    Notes: : Components contributing to uncertainty in the location of the flood plain fringe of a mapped flood plain are identified and examined to determine their relative importance. First-order uncertainty analysis is used to provide a procedure for quantifying the magnitude of uncertainty in the location of the flood plain fringe. Application of the procedure indicated that one standard deviation of uncertainty in flood plain inundation width was about one third of the mean computed inundation width for several flood population-flood geometry combinations. Suggested mapping criteria, which directly incorporate uncertainty estimates, are given. While these criteria are more suitable for use in developing areas than in flood plains that have had extensive development, the analysis procedure can be used to accommodate property owners who challenge the validity of estimated flood fringe boundaries. Use of uncertainty analysis in flood plain mapping should enhance the credibility of the final plan.

    Notes: Emitted thermal infrared radiation (TIR, λ= 8 to 14 μm) can be used to measure surface water temperatures (top approximately 100 μm). This study evaluates the accuracy of stream (50 to 500 m wide) and lake (300 to 5,000 m wide) radiant temperatures (15 to 22°C) derived from airborne (MASTER, 5 to 15 m) and satellite (ASTER 90 m, Landsat ETM+ 60 m) TIR images. Applied atmospheric compensations changed water temperatures by −0.2 to +2.0°C. Atmospheric compensation depended primarily on atmospheric water vapor and temperature, sensor viewing geometry, and water temperature. Agreement between multiple TIR bands (MASTER - 10 bands, ASTER - 5 bands) provided an independent check on recovered temperatures. Compensations improved agreement between image and in situ surface temperatures (from 2.0 to 1.1°C average deviation); however, compensations did not improve agreement between river image temperatures and loggers installed at the stream bed (from 0.6 to 1.6°C average deviation). Analysis of field temperatures suggests that vertical thermal stratification may have caused a systematic difference between instream gage temperatures and corrected image temperatures. As a result, agreement between image temperatures and instream temperatures did not imply that accurate TIR temperatures were recovered. Based on these analyses, practical accuracies for corrected TIR lake and stream surface temperatures are around 1°C.

    Notes: : Successful stream rehabilitation requires a shift from narrow analysis and management to integrated understanding of the links between human actions and changing river health. At study sites in the Puget Sound lowlands of western Washington State, landscape, hydrological, and biological conditions were evaluated for streams flowing through watersheds with varying levels of urban development. At all spatial scales, stream biological condition measured by the benthic index of biological integrity (B-IBI) declined as impervious area increased. Impervious area alone, however, is a flawed surrogate of river health. Hydrologic metrics that reflect chronic altered streamflows, for example, provide a direct mechanistic link between the changes associated with urban development and declines in stream biological condition. These measures provide a more sensitive understanding of stream basin response to urban development than do treatment of each increment of impervious area equally. Land use in residential backyards adjacent to streams also heavily influences stream condition. Successful stream rehabilitation thus requires coordinated diagnosis of the causes of degradation and integrative management to treat the range of ecological stressors within each urban area, and it depends on remedies appropriate at scales from backyards to regional storm water systems.

    Notes: One central issue affecting the health of native fish species in the Pacific Northwest is water temperature. In situ observation methods monitor point temperatures, while thermal infrared (TIR) remote sensing captures spatial variations. Satellite-based TIR sensors have the ability to view large regions in an instant. Four Pacific Northwest river reaches were selected to test the ability of both satellite-based and moderate resolution aircraft-based TIR remote sensing products to measure river temperatures. Images with resolutions of 5, 15, and 90 meters were compared with instream temperature observations to assess how along stream radiant temperatures are affected by resolution, reach width, and sensor platform. Where the stream reach can be resolved by the sensor, all sensors obtain water temperatures within ±2°C of instream observations. Along stream temperature variations of up to ±5°C were also observed. Trends were similar between two sets of TIR images taken several hours apart, indicating that the sensors are observing actual temperature patterns from the river surface. If sensor resolution is sufficient to obtain fully resolved water pixels in the river reach, accurate temperatures and spatial patterns can be observed. The current generation of satellite-based TIR sensors is, however, only able to resolve about 6 percent of all Washington reaches listed as thermally impaired.

    Notes: The performance of a simplified water resource system consisting of a single surface reservoir and adjacent aquifer storage operated as a coupled flow buffering device is investigated on an annual scale to provide insight into the most important physical and climatic (streamflow) parameters governing cyclic storage performance. The hypo thetical system is fully characterized by aquifer capacity, pumping and recharge capacity, surface storage size, annual demand, and reservoir inflow statistics, including annual mean, coefficient of variation, skew coefficient, lag one correlation coefficient, and Hurst coefficient. System performance under a range of these parameters is reviewed via Monte Carlo simulation; for the cases considered system performance is almost always limited by total system storage (sum of surface and aquifer storage). A preliminary economic analysis indicates that the cost of providing flow buffering via development of subsurface storage is about an order of magnitude less than for surface storage in the cases considered.

    Notes: . Recent advances in water quality modelling have pointed out the need for stochastic models to simulate the probabilistic nature of water quality. However, often all that is needed is an estimate of the uncertainty in predicting water quality variables. First order analysis is a simple method of providing an estimate in the uncertainty in a deterministic model due to uncertain parameters. The method is applied to the simplified Streeter-Phelps equations for DO and BOD; a more complete Monte Carlo simulation is used to check the accuracy of the results. The first order analysis is found to give accurate estimates of means and variances of DO and BOD up to travel times exceeding the critical time. Uncertainty in travel time and the BOD decay constant are found to be most important for small travel times; uncertainty in the reaeration coefficient dominates near the critical time. Uncertainty in temperature was found to be a negligible source of uncertainty in DO for all travel times.
