sanitation District off the mouth of the Santa Ana River. The survey consisted of 30 random benthic grab stations positioned within one mile of the discharge site, 8 bottom trawls, and underwater observations of the new and old discharge pipes.Abundance of polychaete worms in the grab samples indicates an area of enrichment adjacent to the diffuser in a northwest direction from the outfall.Trawl data show fish species composition and abundance comparable to previous monitoring surveys except for a high density at one station about one mile northwest of the outfall.Diving observations revealed normal biotic assemblages for this section of coast, however, previously noted growths of gorgonian corals at one station area were found in reduced numbers.     Description: The California Department of Fish and Game and the State Water Resources Control Board (through Regional Board #3, Central Coast) entered into an agreement whereby Department biologist-divers conducted a subtidalecological investigation of the marine environment in the vicinity of the City of Monterey ocean outfall. The objective of the study was to provide the Regional Water Quality Control Board with data to assist them in evaluating the effects of the discharge on the marine environment.The determinations made by biologist-divers included: (i) the number and diversity of the plant and animal life; (ii) substrate characteristics; and (iii) physical parameters, including water temperature, dissolved oxygen levels and clarity. Additionally, benthic samples wereobtained by the divers and/or by a Ponar grab at each station.The State Water Resources Control Board reimbursed the Department for part of the expenses incurred during this study.
