Describes Oxfordshire County Council's QUEST programme (quality;effectiveness; service to all) and its implementation by introducing adevolved cost-centre management accounting system to achieve accountablemanagement, and decentralization to give managers more flexibility.Examines each component: quality involves customers and clients indecisions about services; effectiveness was implemented by identifyingthree elements: structures, systems and people. Service was achieved byraising the council's profile and the final item, to all, promoted equalopportunities and ensured that services were available to the whole ofOxfordshire. Finally, sets out the council's achievements since theintroduction of QUEST.
