    Description: : Supply chain sustainability has become a key issue for multinational corporations (MNCs). Hundreds of MNCs in agri-commodity sectors have recently committed to eliminate deforestation from their supply chains. In this article, we examine the power of non-governmental organizations (NGOs) participating in two initiatives that support the implementation of such commitments: the Accountability Framework initiative (AFi) and Transparency for Sustainable Economies (Trase). Drawing on document and literature research, participant observation as well as semi-structured interviews, we find that these NGOs exercise power with MNCs, in particular in terms of raising awareness and changing corporate self-perceptions. At the same time, though, there is a bias towards representing the positions and interests of materially strong actors in global supply chains. In doing so, NGOs risk reinforcing MNCs’ power over more marginalized actors. In this light, we argue that initiatives such as AFi and Trase can only be a first step towards a new economic system that respects ecological limits and delivers social justice. In order to shape transformative change, NGOs need to more actively push discussions about equitable distribution, emancipation and justice in natural resource governance.

    Description: The European Union (EU) stands at a crossroads regarding its biofuel policies. For more than a decade, the EU sought to create a market for and govern sustainable biofuels for the transport sector, even as debates over sustainability escalated. It did so by devising novel hybrid (public and private) governance arrangements. We took stock of the nature and outcomes of this experiment in hybrid biofuel governance. We relied on qualitative methods of analysis, whereby we reviewed and synthesized the evolution of EU biofuel governance arrangements over time, through detailed document analysis of secondary and primary literature, including EU and related policy documents and private certification scheme websites. Our analysis reveals that, instead of yielding an increasingly stringent sustainability framework, the hybrid EU governance arrangements resulted in a proliferation of relatively lax, industry-driven, sustainability standards, even as the notion of “sustainable biofuels” remained contested in public and political debate. These findings contribute to an ongoing debate about the merits of hybrid (public–private) governance arrangements, and whether a hybrid approach helps strengthen or weaken sustainability objectives. We conclude that a more stringent EU meta-standard on sustainability needs to be developed, to underpin future governance arrangements.

    Description: Organic and fair trade campaigns bring water sustainability onto public agendas, such as for example in the cotton/textile sector. Armedangels, a German company, advertises its t-shirts by arguing that their production requires only 1/10th of the water required in conventional production. This article studies the ambitions of such corporate agenda-setters. Methodologically, we develop a framework that contains six criteria and nine indicators, which allow us to code and assess the certification standards. In addition, we conducted semi-structured interviews, group discussions, and participatory observations in order to better understand whose agendas certification is promulgating. The criteria encompass the social and environmental dimensions of water sustainability. Our cases include Naturland (a private organic standard), the European Union (EU) Organic Regulation (a public organic standard), the Fairtrade Labeling Organization (FLO) (a fair trade initiative), and the Fair for Life (FFL) standard (an organic and fair trade standard). Our study also looks at the Better Cotton Initiative (BCI) and Cotton made in Africa (CmiA), which are two multi-stakeholder initiatives that operate on the conventional market in cooperation with non-governmental organizations (NGOs). The findings demonstrate that organic and fair trade companies rightly present themselves as water policy entrepreneurs. However, crucial aspects of water sustainability remain hidden. In particular, there is a cleavage between the environmental agendas of organic movements and NGOs that are represented in certification and the urgent social water problems in the Global South.
