Notes: The article addresses the question whether or not the trend towards the decentralisation of collective bargaining on working time in Germany entails a loss in the binding power of industry-level agreements. To this end, both working-time agreements and practices are examined at the firm or establishment level in the automotive industry. Additionally, the article examines the extent to which workplace micro-level changes are reflected in official statistics. The findings indicate that unions and works councils have taken on new roles preventing a widespread erosion of collective regulations.

Abstract Digitalisation is creating new challenges and opportunities for the world of work and labour policy. The contributions in this volume discuss key developments in this field and labour policy strategies for dealing with the digitalisation of work: the shifting of spatial and temporal boundaries in the organisation of work, new initiatives of interest representation to regulate work, organise employees and mobilise workers in transnational contexts, and, finally, the prospects of shaping the design of work in digital working worlds. The book emphasises that the challenges of regulating and shaping work in digital contexts and the opportunities to do so are intertwined with other trends. With contributions by Alexander Bendel, Anja Gerlmaier, Thomas Haipeter, Fabian Hoose, Jennifer Kaczynska, Angelika Kümmerling, Erich Latniak, Sophie Rosenbohm and Christine Üyük.

Description: The concept of ‘Industry 4.0’ denotes a radical technological upheaval and structural changes in employment, qualification requirements, the blurring of the boundaries between one’s work and private life, personnel checks or the organisation of work. Therefore, the term relates to the core issues of collective interest representation dealt with by works councils and trade unions. German trade unions are trying to cope with these challenges by developing new approaches, among them the project ‘Work 2020 in NRW’, which is analysed in this book. ‘Work 2020’ is based on company-level workshops with consultants, works councils and employees in which maps of digitalisation are developed, new topics relating to work are defined and negotiations with management bodies are strived for. ‘Work 2020’ is therefore part of a broader strategy of trade union renewal, which seeks to activate works councils, increase their capacity to act and strengthen the power of unions in companies.
