Description: Communities, companies, and governments at all levels in the United States are making decisions that will influence where, what and how infrastructure will be built. This report describes insights about exposures from natural hazards now and in the future, as well as gaps in data that, if filled, could improve the nation’s ability to assess infrastructure risk and improve infrastructure resilience.

Description: This report highlights RAND’s contributions to the Louisiana Coastal Protection and Restoration Authority’s Master Plan. Its purpose is to help policymakers in other coastal regions understand the value of a solid technical foundation to support decisionmaking on strategies to reduce flood risk, rebuild or restore coastal environments, and increase the resilience of developed coastal regions.

Description: This report serves as the technical documentation and reference document for the data, methods, and analytic approach used in the analysis of national exposures to infrastructure from natural disasters. The analysis includes 11 natural hazards and five infrastructure sectors. Analytic findings about current and future exposures of infrastructure in the United States drawn from this data analysis are documented in a separate report.

Description: Discussion is made of the Apollo 15 and 16 metric and panoramic cameras which provided photographs for accurate topographic portrayal of the lunar surface using photogrammetric methods. Nine stereoscopic models of Apollo 16 metric photographs and three models of panoramic photographs were evaluated photogrammetrically in support of the Apollo 16 geologic investigations. Four of the models were used to collect profile data for crater morphology studies; three models were used to collect evaluation data for the frequency distributions of lunar slopes; one model was used to prepare a map of the Apollo 16 traverse area; and one model was used to determine elevations of the Cayley Formation. The remaining three models were used to test photogrammetric techniques using oblique metric and panoramic camera photographs. Two preliminary contour maps were compiled and a high-oblique metric photograph was rectified.

Description: Some attempts to produce, with an AP/C analytical plotter, stereo models using Mariner 9 pictures are reported. The first attempt using geometrically uncorrected mission test video system (MTVS) imagery failed; the second, using corrected reduced data record (RDR) pictures also failed, probably because they were reconstructed through a vidicon display which introduces additional distortion. By using images obtained from RDR tape data through the Optronics Photowrite device, models were successfully obtained.

Description: In June 1978, the Seasat satellite was placed into orbit around the earth with a synthetic-aperture imaging radar (SAR) as one of the payload sensors. The Seasat SAR provided, for the first time, synoptic radar images of the earth's surface with a resolution of 25 m. In November 1981, the second imaging radar was successfully operated from space on the Shuttle. The Shuttle Imaging Radar-A acquired images over a variety of regions around the world with an imaging geometry different from the one used by the Seasat SAR. The spaceborne SAR principle is discussed, taking into account ambiguities, orbital and environmental factors, range curvature and range walk, surface interaction mechanisms, thermal and speckle noise, key tradeoff parameters, and nonconventional SAR systems. Attention is also given to spaceborne SAR sensors, the digital processing of spaceborne SAR data, the optical processing of spaceborne SAR data, postimage formation processing, data interpretation techniques and applications, and the next decade.

Description: A brief summary is presented of user requirements for the Shuttle synthetic aperture radar (SAR) to be flown on a sortie mission of 7 to 10 days in duration, based on information collected from survey of the literature and direct user contacts. This information suggests selection of a dual frequency (L and X band) dual polarization SAR capable of meeting most user requirements. Particular attention is given to the SAR system specifications and the data handling capability expected to be available during the 1980s for the tracking and data relay satellite system (TDRSS). The data link requirements of the majority of Shuttle experiments will eventually determine whether the necessary high-capacity Shuttle-TDRSS return link will be part of the intrinsic Shuttle capability or will be part of the SAR payload.

Description: A small, helicopter-borne water-quality monitoring package is being developed by the NASA/EPA using a combination of basic in situ water quality sensors and physical sample collector technology. The package is a lightweight system which can be carried and operated by one person as a passenger in a small helicopter typically available by rental at commercial airports. Real-time measurements are made by suspending the water quality monitoring package with a cable from the hovering helicopter. Designed primarily for use in rapidly assessing hazardous material spills in inland and coastal zone water bodies, the system can survey as many as 20 data stations up to 1.5 kilometers apart in 1 hour. The system provides several channels of sensor data and allows for the addition of future sensors. The system will also collect samples from selected sites with sample collection on command. An EPA Spill Response Team member can easily transport, deploy, and operate the water quality monitoring package to determine the distribution, movement, and concentration of the spilled material in the water body.

Description: Currently there is considerable interest in active microwave sensors for earth resources applications. A particular example is the Seasat-A radar. However, to obtain spatial resolutions comparable to optical sensors at radar frequencies, sophisticated image formation processing techniques must be applied to the raw data. This paper briefly compares processing requirements for non-coherent optical and coherent radar imaging systems, and then discusses the image formation processing requirements for synthetic aperture radar (SAR) systems. Both optical and digital techniques are addressed, and examples of hardware and imagery for each processing technique are presented.
