    Notes: This paper highlights the requirement for Executive Agencies to be more directly accountable to those outside their immediate management, especially con- cerning performance. The paper discusses the importance of performance information in external reporting and, through an analysis of 57 recent annual reports, examines the extent to which such information is disclosed. By comparing the results of this analysis with earlier evidence, changes in emphasis are identified. The research, although questioning the adequacy of performance reporting by Agencies, provides evidence of improvement over time.

    Notes: The use of quantitative, often non-financial, targets and performance measures in the plans of both businesses and not-for-profit organisations has recently received increasing attention in the academic literature. In the UK public sector this has been particularly important, given the rise of New Public Management. This has resulted in a shift from issues of policy to issues of management, and the break-up of traditional bureaucratic structures. These changes have been supported by an increasing focus on setting quantitative targets which cover all aspects of an organisation's performance. This paper seeks to examine the possible role of quantitative targets in planning and control in public sector organisations. Furthermore, through an exploratory study of over eighty planning documents from executive agencies, the nature and breadth of targets being used are examined and discussed.

    Notes: We develop a chain model of an electrorheological fluid in steady and oscillatory shear. This model is based on a balance of hydrodynamic and electrostatic forces and focuses on the mechanical stability of chains. With this model we compute the shape and orientation of an unconfined dipolar chain in steady shear as a function of the shear rate and electric field, and show that this leads to the expected shear-thinning viscosity. We then demonstrate that chains confined by electrodes are unstable in some Mason number regimes. The chain model is extended to the case of oscillatory shear by including a kinetic equation for the aggregation and fragmentation of chains. The resultant chain dynamics is found to be strongly nonlinear, as is the rheology. Finally, we consider the effect of local field corrections and long range interactions on the bare dipolar interaction force and derive a self-consistent pair interaction force that demonstrates that the maximum orientation of a chain in shear depends strongly on the dielectric contrast. © 1996 American Institute of Physics.

    Notes: When a suspension of colloidal particles is subjected to a strong electric or magnetic field, the induced dipolar interactions will cause the particles to form organized structures, provided a sufficient permittivity or permeability mismatch exists, respectively, between the particles and the suspending liquid. A uniaxial field will produce uniaxial structures, and a biaxial field, such as a rotating field, will produce biaxial structures, and either of these structures can be pinned by polymerizing the continuous phase to produce field-structured composites. We have previously reported on the coarsening of field-structured composites in the absence of thermal effects, i.e., Brownian motion. Athermal simulations are primarily valid in describing the deep quenches that occur when the induced dipolar interactions between particles greatly exceed kBT. However, deep quenches can lead to kinetic structures that are far from equilibrium. By introducing Brownian motion we have shown that structures with significantly greater anisotropy and crystallinity can form. These structures have enhanced material properties, such as the conductivity, permittivity, and optical attenuation. Careful anneals at certain fixed fields, or at continuously increasing fields, should produce more anisotropic structures than the deep quenches we have used to synthesize real materials. © 1999 American Institute of Physics.

    Notes: The electrostriction of composites consisting of dielectric particles embedded in a gel or elastomer is discussed. It is shown that when these particles are organized by a uniaxial field before gelation, the resulting field-structured composites are expected to exhibit enhanced electrostriction in a uniform field applied along the same axis as the structuring field. The associated stresses might be large enough to form the basis of a polymer-based fast artificial muscle. © 1999 American Institute of Physics.

    Notes: We report the results of a computer simulation of the evolution of structure in a two component fluid consisting of a liquid phase and a dispersed colloidal phase subjected to a biaxial field. A biaxial field, such as a rotating field, can induce the organization of polarizable particles into two-dimensional sheets, in contrast with the essentially one-dimensional columns formed in a uniaxial field. Our primary objective is to explore the kinetics of coarsening, the emergence of structure, and the anisotropy in materials properties. Using an efficient, linear-N simulation method we report studies of systems of N=10 000 particles over the concentration range of φ=10–50 vol %. We present a variety of methods of characterizing the structures that emerge, including the two dimensional pair correlation, velocity correlations, microcrystallinity, optical attenuation, dipolar interaction energy, conductivity, and permittivity. The anisotropies that we compute are generally inverted relative to those found in materials structured by a uniaxial field. © 1998 American Institute of Physics.
