    Notes: In response to the Bhopal disaster and several repeated chemical releases (even though of less dangerous magnitude) in New Jersey, the state of New Jersey passed a bill on January 8, 1986, which is aimed at the prevention of such catastrophic releases in the state. This bill is officially referred to as the Toxic Catastrophe Prevention Act (TCPA).The TCPA identified eleven specific Extraordinarily Hazardous Substances (EHS). Table 1 lists these eleven EHS identified in the Act and their reportable quantities. The TCPA aims at the prevention of the release of these EHS into the environment. The Legislature did not provide the basis and background of the development of the reportable quantities of these eleven EHS.The TCPA mandates that the New Jersey Department of Environmental Protection (NJDEP) shall expand the list of these EHS and shall “… correlate the substances with the quantities required to produce the potentially catastrophic circumstances.”

    Description: This paper proposes a mathematical definition of an aircraft-separation criterion for kinematic-based horizontal maneuvers. It has been formally proved that kinematic maneu- vers that satisfy the new criterion are independent and coordinated for repulsiveness, i.e., the distance at closest point of approach increases whether one or both aircraft maneuver according to the criterion. The proposed criterion is currently used in NASA's Airborne Coordinated Resolution and Detection (ACCoRD) set of tools for the design and analysis of separation assurance systems.

    Description: This paper presents DAIDALUS (Detect and Avoid Alerting Logic for Unmanned Systems), a reference implementation of a detect and avoid concept intended to support the integration of Unmanned Aircraft Systems into civil airspace. DAIDALUS consists of self-separation and alerting algorithms that provide situational awareness to UAS remote pilots. These algorithms have been formally specified in a mathematical notation and verified for correctness in an interactive theorem prover. The software implementation has been verified against the formal models and validated against multiple stressing cases jointly developed by the US Air Force Research Laboratory, MIT Lincoln Laboratory, and NASA. The DAIDALUS reference implementation is currently under consideration for inclusion in the appendices to the Minimum Operational Performance Standards for Unmanned Aircraft Systems presently being developed by RTCA Special Committee 228.

    Description: This paper describes a Detect and Avoid (DAA) concept for integration of UAS into the NAS developed by the National Aeronautics and Space Administration (NASA) and provides results from recent human-in-the-loop experiments performed to investigate interoperability and acceptability issues associated with these vehicles and operations. The series of experiments was designed to incrementally assess critical elements of the new concept and the enabling technologies that will be required.

    Description: The performance of the conflict detection function in a separation assurance system is dependent on the content and quality of the data available to perform that function. Specifically, data quality and data content available to the conflict detection function have a direct impact on the accuracy of the prediction of an aircraft's future state or trajectory, which, in turn, impacts the ability to successfully anticipate potential losses of separation (detect future conflicts). Consequently, other separation assurance functions that rely on the conflict detection function - namely, conflict resolution - are prone to negative performance impacts. The many possible allocations and implementations of the conflict detection function between centralized and distributed systems drive the need to understand the key relationships that impact conflict detection performance, with respect to differences in data available. This paper presents the preliminary results of an analysis technique developed to investigate the impacts of data quality and data content on conflict detection performance. Flight track data recorded from a day of the National Airspace System is time-shifted to create conflicts not present in the un-shifted data. A methodology is used to smooth and filter the recorded data to eliminate sensor fusion noise, data drop-outs and other anomalies in the data. The metrics used to characterize conflict detection performance are presented and a set of preliminary results is discussed.

    Description: Projections of future traffic in the national airspace show that most of the hub airports and their attendant airspace will need to undergo significant redevelopment and redesign in order to accommodate any significant increase in traffic volume. Even though closely spaced parallel approaches increase throughput into a given airport, controller workload in oversubscribed metroplexes is further taxed by these approaches that require stringent monitoring in a saturated environment. The interval management (IM) concept in the TRACON area is designed to shift some of the operational burden from the control tower to the flight deck, placing the flight crew in charge of implementing the required speed changes to maintain a relative spacing interval. The interval management tolerance is a measure of the allowable deviation from the desired spacing interval for the IM aircraft (and its target aircraft). For this complex task, Formal Methods can help to ensure better design and system implementation. In this paper, we propose a probabilistic framework to quantify the uncertainty and performance associated with the major components of the IM tolerance. The analytical basis for this framework may be used to formalize both correctness and probabilistic system safety claims in a modular fashion at the algorithmic level in a way compatible with several Formal Methods tools.

    Description: In this paper we introduce Stratway, a modular approach to finding long-term strategic resolutions to conflicts between aircraft. The modular approach provides both advantages and disadvantages. Our primary concern is to investigate the implications on the verification of safety-critical properties of a strategic resolution algorithm. By partitioning the problem into verifiable modules much stronger verification claims can be established. Since strategic resolution involves searching for solutions over an enormous state space, Stratway, like most similar algorithms, searches these spaces by applying heuristics, which present especially difficult verification challenges. An advantage of a modular approach is that it makes a clear distinction between the resolution function and the trajectory generation function. This allows the resolution computation to be independent of any particular vehicle. The Stratway algorithm was developed in both Java and C++ and is available through a open source license. Additionally there is a visualization application that is helpful when analyzing and quickly creating conflict scenarios.

    Description: Reusable models of common elements for communication, computation, decision and control in air traffic management are necessary in order to enable simulation, analysis and assurance of emergent properties, such as safety and stability, for a given operational concept. Uncertainties due to faults, such as dropped messages, along with non-linearities and sensor noise are an integral part of these models, and impact emergent system behavior. Flight control algorithms designed using a linearized version of the flight mechanics will exhibit error due to model uncertainty, and may not be stable outside a neighborhood of the given point of linearization. Moreover, the communication mechanism by which the sensed state of an aircraft is fed back to a flight control system (such as an ADS-B message) impacts the overall system behavior; both due to sensor noise as well as dropped messages (vacant samples). Additionally simulation of the flight controller system can exhibit further numerical instability, due to selection of the integration scheme and approximations made in the flight dynamics. We examine the theoretical and numerical stability of a speed controller under the Euler and Runge-Kutta schemes of integration, for the Maintain phase for a Mid-Term (2035-2045) Interval Management (IM) Operational Concept for descent and landing operations. We model uncertainties in communication due to missed ADS-B messages by vacant samples in the integration schemes, and compare the emergent behavior of the system, in terms of stability, via the boundedness of the final system state. Any bound on the errors incurred by these uncertainties will play an essential part in a composable assurance argument required for real-time, flight-deck guidance and control systems,. Thus, we believe that the creation of reusable models, which possess property guarantees, such as safety and stability, is an innovative and essential requirement to assessing the emergent properties of novel airspace concepts of operation.
