Description / Table of Contents: This volume provides a comprehensive, up-to-date account of how the physical and biological environment of the Antarctic continent and Southern Ocean has changed from Deep Time until the present day. It also considers how the Antarctic environment may change over the next century in a world where greenhouse gas concentrations are much higher than occurred over the last few centuries. The Antarctic is a highly coupled system with non-linear interactions between the atmosphere, ocean, ice and biota, along with complex links to the rest of the Earth system. In preparing this volume our approach has been highly cross-disciplinary, with the goal of reflecting the importance of the continent in global issues, such as sea level rise, the separation of natural climate variability from anthropogenic influences, food stocks, biodiversity and carbon uptake by the ocean. One hundred experts in Antarctic science have contributed and drafts of the manuscript were reviewed by over 200 scientists. We hope that it will be of value to all scientists with an interest in the Antarctic continent and the Southern Ocean, policy makers and those concerned with the deployment of observing systems and the development of climate models.

Description: A key finding of previous RAND research on insurgencies worldwide since World War II was that an overall score on a scorecard of 15 equally weighted good and 11 equally weighted bad counterinsurgency factors and practices distinguished conflicts’ historical outcomes. Using the scorecard approach and an expert elicitation exercise, a RAND study sought to extend the findings to the case of Afghanistan in 2015.

Description: Strategic imperatives sometimes compel the United States to work with partner nations that lack the characteristics that favor success in building partner capacity. This report explores what the United States can do in such contexts to maximize prospects for success by specifically looking at potential challenges and workarounds and deriving recommendations for future engagements.

Description: A comprehensive review of historical insurgencies that ended in settlement after a military stalemate shows that these negotiations followed a similar path that can be generalized into a “master narrative" of seven steps executed in a common sequence. Such a narrative could help guide and assess the progress of a similar approach to resolving the conflict in Afghanistan as U.S. forces prepare to withdraw.

Description: Building on a 2010 RAND study of the 30 insurgencies begun and completed between 1978 and 2008, this study added 41 new cases to the data set, allowing comparisons across all 71 insurgencies begun and completed worldwide since World War II to distill the paths to victory. With many more cases to compare, the study was able to more rigorously test the previous findings and address several critical questions that the earlier study could not.
