This paper reviews the Finnish systems of aquaculture regulation and monitoring. The Finnish system differs from those found in most other European countries. The private ownership of the Finnish waters and shoreline, the regulation of water-related conflicts by the Water Act (and in special, independent Water Courts) and the abundance of private summer cottages on the Finnish coast are distinctive. A serious problem concerning consent compliance, apparently regarding statistical reliability, has occurred. This situation sends a strong signal about the need for better understanding, development and implementation of new types of environmental regulations for aquaculture in Finland. Methods for reducing the intensity of the conflict between environmental regulations and business objectives are presented in the conclusions. In the Finnish aquaculture system certain points could be enhanced to achieve better acceptability of the regulatory system by the different stakeholders. Among the measures suggested are regional planning, decision-making transparency and the employment of a more flexible regulatory system.
